For the next primary battle looming out there, senator cruz trying to gain ground in delegaterich pennsylvania. We are also just minutes away from a donald trump rally taking place in indianapolis. And Hillary Clinton is talking gun violence in philly. Fox Team Coverage for you. Fox news sunday anchor Chris Wallace, coanchor bill hemmer here in new york. Jeff, youre in indianapolis. People are wondering today why trump is in indiana while contests in pennsylvania, connecticut and others are first, theyre next week. Reporter well, it is generally thought, gretchen, that hes going to do pretty well in these east coast states. But indiana, california, two states that could really be up for grabs. 57 delegates here. Important to note, these 57 delegates have already been chosen by Party Apparatus and not very friendly to trump perhaps. And consequently, if he doesnt get past the first ballot theyd be bound to him if he was to win the popular vote on the first ballot. But if they go to a second ballot they would be ys actualls got a majority of those delegates committed to him if it gets to a second ballot. All right. So i know that early voting has been going on in indiana. I believe primarys not until may 3rd. So is there any way to know who is ahead in indiana right now . Thats the interesting thing as this begins to kick off here, we kind of dont know. The reality is there hasnt been any polling here done since december since there were 17 or 18 republican candidates. Some people think donald trump is a guy who the state is friendly this point no polling so we kind of dont know. Governor mike pence, by the way, just met with donald trump today. He has not endorsed but he says he may endorse. Hes going to meet with cruz tomorrow and he says hell also meet with john kasich as well. Could make a difference in that state if that endorsement comes through. Thank you. Cruz, you see the senator saying hes going on to cleveland, the people will prevail. So is that possible . Bill hemmer is here at the bill board, named after him. Whats the latest projection according to your mapping . Two days in a row this is now. Can you believe it . So heres what we did. We got together with our research team. Our brain room. We took all the polling that is available. Theres not a lot of polling in indiana which makes it a bit confusing. Heres what we did. Your starting numbers, 845 for trump right now, he needs to get to 1,237. Five states next tuesday, all in the northeast. We think trump does well in rhode island. In connecticut. In compare. In maryland. And in pennsylvania. But he would still be below the 1,000 mark according to our calculation right now as of next tuesday night. So those are all next tuesday. But then you got all these western states. What happens after that . Jeff is in a really good spot there in indianapolis. There is a reason why trump went there today. Indiana right now would appear to favor ted cruz. Could change. Dont know. So we put cruz in indiana, and you see how he gets that number. Then you go out to nebraska, we think that favors cruz. West virginia, bit of a mixed picture right now, but again we are giving all 34 to trump as of today. That could change a little bit. Then your third week in may, it is oregon favors trump but not by a lot. Washington state favors cruz, but not by a lot. So now gretchen, you are in the month of june and you are still below the magic number. We think montana favors cruz. Likewise for south dakota. We still think that new mexico is a 50 50 spt. And we believe that trump gets 100 delegates in california. Now there are others who put his number higher than that. Maybe 100 is right. Maybe it is low. And that same day is new jersey. So after all of that, trump would be 68 shy based on this projection as of today. Then you get into the unknown you keeping track of this to see how close you are . Were working really well together so far. Brian murphy and our team and brian rooney trying to figure out if our projection is still on target based on what the voters are doing. So were comfortable with this right now, but check back in a day or two. All right. See if it changes. At the bill board. As you know, donald trump needs 1,237 apparently delegates to clinch a nomination. Behind the scenes folks are saying his magic number could be less. A member of the Republican National committee saying this. If hes close after june 7th, there will be a compelling reason for folks to say hes won the most delegates by a lot and hes won the most voters by a ton. A Convention Delegate from california saying this, i think a lot of people think if he gets within 50 to 1 00 of the delegates needed, hell be able to carry it. Time to bring in Chris Wallace for his brilliance on this, anchor of fox news sunday. This is starting to percolate, not just from Trump Supporters but people you would deem to be part of the establishing, saying, if he gets pretty close, it might be close enough. The magic number is 1,237 and it will remain 1,237. Somehow he has to get to 1,237, a majority of the delegates, to be the nominee of the party. Thats the rules and thats not going to change. The question is if hes 68 votes short or 100 votes short, will he be able to make up difference to get to the magic number of 1,237. There is going to be a lot of pressure. Interesting the clip you just played of ted cruz where he said im going to cleveland where he said, i hope the people prevail. What does he mean by the people . If he means the millions of people who have voted, the millions of people who have ended up allocating the delegates, then trump will have prevailed because hes clearly going to be in the lead in votes and delegates getting to cleveland. Thats already in the books. By the people, if he means the 2,400 delegates at the convention, as if those are the only people, well then conceivably he can win. But it is what you are hearing from some people in the establishment, its what we saw in the exit poll yesterday in new york, 60 , 70 of people around the country when theyre asked who should get the nomination, if nobody gets do 1,237, they say the person who comes into the convention with the most votes and most delegates. Exactly. Were going to hone in on that a little bit more later on but it is a great point that you make there. Now this is just breaking right now. The Washington Post got its hands on this trump memo. Its just come out. Heres what it says, in part, about the 1,400 delegates that they think that they may be able to amass. First what they say about cruz, the cruz spin machine produces more lies than anything else. Your projections call for us to accumulate over 1,400 delegates and thus a first ballot nomination win in cleveland. So this memo, chris, going out internally to trump people saying that they think that theyre going to be able to get this 1,400 number. I dont see how they get to 1,400. You could argue on the margin, he might be off by 50 or 100, hes not off by 300. Hes got about 1,100 and theyre talking iing about 1,400. I think maybe theyre talking about the unbound delegates. I dont think we get to 1,400, unless what happens is you have kind of a movement after california on june 7th and you start to see people, in effect, joining the bandwagon. It is so interesting, of course, trump wrote one of the most successful Business Books i think he would say, the most successful business book ever writt written, the art of the deal. Well get to see donald trump and the art of the deal. As you say, there are unbound delegates, 50 of them in pennsylvania. Theyll have this big vote next week, 54 of the delegates completely unbound. Theyre free agents. You got to figure that donald trump is going to find ways and it is legal to pay for their trip to cleveland. Its legal to wine and dine them. Thats not some kind of bribery or anything like that. So well see just how good a dealmaker donald trump is as he tries to make up the margin between whatever he ends up with in bound delegates and the magic number of 1,237. It is going to be fascinating. Heres another really interesting thing that came out of that trump memo that we just got our hands on. Heres his message to the rnc. The rnc has a lot to answer for, as do those who are part of the donor class and the party establishment. This movement scares the hell out of them and the people scare them, so they will do whatever they can to keep power. I mean this has been his message, right . Yeah, but i think to a certain degree thats spin on his part. It isnt like the rnc in march or something after he had a good super tuesday said we got to find a way to stop trump. All these first of all, the states make up the rules of how theyre going to choose their delegates. It isnt the central rnc in washington that does it. It is the Republican Party in iowa or colorado or wyoming. And they have to have settled on that by some time last i think it was by october of last year. So this has been was baked in the cake long before donald trump had won a single delegates. I think to some degree bsh y saw this a lot in new york. Trump likes to play the victim to a secertain degree, playing the people who feel theyve been messed over, taken advantage of, whether by big politics, big government, wall street, and hes taken them as its us against them. Lets go to the dem side. Hillary clinton delivering a new york knockout to Bernie Sanders last night, winning by 15 points. So what is Bernie Sanders next step . He took the day off today. But there are still superdelegates on the democrats side and last time a lot switched away from Hillary Clinton and went to barack obama. So should he stay in it . I think that shes basically got it wrapped up. I was talking about this with joe trippi last night, the campaign cowboys. I think there is going to be enormous pressure on Bernie Sanders to do 1 of 2 things. Either get out of the race, which i doubt he will do, or, two, cool the race. There was one time when it was really about issues. It was only in the last perhaps month when it really turned bitter and personal as we saw, especially in that brooklyn debate last week where hes basically saying that shes being paid off by wall street and paid off by big investment firms, by quarter Million Dollar speeches and all of that. There is a way he could campaign on the issues without attacking her. But i think there is going to be a lot of pressure on him, look be with shes going to be the nominee, do you really want to be the person who makes it harder for her to win and maybe throws the election to a ted cruz or donald trump . I dont know how hell answer that. He may just say thats her problem, not mine. But i think hes going to face a lot of pressure to either get out of the campaign or tone it down in the personal attacks. All very interesting. Welcome back to the real story. Southeastern texas bracing for more rain and thunderstorms today as the area continues to grapple with catastrophic flooding over the last few days. Rising waters have left at least seven people dead and caused more than 5 billion in damage. Much of the houston area is still submerged. After storms dumped more than 17 inches of rain in less than 24 hours. Dangerous weather also hitting up north in dallas where a sinkhole opened up swallowing literally a pickup truck. The driver thankfully emerged from that hole unharmed. Back to politics now. The republican flasnc holding i meeting on the rules taking center stage in florida. 168 rnc members who are all delegates will attend the meeting in hollywood, florida, but no rule changes will actually happen this week. Thats because the gop rules can only be rewritten and adopted every four years at the national convention. But one proposal is to have the convention in cleveland operate under roberts rules of order instead of the house of representatives rules. And gop chair Reince Priebus is probably making this a top priority finding potential chairmen for the four Convention Committees which are rules, credentials, platforms, and permanent organization. Senator ted cruz and Governor John Kasich will be at the Spring Meeting in person. Donald trump is sending representatives as he continues to blast the delegate process. Nobody should take delegates and claim victory unless they get those delegates with voters and voting. And thats whats going to happen. And you watch. Because the people arent going to stand for it. Its a cooked system. Its a system thats rigid and were going to go back to the old way. Its called you vote and you win. Joining me now, david rucker, Senior Correspondent for the Washington Examiner whos become an expert of sorts on this whole delegate process as you continue to look at the u. S. Territories and all of the states. How important is this meeting thats taking place there . I hate to burst everybodys bubble but in terms of the rules committee meeting, thats not important because nothings going to happen. The chairman and members dont really want any rule changes. A few members want some rules changes but really nobody wants to mess with this until the Convention Rules committee meets. You very ably pointed out how that process works. But i think whats going on here in that is important is that delegates are busy talking to each other. These are rnc members, theyre also delegates with a lot of pull and a lot of influence. They are talking to each other about what they want to see out of a contested convention if it happens. They are planning and hearing from the campaigns. Jeff row, Campaign Manager from ted cruz, gave an hourlong briefing to rnc members, delegates, about their plans for the fall, how theyd lay out a Grassroots Campaign that would support all republicans. The warning is if you go with donald trump, thats a whitewash thats the word jeff rowe used because hes got no Grassroots Organization and youre all going to be in trouble. You might not need it. We just dont know yet. It is interesting because trump has been calling out the rnc in big ways calling the whole process crooked and saying that this is not the way that we should electricity a praesident. It seems like he might be taking a bit of a turn because he does have to rally these delegates, does he not . He does. You bring up a really important point. I havent seen that turn yet. If we listen to those remarks from last night, you just played them, hes still calling the process rigid. Hes basically referring to delegates as on the take and crooked. I was talking to delegates, rnc members this morning. What they were saying is thats very unhelpful if he wants hem to rally behind them. If not at the convention, if he is the nominee because he has the votes with be in the fall. These are the people who do the grunt work, phone calls, fundraising, knocking on doors. And if he doesnt have them, hell have a much harder time against Hillary Clinton. Shes got plenty of problems but one problem she wont have is organization and money and knowhow. These states are very complicated in the general election. Ght weeks, six weeks, and you have to know what you are doing. If he doesnt have the delegates, he doesnt have the food soldiers, donald trump is going to be in trouble and he really in talking to members here, what theyre saying is stop attacking the system weve devoted our life to.
