Election last night the Department of Justice released documents about the surveillance a former Trump campaign adviser Carter page one detail that stood out investigators argued that Carter page was a Russian agent this morning on c.n.n. Page said he was never that close to the Russian government I've never been an agent of the foreign policy power in any state by any stretch of imagination Joining us now to tell us more about this is Philip Ewing he is N.P.R.'s national security editor Philip thanks so much for joining us once again thanks for having me can you tell us what the documents were that were released yesterday sure this is an application prepared by the f.b.i. The Justice Department for the Foreign Intelligence Surveillance Court and when law enforcement investigators think that an American is involved with foreign intelligence power they go to this court and say here's the evidence that we have may we please begin surveilling this person's electronic activities their phone calls or text messages their e-mails and so forth and if a judge agrees the f.b.i. Can then begin going on and doing that how unusual is it for these documents these fires the documents to be released it's very unusual that they're some of the most secret things in official Washington this has to do with people's lives their relationships their contacts with people overseas I'm not aware of any other example in which a Pfizer warrant has ever been released in this way but we're living through extraordinary circumstances so you've had a chance to review it so what stands out to you it is something that confirms a lot of aspects of the story that have come out before in other forms this document will not settle any substantive questions and it certainly will not resolve any of the partisan disputes about the story this is a piece of paper that a Republican can look at and come to one conclusion and a Democrat can look at and come to a different conclusion Republicans do not want any of this evidence to be in the public discussion they say it should all be thrown out because it's partisan edge of prop in their view the Justice Party. Denies that and Democrats are siding with the Justice Department in the f.b.i. Saying they requisite notifications were made here this was all fair game the surveillance was turned on and the other thing that's important to remember is this surveillance was renewed through the Obama administration into the Trump administration then Acting Deputy Attorney General Dan Benton and the current deputy attorney general Rosenstein both signed subsequent phase of warrant applications for this car to pay surveillance that's important because to keep these things going they must produce something so the feds just can't keep listening to somebody because they want to they have to go back to the court and say here's what we overheard on this phone conversation here's what we learn in these text messages and that's why we want you to continue to let us to do the surveillance before we let you go can you help us understand how this fits into the larger investigation how should we think about this one of the things that it tells us is that very early on in the Russian vested in October of 2016 the f.b.i. Was already suspicious about a number of people in president now president trumps orbit there's a number of names in the document that are blacked out the whose names we cannot read that the f.b.i. Believed in 2016 were associated with this attack by the Russians on the United States even at that stage of the investigation this thesis about conspiracy or collusion was taking root publicly the f.b.i. Was not letting on about this there was a famous story that year in the New York Times that said no link believed between Trump and Russia when in fact what this information should suggest is the f.b.i. Did think there were these links we just don't know the rest of the story the real important lessons the substance of lessons we won't be able to learn until this full unredacted documents released if that ever happens That's N.P.R.'s Philip Philip thanks so much make you if you heard the program yesterday then you know we spent the hour digging into the fallout from last week's dramatic meeting between President Trump and Lattimer Putin and one of the issues raised by several commentators was the fact that we've heard more about the meeting from the Russian side than from members of the u.s. Government on Wednesday Secretary of State Mike Pompei o is set to brief members of the Senate. Relations Committee about the meeting as you may recall the meeting came just days after an indictment described how 12 Russian military intelligence agents allegedly hacked Democratic e-mails in an effort to sow confusion prior to the election after the meeting President Trump seemed to side with the Russian denial over the determination of the u.s. Intelligence agencies the president has since said he does believe the agencies but we wanted a perspective from someone who knows quite a bit about both of these issues so we called Congressman Brian Pitz Patrick he is a Republican from Pennsylvania he sits on the House committees on foreign affairs and Homeland Security and he's also a former f.b.i. Special Agent Congressman welcome thanks so much for talking with us thanks Michel my pleasure so we mentioned that you have a background in investigations What was your reaction when you saw the meeting last week as you saw the events of the week unfold Yeah I mean I was beyond disappointed in quite frankly sickened by the exchange and I talked to will hurt a lot my colleague you know on the only f.b.i. Agent in Congress will see only a CIA officer in Congress and both he and I have had significant experience in the area of intelligence and counter-intelligence specifically dealing with Russian aggression and he and I both had the same exact reaction we felt that the president was manipulated by Vladimir Putin a lot more Putin is a master manipulator will hurt and I've seen this up close and personal in the work we've done in a prior careers in fact my last overseas assignment for the f.b.i. Was in Ukraine and this is a very dangerous man he's not someone who can be trusted and it was very very disheartening and quite frankly troubling to see that exchange other colleagues of yours notably Congressman Adam Schiff this morning he's a Democrat said that the president is acting like he's been compromised by Russia which takes it a step further not bring this up you know carefully because it is a delicate matter but as a former special agent Have you allowed yourself to consider that possibility you know that's the whole purpose of the investigation which is why I was supportive of him being appointed him specifically he's my former boss and that's one of the reasons why a thing. I was one of only 2 Republicans to co-sponsor legislation to protect the integrity of the independent counsel I'm a big believer in allowing the law enforcement folks to run their case to see it through to the end and then report those funnies to Congress and at that point that's when we start making our decisions so now the secretary of state might come pay us set to brief your counterparts on the Senate Foreign Relations Committee this week so what are you hoping that he will discuss with your colleagues on the Senate side and I'm also wondering if you're hoping that he will also come to the House side and similarly brief you know I think he needs to prove both the Senate Foreign Relations Committee and the House Committee on Foreign Affairs which as your where I sit and I think you also want to brief the Intelligence Committee where we'll heard sets we have significant concerns Michel we cannot be sending any and the u.s. Messages on behalf of any branch of the United States government to the world about how we view Lattimer Putin is a k.g.b. Thug let's make no mistake about it he can't be trusted as a master manipulator and what this man has done and his regime has sowed the seeds of discord throughout the world in order to create chaos and fill vacuums thereafter and it's a very serious threat we cannot be harsh enough with our sanctions I will support virtually any bill that comes before the house that day protects our electoral system from future attacks and attempted hacks and also that sanctions the Russian oligarchs and the Russian regime to the greatest extent do you have any understanding or have you gotten any information from any source in the administration about what happened in that meeting we don't which is a problem we need to be given information as to what transpired what was said what wasn't said and what the takeaways were because you know we have a responsibility to our constituents the issue of Russian aggression and Russian interference with our election is an area of significant concern to my constituents and I'm sure everybody's across the country and we need to be able to answer them and we can only answer them if we know and get briefed on what the contents of that meeting were and going back to the issue of sanctions which. I also read that you have consistently pushed for more sanctions on Russia and there has been some action on this one overall do you think that there's a sense of urgency about that in the administration there's not nearly enough I could tell you that you know I have complete confidence in our intelligence community I used to be part of that intelligence community their assessment of what happened in the 26000 election has not changed my confidence in their assessment has not changed I think we need to be far more aggressive in the concern Michel is that any time any member of the United States government particularly someone in the administration could declare the president sends mixed signals to the world about the significance of the threat that Russia poses and the reality of what every single person in the intelligence community these are unanimous conclusions by the way that there was at a bare minimum an attempt to interfere with our election and they do that not just here in the United States they do it around the world that needs to be a stated fact it needs to be just accepted as fact by everybody in our government because we need to respond to that reality and it's a significant threat we cannot let that happen again that's Congressman Brian Fitzpatrick he is a Republican from Pennsylvania Congressman thanks so much for talking with us thanks so much Michel there is a major deadline coming up this week for the trumpet ministration a federal judge has ordered it to reunite the migrant children separated from their families by Thursday N.P.R.'s Mary Kennedy checks in on the government's progress the trap administration says it is working as expeditiously as possible to meet the federal judge's deadline to reunite children ages 5 to 17 with their families there more than 2550 kids in this group according to the government Department of Justice lawyers said Friday that 450 have been reunited so far as of Thursday there were more than 600 families that needed to be evaluated before the government can determine whether they are even eligible for a reunion that is a lot of families that still need further evaluation so we very much hope the government has a plan to get that done the a.c.l.u. Legal. And is the lead attorney challenging the trumpet ministration over family separation they've the biggest challenge going forward is to make sure the government does the evaluations very quickly the administration has criticized the deadlines imposed by the judge officials say they're not able to complete their usual vetting process still They've said repeatedly in court that they're acting in good faith to get it done here's the lart the truth is they just need to do it they made this mess they need to clean it up the government should not be asking for applause to clean up the mess they made this is the 2nd deadline for reunification imposed by the federal judge in San Diego the 1st for children under 5 happened earlier this month of $103.00 kids less than 60 were reunited according to the government that was for a number of reasons including safety concerns or determining that the adult is not actually the parent the a.c.l.u. Wants more information right now the governor is unilaterally claiming that certain families should not be reunited we need independent verification but for really to accept that these parents should lose their children to learn says that for the older age group the kids are being flown to where the parents are where they are than being reunited at a few central locations but there are some parents no longer in the country he says that 12 of the parents of the youngest children are believed to have been deported without their kids and the older group he says there could be hundreds more Merrit Kennedy n.p.r.
