Out here in corte madera, theres a lot of localized flooding a big puddle as drivers head on 101 north and were also dealing with wind. Check the flag across the street. Its wet, windy and cold, about 52 degrees where we are. Now, the bay area is waking up to the first significant rain in the season. Chp is asking for people to keep their speeds down. Some flooding areas are larkspur, oakland, calistoga and antioch. Theres actually been an accident in oakland. Give yourselves plenty of extra time to drive, drive slow, keep space between you and the car in front of you. Also tap your brakes to avoid hydroplaning. Its not affecting traffic yet. If you look at 101 you can see cars are moving swiftly but across the way you can see our caltrans vehicle. There have been crews out here this morning monitoring the area making sure that they clear out any lanes that are affected by this flooding n corte madera, Elissa Harrington, cbs 5. Thank you. Power outages around the bay area. An outage in oakland started with 7,000 customers. Pg e says its down to 1900 right now. In san bruno and South San Francisco 800 people are in the dark. No word when it will be restored. We have some good news for commuters. Construction on the san mateo bridge finished ahead of schedule and it reopened about two hours ago. Well show you a live look at the traffic on the bridge. It had been closed since 10 p. M. Friday night for seismic upgrades and repairs. Crews were so efficient they wont need to close next weekend as planned. One busy lady today because of the rain and its monday is gianna. Traffic. Yeah. M. On auto mall parkway. Thats near nobel drive. It appears the truck driver drove on the Railroad Crossing tracks. The vehicle go stuck and the train hit it. The drive got out before the train hit it. A bizarre chain of events turned deadly in vallejo. Officers responded to two men arguing on alameda street yesterday. The men, in their late 20s, why naked and appeared to be hallucinating. Police say they set their house on fire. Investigators think the man was shot by an officer after he stuck a rifle in another officers stomach. Investigators also made a gruesome discovery on the property. They located a blood trail leading to the backyard of the home where three animals were found to have been decapitated t appears as though there was some sort of ritualistic act which was taking place. The other man is now under arrest. Also in other headlines around the bay, jury deliberations begin today in the Giselle Esteban murder trial. The union city mother is charged with killing Nursing Student michelle le. Le disappeared from Hayward Kaiser last may. Her body was found in a remote area four months later. San bruno residents affected by the 2010 pipeline explosion have collected more than 200 signatures in their petition to oust the president of the California Public utilities commission. They are upset by the cpucs decision to suspend public hearings, which were to determine how much pg e will be fined for the 2010 blast that killed 8 and injured dozens. Expect mitt romney to talk about a robust Foreign Policy with a Strong Military as the best guarantor of peace while the Obama Administration is likely to say that the Romney Campaign hasnt spelled out any specifics and that his pronouncements so far have been characterized by blunder and bluster which dont reflect good judgment. Reporter this will be the third and final time that the two candidates take the stage together for debate. This debate matters more than ever before. Reporter expect moderator Bob Schiefferto spend plenty of time on libya. On sunday, republican senator marco rubio suggested the Obama Campaign tried to keep the Foreign Policy focus on the death of bin laden. Is that why for two weeks they told us that the libyan incident in benghazi was a Popular Uprising and not a terrorist attack . Because it ran counter to their campaign there. Reporter Obama Campaign Officials Say its not their candidate who is playing politics with libya. Even while the flames were burning in benghazi, mitt romney was sending out Political Press releases. Reporter president obama had a lead in the polls when the debates began. But the race has gotten tighter since then and the new cbs news poll of a key swing state shows the same result. In the battleground state of ohio, the president leads mitt romney 50 to 45 down from a 10 point lead at the end of september. The president created this false image of mitt romney in the minds of some voters knocked down in the first debate. Reporter the Obama Campaign has plenty to be excited about. Early voters in ohio favor the president 5439 . If you look at the early voting thats going on around the country, its very robust and its very favorable to us and we think thats a better indicator than these public polls which are frankly all over the map. Lots of slow conditions as you work your way towards the pay gates. Metering lights are on backed up almost to the maze at this point. So pretty early. We have lots of wet weather out there thats adding to an already busy commute this morning. Elsewhere, a couple of accidents to report as you work your way east 80 at midway. The good news is its the noncommute direction. Bad news is reports of a possible injury accident with a vehicle that went into a ditch off the side of the road. Chp is on scene. Eastbound 80 slow. Northbound College Avenue towards santa rosa reports of a big rig accident in lanes causing delays north on 101. All lanes open now in calistoga at old lawley road. On 580 we have kcbs mobile unit, busy there this morning. So give yourself some extra time. In fact we are seeing delays through the Altamont Pass westbound 580. 26 minutes now as you work your way towards the dublin interchange. Highway 4 at one points was completely shut down westbound because of flooding. Thats wrapped up but you can see the damage is done. Its slow west bound 4 in antioch. Bright spot now no delays to report westbound 237 between 880 and 101. So far, so good there. And 101 northbound at mckee looks like traffic is starting to get slow through there. But still looking okay through the south bay no major delays on 280 or guadalupe parkway. Thats a look at traffic. And, of course, we have to get all this weather in, lawrence. All that rain very slick out on the roads right now. Of course, headed up in the Sierra Nevada yes skiers you have to love this. We have plenty of snow in the high country. Going to need chains though to get across the high Sierra Nevada. We have winter storm warnings up at about 5500 feet. Rain in the north bay with heavy rainfall. You can see this line thats rolling on through. A very strong series of storms from salinas to novato so its going to be picking up. Heavy at times and then breaking off into showers. Heading out this morning a treacherous commute early on. You have that rain, wind, debris on the roads. And also some very slick roads so that first significant rainfall you have a lot of oils that get lifted off the pavement. By the afternoon it should be showers and temperatures staying cool only in the 60s for highs today and looks like were not done. This trough is going to camp out along the west coast. A front passing through, behind that more bands of moises sweeping into the bay area keeping us wet through the middle of the week. All right. Lets see if we can time out the storm. The main cold front in the north bay now as we met throughout the morning starts to spread to the south so by about 10 00 or so looking at the cold front over the san jose area. Behind that we have some scattered showers. And then of course we have the giants game tonight. Police say 45yearold Radcliffe Haughton opened fire at a day spa in the milwaukee suburb of brookfield yesterday. Three people were killed. Four others were wounded. The gunman ran from the area. Brookfields police chief says the search for haughton ended a short time later. The one suspect we believe is responsible for the shootings is deceased. We believe it to be a self inflicted gunshot wound. We are not seeking any additional suspects. Police say haughtons wife works at the salon and recently got a restraining order against her husband. Its not known if she is among the victims yet. Former south dakota senator George Mcgovern who ran for president in 1972 died. A decorated world war ii hero mcgovern was a fierce opponent the vietnam war. He lost to Richard Nixon in 72. He died on sunday morning in south dakota. He was 90. Funeral services scheduled for friday in sioux falls. And former south dakota senator who uhm. Oh, okay. Im sorry. Well, we are going to move on to mr. Lance armstrong here and as soon as i can find it there we go. Uhm. I dont think we have it. But Lance Armstrong suffice to say that his tour de france, uhm, reign is over. He had won it 7 times but now they have all been pulled away. So, uhm, that doping situation with Lance Armstrong is, uhm, getting pretty bad. So all of his titles have now been pulled away. More than 6,000 people dug a giant hole yesterday for what will become the new home of the san jose quakes. That was more than enough to set a new Guinness World record for groundbreaking.
