I also thought that harris would be the choice and that she was the logical choice given all of the facts and circumstances of the campaign and, in fact, i wonder why it took him an extra couple of weeks to make that rcoice. One is shes a coastal california progressive, theres no question about that, and i guess the issue is for the campaign is she going to play in wisconsin, in michigan, in pennsylvania, in those swing pstates where middle class vots are there to be had . Well, the question is isnt whether she will play, the real question is whether joe biden will play. I dont think shell be a major factor in those states one way or the other. I think shes a major factor in unifying the party, getting behind the choice, creating historic moment, but whether or not those swing states, working class voters are going to swing to joe biden is really husband job. Hes the candidate whos got to make that case. Paul well, the other claim is as a minority woman, she is going to mobilize, energize minority voters in a way that they werent energized four years ago. And you saw that, i think, in turnout in places like detroit and philadelphia, maybe milwaukee four years ago. What about this year . Is she going to help on that score . I think shes definitely going to help on that score. I think having the first africanamerican woman on the ticket is definitely going to help in turnout. But i think turnout is likely to be quite high given all of the factst and circumstances of whats going on. I think turnouts going to be high across the board. In fact, with the mailin ballots, maybe higher than the number of voters. [laughter] paul okay. We will, we will see about that one. So the democrats are going into their Convention Next week, its how unified right now are the democrats compared to previous cycles . I mean, the biden bernie condominium going to hold . Everybody going to behave . Are they a unified party now . I think this is a unified party. I think that, obviously, the Sanders Warren wing doesnt have everything they want, and theyre going to push for more at the convention. But, by and large, i think the entire party has a really coalesced, you know, around this ticket. This is not going to be a controversial, you know, kind of convention i dont think at all. In fact, you know, this campaign has so little controversy, you know, right now that maybe thats part of the problem. Paul well, and on that score i want to ask you because i remember 2012 and mitt romney and stuart stevens, they thought that the voters had a majority of the voters had decided too fire barack obama ad tithat they, you know, they coud play it relatively safe. Biden seems, it seems to me hes pursuing a safe strategy. Hes not taking a lot of media questions, being careful. Are they being too safe, and could that be a problem . Well, we used to call this rose garden strategy when you were doing this from the perspective of being president. Ive never seen a challenger do the basement tragedy, but itsen strategy, but its been working so far. The vote is largely determined now, i think, by trumps satisfaction or Approval Rating on handling thehe virus. Is the virus is the number one issue. It overwhelms and i affects every aspect of American Life at the moment. So the fact that his rating in our polls went from a 51 to 41 on handling the virus really sums up his entire, you know, vote drop. And i think hes got to get that up so that the other issues count if hes going to really get back here. Otherwise the safe strategy is going to work. Paul so the if all the attacks on the by the president on biden, tax increases and so on, will not cut unless you see the public coming to a conclusion that the virus seems to be under i mean, its not going away, but seems to be under some kind of better control . I think, i think thats essentially right. I think that if i were to look behind the polling, sure, the president s got a lot of strong issues on, you know, the violence in the country, on law and order, on, you know, governmentsponsored health care to an, extreme. He has a number of issues and the tax plan that nobody knows about. Those are all issues in which in the polling might issue wise fall in trumps favor, but i dont think any of thats getting tractionea because the public wants someone whos going to solve the virus problem or at least be someone they trust to finish and control this thing as it moves forward. They trust trump on the economy but not the virus. Finish. The president of this Administration Things<\/a> parents and kids should be in charge of the kids education. We are seeing in too many places that kids are not at the center of these considerations. The teachers unions are overplaying, showing their hands i should say, and demand that they want met before they will consider going into the classroom. Its about defunding police, universal healthcare, rolling back and killing Charter School<\/a>s. Its about killing the washington d. C. Opportunity scholarship program. So parents and kids and families should not be held captive to others fears or agendas and they have to be in the drivers seat when it comes to their futures. A child at seven years old wants. You cant get that time back and its important to be in the classroom. Paul classroom is better than virtual instruction but what about the safety . Can you guarantee teachers and the kids will be safe . Weve already seen some infections break out in some schools. There are schools across the country going back into session and are doing it safely. They are taking all precautions and following good guidelines and recommendations of the cdc in applying them depending on their unique situation. They are given tools to the cdc that if there is an incident of the virus, how to navigate that and handle it. These things can be done safely, it just takes the will to do them and the focus on who we are talking about and that is kids in their education. Is there enough money now that the states have to be able to provide personal protective equipment, the new barriers and layouts that will help with safety . Its been ready and waiting and in some cases at districts so there is funding today that can address some of these issues and the president has been clear he supports the notion if schools need more resources to open and reopen safely, they should have them put there are steps schools can take today. I had opportunity to talk with one of the state schools chiefs from New Hampshire<\/a> today and he said theyve been able to effectively demonstrate a lot of this can be accomplished very practically and without Additional Resources<\/a> but we want the resources where they are necessary. Paul the president has also said if schools dont reopen, and in those districts, the money should go directly to the parents where they can decide how to spend the money and go to a private or Charter School<\/a> that is opening. Do you have the authority now to be able to send the federal money to those jurisdictions, without authorization from congress . No. Congress needs to authorize that and tim scott is a very good piece of legislation thats been part of the consideration called school twice now that would provide resources directly, immediately and in emergency situation for childrens scholarships to attend the private schools they have been attending. There are a lot of private schools taking a real economic hit. The families are not able to afford the tuition or scholarship programs in some states that rely on tax contributions from individuals or businesses taking a hit.
