The traffic backed up 5 miles on highway five. I was supposed to be at work at 10 00, its now 12 30. Reporter one man was late for an appointment at the va hospital. I am two and a half hours late. Reporter how long should the drive take . Four minutes. Reporter people are saying that caltrans is to blame. The water causes the roads to break apart. Reporter caltrans said they plan to resurface a huge part of the roads, the project will take a year to complete. You have to fill in the problem areas, we have to wait for the weather to get better before we can do the work. The roads are bad going over the altamont pass, i drive it five days a week. Reporter caltrans expects to be wrapped up by 9 00. One of the reasons its taking so long, a lot of the cement that they had to be useing got stuck in traffic. 580 is not the only highway where drivers are finding slow going. Look at our drive time traffic map. All of the red indicates roads where there are big backups tonight. This is interstate 80 in oakland at the macarthur maze. Two men are being called heros after a brave rescue in the rain yesterday. They saved a 20 year old man that flipped his car in a creek. We have the story of this historic rescue, christina. Reporter california Highway Patrol is calling these two Good Samaritans heros. The men did not think twice about jumping into the creek. I heard the tires, he heard the thud. We thought, is he going to make the corner, he did it not. Reporter they were in the right place at the right time. Dan rich was working in his shop when a car drove off the road. I saw him going off the bank, i looked over and saw a car dipped down out of sight. Reporter both men jumped into the water. I could hear under the water, you can hear him hitting his hand against the window, it was like a distant thud. I thought, wow, i told my friend, lets break the window. Reporter the back window shattered and they pulled the 20 year old man from danville to safety. I just felt around the seat and did not feel any other people. They are heros, they saved someones life. There could have been a dinner outcome if they were not so close, they just jumped right in. A lot of people, because of the increase, the colder winter that they have had, they are using a lot more gas which may be putting them into the higher tier, when you are in the higher tier, the rates go up by 40 . There are calls in the legislature for an investigation into what is going on. What can you tell us about that . We have been looking into it. I have not seen a bill that has shown a double or 100 increase. We have heard of those but i have not seen an truly bill with the same usage from this year to last year. We are looking for where we see a major increase that is not reflected in the increased cost of gas and the increased commodity costs. We know we will see more increases because gas has gone up tral last year. We need to take a closer look. Thats what we are doing right now. We have not seen the major increases but we are looking into that in the capitol right now. I think you may have answered this but, in your opinion, is pg e doing anything wrong . We have not been able to find anything, if they are doing something wrong, i am the first one to call it out. The Public Utilities commission gave them the increases that they asked for, because of the cold weather, people are going into the second tier, which causes a bigger increase.
