News I'm Elsa Chang And I'm Audie Cornish a 2nd day of impeachment hearings has concluded that I now recognize myself to give an opening statement it teacher an inquiry into Donald j. Trump I come before you as an American citizen who has Asperger's not a material fact witness Mr Loughner there are 4 gentlemen scripts that have been released is not recognised did you. Feel threatened. I did this is the 5th time you have interrupted members of 100 reelect records on grounds of it was to spend how could our system fail like this the person posing that question at the end was today's only public witness Marie Ivana bitch the former u.s. Ambassador to Ukraine Evanovich was ousted after a smear campaign Democrats say was led by the president's personal attorney Rudy Giuliani the woman who was recalled by the president in May sat in front of the microphone for about 5 hours over the next hour we'll be joined by several of the n.p.r. Reporters who have been following this story we'll start by discussing the top takeaways from Yavanna of H.'s testimony with n.p.r. Diplomatic correspondent Michele Kelemen Hey Michelle either and with n.p.r. Congressional correspondent Susan Davis they soon follow so I want to start with you and I 1st want to play an exchange during today's hearing between your vantage and the top Republican on the House Intelligence Committee Devin Nunez he mentions many of the key players we've been hearing about in this whole impeachment inquiry let's let's take a look were you involved in the deliberations about the pause in military sales to Ukraine as a trumpet ministration reviewed newly elected president Selenski his commitment to corruption reforms. It for the delay in the pas pas. No I was not were you involved in the proposed Trump Selenski later Selenski meetings in Warsaw Poland on September 1st you know I was not a Jew ever talk to President Trump in 2019 No I have not Mick Mulvaney you know I have not. Thank you Ambassador. Not exactly sure what the ambassador is doing here today this is the House Intelligence Committee that is now turned into the house and Pietschmann committee this seems more appropriate for the subcommittee on human resources of the foreign affairs now Republicans have they kept saying Yvonne of his you know she's not a material witness she was dismissed long before the famous July 25th call between President Trump and Ukrainian president but remind us why Marie even if it is testimony is relevant to the impeachment inquiry Devon as has a point she is not a key fact witness in an investigation she's a bit of a secondary player but you've on images role in this is Democrats are using her to help establish a timeline and a motive at the White House the timing of this is that shortly after the election of Ukrainian president Zelinsky she was informed she would be recalled from her post that happened later in month and she was told and during this time period she had been subjected to a smear campaign that was led by or including efforts by the president's personal lawyer Rudy Giuliani when people use that term what does that involve It involved in some regards elements in Ukraine spreading false information about her within diplomatic circles saying that she was anti trump that she was a never trump or there was some negative press stories here in America questioning her motives or her allegiance is to the president all of which she testified under oath were not true she was asked specifically are you a never trump or she said no the same effect though is that she was recalled with her from her post and so Democrats are pointing to those efforts that happened before the July 25th call folk. Before the decision to withhold the military aid as saying the White House had a motive here to do something to benefit the president what we heard from the House Intelligence chairman Adam Schiff today was that Ambassador Yavanna village was quote unquote the beginning of the story Giuliani has made it abundantly clear he was in Ukraine on a mission for his client for the president to investigate the Bidens and you were viewed as an obstacle that had to go not just by Giuliani. By the president of the United States and a people have any doubt about it they should do what the president asked read the transcript Can we talk more about the circumstances around Evanovich is I guess recall back how did she explain her reaction to this Michelle Well she was pretty shocked by it because she wasn't really told what was going on at one point she said I don't understand Mr Giuliani's motives for attacking me nor can I offer an opinion on whether he believes the allegations he spread about me clearly no one at the State Department did and she got the phone call to come home right in late in late April she was told you know get on the 1st plane home there's a lot of nervousness this is about your security. She didn't have a lot of information she comes back to Washington and the deputy secretary of state informed her that the president has lost confidence in her and she's not told any reason she's told you did nothing wrong in fact she's also somewhat I'm not going to say emotional but can you talk about the tone of the day when she's asked about this how did you feel when this happened how did she respond Well I mean she was she was seemed very confused very shocked she also wanted everyone to understand that the things that were said about her were wrong they were they were spread in part by corrupt Ukrainians who didn't like her anti corruption messages actually can you remind us the so-called smear campaign what were the allegations made against her right and some of this I mean you know they call that just information campaign to someone who has a lot of experience in the former Soviet Union will understand that dissent from Asian campaign but she had things like the former prosecutor saying that she gave that he that she had given him I do not prosecute these are the people we do not want you to prosecute which is totally false and fabricated and. That he recanted that he can't let this story later but once it was out there and it was spread and continued to spread in right wing media circles year it was hard for her to fight that back and the State Department really didn't stand up for her I want to talk more about that in a moment but just to give a sense of how she understood what was going on she saw it in the context of greater geopolitical greater sort of politics of the region. How could our system fail like this how is it that foreign corrupt interests can manipulate our government which country's interests are served when the very corrupt behavior we have been criticizing is allowed to prevail. Such conduct undermines the Us exposes our friends and widens the playing field for autocrats like President Putin . Our leadership depends on the power of our example and the consistency of our purpose both have now been opened to question this was another consistent part of her testimony right the sort of concern about the president's actions in recalling her and the State Department not backing her up was a sign of what well when you don't push back against all this fake news we might want to go it or there is this slander against somebody your in your kneecapping your one ambassador your voice there in in Ukraine the word she used to use that word not happening and she talks about you know it's Giuliani was not only dealing with corrupt Ukrainian politicians but also these 2 Soviet born businessman who wanted her out so there was financial interests other kinds of interests at play here. And that was one thing she talked about she said you know our Ukraine policy has been thrown into disarray shady interests around all over the world have now learned how little it takes to remove an American ambassador who does not give them what they want I mean the key here too to the point of this testimony is that Democrats are making and that the White House in their actions subverted the u.s. National security interests of the country in favor of the president and that testimony goes to that point that the actions that were taken weekend the u.s. And actions involved direct participants in the White House and that is something the Democrats have said time and time again did the president undermine his oath of office now she does not. Have specific testimony to the other events in question but she does speak to the sort of concern of the broader State Department the diplomatic community that the u.s. Interest in Ukraine were undermined by these actions because it's 20 $1000.00 are living in the age of the presidential tweet president who is typically said the last couple days he wouldn't be paying attention to these hearings did manage to make a comment a comment that actually ended up making its way into the hearing here's chairman Adam Schiff reading to the former ambassador a tweet from the president that actually went out during the hearing. And essential he wanted to know what her response was here's Schiff as you testified earlier. The president implicitly threatened you in that call record. And now the president real time is attacking you. What effect do you think that has on other witnesses willingness to come forward. And expose wrongdoing. Well it's very intimidating. To dine designed to intimidate Is it not. I mean I can't speak to what the president is trying to do but I think the effect is to be intimidating. Well. I want to let you know Vassar that some of us here. Take witness intimidation very very seriously so some context here the call records there were a referral to the July 25th call between the president and the head of Ukraine in which he talked about the ambassador disparagingly and the tweets today said things to the effect of she's not so great all the places she's been have been terrible So where to go from there Sue Well the subtext to to what Adam Schiff was saying there is that actions like that that the president takes attacking a witness that that is testifying under oath in real time are the kind of things that Democrats could consider as they look forward to articles of impeachment why that that is behavior that is seen as obstructing an otherwise lawful congressional investigation Adam Schiff is also cited the White House's refusal to comply with subpoena document requests as also matters unto themselves that could be seen as articles of impeachment and we should also point out that President Trump tried to defend himself for those tweets let's take a listen to what he said there has never been a disgrace like what's going on right now so you know what I what I have the right to speak I have freedom of speech just as other people do. What do you guys the does the freedom to speech mean and mean that he could in no way be accused of attraction of justice or witness intimidation in this case well you again remember impeachment is not a criminal process it depends on what Congress deems is appropriate and inappropriate behavior and let's ask another question then if we're talking about a political process this was a political moment and what did the White House do to either reel it back or seemingly take a different tact after those tweets went out well clearly they didn't necessarily back away from what the president said but you did see a little bit of ever Torkel shift of Republicans on the committee who didn't you know who have not done a lot to back away from the White House they're very unified behind the president but you saw the Republicans on the committee at least a phonic of New York will heard of Texas and others really commend Evanovich for her service say she was a patriot and did not go to this idea that she was a bad actor in any way shape or form which was in its own more subtle way a rebuke of what the president had tweeted last word to you Michelle actually we are going to take a break in a moment as we continue our special coverage digesting much of what we heard today from the former ambassador to. The Marie Yvonne of bitch we're going to be discussing a little more get into the details of what happened today the details of her testimony you're listening to n.p.r.
