This is MORNING EDITION from N.P.R. News I'm David Greene in Culver City California and I'm Rachel Martin in Washington D.C. The deal is off at least for now after weeks of anticipation that a peace agreement would be announced President Trump announced Saturday in a tweet that he was calling off talks with the Taliban secretary of state Mike POMPEI O defended the decision on C.N.N. STATE OF THE UNION yesterday when the Taliban tried to gain negotiating advantage by conducting terror attacks inside of the country a president from made the right decision says that's not going to work we're joined now in studio by Laurel Miller she served as the State Department's acting special representative for Afghanistan and Pakistan from 2013 to 2017 she now directs the International Crisis Group's Asia program thank you so much for coming in this morning it's my pleasure so President Trump says he called off this meeting this summit really that was supposed to happen at Camp David because of a Taliban attack that killed a U.S. Service member last week was that the right call to call these talks off OK because of that I don't find that a credible explanation that might be some kind of face saving explanation obviously the attack was very tragic but you have to look at this against the backdrop of ongoing violence in Afghanistan over all the months of negotiation nearly a year now and so there's really no reason to believe that this latest attack was uniquely the reason for calling it off so understanding that I'm asking you to speculate here but as an informed observer Why do you think he did call it off. I think what happened was that the purpose of the Camp David meeting was to reopen the taxed an agreement that had painstakingly been negotiated over months and that the Taliban had understood was closed and that U.S. Negotiators that indicated it was a closed tax why would the Taliban want to show up at Camp David under those circumstances they have said they were willing to come once a deal was already announced but not to continue negotiations reopen negotiations that they thought had been closed so just just to restate what you just said the Taliban had believed that they had struck a final deal with the United States understand the Afghan government isn't part of this but the Taliban believed it had struck a final deal and you're suggesting that the U.S. Administration wasn't ready to sign that yet that there were other things they wanted to still negotiate I think that's right I think there are multiple indications of that from what U.S. Officials are saying I mean of course the U.S. Negotiator did cardiod his comments about the deal being done by saying President Trump still needed to sign off but needing to sign off is a far cry from some in the parties to Camp David to pursue further negotiations but if the Trump administration has already agreed which they have in theory the we've seen these reports that they have agreed to start removing U.S. Troops what leverage does the administration still have in these talks I mean have the Taliban already gotten what they wanted to some degree here just some degree I mean they would want to have that on terms that are then include. Legitimization of the Taliban that include. Acknowledging their role in Afghan politics and continuing to provide I could nominate support for Afghanistan so there's something for the Taliban to get out of the deal beyond simply the removal of U.S. Forces but if all the United States wanted to do. Is withdrawing from Afghanistan doesn't need to make a deal with the Taliban to do it they can just do it and if that's what the U.S. Wants and any assurances the Taliban gives about counterterrorism and al Qaeda cetera are utterly worthless The only value of the US Taliban deal is if it is a prelude to an actual peace process among Afghans do you think that is what the U.S. Should do just pull out of Afghanistan altogether you know I think if the U.S. Just simply pulls out of Afghanistan altogether with no peace agreement left in its wake then I think there's extremely high risk of intense and intense are wider multisided civil war in Afghanistan I don't think that would be good for Afghanistan or good for U.S. Interests whose move is it now. Predominantly the United States move because. This gambit over the weekend was something that was launched and then canceled by the United States. I don't think this is necessarily a fatal blow to the credibility of U.S. Commitment to the negotiations but the U.S. Is going to have to find a way to demonstrate both to the parties in Afghanistan but also to the important countries in the region that it's still serious about negotiating and that it's not simply fickle and we should just point out that even if the United States the trumpet ministration and the Taliban actually do finalize the deal it is significant that the Afghan government hasn't yet signed on that is a huge hurdle to coming up with some comprehensive peace this is only the 1st step of peace this was supposed to lead to an Afghan peace process and that was the real benefit of the deal that's now been put on ice is that it had a real prospect of leading to an actual Afghan peace process so the beginning has been stalled the beginning has been stalled hopefully not for too long Laura Miller she served until 2017 as the State Department's acting special representative for Afghanistan and Pakistan thank you so much for a time it was my pleasure or you might. Member a couple weeks ago the Kremlin refused to issue visas to 2 U.S. Senators Democrat Chris Murphy and Republican Ron Johnson while a 3rd U.S. Senator was granted a visa and Republican Senator Mike Lee and his visit to Moscow has stirred up its share of controversy one Russian state run media outlet reported that Senator lead discussed the U.S. Dropping sanctions on Russia Senator Lees visit is only the 2nd official visit to Russia in the 5 years since Russia sent military forces into Ukraine N.P.R.'s Lucy and Kim tracked him down in Moscow I. I think outside early at a fair in Gorky Park where Russian kids were showing off robots the gold at the U.S. Embassies cultural center. Coincidentally I found a Republican senator testing a mechanical elephant made out of Lego I. Believe was winding down a 2 day visit to Moscow which he had made even after 2 of his fellow senators Chris Murphy of Connecticut and Ron Johnson of Wisconsin were barred from entering Russia . The last time a member of a congressional delegation was denied a Russian visa and 2017 her colleagues canceled the entire trip but read the fences decision the fact that that has occurred in the past doesn't mean that no conversations like this will ever or should ever occur again to the contrary I think it's more of a reason why we need to have more conversations like this Lee maintains us Russian relations have cooled off as he puts it perhaps more than they necessarily need to some people might characterize the relationship as being in a deep freeze following Russia's annexation of Crimea U.S. Accusations of election interference by the Kremlin and a trumpet ministrations withdrawal from one of the last major arms control treaties please visit came the same week that Russian authorities were cracking down on anti-government protesters with one sentenced to 4 years just for attending unauthorized rallies I get it this is not a government that operates with the same values as the American government it is not a government that has shown respect for the dignity of the immortal human soul is one of the reasons why I'm here I'm concerned about that least as Russia can do a lot to reduce the toxicity of the relationship by refraining from election interference in the future guaranteeing religious freedom or protecting the rights . Leader's guy during his 1st visit to Moscow was his friend U.S. Ambassador Jon Huntsman Huntsman who's leaving his post next month is adamant the trip was worth it having the Russians able to hear voices from our legislative branch is a really important thing the ambassador rejects the notion this congressional delegation was mostly just a photo op for the Russian government there's always going to be propaganda December ration associated with this relationship to some degree but what we're looking for is real dialogue people looking at each other across the table exchanging and frank and honest discussions respect his time in Moscow meeting with Russian lawmakers and the American business community here to groups of people trying to have economic sanctions East. Lee says it's time to review the multiple sanctions the U.S. Has imposed on Russia we need to assess from time to time how they're doing what impact they're having as with any policy it's important for us to reassess whether our policies make sense who they're helping who they're harming it will be a tough sell back in Washington last week the chair and ranking Republican of the House Foreign Affairs Committee issued a joint statement condemning what they called acts of aggression by the Russian government against its own people protesting in the streets. N.P.R. News Moscow. San Francisco is offering to buy P.G. And E.'s electrical grid in the city for $2500000000.00 So New Hudson of member station K.Q.E.D. Has been looking into the consequences the city has been considering making an offer since P.G. And E. Filed for reorganization in January as it faced mounting liability from wildfires started by its equipment city attorney Dennis Herrera says San Franciscans would get safer and more affordable power from a city owned utility there has been a lack of investment in infrastructure over the course of the last decade by P.G. And E. It was motivated I think primarily by pursuit of profit that's not something that San Francisco is going to be pursuing prayers says the offer is competitive but P.G. Me doesn't seem very interested Ed said in a statement it doesn't think the city's offer is in the best interest of its customers and stakeholders but it will remain open to communication another potential barrier is pushback from the union representing P. Genie workers the city has offered to fire them but Tom Del Zell the union's business manager says I want her pensions it is compromised because they didn't make it's of retirement age and then they start all over with a city where you have to work on number of years until you've asked in the pension the money for the sale would come from bonds approved by voters last June the bonds would be paid off through cut. Summer's electric bills the city says rates wouldn't increase but Stanford University energy policy researcher Michael Warren says it could drive rates up for customers outside the city and her sister has no wow. And other areas have a lot of it so if you remove the customers don't create that risk you're going to raise costs for other customers San Francisco says that could be avoided through the regulatory process for approving the sale the city M.P.G. It's MORNING EDITION from N.P.R. News I'm David Greene and I'm Rachel Martin good morning we're going to talk next about the story behind a headline the headline in question longtime film producer Harvey Weinstein and the allegations of sexual harassment and sexual assault against him it's been 2 years since the New York Times broke that story and tomorrow the 2 reporters who wrote it are out with a book it is titled she said and it documents just how difficult it was to convince women to come forward also how hard Weinstein and his associates fought back Mary Louise Kelly host of All Things Considered spoke with the 2 times reporters Jodi Kantor and make into he and Mary Louise is in our studios this morning thanks for coming in I'm glad to be here in the morning so the Times published the lines the investigation nearly 2 years ago as we noted what new details do the reporters here in this book what struck me Rachel were 2 things one the length that these reporters went to to get the story starting with they were trying to reach actresses who had worked with Harvey Weinstein How do you get going to try on the phone how to get Angelina Jolie on the phone how do you get their number and then once you've gotten it how did the restart I'm really talk to you about something that is private and possibly painful and as we know many of the women they were trying to reach had settlements barring them from speaking these nondisclosure agreements that has been widely reported before but the way that Jodi Kantor and Meghan to approached it was for going to keep this from blocking the story forever we have to make it the story we have to follow the trail and so the investigative journalism that has revealed Here's is quite something and really interesting to read the other thing is just there are sources names here who have not gone on the record before it widens our understanding of exactly what may have happened and the details of the people around Harvey Weinstein who his attorneys and others who were protecting him enabling him there's a lot of details a lot of documents that have not been made public before so. People in the film industry used to describe Harvey Weinstein's offenses as a quote open secret right one of them was his own brother noble and seen how does he figure in the book he is someone we have heard very little from before on the record of you of course were in the Weinstein Company with Harvey he provides 100 truly astonishing accounts in the book I actually want to play you along goes along gives chunk of that part of the interview you're going here Meghan to a one of the reporters telling me how she and Cantor were hell bent on trying to get answers to 3 questions why did Bob know when did he know it and what did he do about it and it took many attempts to get Bob to talk he had countless times where I'd call him and he basically hang up on me but last year there was a moment where he finally agreed to meet me at a diner here in New York and it was the beginning of him slowly starting to open up in a series of interviews and what we learned over the course of that time were more some interesting things one he absolutely had been made aware of allegations of sexual harassment and sexual assaults against Harvey going back to the ninety's in some cases he had provided money that helped silence the women but that he claims that he belie
