News this is All Things Considered I'm Robert Siegel in Washington and I'm Kelly McEvers in Culver City California you can call it the art of the health care deal Republicans push to repeal and replace the Affordable Care Act is moving on to the Senate and the White House says President Trump will be fully engaged in that effort he pushed hard to get the House to pass the repeal bill and while House leaders didn't always welcome the president's involvement they say it ultimately helped the bill succeed N.P.R.'s Scott Horsley reports the Obamacare repeal effort still has a long way to go but President Trump isn't waiting to celebrate he quickly organized a rose garden victory party after yesterday's House vote and vice president Mike Pence welcomed his former congressional colleagues to the White House thanks to the leadership of President Donald Trump Welcome to the beginning of the end of Obamacare. It was quite a turnaround from 6 weeks ago when Trump's ultimatum to Republican House members backfired he tried to force a hurry up vote on the health care bill only to learn it didn't have the necessary support a chastened president chalked it up to experience we all learned a lot we learned a lot of employers we learned a lot about the voting process we learned a lot of that's a very arcane rules in obviously both the Senate and the house it was opposition from the conservative House Freedom caucus that torpedo that 1st try at repeal but caucus leader Mark Meadows of North Carolina did not walk away instead he brokered a compromise with moderate congressman Tom McCarthy of New Jersey it was their negotiations that laid the groundwork for yesterday's House vote but mental says Trump helped by cheering them on a president who wouldn't give up a president who got a. President who said you know I don't care what the mainstream media is saying we're going to get this done and we're going to make it better here. American people Trump's engagement had little to do with the substance of the bill even now the president described the legislation in only the vaguest of terms and his descriptions are sometimes at odds with what the bill would actually do what Trump did was keep the pressure on while lawmakers like Fred Upton of Michigan worked out the details House leaders sometimes chafed at that pressure especially when the White House tried to dictate the timing of the vote but in the end house speaker Paul Ryan was happy with the result this is the 4th Presidency I've served with I have never ever seen any kind of engagement like this another member of g.o.p. Leadership Kevin McCarthy agrees this president is especially involved walking to my office yesterday morning they say the president is calling again ordinarily someone McCarthy's position might ask the president to reach out to certain lawmakers to help close the deal in this case McCarthy said their roles were reversed I happen to be the majority leader the former whip I know my members Well the president gives me a list of who he thinks I would be best to talk to on the left. And he was right. And Mr President they all voted for the bill. The White House says Trump also made personal appeals to 15 or 20 members of Congress and even as he played that inside game Trump also kept up the outside pressure with a steady drumbeat of health care tweets Senate Majority Leader Mitch McConnell has occasionally complained about the president's Twitter habit but Trump's not likely to stop lobbying with his thumbs he said last night after the House vote it's an effective tactic I really think it helped today when you know on health care I think it's. It's a great way to communicate and it's a modern way to communicate a White House spokeswoman says Trump will be just as hands on as the health care bill moves to the Senate but the president has learned a lesson about timing and he won't be setting any artificial deadlines Scott Horsley n.p.r. Some of you have said well that fixed it in the Senate but you had every provision of this bill tattooed on your forehead you won't allow in the dark on this one. When it died but House Republicans voted and were bussed on mass to the White House where the president had unstinting praise for the health care bill they had just passed let's hear some more of what he had to say it is he told them a real repeal and replacement of Obamacare. And I think most importantly Yes premiums will be coming down yes the doctor bills will be coming down but very importantly it's a great plan and ultimately that's what it's all about 1st e.j. Can the White House and the Republican House leaders claim a genuine win for mustering a majority for an amended version of a bill that they had to pull back in March for lack of votes where if there's ever a definition of Pyrrhic victory a victory that becomes a catastrophe for you I think this is it in forgive me because guaranteeing every American health care is health insurance is one of my hot button issues and I was really struck when Paul Ryan said this is who we are this will define us yes he will define them cutting $880000000000.00 for Medicaid to support a $596.00 b. $1000000000.00 a tax cut mostly for the wealthy threatening the health insurance of 24000000 people and I think the Republicans have just a series of problems based on what they said in the past Paul Ryan said over and over again during the Obamacare fight and that was debated for a year that it wasn't subjected to sufficient scrutiny this didn't even get a score from the the Congressional Budget Office and you hear in President Trump these promises that are utterly un keepable premiums will be going down no they won't be going down and he acts as if we've passed a Bernie Sanders single payer bill when we were in fact cutting the number of people who have health insurance I think this would be. A big problem for them. And the Republicans claim to have and should the question if not the Affordable Care Act what order the house just punted to the Senate and say You go figure out what we stand for in the way of health care reform there was a lot of discussion in March when an earlier version of this bill failed in the House didn't even get brought up for a vote about the political implications of it and the fact is that didn't have any political implications the question really meant depends on what the ultimate outcome is here and I think that's the case here as well I think that probably the House Republicans who voted for this bill if they are to have the best possible political outcome or which is really the least worst political outcome it will involve Senate passage of a bill that is a little bit more moderate than this one that that attends to some of the concerns about the coverage numbers and people with preexisting conditions more than this one if they get that I think it is a big victory and if they get that you think it would go back to the House and win the support of the Freedom caucus Republicans I think in the end if you've got an outcome where you can plausibly say that you are undoing a lot of Obamacare you are moving towards a less regulation and spending heavy health care system you will get the freedom caucus and maybe lose a couple of them but pick up some of the moderate Republicans I want to hear your your opinion of 1st of a scene yesterday the Democrats actually sang derisively to their Republican colleagues the. Sang that unforgettable lyric Na-Na Na-Na Na-Na Na-Na Hey hey hey goodbye many going to lose what do you think what says is what people will know about coming next election is the final outcome of this process not not the Republican bill will who are people really taking their careers in their hands just today I think they were and because there are certain issues with. Or people I think are very sensitive it's when the government is taking away something or threatening to take away something that you already have and that a lot of the people Obamacare has helped ironically are moderate to low income white Americans in states like West Virginia Kentucky Louisiana Arkansas who are part of the Republican base so I think that they pay a price for this vote even if there is a better outcome at the end and I'm not sure I'm not is saying one is a remeasure is about they're getting to that better outcome because in order to get the freedom caucus votes you're still going to have to throw an awful lot of people off health insurance and they're not going to get any Democratic votes for that kind of solution Well you know one of the things that is worth looking at here is the composition of this change in the insurance roles because Congressional Budget Office says that there will be an initial impact where there is a decline 14 a 14000000 and the number of people who have insurance but it also says that the bulk of that is because you're no longer going to be levying fines on people for not having insurance are those people who are going to leave the insurance rolls not because insurance has been stripped from them but because they have voluntarily chosen to drop insurance are they really going to hold that against the Republicans saying that they don't that you think they may not consider that loss of an entitlement if they didn't want it in the 1st I mean based on the Congressional Budget Office analysis the the idea is that they are better off from their own perspective but I don't think that works in the end because when you're cutting $880000000000.00 for Medicaid a program that serves about 74000000 Americans you are going to be throwing a lot of people off health insurance who want health insurance and some of those that the c.b.l. Refers to now that they're on insurance will not be feel like oh gee I'm liberated not to have. Health insurance Ramesh I think that both of these effects are going to happen and I think what the Senate Republicans should be doing is focusing on the quick the issue of the people who can't afford insurance enabling them to get insurance but the total number which includes the people who are just going to voluntarily drop insurance that's not something that they should be as obsessed about I just 11 last question e.j. If you Very short answer do you think that the Democrats will be considerably more involved in the process in the Senate than they were in the House will they take part in changing what comes to them in the house I think the answer is no unless the Senate says we want to fix Obamacare we don't want to repeal it and I don't see the Republicans doing that e.j.
