Were going to begin tonight with the iran nuclear deal, seemingly in more jeopardy every night. President trump says hell decide his future within 12 days. Today israels Prime Minister tried to give him more reason to pull out. Under the deal, iran agreed to stop its Nuclear Program in return for sanctions being lifted, but the Prime Minister insists iran didnt live up to its end of the bargain. Heres major garrett. Im here to tell you one thing iran lied. Big time. Reporter unveiling bookshelves full of binders, israeli Prime Minister Benjamin Netanyahu said today his government had captured tens of thousands of documents proving iran pursued Nuclear Weapons while it told the world it only sought civilian nuclear power. The european signatories to the deal along with russia have said they are committed to staying in, even if the u. S. Opts out, because they think that those rigorous inspections that come along with the deal are still the best way to stop iran from getting any kind of a nuclear bomb. Not only has it not done that, but it is now in jeopardy. He stands to be weakened, and the people who would take over power using the deal against him are the hardliners. What is the white house saying about that . Reporter well, not surprisingly, the chief of staff denied that charge and denied it forcefully, calling it total b. S. Now, kelly has alienated some in the west wing by giving more power to cabinet secretaries, and he has struggled to keep a tight rein on the president s schedule and access to the president. Mr. Trump has at times resented that move by the chief of staff. And, in the end, there have been many rumors about kellys imminent departure. But hes still here. And thats a reality of the trump white house. Glor major garrett, thank you very much. There is a standoff at the Mexican Border tonight, a caravan of Central Americans seeking u. S. Asylum has been blocked for two days at the crossing in tijuana. President trump has tweeted that he does not want them in this country. Mireya villarreal is in tijuana tonight. Mireya . Reporter this is where the standoff is happening. We are standing right in the middle of it. A group of immigrants that have actually set up a tent city are pinned against the border. If you take a look right behind me, past this camp, it is just over that fence. After a monthlong trek through central america, nearly 200 migrants have set up this encampment in tijuana, mexico. Theyre waiting to ask for asylum, despite customs and Border Protection announcing the san ysidro port is at capacity. This womans oneyearold son and several other children are just recovering from a fever and the flu after traveling through mexico on a train called the beast. She is seeking asylum after two of her family members were killed by Gang Violence in honduras, and is part of an annual caravan that started in chiapas, traveled to mexico city through sinaloa and eventually to tijuana. You cant live there anymore . No. Reporter less than a two hour drive away, mike pence talked about Immigration Enforcement today. Weve been watching with great interest the advance of the socalled caravan. Reporter Asylum Seekers like miriam are following u. S. Law. They have to prove a credible fear of persecution in their home country. If they pass that initial interview, they will likely have to make their case to a judge, who decides whether to grant asylum. Last year only four applications from this caravan were granted. The group was largely ignored until President Trump used them to highlight the immigration debate. Our immigration laws in this country are a total disaster. Theyre laughed at all over the world. It became really public after donald trump got angry with the caravaners. Reporter this man is the director of the group that started these caravans back in 2008. He says most people here have little choice but to wait. This is a temporary separation. If they go back to their country, the separation will be final because a lot of them will die. Reporter a mexican immigration official i spoke with off camera tells me this standoff is causing bigger problems for the u. S. And mexico, and this group, as far as he knows, is planning to stay for weeks, months if they have to. Jeff, right now he says this group isnt asking for special treatment. They just want to be seen. In arizona today, up to 10,000 teachers marched on the State Capitol as their walkout reached a third day, no classes for hundreds of thousands of students statewide. The Teachers Want higher pay and more funding for education. They average about 48,000 a year, among the lowest in the nation. It has been a deadly day in afghanistan. An American Service member was killed during a combat operation in the east. Two other attacks claimed more than two dozen lives, the worst, a double suicide bombing in kabul where journalists were among the targets. At least ten were killed, the deadliest day for reporters there since 2002. Heres charlie dagata. Reporter reporters rushed to the scene of yet another bomb blast, not knowing they were about to become the next victims. A second suicide bomber flashed police a fake press card before joining the crowd of journalists and blowing himself up. Among the dead, a. F. P. Shah marai, whose poignant images chronicled life and death in his warravaged homeland for 20 years. He started as a driver, but his keen eye and courage saw him rise to the role of chief photographer. Isis claimed responsibility for the attack and has targeted journalists in the past. While the terrorist groups foothold is just a tiny fraction compared to the taliban, both are responsible for a surge in violence thats left hundreds dead in the past year alone. Adding to todays violence, jeff, an attack on a nato convoy in kandahar, southern afghanistan, killed 11 school children. The school was just on the roadside where the explosion took place. Glor charlie, thank you. C turn now to a cbs news investigation of the National Flood Insurance Program. It was founded 50 years ago, and is supposed to help flood victims. We found that is often not the case, including for homeowners in louisiana, devastated by flooding in 2016. Much of the money that should help people rebuild we learned instead goes to the very people fighting against them. Our investigation looks at what many consider a broken system. For the last two years richard and linda brown have been living in a shell of a home. No insulation, drywall, or flooring. All while trying to raise four kids. You cant as a father, you know, look at your kids, and they come home to this, and theyre laying on a mattress. Glor their house in louisiana was destroyed by floodwaters in 2016. At the time, they didnt panic, because they had flood insurance, a policy worth 168,000. To date, they have received less than half that, around 62,000. We pay into this premium, and all i want is just to be fair and we werent getting fair. Glor two years later youre living in a house thats still down to the studs. Yeah. And the kids, they have to live like this. They cant have friends come over. We cant have family come over. Because we live like this. And its hard. Glor the browns decided to fight the National Flood Insurance Program in court. Run by fema, the program is responsible for all flood policies in the united states. Insurance premiums and taxpayer dollars fund the program, about 3 billion a year. But fema doesnt administer all the policies. It outsources most to private Insurance Companies called writeyourowns or w. Y. O. S. They and all of their agents get paid out of the same pot of money as flood victims. Some years up to twothirds of that pot goes to the w. Y. O. S, and the attorneys they hire to fight flood victims claims. In effect, by paying their premiums on time every year, homeowners like the browns help fund the very lawyers fighting them in court. Its like people make money off disasters. The more they can make, the better. Glor a 2016 government report on fema found little oversight on flood spending, showing how one flood victim was charged 87,000 in legal fees just for preparation. The policy limit was 25,000. Gerald nielsens Louisiana Law Firm was hired to fight richard and linda browns claim. Nielsen has been the goto lawyer fighting flood victims for 30 years. Not without upsetting congress. He dealt with sandy victims like they were the perpetrators, enriching himself at their expense. Glor a new york judge called his misconduct remorseless, saying his failure to exercise reasonable diligence harmed armed victims. He required flood victims to verify receipts that would have cost far more than the bills themselves. Can you imagine losing everything that you have ever had in your life, and you paid for insurance. Glor the browns attorneys law firm also represented victims of Superstorm Sandy in court against nielsen. There was no effort to mitigate the costs. In many cases we were asked to have experts reinspect for a third time homes that were totally destroyed. Reporter a Public Information request revealed fema paid nielsens firm at least 29 million for sandy cases alone. Nielsen declined our request for an oncamera interview, and had not acknowledged receiving our questions, so our producer went to his office. Mr. Nielsen, were with cbs news. Glor we caught up with him in the parking garage to ask about his legal fees. I have to go through the ethics council, because some of what you have asked clearly is privileged. Glor later nielsen wrote cbs a letter saying he was acting at the direction of his clients and all his bills were reviewed by the clients and fema. We just want to put our house back together. And we still like this right now. Glor whats your message to the people who could do something about this . Just think about what were going through. Were not asking for much. Reporter Jameillah Smiley has seen the body camera video of Police Shooting her son, 20 yearold ricky boyd, right outside the familys front door back in january. So horrible. To have to watch my child get gunned down. Reporter Police Wanted to question boyd about a recent homicide. Minutes later he was dead. Interim police chief mark revenew the day of the shooting. The suspect, he initiated gunfire towards officers. The officers returned gunfire. Reporter hours later, they said boyd had a gun but never mentioned he fired it. State investigators later said it was only a b. B. Gun. Did you ever see a gun that he held in that video . No, sir. Reporter family lawyer William Claiborne says this photo shows a b. B. Pistol lying in a neighbors yard. The body is here, and how far is it from where the body is found to where the gun is found . Approximately 43 feet. Reporter and what explains that . There is no explanation for that. Reporter we went to Savannah Police for answers to their shifting account. They declined to talk about any aspect of the case. Smiley demanded answers before savannahs city council last week. I am prepared to stand here until i get an answer. Maam, the city cannot release the video. The District Attorney has asked that it not be released. They didnt have to kill my son. They didnt have to kill him. Im so sorry. They didnt have to kill him. Reporter the local District Attorneys office is still investigating the case.
