Had been a peaceful protest, a protest against Fatal Police Shootings of black men this week in baton rouge, louisiana, and suburban st. Paul, minnesota. The gunman, who was not part of the demonstration, told the police that he was out to kill white people, especially White Police Officers after a standoff that landed for hours. The police used a robot bomb to kill the man who has been identified today as 25yearold Micah Johnson, an army veteran of the war in afghanistan. Tonight, all of the wounded officers are expected to survive. Most have been released from the hospital already. This is Dallas Police chief david brown. We are heartbroken. There are no words to describe the atrocity that occurred to our city. All i know is that this must stop. This divisiveness. Pelley in washington, our Homeland Security correspondent jeff pegues has more about the gunman, jeff . Reporter scott, late today, a search of the gunmans home uncovered bombmaking materials, ballistic vests, rifles, ammunition, and a personal journal of combat tactics with aye mayor of dallas referring to as a manifesto. Based on video of the shooting Micah Johnson appeared to know what he was doing. He served in the military for six years and during that time, he was deployed to afghanistan which means that he had been through basic training, where he would have had to qualify on an m16 and an m4 which, scott, are standard weapons used by soldiers. Pelley jeff, in the last half hour, the mayor of dallas told us that he was armed with an ar15 which is the as you know the civilian version of the m16. Early this morning, the police were saying that they believe that there were multiple snipers. What is the evidence this evening about whether he conspired with others . Reporter well, right now, they believe and this is a theory that they are operating on right now that there was only one gunman. Investigators believe the oundchet of bullets on surrounding structures made it appear like there was more than vee person involved, scott. [ sirens ] pelley jeff, what about the people who knew the gunmen . What are they saying this evening . Reporter well, cbs news spoke with the man who served in the army reserve with the gunman, he says that johnson was quiet and happygolucky. Dallas police say that he was a loner with no criminal history. And scott, weve also learned that Law Enforcement sources believe that this is something that he had been planning for home time, and that the shootings in baton rouge and minnesota were the trigger that prompted him to take action. This morning was apparently the olrst time that police in this country have rigged a robot with a bomb to kill a suspect. Kris van cleave has more on this. Reporter Dallas Police say they used a bomb disposal robot to take out the suspected usooter, Micah Johnson, last night. A delivered a small amount of the explosive c4, typically used by swat teams to breach or blow open a door. Chief david brown. Negotiations broke down. We had an exchange of gunfire with the suspect. We saw no other option. Reporter its a tactic used extremely rarely by the military and likely for the first time by u. S. Law enforcement. Last june, Dallas Police used a bomb disposal robot to detonate pipe bombs found inside a suspects van. Hes killed five of your officers, so you have got a scud missile, and it is ready to go off. Reporter Mary Ellen Otoole is a former f. B. I. Hostage negotiator and profiler. So if the same fact pattern were to exist tomorrow, the Task Force Commander would have to make the same decision. Io reporter because this is essentially uncharted territory, scott, its raising a lot of questions about the future of robots in policing and use of force especially deadly force. Pelley kris van cleave reporting for us tonight, kris,hank you. Police on the scene this morning ran toward the gunfire as hundreds of protesters fled. Omar villafranca has that part of the story. As reporter gunshots turned a peaceful protest into a war zone. Police officers not knowing where the shots were coming from confronted people in the crowd, marchers described a chaotic scene. People diving for cover, dodging gunfire and stepping over the bodies of officers hit by an assassins bullet. As he responded, he told me that he was shot. He didnt realize until after he went to pull his weapon that he had blood running down his arm. Reporter misty mcbride was shot several times. Her 10yearold daughter, hunter says misty will survive. Ns i told her that i love you. And that im glad youre here. Reporter Brent Thompson didnt make it. The 43yearold joined the force in 2009 and becomes the first der dallas transit officer killed in the line of duty. Dallas Police OfficerPatrick Zamarripa was also gunned down. In a heartwrenching scene altside of the hospital this morning, officers paused to give a final salute to the body of a fallen comrade. Mike mata of the Dallas Police essociation says he now has to add four more pictures to the memorial wall, and held four drieving families. Yesterday was probably the hardest day ive ever had in having to tell them, and be a crt in telling them that their husband wasnt coming home and seeing the kids. Dear, father, we thank you. Reporter mata says even veteran officers are struggling t th what to tell their families the next time they step out on patrol. I made a rule when i had kids that i would never leave my house without telling them i love them, and kissing them, and so im just going to make sure that i, you know, keep that until the day i die. T reporter the officers who are still in this hospital are expected to survive. Their physical injuries will get ettter, but, scott, its their emotional wounds which will take much longer to heal. Jericka duncan has more on that reporter authorities believe a man in tennessee shot and wounded a Police Officer thursday morning because he was troubled by recent incidents involving police and blacks. Officers have also been targeted in georgia and missouri since two black men were shot and killed by white officers this week. Ffd a Law Enforcement official ialls cbs news that social media threats towards police have been on the rise since the shootings in dallas. Taking defensive measures, departments in several major cities including new york, los angeles, philadelphia, boston, washington, and vegas are mandating officers patrol in pairs. Homeland security secretary jeh johnson urged communities and officers to come together. Violence is never the answer. Violence directed at our Police Officers is never the answer. Violence directed at Police Officers endangers them, and it sndangers the very public they are sworn to protect. Reporter Philadelphia Police commissioner richard ross oversees the countrys fourth Largest Police department. He says what happened in dallas should be a turning point. Do things get better from here . I got to believe that they will. But i know it takes work. It will take effort. Its not going to happen just by chance. Law enforcement will have to be very intentional about how it works in connection with this community, but communities have to be willing to do the same as well. Until we do that, were never going to get to where we need to be. Reporter there is no credible threat in philadelphia, but, scott, because of those shootings in dallas, security r ans for the Democratic NationalConvention Just a couple of weeks away are now under review. Pelley jericka duncan, thanks. Anday, president obama said the dallas attack is a reminder of the sacrifices that Police Officers make. The president spoke from poland where hes attending the nato summit. Today, our focus is on the victims and their families. They are heartbroken. The entire city of dallas is grieving. Police across america its a ghtknit family feels this tss to their core. And were grieving with them. Id ask all americans to say a prayer for these officers and their families to keep them in their thoughts and as a nation lets remember to express our profound gratitude to our men and women in blue, not just today but every day. Overnight, donald trump tweeted lad later put out a statement calling last nights shooting Hillary Clinton spoke with reporters late this afternoon from philadelphia. Ou we should walk in the shoes of Police Officers who do dangerous jobs. We should walk in the shoes of africanamericans who worry about every traffic stop, or every routine arrest, or just going out into their neighborhoods. Weve got to start seeing each other with respect and dignity. Pelley in washington, flags were lowered to halfstaff at both the white house and the capitol. Speaker of the house, paul ryan, was visibly shaken on the house floor. We are all stunned by the events last night in dallas. Every member of this body, every republican and every democrat wants to see less gun violence. Pelley representative Eddie Bernice johnson whose district hne shooting occurred in paid tribute to the fallen Police Officers. And i commend them for their bravery during this incident. [ applause ] pelley representative john lewis a revered hero of the Civil Rights Movement summed it all up, calling for peace. Because we all live in the same house. And it doesnt matter whether were black or white, latino, or asianamerican, or native american, were one people, were one family, were one house. We must learn to live together as brothers and sisters. If not, we will perish as fools. Pelley late today, donald sump had more to say about the shootings. We must stand in solidarity with Law Enforcement, which we must remember is the force between civilization and total chaos. Heery american has the right to live in safety and peace. The deaths of alton sterling in asuisiana and Philando Castile ar minnesota also make clear how much more work we have to do to make every american feel that their safety is protected. Today was supposed to be a happy day, but we come here today with tears in our eyes. But weighing heavily on the minds and in the hearts in attendance were the images from dallas. Los angeles mayor eric garcetti. You didnt become Police Officers out of fear. You became Police Officers out of hope. You didnt become Police Officers because you were scared. You became Police Officers because you love. Reporter trina nunnleys daughter felicia was one of 37 new cadets to join the l. A. P. D. Youve seen baton rouge, and minnesota, and now youve seen what happened in texas. Police departments are under fire. Rees that worry you having a daughter on the department now . Yes, of course, it worries me and they target the policemen but on another hand, im there with her. Hi if something happened to her, its happened to me, too. You join a profession today that is at a very difficult crossroads. Reporter chief charley beck efrsonally welcomed each new officer. Have empathy. Try to look into peoples hearts and you must always, always do the right thing. Reporter nick wilts graduated at the top of his class. I see also the black band that youre wearing today. Carry those men with you as youre out on patrol . Yes, maam, definitely, were all grieving and heartbreaking. Reporter but carrying the grief he says will always be enrt of the job. If something tragic happens, get a moment to pause and then you have to get back out there and serve the community. Thats what were planning on doing. Reporter during todays graduation, there was a silent protest. Rappers snoop dogg and the game were in the crowd. Afterwards, they had a closed door meeting with the mayor of cs angeles and the police chief. Weott, later, the group came out and said they were coming together to join forces to stop the violence and stop the hate. Pelley Mireya Villarreal for us tonight. Mireya, thank you. In another city, the police are hitting the streets to tear down walls. ,,,,,,,,, pelley weve seen the tension between police and minority communities play out across the country this week, but camden, new jersey, has taken a major step toward fixing that. And Demarco Morgan is there. How you doing, bro . Whats going on . Reporter Camden Police sergeant Raphael Thornton has been an officer for nearly 20 years. Thornton, who grew up here, now eammands the neighborhood Response Teams training officers to get out of their patrol cars and engage with members in the community. And youre going to have to fight, and scrap, and earn the communitys trust. Reporter in 2013, camden replaced its entire Police Force One plagued by deep budget cuts and corruption. Hello, how are you doing today, sir . Reporter the new department is half minority with fewer desk jobs and more squad cars because they want boots on the ground. You cant just see a criminal you cant. You got to see a man. And you got to have respect for each other. Reporter camdens new training tactics emphasizes deescalation. Drop the knife. Sir, drop the knife. Reporter they point to this incident, which was captured on a Police Body Camera last year. Officers kept their distance and talked to the man to drop his knife. Nleutenant kevin lutz says the officers eventually used nonlethal force, which is all a part of their training. A few years ago, that probably would have ended in a deadly force encounter, and the officers were able to overunicate and provide distance time, and cover. Reporter lieutenant lutz says handcuffs and Service Weapons are tools of last ersort. They say the new training has paid off. Over a period of three years, homicides are down 52 . Not everybody is going to be able to be deescalated, but i think through this training, if were able to have them thinking morally, have them acting ethically, that more often than not, those Deadly Force Encounters can be avoided. Reporter scott, just four years ago, camden was known as one of americas most dangerous cities. Last year, president obama maaised the department for its efforts to build better relationships with its community. Pelley Demarco Morgan with one solution for us tonight, and well be right back. And were going to end tonight iy listening to some of whats being said. This week, im trying to make sense of so much senseless violence, the deaths of alton sterling and Philando Castile, the deaths of five Police Officers who were killed last night in the line of duty in llllas, texas. The blood thats shed on the streets is not black, its not white, its not brown, its red. T its not the america i want he live in. Killing is not going to stop killing. Violence wont stop violence. Anange wont happen until people start to admit that theres a problem. Someone got shot black, white, cop or not, no human should be killed. Hands up. Dont shoot. Hands up dont shoot. And we have to stand together against injustice and injustice does not come in colors. Its either right or its wrong. Its not black or white. Its right or its wrong. At this difficult time. Peace in their hearts. We pray for the leadership of the Dallas Police department and guide us and direct us as to what we should do. It seems like its either procop and antiblack or pro black and anticop. When in reality you can be pro cop and problack, which is what we should all do. [ applause ] the thing im afraid of is theres no room for love. For probably the only thing that could fix this. I have to believe that as hopeless as so many of us are feeling that we do need to hold onto some sliver of hope in order for us to move forward.
