Patrick Walker the Public Utilities commission was supposed to have a hearing today on whether people who installed their solar panels before the net metering cap hit last year. Patrick Walker nv energy has told 8 news now in the past that the reason for proposing the new rate structure was to stop having nonsolar customers subsidize the rooftop solar customers.
