KPIX KPIX 5 News At 6AM December 5, 2016

Victims, but also for evidence in this case because there is a criminal investigation going on. Im watching whats going on around me, when there is going to be a press conference within a couple minutes. We see the spokesperson for the Alameda County Sheriffs Office. Here to give us an update on exactly what happened last night, how the decision made was going to be until at least noon today. So were going to stand by and see exactly what they have to say, but in the meantime, we have the families of victims, people who are still missing after this fire on friday night, wondering what happened to their loved ones and when they might find out. Weve heard authorities calling to see if some of the family, some of the friends and victims have identifiable items like hair brushes that would help them identify some of these victims through dna. Its just a painstaking, horrible process, not only for the emergency workers here, the Fire Department, the sheriffs department, but the dozens of family members and friends who are waiting to find out exactly what happened to their loved ones. This press conference is going to start. Im going to toss it back to you in the studio. And as people mourning those who died, some tenants who escaped the flames the press conference is about to start. Well toss it back out to there. Reporter good morning. Were going to get started. I want to check the sound with everyone. I know we have a lot of heavy equipment, generators here. How does it sound for everyone . Its okay . All right. My name is officer jonna watson, Public Information officer for the Oakland Police department. Wed like to update you. Were coming off the weekend. Not everyone has information about what has transpired since last friday. December 2nd, at about 11 32 p. M. , a fire broke out in the 1,300block of 31st avenue here in oakland. Last evening, the victim lost was 33. 33 families who have lost a loved one, thats 33 of our loved ones who, here in the city of oakland, we have lost as a community. This morning wed like to update you regarding Additional Information regarding our losses, not only to families, but to our community. We have Deputy Sheriff modest, who is going to provide Additional Information regarding the victims loss and families that have been notified. We also have battalion chief draton who will be able to update you regarding the work that Fire Department has done along with other agencies who have been assisting. Id like to turn it over to deputy modest. Good morning. Im ty modest, spokesperson for the Alameda County Sheriffs Office. Since our last update, we have located and recovered 36 victims. Yes, since our last update, we have located and recovered 36 victims. 36, 11 have been positively identified and their family members have been appropriately notified. That number is inclusive of the eight that was given last night. At this time, we wont be updating the list of names of the located and identified victims. We are giving the family members an opportunity to update other family members, to notify them, and give them an opportunity to grief together before we release those additional names. Good morning. Once again, can you hear me. The Fire Department last night at. 10 00, was asked by atf and our local agencies, to stop recovery work, based on the fact we feel very strongly we have the section that was the area of origin where the fire started. The investigators will be here in just a few hours to Start Building out their team and really getting deeper into that area of the building. Again, its the back of the building, so when we enter and go straight back to the back wall, the center of the building, weve got a Square Footage area that has been quarantined off for additional investigation. And just after midnight, we had some crews doing some surveilling and reconnaissance on the next door roof, and noticed a slight lean on the aside of the building, the front of the warehouse, at the very top of the exterior wall, we have about a three inch lean. For us and firefighters working under a wobbly, potentially collapsing exterior wall is extremely dangerous. We will not put our firefighters in danger at this point and we will not put Alameda County sheriffs in that precarious situation with us. We did a full work stoppage at 12 18 last night and have not been continuing with body recovery since. All of the Structural Engineers and contract workers will be here at. 8 00 a. M. To develop a game plan. We hope well be back in the building between 12 00 and 2 00 to continue the recovery efforts. We know youll have some questions so well go ahead and start over here and well work our way to the left. Reporter can you describe what the parapit is . At the top of the exterior, where the roof meets the wall, theres 5 foot, unreinforced section of the wall. Were concerned that unreinforced area could potentially collapse. Reporter [ question inaudible ]. Were using the number 70 of the area we have searched and efficiently done recovery on. The front area based on the safety concern has not been searched yet. Reporter so double theres still more victims, and also, are you hopeful of finding them . We are no closer to finding a cause and we absolutely believe that number of fire fatalities will increase. Reporter when 70 , when you get to 100 , will you then in exclusively saying there inclusively say thats the number in there for sure. The search the over at that point . You can speak up a little bit louder . Reporter when you get to 100 , the search once its done, at that point, will the search for remains be over at that point, or will they have to sift through the remains . Once the search is completed, the primary focus has been on the location and recovery. Thats what weve been talking about for the last three days. Were going actually on day four. This started last friday, december 2nd, so were really on the fourth day. Our primary focus, to answer your question, sir, has always been on the search and the recovery. Once that is completed, then well start having the conversations and shifting this investigation to whichever direction is appropriate. Right now its a little bit too early, again as the battalion chief said, atf has been here. They need to do investigative work to determine which direction this investigation is going to go. Very good question, and will certainly keep everybody informed. Again we have 36 families not only grieving for their lost ones, but they want to have answers and we as a city collectively, are working to find those answers. We want to provide answers not only for the families but for our community, and also what can we learn from this, to, in our attempts to prevent this happening again, if there are lessons learned. Absolutely. Amy, go ahead. Reporter [ question inaudible ]. So we anticipate based on the weather reports, the rain will start on wednesday and increase by friday. The Fire Department feels very red sent rediscent in getting in too quick obviously. The natural desire for firefighters and anyone in Public Service is to quickly get in, mitigate a situation, and an emergency and effect rescue, in this case recovery. We will not be going faster to get ahead of the rain. So were going to be just as comprehensive, just as methodical, and just as analytical to make sure that we are successful in a full recovery in the next few days. Reporter i know youre still going through the building. Do we know where the bulk of the victims were found . Were they near the almost out of the building . As weve stated for the last few days, the majority over the last two days since ive been on scene were at the center of the building. Reporter how many more victims do you think are there . Go ahead, sir. We know theres been a lot of talk. Do we know who had been in the building, and at some point, would they have been required, if they saw something in there, to let the city know they most likely people are living in here, maybe you can go check that . What could be the policy in that case . Thats a very good question and we anticipate a lot of those answers to come in the next days, next weeks, and maybe next month, and im going to answer your question. So any time Law Enforcement, such as the Oakland Police Department First responders go into any situation, if they should notice any type of violations, if they should notice any criminal activity, we record it, we document it, we forward it. I also want to share with you the Oakland Police department was one of the first Law Enforcement agencies in the country to have bodyworn cameras, so a lot of activity we do is often recorded. Lets say we came to this location and there were some concerns, whether its criminally a criminal concern, or whether its a violation. We may have captured that on our own bodyworn camera footage. Again this is a very large, not only incident, but a tragedy. We immediately, working with other city services, collectively. Everyone has been working through the weekend and rightfully so. We have a lot answers to provide to families and to provide to our communities. And as were looking at those answers, were look at everything from our bodyworn camera footage, how many calls we as the Oakland Police department have gone to, what types of calls, documentation. Were working with our planning and building department, with our Alameda County district attorney, so we have a lot of moving parts to this and well certainly find answers to all of these questions. We do request patience, time. We want to do a very thorough investigation. Whichever direction that takes us, whether criminal or it remains right now as an investigation. We want to be factual with our information. Anne . Reporter you can tell us more about the origin thats being investigated by the atf . I think her question was more information about the potential point of origin; is that correct . Reporter yes. Base on the significant damage in the building, weve got some areas where the steal is actually twisted and steel is actually twisted and our investigators feel strongly theyve identified the section of the building that is the center of the origin. Reporter [ question inaudible ]. We can imagine if the artist collective was on the first floor and potentially during this concert, the dance floor was just above. Reporter [ question inaudible ]. An extremely hot fire. No way of telling the cause. Go ahead, sir. Reporter do you know how many men and women. [ inaudible ]. Thats correct. A couple folks are having a hard time hearing your question, but yes, work stoppage, absolute concerns for the structure and the safety of the workers that are going in there, and additionally, i know we want to get into a lot of the questions about cause of fire, where it started. I think that Fire Department is doing an excellent job of facilitating a lot of complicated, situations, but we also want to talk with atf and have them have their opportunity to come in and do a full inspection where we can provide you more information. Im going to take one last question. Sir, go ahead. Go ahead, sir. For the fire official, you just said something i want to followup on. Did you indicate this area theyre looking at is the origin, would have been on the first floor more likely than the second floor . Its hard to determine based on the fact weve got fire damage all the way through to the roof on the back wall. Its in the rafters, on the seal beams, and until we have an absolute, i dont even want to speculate on whether or not it was a first or second floor. Reporter it seems the by your answer you were indicating the first floor . No. Well provide more information, but we would like to have atf on board, have that opportunity to determine causes, areas, things like that. Were going to conclude this portion of our Media Briefing throughout the day. We will continue to provide information to you. Well send out a media availability for the next time and location. Right now, because of the work stoppage, because we have other crews that will be coming back and joining us, its very difficult for us to set that time. We want to come back to you with more information. Again, as the Alameda County Sheriffs Office has stated will provide names of the lost loved ones later today. Well make sure that you do have that information. Thank you very much for your patience. Investigators just wrapped up a News Conference on the oakland warehouse fire that started on friday. To recap they just told us the death toll stands at 36. That number is expected to go up. 11 have been positively identified, and they think they found the origin of the fire in the back of the building. In the back of the building because of steel that is apparently twisted and wrapped around certain areas in the back of the building. They said that crews had to stop last night around 10 00, their recovery efforts. The crews had to stop because theyre getting some Structural Engineers and determine a safer route to try and shore up some of that some of that building and some of that wall to make it safe for workers in there and theyre hoping to do that around 12 00 and 2 00, and hopefully they can get in there and recover. But as you said, 36 victims and they expect that number to rise. Right. They dont know how many people were in the building at the time of the fire. Were going to continue our Team Coverage from tenants who escaped are now speaking out. Jackie ward is live in oakland how survivors got out just in time. Jackie . Reporter maria, of course a fire are this magnitude affects a lot of people in the Community Even if they didnt have a direct relationship with the ghost ship warehouse, and thats evident by the memorial thats been left behind. Lots of flowers, candles, post it notes people are leaving messages on, and people have been trying to help each other heal all weekend. This is a place to grief and reflect yesterday, as well. Survivors are trying to cope with whats been described as unimaginable grief. One woman describes those terrifying moments of being inside the burning warehouse. Everyone get down, you know, get down as low to the ground, get below the smoke and try to get people out and getting outside and realizing there are no fire trucks here yet, there is nobody here. Reporter so of course we know that the victims are so badly burned that it may be weeks before theyll be identified. Officials will be relying on dna samples and dental records so theyre asking these people who may know a victim to go through the painstaking task of preserving dna samples like something of hair from a hair bush and put it in a bag in case they need to identify victims later on. Jackie ward, kpix 5. The red cross has set up a Family Assistance Center at 2425 east 12th street in oakland where we just heard from jackie ward.
