Afghan military Officials Say just after 9 00 a. M. Local time a suicide bomber on a bicycle rode up to within 30 yards of the main gate of the ministry before blowing himself up. Gunfire rang out after the explosion. Police say at least nine people were killed and another 14 woulded. Its not the first time that main entrance has been hit nor the first time it was struck by a person on a bicycle. U. S. Officials say defense secretary chuck hagel who arrived here in kabul last night was nowhere near the blast. He was at a safe location at a facility, the international assisted security force, but he and those traveling with him were taken to a facility which was already in lockdown. Security aside, hagel has a political crisis on his hands now too. Today was supposed to be the final handover of ba gran prison on the afghan control. Its been a major Sticking Point to u. S. And afternoon began relations, but this morning that was postponed over what officials are calling technical matters. Now, the defense secretary met with u. S. Reporter good morning, rebecca. So what can we expect between now and tuesday . Reporter well now is really the setup time. Its the time when as you mentioned, the chimneys gone up, the Sistine Chapel is being prepared, being swept for security. The cardinals are moving into their residence inside the vatican so they can be sequestered from all press and anybody who wishes to talk to them and then they will have some time, additional time to talk amongst themselves to discuss the all important candidates. I mean thats what theyre here for. And even though theyve had this week to talk in their general congregation, the thinking is theres still time for them and the informal discussions to make up their minds about who theyre going to support. So theres a lot of politicking going on at this point, delia, i imagine . Reporter i think right up until they go inand even once theyre inside the conclave anthony, because what happens is they decide who theyre going to vote for the first time around and then on tuesday afternoon well have one ballot. Once they do the first ballot theyll see where is the voting heading. Right now they can talk amongst themselves, but until they get in and there write the names on the ballot they have to seem where the names are align. How long before we see the first ballot delia . Reporter the first ballot will be the afternoon of tuesday. Well see them process in tuesday with the great ceremony that the vatican is so good at and thawll be chanting the litany of saints and the doors will close and theyll sit down and do the first round of voting. Well see white or black smoke. Probably black on the first day. In the morning on the second day theyll have two votes and in the evening. Its quite possible on tuesday well see white smoke and have a pope. Dedelia, typically you say these conclaves have lasted a couple of days. Is there any reason they might go longer . Reporter no. My guess will be theyll wrap up in three days. The rule is three days and theyll take a break and have reflection in prayer. As you say, in recent times theyve had enough time to talk they know its kind of important to show unity and support for the candidates, so i dont think theyll want to go over the threeday limit. You can see some of the damage along plum island along the beach behind me. With high tide rolling in in the next couple of hours, more homes could be in jeopardy. Destruction on a beach, a home collapses on plum island. A refrigerator floats away. Parts of the beach are closed but some officials took us on a ride to see the damage. In all 1rks 12 homes are damaged beyond belief. Its unbelievable. No words can express what happened in one storm. We expected some damage to a certain degree, but nothing like this. Reporter cheryl jones went back to her home to find the balcony gone. It was expected. The family had cut off the deck knowing Mother Nature would likely take it anyway. Still there are problems. The front of the deck is gone. Weve got a nice red stick oren the house, so we cant we lost our occupancy. Well have to fix the deck. But my two neighbors, the fronts of their foundations have fallen in. Reporter friday mornings high tide triggered the most damage of the drawn out storm leaving longtime residents in awe of the rain the winds, and the erosion thats jeopardized so many homes. The beaches and the dunes have been so compromised by the storms that we have no protection left on the beach or the dunes. So every wave every tide is taking its toll on whats left. Reporter there is a local declaration of emergency in effect on plum i planned out here right now, restricting access to parts of the beach and parts of the neighborhood. Kridices are questioning whether the Obama Administration made a mistake by bringing him here to be tried in a civilian court rather than a Detention Center at Guantanamo Bay, cuba. Lets talk it over with the former president of the National Institute of justice. Nice to have you this morning. Great to be back. So theres been some argument over whether this individual should be tried in a military court or civilian court. What is the argument for trying him here in new york . The argument for trying him here in new york is getting a conviction is because im cons vinced mr. Abu ghaith could not be charged otherwise. Why not . Because my fear is he would be charged with a conspiracy and he could not be charged with that. It would be a complete blunder. At the same time people are making the argument that he is a, quote, military combatant and should be tried in a military court. Well, you know you can press that only so far, i think. And, frankly, i think congress has, in effect driven this case into the federal courts because congress has made it so impossible for the administration to get people back out of begana gun tan moe, that it would be a strange action to sent anybody to a gun thanh moe. The last thing they want to do is have anybody in guantamano because then their hands are tied. One of the arguments is if you take somebody oust the field who happens to be attached to terrorism and put them into a civilian court it gives them the opportunity to do more destruction, do more damage, and in addition to that potentially reveal secrets and disclose things that we dont want masses of people to know. Do you buy into that argument . No. No, i really dont. First of all, this gentleman and other people who are prosecuted whether its in Guantanamo Bay or Federal District court are going to make a speech at some tienlt. They do have a right to testify in their own behalf. Its a right of allocution. You get to address the court with regard to what kind of sentence. Hes going have a right to say his piece. Hes already been giving statements to the authorities. I dont know that he and i dont want to convict him on television. Thats not fair either. But he may turn out to be a wonderful source of intelligence. We dont know yet. What is the problem with Guantanamo Bay now . We know one has been down there since 2006 without a trial. Why does everybody who goes down there get stuck in a way. Thats a superb question. Congress has made it impossible for the administration to pick and choose properly which kind of forum to use. Guantanamo bay has involved military commissions that remain an unfamiliar institution. Its sort of an antique a museum piece that was dusted off under president george w. Bush and most recently before that during the fdr administration. Its a bad fit. The real serious question is why in the world we wouldnt use the Federal District courts which are the jewel and the crown of the legal system that all this time during these ten years have been handing out terrorism convictions, one after another without exception. The question is not why not use Guantanamo Bay. The question is why not use the Federal District courts. Eugene seidel thank you. Great to be here. Investors are in a pretty good mood this weekend. The Dow Jones Industrial average standings at a record high. 14,397. And the Unemployment Rate in february dropped to 7. 7 after 236,000 jobs were added last month, well above the expectations. But with the market soaring, will the Unemployment Rate ever again fall to prerecession levels . Joining us this morning, welcome to you both and congratulations on a remarkable quick change. We had chairs with wheels and we were zooming in and out. But were here. Lets look at number this week. Weve had a series of really good news here. The underlying economy, a lot of people feel they havent gotten better, but these numbers suggest its a fouryear low and we were speaking earlier. Fouryear low, you have to sit up and take notice. You made an interesting comment. You said thats not going to last either. A lot of people make the assumption that the vast majority for that happening is because of economic reasons. People just giving up the hunt when in fact the primary reason is demographics. Retires. Retires. Yeah. If things really start to ramp up you will see some people who are disgruntled, will come back into the work force, and that can actually cause the Unemployment Rate to pop up a little bit. You really like these numbers. Yeah. Look. Its presequestration, so we dont have the effect of job cuts associated with that. We have gotten a pop in january and february the last couple of years that ultimately did not lead to better numbers. I think its a little too soon to start extrapolating a 236 number as far as the eye can see but i think the Underlying Health of the economy is improving. The Federal Reserve is pumping money, 85 billion a month. And that there is concern if they were to take the punch bowl away how would it look. Also the fact that is this the new normal. Right now back when we saw the dow, for example, at these levels previously you had about 6 Million People unemployed and now you have 12 Million People unemployed. Theres also this larger question of mismatch the jobs that are available and the skill set. I took statistics from the labor department. Basically since february 2011 there are 3 million jobs per month that are going unfilled in the u. S. And i looked at a survey from manpower which said were actually having trouble filling these jobs. 44 , again, in the man power survey are saying we actually cant find the right kind of skills out there, math engineers, technology. Weve done a lot of reports with kids graduating. The ones that are i. T. Or engineering, theyre saying its great time. They have offers from google microsoft, gullstream all kinds of companies but those are not the ones that the majority of the population can do and theres a mismatch. At the same time you have a number of bang reports coming out saying the end of this year and next year could look quite good. Banks are in quite healthy shape. All but one passed the stress test. Capital leverages are way up and lending is starting to pick up. Commercial and industrial lending very strong. Its still relatively weak on the mortgage side. That actually relates to some of the mismatch because weve had a mobility problem, people stuck in their homes but with housing doing well that part of the system getting unclogged.
