Drugs. Can you imagine . You say i want to get a better price. Im sorry, sir, youre not allowed to do that. Thats illegal. What kind of a system is that . You think the world looks at us and says where the hell did these people come from . But they treat us very nicely. But it is going to end, okay . I see you are a fan of what we are saying. You must be a doctor. Are you a doctor . Doctors know. Youve known that for years. We are not allowed to negotiate. Can you believe it . We just have to take whatever it is. Im pleased to announce that as a result of the orders im signing today, the heads of the Major Drug Companies have requested a meeting to discuss how we can quickly and significantly lower drug prices and outofpocket expenses for americans. They want to do whats right here they are going to do whats right. I think its so important, what they are doing on therapeutics and vaccines. We are going to see them on tuesday. We will see if we can do something here, but this could have been done a long time ago. The drug Company Executives will be at the white house on tuesday, and they have some ideas how to significantly reduce drug prices. Weve already given them to you. I dont know if they can possibly do something to substitute for what is called favored nations. Favored nations. That means you get the lowest price anywhere in the world. Whoever gets the lowest price, congratulations. Thank you very much for being a good negotiator. Should have been done a long time ago. If these talks are successful, we may not need to implement the fourth executive order, which is a very tough order for them. Very tough. And i understand that. We have a lot of respect for our great pharmaceutical companies, drug companies. We have a lot of respect for them, so we will see what they have to say on tuesday. Maybe they will have an idea thats good, but its got to be pure they are actually in favor of the rebate rollback because they say that people get money that arent even doing anything for it, and bigger money than they are getting, i believe. If they are not, the order will be implemented. If we dont do a deal, or agree to something, though order, first favored nations, they are all big. All four are very big, by the way, but the fourth order, we are going to hold out until august 24th, hoping that the pharmaceutical companies will come up with something that will substantially reduce drug prices. And the clock starts right now. So it is august 24th at 12 00, after which the order on favored nations will go into effect. I will hold you to it. Please, 12 00. Not 12 01, right . In the meantime, we are working very hard on therapeutics for the china virus, which remains our top priority, coming along at record speed. Thank you very much, dr. Hahn. Youve been fantastic. You really have been fantastic. Two vaccine candidates are entering the final stage of Clinical Trials this month, right . Right . Two . Several more will enter final trials in the following week. I did speak to one just recently. They are on therapeutics as opposed to a vaccine, and frankly, thats the most exciting to me. We can walk into a hospital right now and get people better. I like that even more. But the vaccine, longterm, will be great. So we have them both going pure they are both going rapidly, and they are both going very well. I guess the early indications are beyond beyond happy, right . Its beyond happy. We are massproducing all of the most promising candidates already, so that on day one, that means we think that we have the answer otherwise we wouldnt be making tha. Bet. It will be at a mailable immediately, doctor, is that right . Normally, this process would take up to where we are now, three years, four years. I have heard numbers like that, and we did it literally in a matter of weeks. Thats a really incredible thing. One of the other thing is i was talking about drugs in the pipeline, and it does cost billions of dollars. It would be 12 years, 15 years, and under dr. Hahn and scott, you worked very hard. Weve got that down to a number that is less than half, and we are going down. We have to make sure that it is safe. It came out of this whole thing, where we have a drug that we think is good, they have helped with us, getting it approved. Mark, when he was a congressman, but we had great help from certain people. But the right to try is incredible. We have a drug that works, but it has to go through this very long and very detailed process for purposes of safety and to make sure it is good. If somebody is terminally ill, very sick, a person not going to make it, person very sick, we passed legislation, which they have been trying to get for 42 years. It is called right to try, where people sign a document, and if it doesnt work out, they are not suing the drug company. They are not suing the insurance company, and they are not suing our country, and instead of traveling, if they have money, they travel to asia. They travel to europe. They travel all over the world in the hopes of finding a cure. If they have no money, sadly, they go home with no hope, and they died. We have now a program, right to try, finally happened after i guess as long as youve been a doctor. Long before you became a doctor, right . Theyve been trying to get this. But we have a program where they can try these really promising medicines, and you have no idea how successful this is already been. Its incredible. And one of the things that really came out of it was the biggest problem for the drug companies. They didnt want it because they didnt want it in their sample. People are that sick, they dont want them to sample, so we created a separate sample so that it doesnt hurt them, but one of the things that has come out of it is if it works, what is a better testing formula than that . Somebody that is terminally ill and all of a sudden we are having examples of that. Its been incredible. Its been an incredible program. Somebody will be able to write a story about it because it has been one of the things that im very proud of. Right to try. I love the name. They have the right to try a drug that is not going to be available. Before you say well, they are terminally ill, but we dont want to give them a drug that is going to hurt them. They are going to die, and you dont want to give them a drug because it might be dangerous. And perhaps in some cases, it may be dangerous, but we are having tremendous, tremendous success with the program. We are proud of it. Additionally, my administration has secured 90 of the world supply of the drug, which is having a great impact. For the united states, Research Continues daily on a lot of promising treatments, as ive said. As we take these historic actions, we are joined today by americans who have already benefited from the steps my administration has already taken to reduce the cost of health care and prescription drugs. We are going to have a Big Health Care bill that we are going to be putting a very shortly, and it is going to be very complete. And today, what were doing on prescription drugs, and again, we will have to see its what happens on august 25th. We will either do this favored nations or not, depending on the drug companies, but what we are putting up in a very short period of time on health care will be incredible. We have another one coming on immigration. Tremendous bill on immigration, and it will be i think something that nobody thought we would be able to get, so that will be great. We will talk to you the labor secretary about the impact of the later shutdowns that they are having on the economy, but first jonathan in atlanta with more on the cdc guidelines. Jonathan. Hi, charles. He was cases of covid19 top 40 million, the administration is taking on more nuanced approach when it comes to reopening schools. In fact, the cdc has issued new guidelines on how to do this safely appeared reopening physical buildings is still a priority, but now they are saying one possible. The guidance includes best practices for teachers and students, altering the School Schedule to promote smaller groups and social distancing, and improvements to things like cleaning and ventilation systems. However, President Trump now acknowledges some School Districts and hot spots may need to delay their reopening plans. I hope that local leaders put the full health and wellbeing of their students first and make the right decision for children, parents, teachers, and not make political decisions. Now, one of the arguments for reopening schools is that children are unlikely to suffer serious complications of covid19, but theres been a lot of debate over whether kids might bring the coronavirus home with them and then spread it to parents, grandparents, or other vulnerable family members. Well, dr. Anthony fauci discussed this possibility today in a Washington Post forum. A recent study came out that showed children up to ten years old, it looks like they dont necessarily spread infection as readily as adults do. Children 101019 appeared to be spreading infections to adults as equally as well as adults spread to adults. And dr. Fauci said that Additional Research is underway to determine just how much of a role Children Play in the spread of the covid19. Charles. Charles all right. Lets now bring in, to find out what questions we should be asking, i want to bring in dr. Marty makary. Doctor, one of the problems is that the rules and the guidelines, we talked about the goalpost moving so often. Almost in two day, it is so confusing for everyone out there. Can you help us with what the latest is . Sure, charles. When we talk about schools, weve got to talk about the consequences and the deaths from kids not being in schools, and i think theres a certain elitism in general where i hear people talking about policies and recommendations. In baltimore city, where practice medicine, though schools are very different from schools that can do some of the other things. They are not going to learn on an ipad, and we need to have a hybrid strategy. There are some kids, even though they are low risk, the risk is real, and if they have those core morbidities, the parents should have the option. Where there was a massive, massive outbreak, those kids those schools should not be open, but for most of the country, the Health Consequences of closing the schools are worse. Think about substance abuse, child abuse. Food is an important source of nutrition. So when there are less than ten cases per 1,000 and Positivity Rate less than 3 , it is pretty cooclear those schools should be open full steam ahead. Charles so, what is going to decide this . It feels like the overarching theme with the pandemic has been relying on guidance, cdc guidance, but by the same token, also use local officials. I hate to say it, but it does feel like a lot of decisionmaking has been more politically influenced then influenced by science or by the wellbeing of folks, particularly low income folks. What do you think will guide all of these decisions . School is coming up, it is approaching quickly. Do your point, a lot of poor families are really afraid that their kids are going to fall back. We hear about the achievement gap. That is going to become a disaster. That is going to become the grand canyon. Ultimately, who does this . Some of these decisions are the idea that there is no onesizefitsall strategy just doesnt make sense. You know, charles, i wish we could put some of this Massive Energy we are giving into spacing the desks out 7 feet apart into thinking about Contingency Planning for the highest risk bus drivers and teachers. Selectively, those individuals should be protected. We shouldnt expect a 64yearold with diabetes and hypertension to drive a crowded bus of kids at a time of high level of infection in the community. Those are the strategies we need to be thinking about, and these blankets closing schools down, it just doesnt make sense, medically. Charles doctor, thank you. We appreciate it. As a parent, whats going on in your head . You are hearing all of these different views. We thought we would ask one. Kennedy joins me now. You are a parent. I want to know because you obviously have strong opinions. What do you think about all of this . Im glad that the conversation i was going to a more rational place because a lot of people, whether its doctors, politicians, parents, teachers, they are realizing that a onesizefitsall strategy isnt going to work. So it has to be local decisions on these issues, including within the home. So my girls go to Public Schools in new york city, and as a parent, i am trepidations about that going all day long five days a week, but i would like to see them get some learning, socialization, physical interaction, and teachers, which they have been messing with distance learning, because you can only get so much on an ipad or a laptop. So, yes, we are having these conversations about how do these things look, realizing that there does have to be flexibility, but at some point, for parents and for students, you have to get them in school at least part of the time, whether you are staggering hours of the day or days of the week, and for the president , this is a critical issue. If kids are back in school, it means parents can start working. The problem is that if we go too fast areas of the country where there is this untamed community spread, that means that we are going to have more and more lock downs, and parents wont be able to work at all because their kids are going to be home from school for the very longterm. So, yes, slow and steady, get them back to work. Get the economy moving. That is good news politically for the president , but that can be the only driver when we are making these decisions. Charles what about another driver . I am seeing surveys i have read one where mothers during this pandemic feel overwhelmingly depressed, isolated, or lonely. 49 , kennedy, versus only 36 for fathers. So, have we lost kennedy . We are going to see if we can bring kennedy back, but this is an extremely important part of this as well, folks. There is an education gap, the economy, and our mental wellbeing, particularly mothers. So how is the white house racing to get more americans back to work, and more relief and time to help us get there.
