Reporter minimum wage workers in richmond one step closer to a happier paycheck. With the Economy Today and the prices of food and people doing transportation, its very important. Reporter in a 61 vote tuesday night, Richmond City council gave the thumbs up to boost minimum wage to 12. 30 an hour. The ordinance is still one vote away from becoming a done deal. In a city where 18 of the population lives below the poverty line, residents call this much needed if not overdo. Hardly any opportunity around here. So opportunity, everything will balance out. Everything is going up pricewise. You look at if you have children, what you have to buy for the children. Nothing is cheap anymore. Increase to 12. 30 is perfect but we need to increase the amount of Home Ownership because we need folks to own their own homes so theyre not vulnerable to displacement. Reporter if approved, the hike will be phased in over the next three years. City Council Members are hoping it will give residents the boost they need to help build a better economy but critics are afraid it will force out smaller businesses. Hard or Small Businesses because we have to pay the bills and the workers and then you have to see what you have left over for yourself. Reporter city leaders say there is relief for Small Businesses. The hike exempts businesses with less than 10 employees and those operating less than two years with fewer than 26 workers. The Richmond Chamber of commerce conducted a small poll of their businesses and for the most part they were in favor of the minimum wage hike. However, there were some concerns this could be a job killer for those businesses on the 10 or 26 employee cutoffs. In richmond, cate caugiran, kpix 5. Caltrain is back to normal after a power outage caused major delays systemwide this morning. The outage happened around 8 30 at caltrain san jose dispatching center. It caused the Computer System to fail forcing the agency to halt all trains. It took an hour to get the system back online. We eventually when we got service up and running again, had to go to an all local Service Schedule just so we could get people on and off the trains because we were so backed up. Caltrain was unable to switch to a backup generator during the outage because a battery failed. That generator is running now and will run throughout the day just in case theres another outage. Some developing news down in san jose. The search for suspects continues now in the citys 10th homicide of the year and as kiet do reports, the victim a man was found stabbed to death near the vta tracks in downtown. Reporter quite a scene here in downtown san jose as San Jose Police investigates their second homicide of the week. This began just around 3 a. M. This morning when a passerby spotted a man laying on the ground called 911, paramedics found the man to be unresponsive and then declared him dead on the scene shortly thereafter. There was a lot of blood here because investigators say the man was stabbed at least once. Investigators say there was some kind of fight just before. We believe that there might have been somebody who saw some sort of altercation, disturbance or exchange between subjects in the area around 2 a. M. To 2 30 a. M. This morning. Reporter there is a Homeless Population across the street from the crime scene. Dont know if any of this is related to the homicide from overnight. Also, this is the second homicide of the week. Detectives are spread thin but they are saying that they are able to manage. In downtown san jose, kiet do, kpix 5. Just within the last 10 minutes, police say all streets are reopened. New details today in the stabbing death of a 16yearold from san jose. Police just released the man they believe killed him. 24yearold is suspected of a 16yearold boy. The Santa Clara County District Attorneys Office decided not to file charges after evidence backed the suspects claim of selfdefense. It happened in campbell. He said he was attacked by diaz and at least two other people. After tharpe was knocked to the ground he swung at his attackers. Diaz died monday from his injuries. Firefighters had to cut through this garage door to put out a fire in san jose this morning and when they arrived at the home, firefighters say smoke was pouring out of the garage there. They discovered it was a grow house. They found plants and Drug Paraphernalia inside. They believe the fire started from electrical wiring. Nobody was home. Happening today the man accused of setting more than a dozen fires near downtown san jose will be in court in an hour to enter a plea. Police say 48yearold Patrick Brennan has admitted setting 13 fires back in january. Damages totaled more than 6 million. He is also accused of setting a massive fire fivealarm fire at a warehouse. Brennans record as a registered arsonist and sex offender stretches back to 1999. If convicted for the fires in san jose, he could spend the rest of his life in jail. Water restrictions may be on the horizon for another bay area county. Tonight, the Contra Costa County Water District board will consider a voluntary 15 cut. It would affect 250,000 customers in central Contra Costa County. The board will also consider a ban on watering lawns during the day. Well, the feds have settled at 1. 2 billion lawsuit with point but thats not all. The automaker is still facing a federal criminal charge. On an automaker levied for misleading statements toyota allegedly made about toyotas and lexus vehicles. Toyotas conduct was shameful. Reporter this morning, attorney general eric holder announced the 1. 2 billion settlement ending a fouryear criminal investigation into toyotas disclosure of major problems with its vehicles. Today, we can say for certain that toyota intentionally concealed information and misled the public about the safety issues behind these recalls. Reporter the Justice Department says it found toyota made misleading statements about safety issues like sudden accessation. In 2010, congress grilled toyota for not addressing the problem quickly enough. We have to fix the process so these things dont happen again. I dont know whats behind the curtain. Attorneys office on this matter for more than 4 years and have made fundamental changes to become a more responsive and customerfocused organization. Reporter have you noticed changes at the register lately . I noticed the higher prices. The price of meat has gone up. Mill something really expensive, too, and tomatoes are ridiculously expensive now. Reporter no matter where you shop, it seems the price for everything from meat to milk to veggies is on its way up. Federal forecasters estimate as much as a 3. 5 price hike this year due in large part to the drought. From cattle whose feed is getting more expensive to fruits, vegetables and grains hit hard by the drought, food prices are on track for their largest increase in three years. And that means retailers and manufacturers will be looking for ways to save while still making you feel like youre getting a good deal. Theres a lot of ways to deal with increased prices. One of them is to make serving sizes smaller. Another is to change the ingredients to less expensive ones. Reporter author and consumer psychologist kit yarrow says in addition to prices increasing, be on the lookout for shrinking products a popular tactic during previous periods of grocery inflation. She says thanks to social media and blog posts like these, about shrinking products, this time around, retailers would be smart to alter their approach a bit. Today in an era of social media, theres no way that this will go unnoticed. So they dont think theyll try to hide it the way they did in 2008.
