Dan Coats also fits that description the man President Trump wants to replace coats however does not Texas Congressman John Radcliffe is a big backer of the president N.P.R.'s Greg Myre he kicks off our coverage John Radcliffe has been a lawyer a prosecutor a mayor and a Republican congressman but he's never had a job in the intelligence community and President Trump wants Red Cliff to be the director of National Intelligence overseeing 17 separate agencies from the CIA to the n.s.a. To the f.b.i. David priest is a former CIA officer this could be a tricky confirmation hearing because we don't have that track record of working with top secret intelligence on a regular basis he's been a member of the Intelligence Committee in the house for 7 months priest notes that past directors of national intelligence had considerable experience in intelligence the military or his diplomats not so with Radcliffe That's not to say anything about his ability to manage but it certainly does show a sharp contrast with the resumes of all of those who have gone before him the 53 year old Ratcliff has been based in Texas throughout his career he served 8 years as the mayor of Heath a wealthy town of 9000 east of Dallas he's been ranked as one of the most conservative members of Congress since he was elected in 2014 he stands fully supports the president and harshly criticizes Democrats for the way they've handled Robert Muller's investigation including his testimony last week. The president gets intelligence information from a lot of different senior level people in the government how important is the director of national intelligence specifically the director of National Intelligence is the most important intelligence professional that individual sits a top 16 intelligence agencies including CIA including n.s.a. When there's a morning intelligence briefing it's the job of the d.n.i. Or the d.n.i. Is assignee to actually present that information and every national security meeting in The Situation Room or the Oval Office every decision that's taken begins usually with a briefing by the d.n.i. The d.n.i. Sets the table with the intelligence so that policy can be developed with a common set of facts the president has relentlessly attacked the intelligence community for years disparaging their work disparaging their leadership how do you think this appointment or this nomination fits in with that long history of attacks on this community. Well I've talked to some intelligence professionals current and former over the last 24 hours since this news broke and I would say they are very worried and morale is is pretty low at the director of national intelligence offices but more fundamentally across the community you see people who are concerned they say look the president isn't interested in hearing intelligence he stands next to Putin and takes the word of the former k.g.b. Spy master over our own CIA he remember began his presidency by standing in front of the CIA memorial wall which is how the ground for intelligence professionals and the president talked about himself and how many times he was on the cover of Time magazine and he's denigrated the f.b.i. And said they spied on me and tap my wires and and all those kinds of things so I think there's a lot of concern throughout intelligence ranks about what the leadership will do if the president is an interested in intelligence briefings if the president disparages the intelligence community and doesn't listen to their recommendations what difference does it make who's in charge. Oh I think it matters a lot because we rely on the Director of National Intelligence to be the face and the voice of the community as a whole not just to the president but also to the Congress and to the public and so you really want to have somebody who's got strong integrity who's going to perform the job in an objective impartial way and let the chips fall where they may sometimes intelligence assessments are at odds with the political and policy direction of a president and it's very important for a d.n.i. Director of national intelligence to speak that truth to power but I mean if the director of national intelligence tells the president you need to take a right here and the president is going to take a left why does it matter whether the d.n.i. Said turn right or turn left because the d.n.i. Can then describe the consequences of those wrong turns and it's important to describe the consequences so that our policymakers our secretary of defense our secretary of state and our congressional leaders can actually adequately prepare for resource fund and design policies to deal with potential wrong turns so when you look at what the intelligence community is working on today whether that's Russia or North Korea give us an example of how a political ally in this role might do something different from somebody who's more independent will director coast his credit gave public testimony in which he said that North Korea may never give up their nuclear weapons that's of course at odds with what the president has said Dan Coats has said that Iran is complying with the Iran nuclear deal that's at odds with the way the president has described Iran's behavior Dan Coats has said that ISIS still exists that's at odds with the president's public descriptions and assessments and of course most importantly Dan Coats has said that Russia did interfere in the 2016 election to benefit Donald Trump that they will do so again and that is very much at odds with the way the president has described their quote unquote Russian hoax so it's important that a Director of National Intelligence be truthful be objective be strong and having a political ally in that job. Is a huge problem and very demoralizing for our intelligence professionals that is Jeremy Bash former chief of staff to the CIA He's now with Beacon Global Strategies thanks for joining us thanks human sex trafficking is still mostly hidden and misunderstood and in the fight against it law enforcement is recruiting some unexpected allies as Becca Costello of any news in Nebraska reports they're asking tattoo artists to pay closer attention to their customers it's estimated that a quarter 1000000 people are sold for sex in the u.s. Every year and law enforcement officials say trafficking can be hard to spot because it rarely looks like the movies with a victim kidnapped in a dark alley but more often than not victims have recognizable signs often a trafficker will force them to get a tattoo as a way to assert their dominance it might be someplace visible usually you know with a name on the neck the hand someplace that it's going to show you belong to me making it harder again to leave that situation that's a choreo to Campbell a victim advocate in eastern Nebraska her work started with advocating for herself when she escaped from a man who trafficked her for sex for several years she says many victims refer to their trafficker as their boyfriend and it's incredibly rare for someone to say please help me I'm being trafficked Shereen Rajaram is an associate professor at the University of Nebraska Medical Center and trying to educate people likely to come into contact with victims she recently organized a workshop in Omaha with nearly 100 tattoo artists she talked about red flags for them to watch out for they don't even have identification they don't even know where they are and they have a very scripted conversation and there they don't make eye contact they have a very good luck maybe and they're just the nice has been tattooing in Omaha for more than 20 years and says he's seen those red flags and so we get to form a relationship with people that we tend to so even during that brief period we can talk to them a bit. It least kind of gives a gauge of you know whether their world is Ok or on some traffickers won't seek out professional artists for these branding tattoos victims might come in to get a cover up or a tattoo of something else detective Chad Miller investigates human trafficking in Nebraska for the f.b.i. He says tattoo shops are often a valuable resource in his investigations if you think that something's going on if you've got security cameras in your partner keep all the footage for me of the people involved. If you can discreetly get license plate numbers without putting yourself at risk get a license plate numbers descriptions he says an interaction is also a rare chance to let them know that help is available you know to go a camel wonders what might have happened if someone spoke up while she was being trafficked like during a couple of trips to the emergency room nobody asked me Are you being abused does the person do this. That didn't happen and I think those are 2 really big missed opportunities where maybe I would have been more open you know to go out Campbell doesn't have a trafficking tattoo herself but she has used tattoos to hide some of her scars she says a person's tattoos MUFON tell their story and she wants tattoo artists in particular to be on the look out for a story that doesn't seem quite right for n.p.r. News this is All Things Considered I'm Audie Cornish and I'm Ari Shapiro electric cars are all over the roads these days on this week's All Tech Considered we're talking about the potential for electric planes. Air travel accounts for about 2 percent of global carbon emissions and people see clean air travel as a key part of slowing global warming to explain why and what is being done about it we are joined by he writes about climate change energy and the environment for vox Welcome to the studio thanks for having me why focus on air travel when it accounts for just 2 percent I mean a much smaller share of carbon emissions than cars Well air travel is going to grow in the coming century we're expecting to see massive growth the International Civil Aviation Organization it projects upward of 700 percent growth by the middle of the century so while it is small it is going to be a larger and larger share and the other side of the problem is that air travel is really hard to decarbonise you've written that we need electric airplanes why well with that growth we need to be able to counteract that somehow electrifying air travel is one key option particularly for shorter flights and we're already seeing at least a couple airlines experimenting with it there's one in the Pacific Northwest that aims to electrify its whole fleet but it only flies routes smaller than 100 miles and so right now that's where the technology is it can basically support smaller crowd going short distances but you absolutely need something that's going to be carbonized air travel to some extent because it is going to be a large and growing share of the problem are any of the small airlines and they are carrying passengers already not right now one of the big issues is that the Federal Aviation Administration hasn't approved electric aircraft for passenger air travel the regulations are actually a big hang up right now because much of the rules are structured around conventional aircraft and now they need a new set of rules to deal with battery electric aircraft that's also going to be a challenge in the coming years when you look at where the technology stands today how far are we from having an electric airplane that could cross the line. Ocean Well the key problem right now is that jet fuel is extremely energy dense and batteries are not and an airplane space as you may have noticed is at a premium and so is weight and so you want to pack as much power into a smaller space as possible batteries are improving but not fast enough right now and they need to be able to store much more energy in a much smaller space I think some airlines are experimenting with biofuels is that helpful Yeah Biofuels are a big part of it as well the idea is that if you use a crop that takes you know 2 from the air and you burn that instead affectively it's carbon neutral that's a little bit tricky to pull off though because you want to make sure you get more energy out of the fuel than you expend to grow it in the 1st place biofuels are also a little bit more expensive than conventional fuels and so you have to make sort of an economic argument right now airlines are experimenting with it but it's more expensive than conventional fuels and so we need to really substantial price drop in order to make inroads for people who want to do something about their flight related carbon emissions now is buying carbon offsets really the only option Well the biggest option the biggest impact option would be just to fly less and there's a global movement that's kind of sprung up to try to encourage people to do that I think the estimate is that each leg of a journey on a round trip flight across the Atlantic emits about a ton of c o 2 so that's 2 tons of c o 2 and that's roughly enough to melt about 30 square feet of Arctic ice so that's a very direct relationship between your actions and your impact on the environment and for some people that's been a pretty startling revelation do you think the airlines feel the urgency is there really a race to get an electric plane up in the air there is some pressure on the airlines right now because of this global flying shame movement that's kind of taken off there are there is some pressure level flying shame meaning the make people feel guilty for the fact that their flights are causing all of these carbon emissions that's right the Swedes have even coined a word for it they call it fleece com for some reason so we have Sweden is the epicenter for this movement shame flying shame right and yet their customers are now increasing pressure on the airlines they want to sort of assuage their guilt. We're flying and many people see it as necessary but they want to see more heavy lifting coming from the airlines themselves in terms of getting more fuel efficient or coming up with better offsetting schemes or mitigating greenhouse gas emissions in other ways a marathon is a staff writer at Fox thanks for coming in thanks for having me.
