Drought. The areas in red are extremely dry, in brown exceptionally dry. Wherever you are in america, the drought could lead to higher food prices because more than half of americas fruits and vegetables come from california. Omar villafranca is near lake tahoe. Reporter governor jerry brown would normally have needed snow shoes to walk on this section of the Sierra Nevada mountains. Were standing on dry grass and we should be standing in five feet of snow. Reporter surveyors are seeing a record low snowpack of just 5 of normal. Californians depend on the melting snow to fill rivers and reservoirs, providing a third of the states water supply. Were in an historic drought, and that demands unprecedented action. Reporter governor browns executive order to cut overall water use by 25 , will include a plan to replant california lawns with landscapes that dont need a lot of water. Golf courses, cemeteries, and campuses will have to reduce their water usage, and brown is asking water agencies to raise their rates to discourage waste. Frank gehrke has been surveying the snow pack for more than 30 years. That ridge you see up there should be completely snow covered with the corners threatening to avalanche. And were seeing this vista, if you will, up and down the sierra, and its down right scary. Reporter several of the states reservoirs are at a third of cast and the underground water supply is rapidly being depleted. Researchers say california will need 11 trillion gallons of water to recover. Were in a new era. The idea of your nice little green grass getting lots of water every day, thats going to be a thing of the past. Reporter farms wont have to reduce their state water use by 25 , but, scott, they havent received any federal allocations so far this year. Pelley Omar Villafranca in the area of no snow around lake tahoe. Omar, thanks very much. A terrible fire broke out today at an Oil Production platform in the gulf of mexico. Its owned by mexicos state oil company pemex. At least four workers were killed, several burned, and some jumped to escape. Pemex tells us that there is no Major Oil Spill at this time. For the second time in two days a governor has asked for a rewrite of a religious freedom bill that critics say discriminates against gays gays and lesbians. This time it was Asa Hutchinson of arkansas. This time it was Asa Hutchinson of arkansas. Yesterday, he said he would sign it, but today, he gave in to pressure from opponents, which included the states largest company, walmart, and his own son. Heres Manuel Bojorquez. My son, seth, signed the petition asking me, dad, the governor to veto this bill, and he gave me permission to make that reference. No religious freedom is restored by the bill at all. Reporter governor hutchinson, just like governor mike pence of indiana, continues to face critics who believe their religious freedom laws open the door to discrimination against gays and lesbians. This is a bill that in ordinary times would not be controversial. Reporter in arkansas Corporate Giant walmart urged the governor to reconsider, and religious leaders joined protesters. Reverend robert lowry. It is blasphemous, it is an abomination and an affront to the gospel of jesus christ. Reporter hecklers greeted the sponsor of the bill at the state capital. Shame on you reporter but representative Bob Ballinger stood strong. Theres been a lot of peoples misconceptions that this billed would allow for discrimination, which is not the case. Reporter governor hutchinson is now asking for a bill that mirrors the federal law passed in 1993. That law was intended to protect native americans in danger of losing their jobs because they used an illegal drug in religious rituals, but in the state laws, the language is often broader, and there are different interpretations. Legal experts say the arkansas bill as written, could make it much harder for the government to win a case if a company denied services to gays and lesbians. Little rock mayor mark stadola. My job is to try to create business and recruit businesses here and to create good jobs and an opportunity and an environment for good jobs. And, clearly, that kind of legislation doesnt send that kind of message. Reporter the arkansas bill defines a person as an individual, church, business or any legal entity. The federal law does not. A person is just a person, and the governor wants to stick with the proven federal language. Scott, if he does not veto the current bill within five days, it automatically becomes law even without his signature. Pelley Manuel Bojorquez in little rock tonight, manuel, thank you. Indiana lawmakers worked today on a rewrite of their religious freedom law. They hope to have a vote on that tomorrow. Today, u. S. Senator bob menendez was indicted on bribery charges. The new jersey democrat is accused of taking gifts and trips on a private jet from florida eye doctor salomon melgen, in exchange for changes in medicare that would make millions for the doctor. Menendez, who often seems to relish a fight, says hes innocent. Tonight, the remains have all been recovered from the Alpine Mountain where 150 died last week in the germanwings crash. Allen pizzey has the latest. Reporter pieces of wreckage, some the size of a small car are being hauled off the mountain with muscle power and a team effort. Lufthansas Senior Executives traveled to the crash site to pay their respects and say thank you to the recovery workers. Yesterday, the airline admitted it had learned about andreas lubitzs Mental Health problems in 2009. But today, c. E. O. Carsten spohr ducked all questions about the copilot. We are learning more reporter saying only that his act would take a long, long time to understand. One of europes top Airlines Lufthansa now faces a massive bill for the recovery operation and the possibility of enormous lawsuits. In the german town of haltern, hundreds gathered in the streets outside an overflowing church to mourn and remember 16 students and two teachers who died in the crash. They stood silent during the hourlong service, bathed briefly in bright sunshine, then huddled under umbrellas against drizzling rain, resolute even when that turned to driving sleet. The names of the dead were read out. Two young girls summed up the tragedy more eloquently than any words ever could. People here describe their town as paralyzed with grief. Club meetings and Sports Events have been canceled. As for lufthansa, the company decided to cancel celebrations to mark the anniversary of its first flight 60 years ago today. Scott. Pelley allen pizzey in haltern, germany, for us tonight. Thank you, allen. After this tragedy we wondered whether psychiatrists in america are required to tell authorities about patients with troubled minds who have the lives of the public in their hands. Jeff pegues is looking into this. Reporter what you say to your doctor is usually confidential, but 45 states have laws requiring or permitting Mental Health professionals to disclose if they believe a patient is dangerous. Dr. Robert klitzman is a professor of psychiatry at columbia university. Theres legal and theres ethics. So legally right now, i am under no obligation as a physician to tell anyone. Ethically, however, i would argue, if im a physician and i know someone may have a plane full of people and crash it, i feel that there may be times when i have an obligation to notify someone. Reporter a case 40 years ago shows the danger of a doctor keeping quiet. In 1969, California College student Prosenjit Poddar killed a woman hed met in a dance class. Before the murder, poddar told his therapist about his desire to kill tatiana tarasoff. The therapist didnt warn the victim. And the court found that he was liable, that in that case he should have violated patient confidentiality. So theres an ethical standard on the one hand and a legal on the other. Reporter but even reporting is not fool proof. In 2012, after james holmes shot and killed 12 people in an aurora, colorado, movie theater, the investigation revealed his psychiatrist had warned police that he was dangerous and homicidal. But its not clear if anything was done. Some privacy advocates agree that there are cases where warning Law Enforcement is necessary, but they worry about a Chilling Effect on patients. Chad marlow is with the American Civil Liberties union. You might deter people from seeking Mental Health services in order to avoid disclosing things they want to keep private. Reporter here in the u. S. , the federal Aviation Administration mandates that Airline Pilots selfreport Mental Health issues. Scott, the f. A. A. Says its too early to discuss whether the protocols will be strengthened. Pelley jeff pegues in the washington newsroom tonight, jeff, thanks. Negotiations to stop iran from building a nuclear bomb were extended again until at least tomorrow. The state Department Says progress has been made. One sticking point, though is iranians want crippling economic sanctions lifted now. The u. S. And other nations want to keep some in place so the iranians dont cheat. The iranian talks are being held against a backdrop of a disintegrating middle east. It was back in 2009 in cairo that president obama declared a new beginning for the arab world, but this isnt what he had in mind. The first democratic Egyptian Government was overthrown in a military coup. Libya, syria, iraq, and yemen have all collapsed in civil war. 1,300 its a new beginning for a 1,300 yearold conflict between the two branches of islam. Have a look at the battle lines, not by country but by faith. Saudi arabia is home to the sunnis in red. Iran is home to the shiites in yellow. This religious war is being fought in yemen to the south iraq to the north, and in syria. Islam fractured in the seventh century over who would lead after mohammed. Among the tragedies of this conflict is the destruction of irreplaceable art in syria, a nation that was once one of the worlds great museums of antiquity. Clarissa ward caught up with the syrians who are trying to save history. Reporter a seventh century mosque is blasted by a shell. The ancient city of apamea dating back some 2,300 years seen in Satellite Photos in 2011, and now pockmarked with the socalled robber holes of looters. Priceless funeral busts from palmyra, a World Heritage site stolen from their tombs. Its what compelled syrian british archaeologist dr. Amral azm to organize his former colleagues and students inside syria. Together they launched an effort to protect what could be salvaged and to create a record of what could not. Some of them were once Museum Curators and archaeologists who feel passionate about their own culture, their own history, and about their own country, and they feel it is part of their duty, their responsibility to protect this cultural heritage. Reporter armed only with cell phone cameras, note pads and sandbags to protect fragile mosaics and artifacts, the men routinely brave snipers. And travel through dangerous isis territory. Amr al azm says selling antiquities on the black market has become a major money maker for isis. Digging by hand is one thing. Digging with a machine is extremely damaging. Theyre bull dozing to move as much earth as possible in order to sieve it and get the artifacts out. Reporter so this is a very lucrative process for them. Yes, no doubt. Reporter when shlg damaged a museum in his home town, volunteer ayman ibabu led a team to protect its invaluable contents. Antiquities represent our heritage, our identity, he said. Those who have no history have no future. Arent you afraid . In the beginning i was afraid, he said. But if we die, at least future generations will testify about what we have done. On the scale of damage being done were not winning. I can tell you that. Reporter then why do it . Its better than doing nothing. My daughters will ask me the question, what did you do in the war . What did you do to save something that you believed was very important . And i would be ashamed to say to them, i did nothing. Shameful. I cant. You have to do something. Pelley in atlanta today, former educators learned a harsh lesson when they were convicted of inflating test scores. Vinita nair is looking into this. We, the jury, found the defendant guilty. Reporter 11 educators looked stunned when a verdict came down that could put them in prison for two decades. Judge jerry baxter presided over the case. They have made their bed and they are going to have to lie in it and it starts today. Reporter the allegations date back to 2009 when a state investigation found that 44 middle and Elementary Schools cheated with nearly 180 educators involved, including 38 principals. According to investigators educators gave students answers and even changed answers on tests after they had been submitted. Prosecutors claim they were motivated by pressure to keep their jobs or get bonuses. The indictment showed educators who tried to report the cheating faced a culture of fear and intimidation created by then superintendent beverly hall. Hall was indicted but died less than a month ago of breast cancer. She maintained her innocence and never faced charges. Today, only one teacher had the racketeering charges dismissed. Until they are sentenced next month, the other 11 will remain behind bars. Gerald briggs represents one of the convicted teachers. I dont see how you send educators to prison. I just dont see that. I dont see Fulton County being safer because of that and as an attorney i do respect the jury system. I respect this jurys verdict. But im trying to figure out which case they were listening to for the last seven months. Reporter of the 35 educators who were indicted the majority reached plea deals receiving probation, fines, and community service. As for the 11 awaiting sentence, they were convicted on racketeering charges. Scott, this is the first time thats ever happened in an academic misconduct trial. Pelley vinita, thank you very much.
