Hey, neil. The governors house while he cant wait for students to go back to school physically, right now, infection rates in certain areas are making it too risky. This could impact more than 30 counties, which, as it stands, will not physically reopen their doors this fall. The governor recognizes that in Person Instruction is preferred, but that is only going to happen if it can happen safely. They have to have everyones back, from students, teachers, bus drivers, janitors. He also laid out five bullet points. Safe in Person School will only happen if local Health Data Shows that it is safe, specifically a 14 day decline in covid numbers in the county. There will also be a mask requirement for all school staff and students in third grade and above, and it is encouraged for second grade and under. Physical distancing will also be in place. Regular testing will occur among school staff, which the state contact tracers will prioritize those schools. So there will also be a rigorous distancelearning and increased funding behind it. The governor emphasized a daily, live interaction with students. We have the power to do this, to get our kids back into school. Look at this list again. Where a mask, physically distance. The more we do on this list, and we do it at scale, the quicker all those counties are going to come off of that monitoring was. Governor newsom has previously said that the reopening of schools should be a local decision, but after both parents and teachers unions pushed him for clear direction statewide, his administration stepped up with todays guidelines at the start of the school year. Governor newsom also says that this is a mandate that impacts both private and public schools. Neil. Neil thank you very, very much. They may set guidelines, but individual cities sometimes that seems to be what is going on right now in Orange County, california. Right now, the countys position is to open schools, but by and large, no restrictions. The Orange County board of education without organization. A doctor, very good to have you. You make a compelling argument that it is good you get kids back. In Person Learning is better for them, better for society. I get that, but some School Systems even within your county, anaheim comes to mind, they say no, we are leery of that. What do you say to them . Well, the simple fact remains that schools should be open for students and parents who want in Person Instruction. They should also be prepared to offer remote instruction. For those who dont feel comfortable because of preexisting conditions at home, this approach would allow them to stay home and still learn. As well as for teachers who may have health conditions. I think we need to look at other countries that have open since april and may. Many European Countries. Denmark, norway, sweden, france, germany. And of vietnam, japan, et cetera. It has been working. Belgian mandates that students wear masks. Denmark, norway, new zealand, sweden, switzerland do not mandate masks for kids. France mandates masks for secondary school kids, and then the Asian Countries tend to require masks, but it seems to be working. If you look at californias numbers, we have zero, absolutely zero deaths under the age of 17. Despite the fact that there have been 30,000 cases. So, the percentage is 0 out of 30000, which is just a big, fat zero. Neil so let me ask you this. The governor has stipulated this plan. Schools can open up for in person classes if they stayed off of the sort of watch monitoring list for 14 days. It is Orange County that list . Not to my knowledge. News is coming out every minute of every day, but right now, the 27 districts that we have, some are larger districts, like anaheim. As you said, wanting to go online, but there are other districts such as irvine, that are doing a sort of hybrid model, which is what were doing doing at the university. We have 18 task forces. We have 18 task forces and a 500 page document that is guiding how we are going to open in the fall. And it baffles me why School Districts are making these kinds of plans so that schools can open the safest way possible but remain open for kids. Its better for the Kids Mental Health as the American Academy of pediatrics keeps telling us. Neil so that she seems to become a doctor, with some of the older teachers or administrators who could be very vulnerable to this virus and get it from kids, even though it is a low percentage who would. But that they would be able to do online instruction. But what if its lopsided . What if its 80 during the online instruction route . Doesnt that just double up as the burden of the School System entirely . Its a good question. We are making accommodations at the University Level for any instructor that wants an accommodation. We are making those, increasing technology. We are spending a lot of money to do that. So certainly, those things need to be under consideration. Im not saying its an easy problem. Its certainly a complicated problem, but i think we should be reopening in any way possible for the kids. This is really about the kids primarily. Neil what does your gut tell you, doctor . You are not on this 14 day list . Does that mean that the overwhelming majority would be, in fact, going to in person classes . What does your gut tell you . Some of the larger districts like irvine and others, and of course this is changing everyday, but the parents are telling us 60 and above parents are telling us that they want to schools to be open. Parents are desperate. We want their kids to go back to school. My kids are going back to school. [laughs] so thats what we hope we are going to see. Neil we will see what happens. Thank you. A gentleman with a somewhat different point of view here. David fisher, the Sacramento City Teachers Association president. David, you are concerned about the immediate safety of kids right now. Administrators, teachers, et cetera. Speak all right. Well, first of all, i would like to say that it asked to leave breaks our heart that we cant go back in a traditional way and be face to face with students. This is what we love doing. This is why we got into the business. Not to do distance learning. Remote learning, but our First Priority just has to be the safety and wellbeing of the students, their families, and the staff. Unfortunately, here in sacramento, i think we have the first educator that actually died of coronavirus way back on march 16. The district was a little bit slow closing schools. During the summer, weve had several employees that have tested positive throughout our districts, even though school is not even in session, and it is only a skeleton crew. I think the best way to get back to school in a persontoperson, facetoface type of way is to do with the governor says. Model the behaviors i can extinguish the fire is, it down to the levels in the European Countries when they first started to reopen, and that slowly start to reopen and im more safe, precise manner. It is not that we dont want to be with our students. Like i said, it breaks our heart that we cant be with our students, but really, this pandemic is raging right now. It is not slowing down, and we need to make sure our top priority is the safety and wellbeing of our students and staff and that we listen to the experts on the Public Health officials. Neil so let me ask you, then, if you meet the governors standards, not on this monitoring list for 14 days, you would technically be allowed to continue with in person classes. So, are you leery of that . That that is just too vague of a guideline . As long as there are positive cases, even a couple, you would be concerned about it . Well, of course we are always going to be concerned. I think that we have to continue to listen to the advice of the experts and the Public Health officials, the scientists who really know what they are talking about in consultation with educators. If we get it down to a level neil i assume, sir, that those are the people who have been advising the governor. That is a good metric to use. If you are not on a Health Monitoring list, that gives you a green light or at least more of a green light then it would counties that are not, and i guess what im wondering, i do appreciate your concern about positive cases, but its fair to say for quite a while now, we will get new cases. We will get new positive cases. We will get those who are dealing with this disease and sadly, maybe even dying from it, but is there a level at which you say all right, its small, we dont like it, but we cant ignore the greater good of getting everyone back in class . Thats a great point, and so i just have to say also, i am a parent of two children. My son actually graduated this year and missed his entire senior year of baseball and prom and all those experiences. Ive been teaching for 23 years. So we get it. You cant ignore the Mental Health aspect of it. And i think it is vitally important that students and children are able to have contact when it is safe to do so with other students. So, to answer your question, when the Public Health experts say that it is at a level that can be mitigated also with the Additional Resources that would be needed, for example, and i will start, we have one nurse for every 3700 students, while the expectation is that it should be one nurse for every when we get it down to where the Public Health Officials Say it is safer and increase our resources so that we can be very precise when we open up, make sure that they have the testing that is needed. Also contact tracing. So yes, once we are down to a level that you can really have some level of precision and to mitigate those factors, then i think at that point neil got it. Then it would be advisable to open back up. Neil i feel for you as a fellow dad. My son too lost his whole senior year to this craziness, so it is tough as a parent and tough on the kids. But her message for the governor of new york is stick it to those who arent even feeling the pain one iota. Billionaires. The governor himself followed up, responding to the support of what the congresswoman wanted to do, saying i might be on board. Heres the thing. Those states that have Something Like it because those billionaires in those states, so he did not outright reject it. Fox news correspondent, this is a guy who was so powerful. If people dont agree with him, he simply beats them up, which is why im so glad that im on remote. What do you think of this . Go after the billionaires. But what caught my attention is that the governor wasnt against it, per se. He did say money can move. Those guys can move, but connecticut, new jersey, i got the sentiment that he was open to it. What do you think . Yeah, i think you might be. The problem that i have is not just competition from other states, but this message resonates with the American People. The overwhelming majority of the American People would favor raising taxes on the rich. The problem as it is pitched as a cureall, and it is not. When you look at how little the needle actually moves. New york right now has a 10 billion shortfall. About 8. 2 billion in local aid that they need to give that goes to firefighters, teachers, first responders. About 2 billion in state aid. The problem is you are going to raise it from a 22 estate tax to 10. 32 , and that extra 1. 5 would raise you about 1. 4 billion. It falls very short of reaching that 10 billion, and the problem with that also calms that it wouldnt go into effect until january 1st. It would be for next year when tax revenues should start creeping back up, but you need to raise state tax from 8. 8 to present almost 20 on the people making over 2 million per year. That revenue to cover this shortfall, and that is just unpalatable. It is not realistic to assume that you can have estate tax at 20 and still be able to retain the Business Environment that new york has right now. Neil and we should stipulate here, particularly, they call it the billionaires tax appeared in new jersey, they had the millionaires tax that swept up more than just millionaires. Billionaires in particular, they dont earn a salary. They have assets and all that. But it does sort of reason issue that at the federal level, what Many Democrats are proposing, taxes on the wealthy. In new jersey, the governor is looking at a certain tax. Maybe a business tax. We already know that joe biden has kicked around the idea of bringing the Corporate Tax up to 20 , and that was before the whole virus stuff, so its definitely in the water out there. What do you think . It definitely is, but it has been before. The last time you had wealth inequality, items like that is being pitched. The last time we have this was the turn of the 20th century, when you had William Jennings running for president , and you had the incredible wealth being built with steel being discovered and processed. The railroad, the car with vanderbilt, with carnegie, with rockefeller. No one can make a Million Dollars a year and do it honestly. So this is nothing new. This populist message is something that doesnt resonate very well with people out there, especially in the time of crisis, and wealth inequality is going to get a lot worse. The problem becomes implementation. You cant raise taxes enough on the rich, and the governor is 100 correct. People now can work from home. You are going to have to pay 20 state tax to cover the shortfall, people can work in connecticut, florida. People working from home so much more now, it is hardly applicable for what will actually happen. It is not real life, the fact that you can just raise revenue on the ridge and cover all those shortfalls for the social programs that you need. Neil in connecticut, even 100 what and cover the bill.
