In 2 weeks Boulder County residents will have their chance to weigh in on whether a temporary moratorium on oil and gas drilling permits should be continued the moratorium was approved unanimously by the county commissioners last Friday county attorney David he was laid out the meetings purpose he said while Boulder County has regulations in place from 2017 additional options are available since Governor Jared Polis signed Senate Bill $181.00 also known as the protect public welfare oil and gas operations Act This act changed on oil and gas regulation in Colorado including with respect to the authority of local governments to regulate oil and gas development because the county's regulations predate Sanibel when 81 the board previously authorized staff to consider and develop amendments to the land use code related to oil and gas development that would take into account the additional options and authority provided by the act commissioner Matt Jones explained why he would support the moratorium saying it was critical to protect Boulder County residents to the full extent of the law in this moratorium will give us a new time to create the strongest rules we can after the changes to that prioritizes reduction over profit I think this is a very needed thing to happen you know I think her constituents expect it it's estimated the county staff will need about 9 months to have revised regulations in place they stay on the new state law that's why Commissioner Deb Gardner said it was important to act immediately everyone here may not support what we're doing but I I can see some familiar friendly faces that I know and I think it's important that we do it now because even though we don't have an application of front of us right now at this moment we know that we've gotten indications that Crestone will be coming soon to begin the process and so I think the immediacy of doing this today is really important to vote against accepting or processing any new oil and gas drilling applications. Comes as Crestone a Denver company is seeking to put more than 100 wells north of Erie the moratorium also prevents Crestone from seismic testing for its operation but even before the board's unanimous decision a spokesman for the oil and gas industry said moratoriums stand in direct opposition to the Colorado way of doing business in addition to Crestone the company extraction oil and gas has targeted the gunbarrel area to extract oil and gas from under property owners homes the company also owns significant mineral interests but the city of Boulder open space in that area in a letter to the Commissioners of the Colorado Oil and Gas Association argued that no new wells have actually been drilled since the county's 27000 regulations were adopted meaning the current regulations have not been tested for their effectiveness but the new state law has changed the landscape for oil and gas making the mission of the Colorado Oil and Gas Conservation Commission one of regulating the industry rather than fostering its development a roomful of people attended the meeting and applauded the county's vote after Commissioner Elise Jones made it unanimous she said concerns about oil and gas drilling is something constituents want to dressed and I think it's our duty and responsibility as commissioners to do everything we can to protect the health and safety of our residents and our environment into that and we need to take full advantage of the Senate bill $101.00 authorities that were provided to us and update our regulations to make them as protective as possible and because Christiane's indicated intentions to come through the permitting process it's important that we put in place an emergency moratorium today so that any proposals questions or otherwise are reviewed under the new strengthened regulations at a public hearing in 2 weeks the commissioners will decide whether the time out on drilling permits will continue into 2020 the commissioners vote follows that of the Erie board of trustees last week extending that towns now you. Every day each person's son's approximately a half pound of food waste to the garbage that's equivalent of about 4 small apples all of this while we're seeing increased food insecurity and k.j. a New Sarah doll brigs us a report on a local organization that aims to tackle both issues according to a 2014th study published by the u.s. Department of Agriculture 150000 pounds of food is thrown out of u.s. Households every day at the same time hunger is still a major problem in the United States in Boulder one out of every 8 people and one out of every 5 families face food insecurity the nonprofit Boulder food rescue aims to solve both problems at the same time he didn't dance executive director of the organization explains how Boulder food rescue works. Our mission is to create a more just and less wasteful food system so they dated a what we do is collect food that would otherwise be wasted from grocery stores and it's donated to us and then we take it directly to low income communities across Boulder the food that we're focused on is healthy food it's produce that is soon to expire it goes directly to $38.00 different sites around Boulder about a 3rd of those are nonprofits that serve the community food to the food pantries the kitchens shelters places where food access is already a part of their programming and people are going there to get food and then the other 2 thirds of where we take food to are what we call no cost programs and these are programs who run in low income communities in low income housing sites preschools daycares and places where people are already gathered but not necessarily there to get food and so what that does is it decreases barriers to accessing food because it takes food to places where people are already are in and they get power and ownership and control over those resources so they have a say in how those programs are run empowering people and building community our central values a boulder food rescue Dansk elaborates programs necessitate participation so individuals who are receiving food are also volunteers for a broader food rescue they receive the food call their neighbors they sort it they distribute it they clean it up you know and so what it does is they give us our agency to individuals into those communities to really take those resources and share them and run a program that actually fits their needs the food is transported from donors to recipients using bikes with large trailers designed for the purpose of holding heavy boxes of produce dance he explains the bikes this way you know when we started Boulder food rescue are like we're taking food that's going to waste we're putting all of these resources into growing fit array and shipping it across the country and then you know the grocery store in that they're going you know if we're going to take all of that food out of the way Stan put more energy back into it by using cars or taking food from a grocery store directly to the recipient and oftentimes who's getting thrown away like blocks away from where people need it so it is kind of made sense to buy a kit and now the cool unintended benefit of being a bicycle based order. Ization is that we have a community of volunteers who love biking and who are involved and so it actually increases civic engagement increases volunteers and increases people's ability to plug in I think there are a lot of people who are involved reporter for us who would have driven and increases our exposure to people in Boulder but also people across the country like oh yeah both of you knows you the right people it's a fun way to deliver food and it's a fun way to increase access to exercise and to actually feel the physical effects of what volunteering means Nikki Leboeuf a little is a volunteer with Boulder food rescue she elaborates on how the bike system works water food rescue have a make it's part of the takes care of them that also volunteers join and typically solves 2 problems at once food going to waste and people in need of food dance he explains that while food waste and food insecurity are complex issues there are things each individual can do to help contribute to solutions there's an assumption that's made that if we saw the food restaurant or saw the hunger problem that is not sure there to. Systems operating differently and they both have different solutions and we're operating in a field where we are looking at both our utilizing both in the meantime but I think we actually want to solve the food waste problem there's a lot of different ways in which that happens at a consumer level there's an immense amount of food waste and so a consumer education is a huge way that we can actually minimise some of that I mean anything from like planning your weekly meals to you know moving food that's in the back of the fridge to the front these little things that each individual can do actually make a really big difference in terms of minimizing food waste in this country to learn more about Bill to ask you you can visit their website w w w w food rescue dot org for cage in you I'm sorry a dog leash and it's a 20 You're listening to k g n u It's time now for resistance radio and you should have $300.00 was a measure in front of Denver voters in the recent municipal elections that would have allowed any individual to engage in activities such as resting and sheltering oneself in a non obstructive manner it was defeated in May with a well funded opposition campaign and now proponents of initiative 300 are reaching out to those who opposed it to ask them to fund some existing homelessness projects made Conrad spoke with Cole Chandler co-director of the Colorado village collaborative Well initiative $300.00 stirred up a ton of conversation around homelessness in Denver and the May election it actually received more votes than the mayoral campaign so more people showed up to simply vote on initiative $300.00 than they did to vote on the mare so it's clearly an issue that people in Denver cared a great deal about and as you noted there was a ton of money spent on that initiative I believe it was around $2500000.00 And so the campaign's message together Denver or no on $300.00 campaign message was that we can do better and we believe that too we believe that we can do better and so what we're doing is trying to reach out to those that they gave to that know on $300.00. Campaign and said in saying let's do better together on this and let's come up with solutions oriented concept that can really push the needle on the homelessness crisis and we think tiny homes are one part of that one part of that answer and so we reached out to those donors and asked them to partner with us as we seek to expand the impact of our pilot project this doesn't happen very often called where people reach out to a group that's been opposing them particularly in the context of an election So what reaction have you been getting from some of these groups well you know this is about more than winning or losing a campaign this is about creating the kind of society that we want to see created and we believe that it requires everybody to create that kind of society that it's not a winners or losers or winner take all kind of situation we all want to come together and the whole message of the Colorado village collaborative is that we all have to be at the table to bring about the kind of world where everyone has access to housing and so we believe the the voice of those that voted no on 300 is just as important to solving this issue is those that were ardently in support and the voice of those that are directly impacted by these policies the people living on the street so we want to bring everybody together so far we haven't had a great deal of response to this letter that we've sent out to my best of my knowledge so far we received one gift totaling about a $1000.00 but we're hoping for more and we're hoping that this provides an ol it to bring people together we're not trying to shame anyone here we're just trying to . To build community around really a major social issue across our entire country we did a lot of reporting ahead of the elections on the how much money was being spent to oppose the initiative and that was why it's a collective group some of them one that you might understand like the 910 partnership in Denver but. Other ones were maybe a little bit more or less clear in terms of their connection or oil and gas companies for example but some organizations said that we want to tackle the homelessness crisis but this isn't the way forward so you know aside from reaching out to those organizations how do you think we can create some more collaboration when it comes to solving homelessness in Denver. Well I think this is an issue that requires bold leadership all the way from the top and the mayor's office has now created and in the process of creating a new department on housing and homelessness and I really think it's the responsibility of the
