News this is All Things Considered I'm in the chair and I'm Audie Cornish it's a great day for civilization that's what President Trump had to say today after his ministrations struck a deal with Turkey to temporarily end the violence in Northern Syria had sent his vice president and secretary of state to to negotiate with Turkey's leader rage of Tayyip Erdogan who agreed to pause the fighting for 5 days to allow Kurdish forces to retreat safely I just want to thank and congratulate though President earlier one is a friend of mine and I'm glad we didn't have a problem because frankly he's a hell of a leader and he's a tough man he's a strong man and he did the right thing and I really appreciate it and I will appreciate it the future this is coming 11 days after President Trumbo ordered a pullout of u.s. Troops from northern Syria a move that cleared the way for Turkey to attack those areas controlled by the s.d.f. The mostly Kurdish Syrian democratic forces for more on this I spoke with Brett McGurk He served as a special envoy for the coalition fighting ISIS starting in 2015 through last December McGurk resigned that month after President Trump announced for the 1st time that he was pulling troops out of Syria what happened in December when the president made very clear that he wanted all everyone out was everybody knew that the u.s. Wanted out so Colonel one knew the u.s. Wanted out President Putin knew the u.s. Wanted out Assad knew that how many in Tehran knew that everybody knew that and that just really diminished our Bill of the to really affect the situation Brett McGurk says the best way to exit Syria would have been for trying to leave some troops there Jess long enough for the s.d.f. And the Syrian regime to strike their own deal one way to approach this would have been to if you had a national security process like a normal ministration has you would have meetings with him and lay out different options that doesn't really happen in a some instruction so you just tend to have the rug completely pulled out from under you. By the president with Americans in harm's way which I think is a real dereliction of duty from a from a commander in chief a presence in northeast Syria was sustainable because it was very light and small it was backed by a huge coalition and we are not spending u.s. Money or losing American lives putting aside the question of whether it was wise for the u.s. To withdraw troops in the 1st place what do you think needs to happen now to restabilize the region. Well I think the reality is that we are now leaving Syria in the motion balik way imaginable You always have I've been to all these facilities a number of times you always have. Accusation procedures in place. Withdrawing on an emergency basis and then bombing your facility as you leave is the absolute worst case break glass emergency scenario and that is now happening and the entire country just spent a few days in the Middle East region entire region is seeing this unfold on their televisions and I think the impact this is being etched in people's minds as we simply abandon facilities and the Russians walk in well Vice President Mike Pence announced today that the u.s. And Turkey agreed to a cease fire in Syria how far does a cease fire go to resolving the situation. Well this is all breaking news it sounds like what the arrangement is is for Syrian democratic forces to pull off the border to the basically hand the Turks what they want it depends on the scope and scale of this but with u.s. Forces leaving Syria we just have to be very realistic and not overstate our capacity to influence the course of events on the ground and I think this is all damage control this will be worked out and I hate to say this this will now be worked out by President Putin and President hurdle on I want to announce yesterday that he's on his way to Moscow on October 22nd to talk with Putin about the situation in Syria and those are now the power brokers and I bet knowing having worked this fall for a number of years having spent hours with the Russians and with the Turks and others that they have already likely worked out some arrangement and drawn lines on the map in terms of how far Turkey will go and where the Russians and the regime will come out I think the Americans that the Americans at this point are a sideshow and I think anyone who thinks that we can a man can meaningfully control or influence this situation is mistaken we might be able to buy some pauses here and there but this will now be worked out by other powers as we evacuate the country so it seems like you're saying that the u.s. Has reached a point of no return that there's no way diplomatically the u.s. Can recalibrate the dynamics at this moment Well we are evacuating Syria blowing up our bases as we leave so that significantly diminishes our influence and leverage. I saw a u.s. Official on a background to the press the other day say all of our goals in Syria remain the same this is just an adjustment in our means and that is simply delusional The 1st principle of any strategy of any sound foreign policy is you have to align your ends your objectives with your ways how you do them and your means your resources if you don't have those these those 3 things aligned you are going to head into a failure and potentially a debacle so to say that all of our goals in Syria remain the same even as we are evacuating Syria and handing positions over to the Russians I think is quite delusional I think is a very important now have to face the hard reality that we are leaving Syria and that the power brokers now are Russia and Turkey and Iran and we need to think urgently about how to protect our most important national interests in that primarily our interests against an ISIS resurgence So I would be thinking immediately about how to strengthen the Iraqi border how to work with Iraqi security forces and taken up our presence with them I to make sure that we have sound intelligence as ISIS seeks to reconstitute because this is likely all to poor back into Iraq and you can easily have a repeat of the 2013 scenario Brett McGurk who was the special presidential envoy for the global coalition to counter ISIS before resigning in December he's now at Stanford University thank you very much for joining us today thanks so much for having me Maryland Democratic Congressman Elijah Cummings died early this morning from complications due to longstanding ill health he was 68 years old Cummings was a senior black voice in Congress praised as a moral authority and beloved across the political spectrum most recently he was one of the chairmen leading the impeachment inquiry into President Trump n.p.r. Congressional correspondent Susan Davis has this remembrance Alija Cummings made it in America despite all odds stacked against him the son of show. Croppers he was born in Baltimore's Inner City to parents seeking a better life for their 7 children he recalled that childhood with his characteristic good humor and booming voice earlier this year so you can imagine with one bathroom what the morning is a lie you had to get up at 2 o'clock in the morning just to get a spine leaving a better world behind was his life's mission that House Speaker Nancy Pelosi used to always say I had children are living messengers to a future we will never see. So he wanted to be sure that that future was going to be better for them his work started as a child at age 11 he tried to integrate a local public swimming pool a white mob threw rocks and bottles cutting his face and leaving him scarred for life he decided that day to become a lawyer you know what it did for me it made me realize that I did have rights it also made me realize that I might have to stand up to get the right he went on to earn that law degree and later want to seat in the Maryland State House in 1902 rising to become the 1st black speaker pro-tem he was elected to Congress in 1996 special election to represent Baltimore this was the 1st message he delivered on the House floor I world would be a much better world and a much better place if we would only concentrate on the things we have in common. Instead of concentrating on our differences words he lived by beloved by Democrats Cummings was also able to build relationships across the aisle despite being the party's point man on some of the most contentious issues of the times he gained national prominence on the Republican created committee to investigate the 2012 Benghazi attack here he is sparring with then chairman Trey Gowdy over disclosing transcripts you know you are cameras to the whole truth and nothing but the truth well that's what we want to have about the world today Gowdy praise Cummings as one of the most powerful beautiful and compelling voices in American politics earlier this year coming surprised many at a committee hearing when he defended North Carolina Republican Congressman Mark Meadows one of President Trump staunchest allies from an attack by a fellow Democrat I've said it and gun trouble for you one of my best friends I know this sounds a lot of people and likewise here but you are coming again showed his ability to rise above the fray when Trump used Twitter to attack his beloved Baltimore as a rat and wrote in infested mess Cummings responded with an open invitation I want him to go. And look at my entire city ride with him for hours of yester even trump praise Cummings today calling him a highly respected political leader since Democrats won control of the house Cummings has been a main antagonist for the president as chairman of the House Oversight Committee he was leading multiple investigations into the administration including the ongoing impeachment inquiry House majority leader Stoney Hoyer said Cummings last spoke to party leaders on a Sunday conference call talking about how we ought to proceed with the heavy duty that confronted him his committee and the Congress for the past 2 years coming suffered from multiple declining health issues he spoke frequently of his concerns that the current political era presented existential threats to American democracy and ideals he died before he could see his work through in his final months he was often candid that the Times wait on him when we're dancing with the angels the question will be as of 2009 what do we do to make sure we set down democracy intact.
