We want to go back to the developments in dallas first, where what was a peaceful protest about to wrap up turned deadly. Its been changing throughout the night. Reporter and that will continue to be the case throughout the rest of this evening, presumably into tomorrow as police try to maple sense of all that, and try to apprehend the people responsible for is a terror attack, quite frankly, on Police Officers. You see s. W. A. T. Team members showing up after all of the chaos erupted. Describing it people protesting the killings of two black men on two consecutive days, tuesday, and wednesday night, in bat resume, and outside baton rouge, and outside minneapolis, people in dallas, demonstrating. Some presumably, even taking pictures with police getting along with police. No idea that shots would start to ring out, and someone was in their bedroom and started filming. Take a listen here. Oh, my gosh. Oh, my gosh. This is not [ sirens ] [ gunshots ] oh, my god. Just a barrage of bullets. 11 Police Officers were shot, four Police Officers dead tonight. A civilian was also shot. The officers are at Parkland Hospital in varying degrees as it relates to their conditions. Witnesses on the ground described a peaceful protest until the shots rang out. It was going smoothly, no issues, so we didnt expect anything to happen. We came out, latinos, black, white, it was a mixed group protesting, and this came out of nowhere. As a matter of fact, we were told im still kind of startled. Complete there were guys that had the rifles, i found them, and said put that gun up, give it to a cop. Because i dont want you to be mistaken for the person shooting. When i turned the corner, i heard upwards of 7 gunshots. I would say 20, rapid success. I was walking next to one of the officers helping the protest, and then all of a sudden, i saw and heard six to eight shots, it looked like two officers went down. I didnt have time to get a good look. I ran back, and i was screaming run, run, run, active shooter, run, run, run, and they told us we felt like we were, any moment see bullets come off the parking garage. I want to show awe picture that has been circulating. This was tweeted out by the Dallas Police about about an hour ago, they call this individual a suspect, and police earlier said two snipers were responsible for targeting the officers, this individual has turned himself in to police. He is now being referred to as only a person of interest. The Dallas Morning News just published a video in which he was seen right after the shootings in the crowd of people, so common sense would say if he was a sniper from an elevated position, the parking garage there, how could he also be in two places at once . So its unclear if this guy was involved at all, if he was involved to a certain degree. But again, that individual being described now as a person of interest, not a suspect has turned himself in to police. Another person is in custody. That person is in custody after a shootout with police. So presumably, that individual is one of the shooters. Again, two people right now in custody one suspect after a shootout with the police and the person of interest, the guy in the picture with the camo, this is a live picture. Is this a live picture, josh . Okay. This is video from a short time ago, where you can see the crowds gathering in dallas. We should note that the police chief in dallas said about a half hour, 45 minutes ago that there could be a possible bomb that one of the suspects planted right near that downtown area where the shootings took place, that is not confirmed. The bomb squad is investigating, but you can see ate of shooting s. W. A. T. Team members convening in the downtown area, trying to find multiple shooters. The police chief calls two suspects responsible for targeting his officers. A civilian was also shot, but 11 officers shot, four officers killed, and a civilian was also injured after gunfire at the end of a protest in dallas. Want to mention one other thing related to a situation that you may have seen in social media. There was a police chase right after the shootings. Police saw a guy walking quickly with a camouflage bag. He threw it in the back of a black mercedes, so officers followed the car, pulled him over, stopping him on interstate 35 in dallas. Police are now questioning two people who were in that Mercedes Benz. This now, a live picture in dallas. The scene is actually, is starting to settle down a little bit, being told this is video from a little while ago. Now were live. This is a live picture from dallas where there were so many more police and ambulances, steve and pam, just an hour ago when we were on the hour doing the 8 00 broadcast. Things have settled down, even though there still could be a suspect out there. That is unclear based upon the police chief saying that two snipers were responsible for the shootings, and the fact they have presumably one suspect in custody. That person of interest may or may not be involved at all, so still a very active, fluid situation and something that well continue to follow throughout this broadcast. Couple of updates in dallas as we look at the live pictures from the downtown area. That high five interchange, is being the exit place for two other suspicious people, we dont know how many, the bomb package that the bomb squad has been pursuing is somewhat near where this shoot out took place with the suspect who was captured after a shootout, and we also know that at the park lands hospital where the seven remaining Police Officers were removed, three in critical condition, two undergoing surgery. Even though things are starting to quiet down, this is a very fluid situation. Things have changed so quickly throughout the evening. This entire episode in dallas started with an understanding that two Police Officers have been shot, and quickly escalated. The numbers increased as we were on the air live at 8 00. It went up, the number went up to 11. 11 Police Officers shot, and what started out as a peaceful protest in dallas. Interesting that police are not trying to now trying to sort where the pipe centers may have been snipers may have been positioned, and suggesting this was premeditated, and not just a situation that cropped up as the demonstration today unfolded. This demonstration along with a number of others across the country came out of the two shootings of two black men this week, one in louisiana, in baton rouge, alton sterling was killed by a Police Officer, and then in minnesota, Philandro Castile was killed on wednesday night, and those two deaths led to a series of demonstrations across our country, including here in oakland. Justine has been monitoring developments in oakland where the ongoing demonstration is still happening on highway 880. Give us an update. Reporter protests against Police Brutality are blocking 880. A sitin has shut down the freeway. These are pictures thanks to our helicopter partnership with abc7, as the protestors with two different groups, called live free and Anti Police Terror project marched on to the freeway from the broadway exit, and began to block cars from going both north and southbound. Again, all lanes right now are still closed and we do not have an estimated time as to when they will open. This is the exact moment where protestors went from the on ramp, you can see the big group of them there, starting to march on to the freeway, putting hands up and blocking cars from being able to go forward. Were also able to see that people set off fireworks on the free. People are seeing climbing on top of semi trucks, and seeing from some of the protestors on twitter, theyre demanding that mayor schaaf and the l. A. District attorney come with them to the freeway, and meet, and they plan not to move until that happens. It appears someone is lighting something on fire in the middle of freeway, and running away, as whatever this structure is erupts into flames. Cars started to turn around on the freeway. Because traffic was backed up for miles in both directions. Police are on scene, weve been trying to reach out to chp multiple times this evening to get an update as to when the freeway will reopen, and what they are doing to get cars going in the direction that they need to go. And also to get protestors off the freeway. We have not heard anything about arrests at this point. I want to keep you updated as well on what weve heard about what the protestors are asking for as we watch the fireworks explode on 880. The highway is shut down in both directions right now in oakland. Were seeing calls on twitter from protestors for food, blankets, and water. So that might give us an idea how long they plan to stay there. We do have a video here showing us the lengths in which traffic is backed up in both directions. We can see the headlights and taillights going on for miles. Traffic still not moving on 880. We have a video from the Vantage Point of the protestors. We contacted one of them on twitter, and they were able to share the video with us. This allows us to see how many people, were estimating about a thousand, who were on the freeway climbing on top of cars, setting up fireworks, chanting the black lives matter, and they want to see change in police force throughout the country. We also saw some pictures of the images of Philandro Castile and alton sterling, who were being projected on to the side of a semi truck. So this is whats happening right now on 880. This did start this evening at a relatively peaceful protest at fanning ogawa plaza. The city did warn Business Leaders there could be a protest, and we did see images from video earlier. There were a lot of people out there, but it was around 8 30 that the protestors started to march from frank ogawa plaza, made their way to the Police Station where they did damage, breaking windows and throwing red paints on doors, and started to make the march through the broadway on ramp on to 880, blocking north and southbound directions. Vantage points, dont go away, instantaneously another pro simultaneously another protest in portland where its getting dicey. Not a lot of information coming in. We understand this is kind of Getting Started as late. As you would imagine, across the country, people are watching the images on their cells, hearing the news about whats happened in dallas and now were looking at the gathering here in portland. Grant, you have information on this one . Reporter we have an affiliate that is reporting that the situation there got out of hand when somebody pulled a gun. There is a protest there, somebody pulled a gun, and an activist and former mayoral candidate was able to talk this guy down, so to speak. The guy says people were rushing him, and felt threatened. And thats why he pulled the gun, no shots fired. Its unclear if this came before or after the situation in dallas, but that is why, you see all the Police Lights there, and that is why things sort of boiled over with the demonstration in portland. Portland just one of a number of protests across the country. Washington, d. C. , chicago, new york city, and, of course, dallas. Lets reset the situation here for dallas, because dallas is by far where the greatest drama has taken place. The loss of life there. 11 Police Officers targeted, apparently by snipers at the tail end of what had up to that point was described as a peaceful rally. In fact, i think later in the broadcast, youll see an image that grant has of two Police Officers, we heard from one of the witnesses saying he was walking right along with a couple of Police Officers who were helping them with the protest, and then shots rang out. Clearly, this is just a couple of bad apples, because most of the people weve heard interviewed coming out of dallas talked how police were cooperating. In fact, a lot of Police Officers are not happy about the shootings that have been going on across the country. They know that increasing attention, and attitudes towards them. For those who go to work every day. Just want to do their jobs, and take care of their communities. These kinds of incidents involving Police Officers shooting and killing. You see the image of alton sterling, hes man known as the cd man in baton rouge, and his friend, running a store there was concerned that someone was harassing people. Alton was not that person, but when the police arrived, they encountered him, he had a weapon, they asked him to put the weapon down. They subdued him, brought him to the ground. They were on top of him and subdued him and it was then the Police Officers on camera from two different angles are seen shooting him to death. And last night, up in st. Paul, in the suburb of st. Paul, Philandro Castile, 32yearold man who is described as a kind, gentle soul who worked at a montessori school, he had a back taillight out, he was pulled over, he revealed he had a concealed weapon permit that he could carry. The police told him to remove his hands, which he did, and was shot. Four times. And this is his picture of the victim in the situation that happened in minnesota. All of the news is piling on, and people are, and its bubbling up and over in the protests and demonstrations as people seek to get their voices heard and taken seriously about the need for better policing, better relationships with police and communities. Grant, were waiting for a News Conference from dallas . Reporter supposed to happen 12 30 local time in dallas, 10 30 here, so about 11 minutes. Theres to be a press conference in city hall. That is something we will try to bring you live here on kron4. And we want to go back to that situation we were referencing where police were able to pull over a car they had been chasing. You see all the cruisers right there, the vehicle in front on the right with its fourway flashers going, just out of frame right now, but that was a black Mercedes Benz and Dallas Police officer saw a guy walking quickly right after the shooting in dallas, he was carrying a camouflage bag, and that person threw the back in the back of the benz and took off, speeding off when he saw the officer, noticed him, cops followed that vehicle, and were able to get it to stop. This is on interstate 35 in dallas and police say they are now questioning two people who were in that benz. Unclear if they are in any way connected, but certainly, suspicious to throw a camo bag in a car and speed off, especially in the wake of what went down. Everybody knew there was a big shooting, and word starting to get out that cops had a been targeted, certainly to allude police in that moment suggests some degree of guilt, but its unclear, pam, if theyre involved at all. Grant, and we have a live picture, is that right, joshua, outside Parkland Hospital . Infamous hospital, this is where former president john f. Kennedy was taken after being shot. Parkland hospital is taking care of these officers that were shot in the line of duty, just monitoring, overseeing a peaceful protest in downtown dallas, when snipers, possibly in a parking lot, rooftop, took specific aim at Police Officers, shooting 11. One man is considered a person of interest. We have shown you his picture throughout the evening, he was dressed in camouflage, he turned himself in to police. A second mow tension sniper now potential sniper in police custody. We hope to hear more from the dallas officials in the News Conference at 10 30. Lets go to portland. A peaceful protest up there. But there was an incident that made some drama. Someone pulled a gun. Grant mentioned that earlier, but one source is saying the person who pulled the gun at the black lives matter rally may have been or is being described by some as a trump supporter. Dont know if thats the case or not, and im sure at least one report is saying this person was upset over something and pulled a gun at that point. There is a search on for suspects, there could be others involved. Police are planning a News Conference coming up at 12 30 dallas time, 10 30 our time. It started with a peaceful protest rally earlier this evening, a peaceful march, and it ended with gunfire and 11 officers have been shot. Four of them are dead. Marchers were called a diverse group, with one common purpose, and that is to bring to an end the reckless necessary, described at Police Brutality, directed towards black individuals in this country. We want to show you a protest in oakland. This was at frank ogawa plays over to plaza over to 880. Protestors started to move on to the highway, and stopping traffic in its tracks. Northbound and southbound 880 are closed and have been for some time. Justine has been following developments and keeping an eye on things in oakland. Whats the latest . Both north and southbound lanes of 880 are closed, and this was the time when the protestors just took over the freeway.
