There is a lot of stuff happening with traffic this morning and we want to go to our the different road closures. And we cant stress enough. If you head out and about. 380 the inside lane closest median on each side. Is reserved for Emergency Vehicles only. So please stay on the outer two lanes of that roadway that is left for police cars and ambulances. They will be pulling people and giving tickets so, again spread the word if you know someone will be driving. Let them know, hey, stay out of the that left lane. We have got our reporters out downtown cedar rapids and they are keeping up updated all morning. And mitch and we will head out to them during our show today. And first up kevin berry is area you told us morn morning what are you seeing . Reporter so far it looks good. But now we are behind the African American museum and a lot whole lot of water and we are talk before about standing water, this is water with a current. This is the river over flowing its banks and becoming much larger than it normally is. Is a bike trail and a green space, but as we big flood barrier you a good idea for how much protection the African American museum has. They have sand bab bag bags and all of this bags and all of this clay it is hard and more that just sand. Is hard to break apart. This is almost impossible to get through and it is incredibly study and they take that plas talk we are talking about and plastic and we are talking about and eve wn the water coming even with the water it is not on reached this berm yet. It has all of this to come over too and it this is dangerously close and it goes through a memorial. Too close for comfort. The good thing is they have a whole lot of protection standing in front here and and the amount it is expected to go up over the next few days, it doesnt seem like they will get any water breaching this. In their base. Know about that intill they get until they get inside and that water will not breach through that sand bagged door ways. It is 7 07 and we will gow out to stephanie go out to stephanie and mitch. And you can see the traffic is slowing down a little bit there. 0. Good morning. It is 7 09 and the sun is up and a better view of what is going on down there. And that is the river and as you see it, it has not gone over. The third avenue, Second Avenue bridge and that is a huge change from 2008 and that other thing is, the river, is slowly still will give the latest information but so far this morning. And mayor as well. The walls are doing their job for the most part. Most of the water is being held back. So we will continue to monitor that and one of the guys monitoring the river level hard at work and Brandon Marshal is joining us. What is happening on the river . We have. The current leval is 21. 8 feet. It has a 23foot crest and you see the purple that is major flooding and we are not going to get out of that until sometime late friday and into the weekend. So major flooding around the cedar rapids area frau fr. The next for days. Winds are west, look at that dew point. 42 it is dry and comfortable and it will continue to be that way. Winds are column. And not much calm and not much to so. We will keep the sun shine in the forecast and a week system will move through and generate some ice lated showers in our isolated showers but they will night and Early Morning hours. And we will keep the aclouds around for your wednesday. Today mostly sunny and pleasant. It will be blusery and temperatures in the middle to upper scakets and another chance 60s for arct isolated shower. Anuther ilateed shower and will check the river in just a few minutes. We have had our reporters spread out over downtown all morning to bring thus latest on the river us the latest on the river and we will check win mitch. Reporter we ron the other side and and we are on the and i have got good news. It is an eerie sight. This homes and the river is flowing but it is not near these houses. Some of these sheds and gurajs, but the, but they are well clear. Is crossed. It looks like these homes are fine and what a relief that is if these owners who stayed here and came back after the floods, and we talk to a home owner and said he didnt bother sand bagging his house and a lot of these are not, or very minimally, because they know what 31 feet did and 23 is a walk in the park in the grand other side of the side of the wall. These homes that went through so much, very clear of that. And that is the dp news here on ellis that is good news on ellis boulevard we are happy to trord is clear of where it was. Happy to report it is clear of where it was. And we will check in. There is a live look it is reedy to takeoff. It is just off of first and i cant confirm that but there is the bridge to quaker oats and there it goes. False start. Now there it goes. And it will spin around. Dont look directly at it. Let come off that. My goodness. We are excited to use this drone will give us a look at places we dont want to send people and that we shouldnt be going and a good look now with the sun up, are they steady out there . Okay . Not yet. Lets head out to stephanie. She is on ground and lets check in with her. Here the state troopers and the national grard guarding some residential streets they want to make sure people who dont live down here dont drive down here and this is the reason why, there is piles of dirt hereen southwest here southwest and trooper told me if you are a resident here and live down here and need to fetch something from your house you is have to show idea and a bill or a registration that is proof you actually live down here and even those the piles of dirt on top of the storm drain. Water is through but the Start Holding it ufdirt is dirt is holding it off. We look at our drone now. It is not as shaky, take a live look. Flying over the river. A little tour as we watch it fly across. Are there people in cuintos . But we are threeing long. They look like rescue boats and there is the reserve as we float along river and as we float around here. We are seeing this as you are for the first time you can see roadways there; those are pumps. Water pumps and the bariers. And they are pumping from the road side through the wall into the river side and this is the story that creep up. Right now we are Holding Steady at 23 feet and we will get braden with another update. Our drone will be out all morning long and all day today. So you can keep up with the shots. For the latest drone footage. It is 7 20 and look ath current conditions. The river is just under 20 feet. And it will crest at 24 feet and morning and looking that tomorrow morning and 21. 7 feet and it supposed to cres in 23 feet and major flooding over the next several days. And the current level is 21. 87 feet and when are that the purple that is major flooding. And the river will recede tonight and tomorrow we are not expected to get below major flooding until the weekend and flood stage is 12 meet and it will not drop before feet and it will not drop until monday. The impacts will brie greatest right now we have the number two spot with the level of 21. 77 feet and you can see here. Some of thohigher river levels. Current conditions right now 46 in cedar rapids and the winds west. A dew point of 42 degrees and 43 inole wn will pick up. And gusts will pick up again. We are clear for right now and across the state of iowa that is good news. We will see sunshine in the forecast today. Sunny and breezy for this afternoon and an isolated possible tonight and seasonal temperatures for the rest of the week and here is our temperature trend for the next 12 hours. Get to the early afternoon and high temperatures of 28 around clew oclock too. A33 oclock to the and the clouds will stick round so the temperatures will be cooler than what we seeing today. Mostly sunny and pleasant. It will be blustery and temperatures in the lower 60 has 70 and then for tonight. Mostly cloudy and isolated shower but a 30 chance temperatures in the upper 40s and 49 in iowa city and 49 in washington and 47 in cedar rapids. We are heading balk downtown and back downtown and kevin watt snr. We are along 18thive new and the city bar cade meets the businesses, they barricades and meets the businesses and you see two feet of water. We were here abut 10 30 and lave oclock and it was bone dry there was this sand left over on the ground from filling the bariers and some of it spilled over western frontier seen. But there is at least two feet of water that goes down and you see some of the owners and the bar manager of torpedoes grub and pub. They had their own protection they built for themselves. And why the city chose to put the barricade and left some of the businesses out and some of the people disagree, some of they would like for their property to be protected but they understood why they did what they did. And some say they should have included their buildings. We know where the water came from. We can see the bridge is still dry it came from the south and bay the plant and it is a lot lower level there. So the water city workers we spoke to said we came up this way and meets the wall from behind this. It is taking on water but the owners just opened up the garage doors and the front and the back and got everything out of the building. So when you due that you have the cinder block and the floors. And the folks stayed in the building, they will ride it out and try to fight it and pumps in side and flood Protection System and they are out side and taking some pictures of the water around them but they are strappeded on an island right now and so stranded and on an island but but are not going anywhere in the future. For seal seeable future seeable future. And we will taking a look at our drone and you can check out more of the video on the fuse back so what do the trade deals supported by congressman rod blum really mean for iowa . Blums deals are just one of the ways the biggest corporations rig the system to make more money at the expense of iowa jobs. Oh, and dont forget these corporations shipping our jobs overseas . Congressman blum voted to give them tax breaks. These guys hope youre not paying attention. So maybe you should. The deals blum makes in washington are bad for iowa. House majority pac welcome back its now were taking a look at your . . . . . . . Your . . . . . . . 0. It is just ou this a saw beautiful shot you see the dog playing in the grass and the sun is rising. This is where mitch is along that ellis boulevard area and aback in that time check we lost so many homes and we lost the aw and so many things there and they are let it win again and here is is the jux posed beauty and the sunrise and we will keep you uptodate on that and live pictures. And back to the drone unjust a bit. We wan to tell you you can go to our website for the latest in the road closures there classes will not resume until at least thursday. Should that change, leaders tell us they will begin notifying parents no later than wednesday afterno. Afternoon. As for all the other closings out there right now, we have a complete list on our website, cbs2iowa dot com. During the citys News Conference on monday, city leaders were asked about mail contacted the Postal Service which says they are . Still . Delivering to all areas they can reach, including in the evacuation zone. If you dont get your mail, you can pick it up at the west Side Post Office on wiley boulevard southwest. And if you evacuated and want to stop delivery until you return, you can request that at the same location. While mail delivery continues, trash pickup will not. So city leaders are asking everyone in the evacuation zone to leav their bins secured and not left on the curb. Trash service will continue as normal outside of the flood affected areas. And the city says they will be flexible with extra bags and trash during pickup this week. And wed like to remind you that we will broadcast this mornings meeting with city leaders live right here on both cbs 2 and fox 28. Well have a reporter that will be heading there well talk to them a little later in this special flood 2016 coverage. If you have any questions you want us to ask city leaders you can reach to us on Governor Terry branstad says its likely hell request new federal assistance to help Recovery Efforts in areas damaged by flooding. Flooding. State officials will continue touring the state this week to assess damage in the seventeen counties now deemed as disaster areas. The Iowa Department of Homeland Security says if the total amount of damage is more than 4point3 Million Dollars governor branstad can request a formal president ial declaration. That would provide additional fema money w efforts. Weve been pretty successful in getting those disaster requests approved so were going to go about that in a very same cautious careful diligent way but from what weve seen its very likely. Likely. It would open up money for public infrastructure, wed also make a request for federal individual assistance depend upon the amount of homeowner personal homeowner damage is high enough to warrant a federal individual assistance declarati declaration. Branstad has also extended the property tax deadline for all of linn county. That means property taxes due at the end of the month will now be due at the end of october for . All . Linn county residents. We want to remind everyone that there are two shelters open right now in cedar rapids. This is for any resident who cedar rapids and this is for anyone who need as place to stay. They can go to the Methodist Church on third avenue south east more than 120 people stayed in the shelters last night. Baptist kumpe will close as well church will close as well. We are watching this closely and it is ramping up, give us an update and talk about how long we will be in the flood water. The latest was 21 point saithe 7 feet and that 87 feet and here is the data that was these are the hours an above flood stage. It is 12 feet we will spend 154 hours above flood stage and when we get to 14 that is moderate and we will be round 122 and down to 20 meet about 60 house feet and about 60 hours we will be at 20 feet and it gives you a bigger scope of the and some historical picture we have got in from past floods. This is River Side Park in 19 hundred. And the History Center. I want to jump in really quick. This is from the National Weather service. Down in the quadcity we will get an update the official crest as been lowered to 22 feet and should happen before noon today. Lets high 5. This is good. We are going to get this put out and the news room has us on. But again, from the National Service and inu. S. Geological survey the crest will be 22 foot crest. So just about where we are right now and that will be some time around noon or before that. Sigh seaing data over night the seeing the data over night the river was leveling off and it was still continuing to hold on to the 23 foot forecast. You can here that sigh of all throughout cedar rapids and those areas. Doesnt mean we are out of the woods but we are pretty much where we will end up. Major flooding still going on and above that threshold for several days. I we have to show these they are too interesting. River side park this is in 19 hundred. And the History Center youcon see and as we move on this is 12th avenue and third street in 1929 from the History Center you can see the flooding right there deep but we move on to this one. Highway 218 it crested at 19 and a half feet this is from the Cedar Rapids Historical Society and the here is pour of the water just power of the water just ripping about that road. And when we are looking that drone footage and these tower lets check in with kevin you have some amazing pictures for us. Fill us in where you are at. Reporter we are actually on top of the sand barier right now on top of 8 feet worth of barriers and this is the barrier along 16th avenue southeast and we are up here because all of this watt thereto has come in from the water that has come to the south and the doors of south of the grub and pub is down there and they are putting it together. Kick stand is all of the way down there and they did minimal sand bogging but accepted the dagging and accepted the water opening up the doors. The city decideitude put this barier right here along decided to put this bri area. They this was roadway and look at and now is roughly 2 feet worth of water. And the controversy is the owner of tornadoes said he wanted it to come in and include him. They predate the 2008 flood and they should have in included. Director said, this was the best strategic spot to put this because it is the last spot that has hard concrete and flat service so it can be the most affective and they said it is the most eeven ground and the high even ground and the highest point it is not only topography. They will will have been putting it 4 foot holes and that is much less affective. So lets talk about the effectiveness. You see the waurlt. It is 23 water is about 23 feet tall and there is a bought layer and that is off the ground and look on the other side. Through and water coming through but you can see it is the grass and the side walk there and things like that. The image how much worse it would be if it was hit by this water on uneven territory it could would get through much easier. They are able to hold off 3 feet of water and that makes their case and the owner says that he still now battling off and left to his own d
