And we have some breaking news and we have some breaking news this midday. Announcer this is an abc now reporting davidid muir. Good afternoon from abc news headquarters headquarters. Were awaiting word from Vice President joe biden. Theres been speculation about whether or not the Vice President will jump into this race foror presidenen a lot of speculation in the last 24 hours. Discussions about perhaps him revising his story about the takedown of osama b laden just the latest in several headlines daily on biden and whether or not heeill decide to run. I want to bring in jonathan carl. When you got word that the Vice President would be speaking obviously the first thing that comes to mind is perhaps a decision on whether in fact he will run. Reporter we are in t t rose garden. I never seen an event more hastelely arranged. The Vice President will be coming out assembled in the rose garden is all of the white house senior stf. The Vice President senior staff. The presisint senenr staff. The n nional security adviser. They are all hear waiting to hear word about what the Vice President is going to do. I will tell you we dont know exactly what hes going to say but ive never seen an announce announcement of somebodyappen running for president happen in the rose garden given the fact hes going to be standing here with the president. Theres been so much talk if joe biden were to run, who would the president choose, secretary of state Hillary Clinton or joe biden the Vice President. Both part of his team. To have the president and the Vice President staff there in the rose garden many people are reading the tea leaves. And the white house made it clear if the Vice President were to run the president would at least not b b taking sides between his Vice President and his secretary of state. And here they come. They have just walked out of the oval office and coming here to the rose garden. You see the Vice President with his wife and the president. Lets listen. Please, please sit down. Mr. President thank you for inlending me the rose garden pretty nice place. As my family and i worord through the grieving process, ive said all along what ive said time and again to others, that it may very well be that that process by the time we get through it closes the window on mounting a Realistic Campaign for president. That it might close. Ive concluded it has closed. I know from previous experience that there is no timimable for this process. The process doesnt respect or much care about things like filing dead lines or debates and primaries and caucuses. This i couldnt do this if the family wasnt ready. The good news is the family has reached that time. My family y s suffered loss and i hope there would come a time that sooner rather than later when you think of your loved one, it brings a smile to your lips before it brings a tear to your eyes. Wewe, thats where the bidens are today. Thank god. Beau is our inspiration. Unfortunately, i believe were out of time. The time necessary to mount a Winning Campaign for the nomination. But while i will n be a candidate, i will not be silent. I intend to speak out clearly and forcefully to influence as much as i i can w where we stand as aa party and where we need to go as a nation. And this is what i believe. I believe that president obama has led this nation from crisis to recovery a a w wre now in the cusp of resurgence. Im proud to have played a part in that. This party, our nation, will be making a tragic mistake if we walk away or attempt to up do the obama legacy. The American People have worked too hard and come too far for that. Democrats should not only defend this record and protect t ts record. They should runnn the record. We have got a lot of work to get done over the next 15 months and theres a lot of the president theres a lot that the president will have to get done. Be building o a really solid foundation. But it all starts with giving the middle class a fighting chance. I know you in the press love to call m m middle class joe and i know on washington thats not usually meant as a compliment. It means youre not that sophisticated but it is about the middle class. It isnt just a matter of fairness or economic growth, its a matter of social stability for thisisation. We cannot sustain the current levels of inequity that exists in this country. I believe the huge sums of unlimited and often secret money pouring into our politics is a fundamental threat to our democracy and i really mean that. I think its a fundamental threat. Because the i domiddle class will never have a fighting chance in this country asong as severer 00 families, the wealthiest families control the process. Its just that simple and i believe we have to level the Playing Field for the American People. And thats going to take access to education and opportunity to work. We need to commit. Were fighting for 14 years. We need to commit to 16 years of free Public Education for all our children. We all know that 12 years of Public Education is not enough as a nation. Lets make the same commitment to a College Education today that we made to a High School Education 100 years ago. Children and child care is the one biggest bararrier for working families. We need as the president proposed to triple the child care tax credit. That alone will lead to dramatic increase in the number of women able to be in the work force and will raise our economimi standards. How do you pay for this . Many ecquit kabl ways. By limiting theeductions to 28 of income. Wealthy folks will end up paying more. Buff its my guess and i mean this sincerely. Theyll be happy to help build a stronger economy and a better educated america. I believe we need to lead more by the power of our example as the president has than merely by the example of our power. We have learned some very hard lessons from more than a decade of large scale open ended military invasions. We have to accept the fact that we cant solve all the worlds problems, we cant solve many of them alone. The argument thate just have to do something when bad people do badhings isntt good enough. For American Intervention and to put our sonss and daughters lives on line. I believe we have to end the politics ripping this country apart and i think we can. Its mean spirited and petty and its gone on for much too long. I dont believe like some do that its naive to talk to publicans. I dodot think we should look at republicans as our enemies. They are opposition. Theyre not our enemies. And for the sake of the country, we have to work together. As the president s said, compromise is not a dirty word. Look at it this way folks, how does this country function without consensus . How can we move forward without being able to arrive at consensus . Four more years of this kind o o pitch battle may be more than this country can take. We have to change it. We have t change it. And i believe we need a moon cancerer its personalal but i know we caca do this. The president and i have already been working hard on increasing funding for research and development because there are so many breakthroughs just on the horizon in science and medicine. The things that are just about to happen and we can make them real. With an absolute National Commitment to end cancer as we knowow it today. And im going to spend the next 15 months in this office pushing as hard as i can to accomplish this because i know there are democrats and republicans on the hill who share our passion, our passion to silencece this deadly disease. If i could be anything, i would have wanted to be the president that ended cancer because its possible. I also believe we need to keep moving forward in the arc of this nation toward justice. The rights of the lgbt community, immigration reform, equal pay for women and protecting their safety from violenen. Rooting ou institutional racism. Every one of these things is about the same thing, its about equality. Its about fairness, respect. As my dad used to say, its person people in cedar rapids say theyre shked shots were fired in their neighborhood. Ill have the detaals of an officer involved shooting that left one man dead. On a highspeed chase after they pull him over. Hes now incustody. And a science project may have saved the life of one eastern iowa teacher. Youre watching kcrgtv9.
