The official autopsy said asphyxiation was not determined to be the direct cause of death of george floyd. Now, this private autopsy commissioned by the family does find that asphyxia was the cause. It said direct pressure on George Floyds neck prohibited movement of blood to his brain. The pressure on his back stopped him from breathing. This new autopsy called for by the family really points to the charge of firstdegree murder. Throughout the day, we have been watching a peaceful prayer vigil. Once again, and other large daytime gathering of people protesting, chanting, expressing support for the family and calling for people to vote and calling for people to stay calm. No. New York Governor Andrew Cuomo and bill de blasio announcing a citywide curfew that is going to begin tonight at 11 00 p. M. Former new York City Police commissioner and joining me now. Commissioner, what you think of the idea of a curfew in new yo new york . It should have been done a couple of days ago. This is coming way too late. There is so much destruction. Curfew is a great idea, because it limits the number of people on the street. It helps identify who the real perpetrators are. It is something that is very important. They did it in minneapolis finally, and they are beginning to see some results. David it is only as good as they can be enforced. It has been tried over the past couple of days where it wasnt enforced well. Things still got out of hand. I know the nypd. If they are told to enforce the curfew, they will enforce their curfew, and people will be off the streets. David lets talk about the relationship that the police force has with the mayor. It has been strained over the past couple of years, i think it is safe to say. A lot of people dont think the mayor was behind them when they were on the receiving end of a lot of violence. I know that is an unusual thing under the circumstances, but it is true living here in new york and seeing what has happened. It is interesting that the mayor has had a change of tone over the past couple of days where he seems to be backing up the police force and condemning the violent demonstrators . I think he is backing up the police force, because his former policies and instructions have gotten totally out of hand and have caused destruction, vandalism, and chaos in the streets. I think he has finally realized that he has to listen to his Police Executives or the city is going to be totally out of control. David you saw that a lot of his progressive allies have condemned him for doing this. I am just wondering if he is going to stick to his principles on this, or whether he will go back to his allies or traditional political allies. That wouldnt surprise me. He has not been a great supporter of the nypd. Cops know it. That is why you have this schism between the Police Department and mayor. One of the things that made it so successful when i was Police Commissioner was the fact that the relationship with the mayor was we never had to look behind us. We always knew that we had the support of mayor giuliani. David it makes a huge difference. It is encouraging that the mayor has taken the new stance that he has. Let me ask about the effect of the lockdown that we have had over the past three months on the violence that we have seen not only here in new york, but across the nation. When you have storefronts that are close for three months, city streets that go empty, in some ways, it makes it easier for other criminals to get around, does it not . Well, and does. If you let the pd use the tactics that they have been trained for and doing a number of things one, identifying who the perpetrators are at their and dealing with them as we did a number of years ago as well as dealing with community leaders. And then, use overwhelming force when people violate the law did you know, what happened in minneapolis with a burning of that third precinct in the mayors saying, give it up sent the message not only to the criminals in minneapolis but to the criminals nationwide. They gave antifa exactly what they were looking for. We can go and put violence and destruction, and no one is going to do anything. They are going to see this like they see their precinct, a horrible thing to happen. David you talk about intelligence. Have we infiltrated some of these radical groups that have caused so much of the violence . Of course, i cannot talk about whether they have or not. If i was commissioner, i would have infiltrated these groups. I remember it is different now because of the coronavirus. During a World Economic we used more than two people and masked could be arrested. David the federal government. Is there anything they can do . Are there any roadblocks between them and the work that needs to be done on a local level and terms of stopping this violence . The federal government has lots of resources. The attorney general was sending riot squads to miami and to d. C. The u. S. Marshals have a special Operations Group that have been used to suppress riots throughout their history. So there is a lot they can do, but they have to do it in conjunction with the governors. The real responsibility for peace in each state goes with the office of the governor. When those governors cannot handle it, then they can request federal help. Everything from prisons personnel to the military. But we should never have to get there. We should use the curfew. We should be talking to the real protest leaders and saying, look, you want to protest peacefully . Here is an area where you can do it. That is where we have done literally for 100 years in new york, giving protesters and ability to protest peacefully and dealing with those who would cause violence. David very quickly, commissioner, we have seen bad times in new york before. Ive lived here 40 years. We never thought we would see the turnaround that we did begin the Giuliani Administration where time square was reclaimed from sodom and gomorrah, if you will. So many businesses will be out of business anyway. Or, do you have a doom and gloom prediction of the future . I think we are going to come out of it fine. You need to let the police and do what they know how to do. It should be done the same way in l. A. And chicago. The perpetrators who are really causing the violence need to be arrested and know that there is a certainty error of a risk. They will fade away. As we have been watching the Police Presence build up as well. When we first got here in a 3 00 hour, we had about 400 protesters. I would say that it is probably doubled in size. You can see some of the Police Presence here. If they are lined up in many different areas ready to go. The nypd Strategic Response group is standing by. We are going to walk you through the crowd to show you, not too close, but we will get up and show you a little bit and talk about that curfew as well. Because that is what many people are talking about, that curfew going into effect at 11 00 p. M. Tonight through 5 00 a. M. We talked to Governor Cuomo and mayor de blasio that police force will double in areas where there was so much violence. Hcity streets ablaze with anger and fire, smashing glass in what appears to be organized to looting, which is left not only Small Businesses that were struggling to stay alive, but big brand stores as well including the absolute devastation that ripped through manhattan neighborhood last night. Here is new yorks mayor bill de blasio on that. We saw eluding. That is something that we dont see typical in the city. That is unacceptable in new york city. It will not be allowed in new york city. We are going to address that very, very aggressively. And without announcement of doubling up the police force in areas that were hit hard, we will see how that goes tonight. The crowd appears to be on the move. There are more protests scheduled throughout new york city today and tonight. The ones that we dont even know about will spring up. Our restaurant is a block from the third precinct. We have been in the heart of it all. It all started with a phone call thursday morning when one of our staff happened to be on their bike and went past it and saw that the windows were blown out on the water suppression system was on. It had clearly been looted. She called us. We went out there and check out the whole scene. It was a mess. It was horrible. But we figured a way to get all boarded up in the next phase to clean it up and put it back together. And then come out thursday night, the riot happened again. David was there anything you could do . Did you try to protect your business at all . Where they are too many against you . We werent there, obviously. We live in the neighborhood and watched it unfold on the news. We were there earlier in the day and stuff. We witnessed some really wonderful people protesting. And then, you know, we werent there to be able to do anything other than boarded things up, locked things up, do what you think you are going to do to protect your business, your livelihood. David how many years where you working on it . How much investment and time did you put into it, et cetera . We have invested our whole lives into it. We both have been cooking what feels like forever. You know, every blood, sweat, and his twoyear 80 hour work week. It was the true definition of small business, a family owned restaurant. You pour everything into it. The benefits were certainly worth it. Now, it is just hard to swallow that shes gone. David charles, what do you do now . Well, the one thing i know for sure is that cooking and running restaurants is in my d dna. Thats what we do. Can we lock in and say that we are going to put another restaurant in that area . That area is years out in a work of development. We cant go years without working and running a restaura restaurant. So ideally, we have a lot of things to do to button this up on our end. And then, as we move forward, i know what involves running a restaurant and cooking. I am born and raised in minneapolis. David the social contract, not only that between you and your neighbors, but between you and the police and the City Government that you hoping protect the least a government could do from its citizens is protect them and their citizens. Of that social contract has been broken. And you ever gain respect for it again . You know, i am not a politician. Im not a police officer. I cant answer for what happened on their end of anything. You know. I am a Restaurant Owner and a coke. All that i know is that you know, we lost our restaurant. George floyd lost his life. All i know is that the community as a whole is at a huge loss right now for so many things. If the city broke their contract with us by doing that, and they certainly broke their contract with george floyd. David indeed, they did. How much reasonably speaking how much time is a going to take to mend the damage that has been done . Minneapolis and st. Of course, last night was an awful situation right in front of the white house in Lafayette Square park where fires were set including some historic buildings. This is capitol hill. This is last night that were looking at right now where they were fires. I believe that was a public bathroom that was put on fire. More importantly, there was a fire said in a Beautiful Old Church from 1805. It looks like the building itself will be saved, but there was extensive damage done they appeared at the president commenting on all this. There is a curfew set at 7 00 p. M. You can start to hear the protests picking up scene from the white house on the other side of Lafayette Square as President Trump is promising a clamp down, the likes of which the people have never seen before according to him. Hes urging governors all across the country to do the same. Speaking from the situation room earlier this morning, President Trump told them they should arrest more people and put them in jail for longer periods of time. They need to dominate. And that word in particular at the ire of a lot of democratic governors. Gretchen whitmer in particular. She called the call deeply disturbing. The White House Press secretary just wrapped up a briefing two hours ago. She said that the president was referring to dominating the streets, not dominating the protesters. Secretary mcenany what we have seen the lines overwhelmed by massive protests that have turned into riots. The peaceful protests distinguished from the protest that weve seen.
