Reporter they talked about yet another Public Safety plan that has not worked for oakland. Ceasefire. Were going to be calling in the some of the people who have been involved in the most violent crimes. Reporter that was the mayor 11 months ago. And today . With all due respect, weve all seen this happen so many time, so many Young Children shot, and we keep hearing about these plans to change things. And we havent seen a lot change. What is your centerpiece plan . We plan to continue with ceasefire until weve hauled in the top 200 and 300 most violent people in the city. Why hasnt it been fully funded to this point . Its been months. I think you know ceasefire is my no. 1 strategy for reducing violent crime, shootings and murders in this town. Reporter we found out ceasefire is not being run like the citys no. 1 strategy. There is no permanent director. And the few officers who have been running it have only been doing it parttime. Im able to dedicate fulltime Enforcement Team to ceasefire. Reporter in the meantime, the mayor and police chief say theyre working with teams to start a youthbased safety program. The teams told me they want to be optimistic. When this is all said and done, when the cameras are packed up and the microphones are put away, then i dont know how much hope theres going to be. Reporter and the police chief told me he has not had enough officers to run the program fulltime. The addition of 35 new recovers recently will mean he can now staff ceasefire. We know it already failed once in oakland in 2008. Has it worked at all this time around . Reporter Oakland Police say they have used the strategy to basically dismantle two different gangs. One was the case gang, there was also the money team. But the homicide rate is still close to what it was last year. And the city needs to put more money and resources into ceasefire.
