But cell phone video shows scott ran away before the officer start shooting. I thought my brother was gunned down like a animal. Reporter despite the officer being fired and put in jail the shoot something sparking outrage here. Protestors shouted outside city hall and blocked traffic on a nearby street. You have to have a bullet because people are dying reporter North Charleston has now ordered body cameras for all of its Police Officers. Walter scott had four children. He was engaged to be married and had been honorably discharged from the u. S. Coast guard. He did owe Child Support according to police which can lead to jail time in South Carolina. Some have speculated that may be why he ran. Officer slagers wife is eight months pregnant. Even though he has been fired the town will continue to pay for her Health Insurance until the baby arrives. The other Big National Story guilty on all counts. Its the verdicts against Boston Marathon bomber Dzhokhar Tsarnaev. Its now a matter of life and death for the 21yearold. 17 of the 30 charges are punishable by the Death Penalty. It took the jury 11 hours to find him guilty on charges that included conspiracy and use of a weapon of mass destruction. We are told that tsarnaev had little reaction when the verdicts were read. Tsarnaev and his brother planned their bombs near the finish line of the marathon killing three and injuring 264 others. The penalty phase of the trial will start monday. A jury will hear evidence on whether tsarnaev should get the Death Penalty or spend the less of his life in prison. Defense attorneys will try and humanize tsarnaev to avoid the Death Penalty. A bay area victim injured in the bombing has recovered and is looking forward to his 8th grade graduation. Aaron hearn was 12 when he was injured. He was in boston supporting his mother running the marathon. Metal was removed from his legs nassir ris of surgeries. A pins woman already injured says she remembers it like it was yesterday. Amanda norris was watching her daughter finish the race. She had cuts and burns. But she helped another victim a woman who lost part of her leg. Johnell carter attacked a deputy during a trip to the hospital last month. He then slipped through the Massive Police dragnet. Investigators say carter got help from his brother, who drove him to reno. But carter wasnt done running. He got on a bus and went to gulfport, mississippi and u. S. Marshals caught him there. A cancer patient kicked off a flight to san jose says she has found a silver like to her experience. Elizabeth sedway was asked to leave the Alaska Airlines flight from hawaii on monday. Sedway, who has a type of blood cancer, was told she couldnt fly home without a doctors note. Alaska airlines apologized and refunded her ticket and hotel costs. Reporter the chair of berkeleys peace and Justice Commission satisfy ambassadors are unable to handle the homeless and deescalate situations. The commission ended the Ambassador Program. I am absolutely positive that the occurrence of violence with the Ambassador Program is not an isolated incident. Reporter the homeless advocate helped sway the vote. He told the commission of another punch thrown by another ambassador last august which created this injury to a different homeless man. He threw a single pun too much defend himself when the behavior became aggressive and threw a single punch to defend himself. Toilets and faucets will have to meted new standards on january 1. Julie watts reports. Reporter California Energy Commission Set new standards today for the toilets, urinals and sinks sold in the state. They wont be allowed to sell any of the remaining less efficient models after january 1. Now, the cec says the new standards will save about 100 billion gallons of water a year equivalent to three times the annual water use of all san francisco. The National Resources Defense Council says whats good for the environment is also good for the pocketbook. Consumers are going to save money on the water bill. In fact, their water bill is probably bigger than their energy bill and rates are going up fast. Reporter under the new standards even more efficient than the epa voluntary ones, toilets sold in the state cant use more than 1. 28 gallons per flush. Current low flow toilets use 1. 6. Bathroom faucets will be cut to 1. 2 gallons a minute. The current standard is 2. 2 gallons. And kitchen faucets cant exceed 1. 8 gallons per minute with the exception of momentary increases to fill those pots and pans. Only about half of the residential toilets and faucets sold in the state currently meet the new standards. So retailers will have to sell through all of those before january 1 or ship them out of state. But what you might think now is a great time to snag a great deal on a less efficient fixture you dont save money by using a water guzzling device. For years you will pay the extra water bill. Youre better off getting one that uses less water and cuts your water bill. Reporter you wont have to swap out your current toilet or sink but the cec is working on a Rebate Program that might encourage to you do so. So far, all of the retailers and manufacturers we spoke with say hey, they saw this coming and they are prepared. So far we havent found anyone concerned. You wont be able to buy one after january 1 and, of course, the more efficient fixtures are a little more expensive but, of course, they say over time you will save money. But as the sunrises and heats things up, clouds once again just kind of like its like water flowing over a rock in the stream. It just kind of bubbles up a bit around the mountaintops and thats whats going to happen again tomorrow. Still, the feel will be sunshine as High Pressure dominates over the west coast and that means that things will be sunny and warmer tomorrow and also as we head toward the weekend. But in the morning, its going to be a little bit chilly. Well start out with just low 40s for the most part around the bay area. Afternoon highs recover to low 70s inland as we look to plenty of sunshine. So mostly sunny skies as we overlook ocean beach. That camera as you drive on the great highway, you can see that camera mound on the Southwest Corner of the cliff house restaurant and it just looks over the expanse of ocean beach. A beautiful sight. And it will be dry through next week. Snow last night we picked up about a foot at squaw valley, 7 mount rose, 5 at heavenly valley. Overnight lows tonight well be looking for readings mostly in the mid40s around the bay area, 40 santa rosa, south bay looking good. Tomorrow plenty of sunshine, few high clouds over the diablo range and the coast. San francisco tomorrow will hit 63 degrees. And in san jose, 66. Livermore warms up to 71 degrees tomorrow. Up in the north bay, more of the same. Out in the wine country, napa hits 70 tomorrow. 68 at fairfield. And 72 degrees at antioch. 67 at santa rosa. And the same for san rafael and for novato. Extended forecast sunshine tomorrow and friday, clouds on saturday, then cooling off and then sunday and monday, a puff of cloudiness here and there.
