News. A hollow welcome to News Hour from the b.b.c. We'll service it comes to life from our studios in central London. In a moment we'll find out how and why the authorities and monitoring everyone in one part of China also will profile the man who is the current front runner in the French presidential election and on the 3rd day of the offensive to drive the Islamic state group house of western Mosul we get an update from the front line the areas that they've taken so far are sparsely populated and there in open desert but once they get into Mosul itself once they get into western Mosul itself then it's a whole different ballgame we're talking about you know building or by close together we're talking about poor areas with narrow alleyways which means they can no longer use the packs the Humvees of They've been using so far. Stay with us for that story and lots more coming up this hour we begin though with a story in the far west of China in Shin Jang province it's more than 3000 kilometers west of Beijing the capital an area which has seen considerable unrest it's home to ethnic we goes they are a Turkic speaking people mainly Sunni Muslims and in privacy at least many of them criticize the rule of the ethnic Han the dominant group in China the authorities troubled by acts of ethnic violence as well as domestic terrorism fueled by a separatist movement have now imposed in one prefecture called by a buying goal a mandatory vehicle tracking system all vehicles in this area will be required to install a unit linked to China as they do satellite systems so they can be traced wherever they go the authorities say cause of the main means of transport for terrorists they've warned that drivers who refuse to install the system will not be allowed to buy fuel in a moment we'll talk about surveillance generally in China and get some global perspective but let's start with what's happening in Jang itself joining me on the line from Hong Kong is the East Asia director of Amnesty International Nicholas Beckenham Nicholas is this what we might describe as a leap forward in states of aliens in. Unfortunately this is a very apt for a region of China that really has become the testing ground for a catalogue of quite the right Tyrion measures designed to control an entire community of about 10000000 people on the pretext that terrorism and violence has flared up in the region for a number of years now and given those fears on the part of the authorities how much states of aliens is there already and what sort. Well there are really extraordinary levels of repression in sin junk this is a region where fear really pervades every aspect of life for the wigger people. Measures that the state is imposing in the name of concert terrorism ranch from the high tech to the low tech from the g.p.s. Tracking that you mention to the length of the be aired that men are a load to grow or the simple prohibition for anyone under 18 to enter mosque they already introduced last year real name registration for phone calls or accessing internet and outs of confiscated passports from wigger people to provide prevent them from travelling you add to this indiscriminate arrest and force disappearances torture drastic controls on any form of expression of ethnic identity and you really have a very volatile situation which is very deep grave and serious by the way Grrr living in what is called officially this engine when a girl autonomous region but is anything but and is more the Chinese authorities doing in this one prefecture which I think is affecting more than a a 1000000 people is it the risk is it a response to something very specific recent violent attacks. Well the least you can say is that the government has very little to show for days incredible levels of repression since the mass incidence in back in 2008 in the capital the room chair where hundreds of people where left dead on the streets as result of. Sudden burst of ethnic. And arrest there's been a string of attacks and violence sometimes with instrument as crude as has knives and so on so violence is not going down in synch and no matter what the state is doing because the root of the problem are political this is an issue of autonomy we have a different identity have different religion there are distinct ethnic group and as long as Beijing refuses to give any space to the If Then it and implementing a very clear loan your type of system then it's bound to create tensions and. Unfortunately violence at times Nicholas Becker East Asia director of Amnesty International thank you for joining us let's speak now to Ryan Gallaher who is a surveillance experts and u.k. Based reporter for the investigative websites the intercept what we heard Nicholas specular outlining that Ryan on this specific issue of the way in which to the Chinese you surveillance is it a particularly extreme system that we're seeing or are there comparisons to be made elsewhere. Them Yeah I has a particularly extreme system to the extent that they are putting their mandating these tracking devices beeping in people's cars and they're basically forcing them to do that by saying that if you don't do it we will allow you to buy petrol and then obviously you wouldn't be able to drive your car but there are you know across Europe for example next year and it really believe it's going to be mandated that all new vehicles have a tracking device police. Know the purpose of that is for. American see reasons you know so that if your vehicle is in a crash it will automatically try. Mehta is location to the emergency services. So that I mean in some ways there's a some similarity there with what you're seeing in China and John case but the sort of end part of it is as can a deaf and the authorities and Europe say that they want to do something similar to help an event of a crash or some kind of incident like that and one of the cases where is the Chinese example is a can of mass trucking of people for the for the stated reason of kind of national security or counterterrorism well say you you said quite carefully that the you know the u.k. Authorities or authorities inside Europe might say that that's what they're using the surveillance for I mean is there any suspicion that they might be using it for other things because the information would be that well yeah of course and I think there actually has been a lot of concerns have been politicians in European Parliament for example when this new policy was passed I think last year you know they were they were very concerned about the privacy issues and here on what you have is the situation that we are where you often see with technology is that it starts being used for one purpose and then ends up being used for another purpose so the fear is that any kind of tracking technology if when it's automatically being mandated that it's being put in a vehicle that one day down the line you know it's either some catastrophic event the government suddenly decides or we have the system in place let's just change how we're using it and then let's start monitoring people and ways that people you know. What's going to be happening in China for example so I think that would be a concern Ron just briefly it's a big question how much evidence is there though that this kind of tracking actually cuts down on terrorist attacks. Well it's a good question I mean you know we've had in the in the u.k. For example many years we have you know one of the most surveilled countries on Earth in terms of the surveillance cameras that we have every They're everywhere this is a test because there's one camera for every 11 people in the country it's a massive amount almost 6000000 as there is the estimated top figure on you know there's little evidence to suggest that it dramatically reduces crime in any way because what tends darkness to crime just moves elsewhere it may go underground people find new ways to commit the crimes and the cars being tracked they will use a you know a different mode of transport for example so as you know it's very sketchy there Syria is there's not much evidence to support that it does dramatically reduce crime Gallaher a civilian expert surveillance expert from the investigative website the intercept Thank you. Mosul in Iraq now it's day 3 of the push by Iraqi government forces and their allies to get the city back from the Islamic state group beyond He's taken control of the small town of Abu safe which overlooks the airport almost all of the area civilians are said to have fled and Iraqi forces say they are preparing to press northwards towards the airport now just before we came on air we managed to get through to not be brutal Sue is the Middle East correspondent for The Los Angeles Times newspaper who just returned from the front line with Iraqi special forces today the Iraqi forces have reached the outer edge of the city itself so they've basically approached the Mosul airport and been called here as Lanny it's like a military complex that's on the southern outskirts of the city this was supposed to actually take one week I mean I mean the forces involved in this the the Federal Police and the Emergency Response Division had planned that this would be a 5 day phase but they managed to finish it in 3 days and so that's quite good so tomorrow I think they're going to be pushing towards the airport itself and actually breaching the airport itself when you say that they've done it quite quickly what are they saying of the reasons for that because we've heard so much about the kind of resistance that's been pushed up by Islamic state group not least in the form of suicide bomb attacks the areas that they've taken so far are sparsely populated and there in open desert but once they get into Mosul itself once they get into western Mosul itself then it's a whole different ball that we're talking about you know building or why close together we're talking about poor areas with narrow alleyways which means they can no longer use the packs and the Humvees and they've been using so far what sense if any are you guessing about what's happening inside the c.c. And the civilian population is that your understanding that people are trying to leave and they're not being allowed to all that they are able to to at least start to make their way away from what's going to be the theater of conflict where of course this all falls into the fog of war. Or so I may be difficult to tell you anything with any real sort of confirmation but what we have heard from different agencies is that the situation there is quite dire there's little running water no electricity fuel prices are skyrocketing you know as well as the prices for food now of course Islamic state on the other hand you know they've been releasing these you know these photo essays which show people going to the markets buying Iraqi pickles but of course that a puzzle new talk to again and in terms of people leaving so far we haven't seen any kind of mass exodus I also must say I think we won't I mean the whole sort of modus operandi so far has been for Iraqi forces to tell people to stay home also I mean it should be said that at this point we have to realize this is the last major bastion of Islamic state at this point and what this means is that the ones who are there are probably the most diehard people and the u.n. At this point estimates you have about 700-002-8000 extension 00 people inside there and if you have all those people as human shields or even as willing combatants for sonic States yes it's going to be extremely difficult but see what happens I mean I mean of course all this is speculation to be clear we just do not know but let's say the potential for a disastrous outcome is that. That was not be blue last Middle East correspondent full the Los Angeles Times newspaper who has just returned from the frontline with Iraqi special forces in Mosul listening to the b.b.c. Well service on resi again this is News Hour. Coming up very shortly Australia's 1st Muslim member of parliament on the way she takes on online trolls every few weeks we pick particularly hate filled message and I respond to it in a humorous where it does kind of make me question my belonging to Australia I have to say I've lived there now for almost as much time as I lived in parks that. Stay with us for that report a headline says Our an Israeli soldier who shot dead a wounded Palestinian attacker has been sentenced to 18 months in prison in a case that has sharply divided Israeli opinion the bodies of more than 80 migrants have washed up on the shores of Libya after the latest disaster to strike people trying to cross the Mediterranean to Europe and Malaysia says it still can't confirm that the half brother of North Korea's leader was poisoned a week after his death. This is with news out coming to life from the b.b.c. In London. Fighting hate with humor the 1st Muslim woman to be a member of Parliament in Australia is battling against social media trolls who bombard her with sexist and racist abuse in a Facebook page called Love Letters to measuring for Ricky uses wit to hit back on at her online tormentors the m.p. Says the project highlights the deeply racist side of Australian society from Sydney film as the reports. 20 years ago I thought an oppressive regime in Pakistan just my husband my one year old son. In New South Wales she's the victim of a cascade of abuse unleashed by internet trolls against the 1st Muslim woman to be a member of an Australian Parliament I decided to start a project on Facebook and it's called Love Letters to Mary so every few weeks we pick a particularly hate filled message and I respond to it in a humorous way and that has really taken off I think people do appreciate that we're exposing these issues and of course it's quite cathartic for myself and my staff as well how the has a Muslim then led into a strike in politics it does kind of make me question my belonging to Australia I have to say I've lived here now for almost as much time as I lived in Pakistan I hate to tell but she's nothing but a smelly fish infested tween headed Muslim bush pig you often see this happen more to women than men so there's this real vile mix of racism and sexism that is happening within Australia people who look like you are responsible for Tara worldwide Well Australia I have to say has always had systemic racism let's not forget our 1st people and that still suffer the worst sorts of discrimination if you believe this has a solution to the Aboriginal problem the worst of the Aborigines into one area and put a chemical in their w
