Congress enact new laws to implement that treaty and again in federal law enforcement officials went out to Arkansas logging and bag another defendant to drug him before Judge Freebird of all judges. All of all regulations of any government agency must be 1st published in The Daily federal government newspaper that they were creating about us $935.00 of all that newspaper to be known as the Federal Register So if any you know there are that now you've got one source you know one place where people can go to read regulations so you know the Federal Register came into effect and I think 35 the 1st issue came off the press in March of 1936 soon the agency's media later along came along and said Ok Now these agencies got a publish you know there are regulations in a Code of Federal Regulations and then a $946.00 Congress comes along and passes the Administrative Procedures Act Now here's what the Administrative Procedures Act provides for compels it still continues that I do see the same got to publish their regulations in the federal register but there is a process they must go through. They got to propose a set of regulations for new regulations got to be posed 1st and that probably has to be given an opportunity to to check off for comments.
