Thank you. The Oakland Police officer accused of Trading Department secrets for sex is expected in court today. An arraignment is scheduled for officer Ryan Walterhouse. Da lin reports on the latest scandal to rock the Oakland Police Department Reporter he went from a cop to a suspect. Oakland Police Arrested their fellow officer Ryan Walterhouse as he was showing up to work. They say the 26yearold officer gave confidential information to a prostitute and in return she had sex worker. Last week told her to stop working in east oakland because of a prostitution sting. Anger and disappointment. The department clearly recognizes that this conduct will impact the publics trust. With that said, it is important to emphasize that this does not define our organization. Reporter investigators say they learned about the criminal misconduct around october 1 after a Police Officer came forward with the information. Investigators then set up surveillance of officer walterhouse. They are trying to find out if it was just one sex worker or if he had sex with multiple women. It is incredibly disturbing that in light of what happened this summer any officer could think that it was at all acceptable to engage in this type of behavior. It is completely outrageous. Reporter ryan is from oakland, played baseball at bishop odell, and later at indiana state. He graduated from an academy in september of 2014. Police say this criminal case is not related to the recent celeste guap scandal. Nonetheless, many of the recent officers facing criminal charges graduated from an academy in recent years. Oakland police say they are now doing a better job of screening new recruits. In oakland, im da lin, kpix 5. Officer walterhouse is facing obstruction of justice and prostitution charges. Prosecutors believe the misconduct had been going on for at least six months. The Sheriffs Office in Sonoma County is investigating a case of excessive force. Authorities say the deputy who showed up to help with a Domestic Violence case could be facing charges himself now. Heres kpix 5s joe vazquez reporter the 911 call came from a neighbor here on highlands avenue in Sonoma County. The neighbor says she heard loud arguing but when deputies arrived, the woman said there was no problem. The man ran inside his room and locked the door. As a sheriff, im extremely sorry. Reporter sheriff Steve Freitas says what happened next should not have happened. He says deputies scott thorne who was only with the department about five months repeatedly used his nightstick and taser on the man. It was caught on camera worn on the bodies of three depth his who responded but the sheriff isnt releasing the video. They forced their way into this gentlemans room. While they were in there, they talked to him. They could see he feels not injured. They could see he didnt have a weapon. And so thats when things should have slowed down tremendously. It should have been been clear there was no crime. Reporter the sheriff says the body camera video shows the deputy using his baton in an excessive way but that it was his use of the baton at all that got him into trouble. In this situation, the force was not reasonable because he is not authorized to use force. There was no crime. There was no threat. And so no force should have been used at all. Reporter the sheriff ordered an internal investigation and has also asked the santa rosa Police Department to investigate whether the deputies broke any laws. In Sonoma County, joe vazquez, kpix 5. And once their investigation is complete, Santa Rosa Police will forward their findings to the d. A. s office. As for deputy thorn, he is no longer on the force. Authorities are trying to figure out what caused an rv fire that backed up traffic for hours in san carlos on highway 101 south of holly street yesterday. The highway was closed for hours in both directions during the evening commute. Emergency crews had to shelter in place as well in case of an explosion from the fire within the rv. There was 105pound tank of propane inside the vehicle that was probably halfway used so we are dealing with about 50 pounds of propane. Crews were able to get everything under control and opened both sides of the highway by around 7 30 last night. The couple who owns the rv was able to get out before the fire. Flames shot from the more than 9,000 foot structure as the fire burned the home. Up to 15 people lived on the property and right now, the landlord is missing. One woman was also injured in the fire. The home was destroyed and crews are still looking into the cause of the fire. There is a possible drug tunnel under the ground near san diego. It was discovered yesterday. No information is being released. Federal agents searched the warehouse near the border but there is no word yet if its connected to the tunnel. Mexican Authorities Say they are also investigating an area near the tijuana airport. New details about an inmate Hunger Strike at the main jail in san jose. More than 300 inmates have been on strike for five days now. They say that conditions in the county jail are worse than the state penitentiary and they want changes. We now know that five inmates have lost a total of 40 pounds because of this strike. The group says they will demonstrate until the 31st but could go no longer if officials dont meet their demands. The Santa Cruz Boardwalk skyline is going to get taller. The Amusement Park just approved plans to build two new rides. Betty yu shows us reporter this plot of land doesnt look like much now. But when construction is finished, you will see two new and much bigger rides at the Santa Cruz Beach boardwalk. Right now, its undergoing a 12 million renovation. The rides will be called the typhoon and the shock wave. I think it will be a really good addition especially because a lot of the rides here are for, like, the younger kids and it will be nice to have another one more targeting, like, young adults like us so, like, we have more options. Reporter the City Planning Commission voted unanimously to approve permits to allow the two rides to exceed zoning height standards. The shockwave and typhoon will both be about 20 feet higher than the zoning height limits but both rides will be shorter than historic giant dipper. I think that would be cool because, like, we came here for the boardwalk frolic and theres only, like, one real big ride, like, when we were kids but if theres more it would be more popular, like, with everyone at college. Reporter riders will move back and forth on a half circle track. The typhoon will have arms that swing riders in a circular motion.
