You can see it is not very busy at all. The vast majority of voters are opting for ease today and are voting electronically. 168,000 absentee ballots have already arrived at the county Registrars Office in san jose. This is considered a low turnout year for voters, roughly 40 to 50 of voters will participate in the county, at the same time Santa Clara County which is of course the center of all things high tech, has one of the oldest vote counting systems in the state. Most surrounding counties have whats called precinct voting which allows votes to be tabulated almost immediately after its cast. And a memory card is then taken to the registrar of voters. But in this county, things are still done the oldfashioned way. We flatten out the ballots to get them prepared to go through the scanning machines so thats happening as we speak now and will be happening all throughout the night and all week. Reporter replacing the antiquated system would cost the cost 17 million to 20 million. Money is in the pipeline to bring the new system online. Officials just havent committed to a timeline for the transition. Since the registrar of voters started counting absentee ballots a few days ago, unofficial results based on those ballots should be in by 10 00 tonight. The incumbent mayor Marie Gilmore strongly backs that plan. Her opponent, trish spencer, opposes it. In all, there are 15 mayoral races in the bay area we are following tonight. Contra costa countys election website backed up after an outage for a good part of the day. County Officials Say there was a problem with its web hosting company, possibly band width or capacity issues. The outage did not affect the countys ability to count and process votes but it did make it harder for voters to look up election information, including poll locations. A state protected bird is refusing to move from the old Structure Despite cal trans building condos on the new span and building bird decoys to lure them out. We are live this evening just underneath the bay bridge and you can see there the eastern span of the old section behind me there, and the progress that has been made on the demolition. As we take a look at some video from sky 7 hd, these birds, they wont move despite the millions of dollars that have been spent on trying to get them to do just that. Earlier today, toll Bridge Program Oversight Committee met up in sacramento, risk managers providing a report stating there is now a 90 chance that the projects entire contingency plan will be exhausted. In terms of specifics to the bay bridge, they are talking about a 35 million deficit. Experts from audubon, california say its no surprise the birds dont want to leave and transit officials are stressing that the birds arent the only ones to blame. Not all due to the birds. This is really just a function of more time. The basic truism is time equals money. The bridge provides really good surrogate habitat for their nests. Its a nice safe place, protects them from predators, protects them from the weather. It is a Perfect Place for them to build their nests. They like to stick around the water and as we learned today from audubon officials, they said these birds have lived on the bay bridge for years. They are reluctant to move over to the new span based on habit and what they are familiar with. Returning to a live look tonight, if cal trans cant get these birds out ahead of the nesting season, it could mean even more delays and more money spent. Transit Officials Say despite the possibility of a deficit, there are no plans right now to raise the tolls over the bay bridge. A Sonoma County sheriffs deputy and locksmith showed up this morning to serve an eviction notice but found the house in flames. That was about 8 45 this morning. By the time firefighters got there the house was engulfed in fire. We had some issues with false ceilings that made it more difficult for us to get to the attic fire. The Property Owner told investigators he put up an eviction notice on the Property Three days ago. Now property crimes detectives are looking into any possible connection to determine whether this was a case of arson. Fire investigators now say an Early Morning fire on a pleasanton construction site was probably not arson. Two homes under construction were destroyed and two others damaged when flames ripped through the development on valley avenue. Firefighters found the new hydrants on the street didnt have water in them yet. Probably added another three or four minutes to getting water on the fire. We tried the onsite hydrants and ended up using incoming units to bring water from valley avenue into the scene. At first firefighters suspected arson but investigators later determined that copper pipes that had been heated earlier in the day started that fire. The search is under way for clues leading to the home in hercules where a young trick or treater received a small bag of meth. Today, police reinterviewed the 8yearold girl and her father who discovered the drug while inspecting her halloween candy. The pink packet contained a tenth of a gram of meth. The little girl was trick or treating in the promenade neighborhood on halloween. The police dont know whether the meth was intentionally or accidentally dropped into her halloween bag. Cal trans is taking steps to try to ease congestion on highway 101 in san mateo county. Its installed metering lights on several onramps. Right now as you can see, the lights are set to green but they will be activated to go from green to red to green a week from tomorrow. Talk about a dubious distinction. Reporter well, as you know, you still have time to come down here to city hall, you can drop off a ballot right there or you can go inside. I went inside and its not very crowded. To answer your question, it started slow but by 10 00 or midday, it started to pick up a bit. No problems so far at the polls. All of them opened on time. Now, one of them opened at 8 00 this morning, on time, but they accidentally locked themselves out and had to get someone to unlock the doors. Wonder whos going to get in trouble for that one. Other than that, it has been smooth. It started off slow this morning but has been building throughout the day, actually. Its been very consistent. But i dont want to scare people off from voting at city hall if this is where they want to come vote. The line has been about 15, 20 people and maybe 10, 15 minute wait. But its been very consistent since about 10 00 this morning. Reporter 60 of those casting their vote today will do so by mail or dropoff. San francisco has a few highly contested measures. One of them of course, the transfer tax on certain buildings bought and sold within five years. Thats a biggie. Prop e soda tax imposing a two cent tax per ounce on sugary drinks. A lot of people are going to be paying attention to that one. Just remember that you have until 8 00 this evening to come down here to city hall and cast your ballot. There is a big push today to get voters to the polls in the newly created 17th Congressional District which spans part of silicon valley. Seven term incumbent mike honda faces a tough fight against a fellow democrat. Supporters for both candidates have been manning the phones all day the try to get out the vote. The final days of the campaign have been characterized by fierce attack ads. You no doubt have seen them. Governor brown voted last thursday at the Alameda County registrar of voters in oakland. Brown is seeking to win his fourth term in office. He is being challenged by republican Neel Kashkari who spent 2 million of his own money on the race. Brown had 24 million in his Campaign Fund but spent less than 500,000 on the race. Brown is expected to easily win reelection. One race outspent the campaign for governor. The state school of superintendent race pitting the incumbent against marshall tuck. Donors put 30 million in the race, three times more than the gubernatorial campaign, according to data. In a poll, they are tied with 44 of voters undecided. More money backs this election, the most expensive Ballot Campaign this year is proposition 46 to require random drug testing for doctors and raise the limit on malpractice awards. Opponents and proponents spent nearly 69 million, the biggest single donor, Kaiser Foundation health plan which spent 22 million mostly to kill propositions 45 and 46. Today the city council extended an option agreement that allows the as to keep control over the City Property near downtown, where a new ballpark could be built. Mayor chuck reed says he is still hopeful the as will move to san jose even though efforts have been stalled by Major League Baseball and the courts. Its compelling economic case and i think ultimately Major League Baseball or people who care about money, and the as are losing money in oakland. They will make money in san jose. Thats good for Major League Baseball. Eventually they will see the light and give the as a chance to come to san jose.
