Bier House Democrats have released a resolution outlining the impeachment process against President Trump as N.P.R.'s Brian Naylor explains the measure calls for public hearings and allows for the president or his lawyers to cross-examine witnesses the resolution formally enables the House panels that have been interviewing witnesses about President Trump's July phone call to the president of Ukraine to continue their work it says those committees will send their findings to the House Judiciary Committee which will decide whether to recommend articles of impeachment it enables public hearings on which both Republicans and Democrats can question witnesses for 45 minutes at a time and allows the president or his lawyer to raise objections and cross-examine witnesses congressional Republicans and President Trump have been complaining that the process so far has been unfair the House Rules Committee will take up the measure Wednesday and the full House is expected to vote on Thursday Brian Naylor n.p.r. And the largest in a decade and acting commissioner of u.s. Customs and Border Protection Mark Morgan says the crisis at the border isn't over we're seeing the uptick in Brazilians we're seeing an uptick in make Mexican nationals so we're not out of the woods more than half of the migrants detained last year were families or unaccompanied minors many of them fleeing from violence and poverty in Central America Joel Rose n.p.r. You news officials with Edison International say it appears their equipment was responsible for the start of the destructive Woolsey fire which burned nearly $100000.00 acres in Ventura and Los Angeles counties Edison International c.e.o. Pedro up a 0 talked about the investigation on a conference call with investors today he said that absent additional evidence Edison believes it is likely its equipment was associated with the ignition of the fire Reuters reports Edison officials reached the conclusion from a redacted investigation report from the Ventura County Fire Department the November 2800 fire killed 3 people and destroyed more than 1600 structures firefighters on the central and south coast are geared up for what they say may be one of the most powerful Santa Ana wind events of the year which could create a spike in brush fire danger. The strongest wind is expected in Ventura and Los Angeles counties but the entire region could be impacted meteorologists say all of the pieces for a h. Or Santa Ana wind event exist in the big question is whether they'll come together is predicted those pieces include an offshore flow an upper level trough and some cold air then turn in Los Angeles County school have an extreme red flag warning biggie. Of Boeing faced with or in criticism today over the company's role in the crashes of 2737 Max airplanes in a small Amber was testifying before a Senate committee tomorrow same drill before a House committee the 1st of those crashes happened exactly one year ago in Indonesia that was when a Lion Air jet plummeted into the Java Sea shortly after takeoff the other crash was in Ethiopia this past March N.P.R.'s David Schaper joins me Hey David good afternoon hate to so describe the mood in that Senate hearing room today you know it was it was both somber and tense at times you know Boeing c.e.o. Dennis Moberg sat at the table with the company's chief engineer John Hamilton Well right behind them just a couple of rows behind them were several family members and loved ones of some of the 346 people who died in the crashes in Indonesia and Ethiopia and emotionally addressed them 1st behalf myself. And the Boeing company we are sorry deeply and truly sorry went on to acknowledge that the company made mistakes in doubt something's wrong with the $737.00 Max He talked about some new safety protocols and procedures that the company is instilling and also some new channels for employees who have their own safety concerns how they can raise those internally at the top and so he's talking about changes they want to make going forward but did he get into specifics about what went wrong he did he admitted that both crashes evolve this new flight control system that activated in response to a single faulty sensor and the company's chief engineer of knowledge they made a mistake by not adequately testing it senators demanded to know though how that system called m. Cas could have had a single point of failure when redundancies of now long been the norm in aviation engineering They also demanded to know why pilots were not even told the. If the safety critical system existed with some of the audience holding up pictures of those killed in the crash Connecticut Democrat Richard Blumenthal tour in the mall and Berg those pilots never had a chance these loved ones never had a chance they were in flying coffins as a result of Boeing deciding that it was going to conceal and carry us from the pilots and you do get a sense of the tension in that room today from just listening to that tape David I want to ask about a couple lines of reporting that you have been following as you've worked this story allegations of pressure inside Boeing to speed the development on the certification of this plane and also whether the f.a.a. And Boeing got a little bit too cozy did that come out in the in that hearing today you know this is one of those things that the senators asked about time and time again and tried to pressure c.e.o. Mullen Burge about he acknowledged that scrutiny of Boeing safety culture is certainly warranted and fair but he still would not agree with those who contend that safety sometimes took a backseat to profitability at the company nor that corners were cut in order to keep costs down he also disagreed with characters ations of the company had become too cozy with the f.a.a. When pressed recently revealed internal messages between senior pilots at the company this was from 3 years ago and these pilots detailed problems with the flight control system told the committee he knew about these early this year but that the just knew that they existed he never actually read them and that set off Republican Ted Cruz who chairs the aviation subcommittee he was just livid you're the c.e.o. The buck stops with you did you read this document and how did your team not put it in front of you run in with their hair on fire say and we got a real problem here how did that not happen and what does that say about the culture at Boeing you know there's some real anger there and other senators were angry too pressing Mullen Burge on why the company pushed reg. Leaders to allow Max planes around the world to keep flying after the 1st crash a somber Berger applied quote I think about that decision over and over again if we knew then what we know now we would have made a different decision That's N.P.R.'s David Schaper thanks across California firefighters today are wrestling with shifting winds those winds are making it harder to contain the wildfires that have forced tens of thousands of people to evacuate on both ends of the state there has been some progress on the largest fire that is the Kinkaid fire in Sonoma County north of San Francisco crews there in the words of one fire official are quote on the cusp of cautious optimism meantime many of those camped out in evacuation centers are now struggling with life in those centers and the uncertainty about when they will be able to return home N.P.R.'s Eric Westervelt reports from Sonoma County. Fire crews in the small town of Windsor California use rakes and hoses to put out the remaining flare ups after a wildfire tore through Foothill regional park here early Monday it's a forested area that abuts a densely packed suburban enclave of comfortable homes when whipped embers raced through the woodlands and sent flames running right up to the houses that came through so quickly. We've got them in that canyon. Creek George to have a state to protect his home defying evacuation orders he battled flames with his garden hose all around neighbor's backyard barbecues decks and trampolines are melted or singed but the homes themselves survived largely untouched thanks to fast work from firefighters the wooded park though is badly burned within a half hour. Wearing flip flops and sweatpants walk sleep deprived in a bit dazed up the park's charred pathway I ask him how he's feeling after yet another close call with Wildfire 3 straight years with perfect fire season in California you have. Are you at all questioning your commitment to this part of the state of the state will size fires and earthquakes we do Ok the problem we have right now the problem I have with p.j. So it has gotten too big I'm not sure what you replace it with it's too big and you don't know where you can start and doing it kind of there in Big due to anger at bankrupt p.g. And e. For a shoddy safety record runs high as well among those who fled to temporary shelters many of which are now at full capacity the utility has cut off power to millions in northern California to try to stop its lines from sparking more fires but many at the shelter at the Veterans Memorial Auditorium in Santa Rosa are just too busy trying to get through the day to think about how to reform the state's largest utility Angelica Martinez and her colleagues are taking care of a dozen elderly people here with Alzheimer's or dementia she helped evacuate 3 care homes she runs Martinez is exhausted running on what little sleep she can catch in her car in the parking lot but her patients sleeping on cots in an unfamiliar world of a crowded shelter are having it even harder that really fragile in fact that we had I don't know it maybe 50 if it bit all together how are they holding up anxious you know restless they used to that environment that they had at the house only 6 pull out yet but right now there's a lot of people like him back and forth I mean that are getting feels they want to get the bad from my time anybody want to see everybody style you. Farther south the one story community center in Petaluma has been turned into a makeshift evacuation site a mobile shower trailer and a pet shelter parked outside the Lux fled the fire from their home in North Healdsburg it's better to be safe than sorry especially when you have family Gale Lamott digs to the trunk of his car looking for toiletries to take inside to his wife their 11 year old son Marcus she wanders around the parking lot Marcus get over here. On the road please thank you my son's a severe autistic so he just keeps saying Home home home I mean I really wish I could take. Yes and sit home. Is that he knows a few words but it's hard for with him you know no not yet sweetie will go home soon but many of that we still don't know just when that will be for now many of those displaced by the fire say they're just trying to stay positive and get through each day Eric Westervelt n.p.r. News in Sonoma County California. Saudi Arabia says it is putting a small part of its huge state oil company up for sale to investors the state owned network Al-Arabiya broke the news saying shares in a room Co could be available by mid December Aramco is at the heart of Saudi Arabia's wealth but it's not clear whether Remco can attract investors N.P.R.'s Jackie Northam reports the prospect of obtaining a slice of Saudi Aramco has tantalized bankers and investors since it was 1st announced about 3 years ago around close prophecy exceed that of Apple Exxon and j.p. Morgan Chase combined it's expected to sell up to 3 percent of the company which would make it the biggest initial public offering in history if it goes ahead my initial response is still a little bit I'll believe it when I see it Rachel is an adjunct senior fellow at the Center for a New American Security focusing on the economics and political risk of energy producing countries she says selling shares of Iran coal is critical to helping the kingdom get off its oil addiction I think the i.p.o. Could come any day now the Saudi authority is very much would like this i.p.o. To go ahead but they also want to go ahead at a certain valuation and that valuation is a whopper Crown Prince Muhammad bin so man puts the company's value add to Truly. And dollars Analysts believe it's much lower closer to $1.00 trillion the sale has already been delayed repeatedly because foreign investors were skeptical about the numbers today's announcement that the i.p.o. Was back on came during an annual foreign investment conference in Riyadh nicknamed Davos in the desert which is presided over by the crown prince he's still trying to rebuild his reputation after the killing of Saudi journalist Jamal Khashoggi Ellen Wald president of transversal consulting is attending the conference she says news about Iran co-created a buzz the monks foreign investors the truth is that Betty you can should be a bit wowed by Saudi Arabia and the investment conference there I would be surprised if people walk away from this a little more excited about it perhaps they would have been but still approaching it with trepidation walled says there's pressure now on wealthy Saudis to invest in Iran call Jackie Northam n.p.r.
