Lows are held up. Some of the cold air still way to the north. You can start to see the leading edge of that moving in. A lot of 50s with the cloud cover and breeze, gusts about 30 to 40 Miles Per Hour. Again, from san jose or parts of the peninsula south could see rapidly developing showers. All over the bay area, cold weather shelters are opening up providing beds for the homeless as it starts to turn real cold. Ktvus janine de la vega is in the south bay where 225 extra shelter beds are now available. Good morning janine. Good morning dave. Well, everyone is sleeping right now inside the shelter at this Reception Center near 87 and curtner. It was nearly full. They just had a few beds left. They think the word hasnt gotten out on the street that it was the first night they were open. It was still cold enough for those to seek shelter because they didnt want to sleep on the street again. Ehc life builders is providing 275 emergency beds each night through march at the bacardo center and in the National Guard armories in sunnyvale and gilroy. More than 7600 people are homeless on any given night, which is an 8 increase from 2011, the last time the survey was taken. There was also an 18 increase in the Homeless Population just in the city of san jose. We know that permanent housing is the solution to ending homelessness, but this is a necessary life saving effort in the meantime, and its really important that we have the Community Support in doing this. Advocates say theres just not enough Affordable Housing in Santa Clara County. A recent study by the Silicon Valley housing throughout trust reports that san jose is the fourth most expensive city in the country for renters. It shows that 109,000 households pay more than 30 of their gross income to rent, and the study shows more than half of the new jobs in the area will just pay 11 an hour or less in the next five years. This morning emergency crews in idaho hope to resume the search for a san jose pilot and his four passengers. Air Traffic Controllers lost contact with their plane sunday as the pilot was attempting to land at a remote airstrip in the idaho wilderness. Now the plane is owned by south bay pilot dale smith. Air Traffic Controllers say smith reported engine trouble during a flight from oregon to montana, heavy snow in idaho has hampered the search efforts. The idaho National Guard plans to resume that search this morning. Thats weather permitting. New this morning, police have tracked down a teenage boy who escaped from San Fransiscos juvenile detention center. Officers took the 17yearold boy into custody on Treasure Island late last night several hours after his escape. No word yet on why the boy was on Treasure Island or how officers managed to find him. Also happening today, the deadly shooting of andy lopez by a sheriffs deputy may prompt Sonoma County to change how it investigates officer involved shootings. Ktvus alex savidge is in santa rosa this morning with the task force set to take shape later today. Alex. Well, good morning. Its a 21member task force that will come up with an independent review process for officer involved shootings, and this panel will begin to take shape later on this morning at the board of supervisors meeting and thats when supervisors will appoint members of the public and Law Enforcement to this panel. The task force will consider various options ultimately including a citizen review board or an independent citizen auditor. Under the current system, the District Attorney looks at officer involved shootings and decides if a crime was committed and then a grand jury reviews those findings. But outrage over the deadly shooting of andy lopez in october prompted calls for change. And investigates say sheriffs deputy eric gailhouse shot and killed the 13yearold after mistaking the teens airsoft bb gun for a real ak47. The lopez family since filed a federal civil rights lawsuit against the deputy and the department claiming that shooting was unjustified. The Santa Rosa Police department in the meantime is still investigating. The county board of supervisors meeting starts at 8 30 this morning, along with appointing members to this community and Law Enforcement task force, supervisors also are expected to decide whether to explore the creation of a Memorial Park at the site where andy lopez was killed. Time now 5 06. 911 calls made during the Sandy Hook Elementary School shooting rampage will be released tomorrow. Connecticut state attorney had been fighting against releasing those recordings saying the recordings of seven calls made from inside the school would be painful for the victims families. Now he says he wont challenge a judges decision to make the calls public. Last december a gunman shot and killed 20 children and six adults at that school before killing himself. Congress is moving to renew a 25year ban on guns that can evade metal detectors and xray machines. The ban is due to expire next monday night. A lot of democrats wanted tougher restrictions to require permanent metal components that would make plastic guns more detectable. However, the republican led house is expected to approve a 10year extension of the current ban today. Many democrats will probably support it figuring its the best they can get. San fransisco police are investigating a crash that child a motorcyclist in the citys lower neighborhood. He collided with a car at 8 30 last night. The driver did stop and is cooperating with investigators. The motorcyclist was rushed to sf general but died from his injuries. We now know the name of the person who was hit and killed on el camino roy al. 58yearold scott van dike of san mateo was killed. Police are investigating whether he had come from a nearby homeless camp. He was killed early yesterday morning near state highway 92. The two drivers involved in the accident are cooperating with authorities. A fire in vallejo that sent a firefighter to the hospital and left two dozen people without a place to live is now under investigation this morning. According to the times herald, that fire started early sunday morning at the marina heights apartment complex on carolina street. A firefighter sustained Second Degree burns while trying to bring that fire under control. The fire is being called suspicious and firefighters say it appears the unit was burglarized before that fire started. Investigates say the fire happened at the same complex where a 26yearold man was shot to death. Police do not believe that the two incidents are related. Time is now 5 09. B. A. R. T. Unions still considering their next move in their contract dispute with management, and no news may be good news for black commuters. Its now been ten days since b. A. R. T. s board of directors asked Union Leaders to resubmit a revised contract without a disputed family leave provision. Theres still no talk of unions going out on strike for a third time this year. It appears more likely the unions will go to court to try to settle the contract dispute. Some big changes are being considered for San Fransiscos south of market area. Today the citys Planning Commission will unveil its long term rezoning plan to transform the entire area to reflect the changing times. Now the south of market area has changed from an Industrial Area to a neighborhood with a growing number of businesses and homes. Operation santa begins today at post offices all across the country. The u. S. Postal Service Looking for volunteers to help answer some of those letters right here in the bay area. Volunteers will sift through the letters and members of the general public can adopt one of them, help make a Christmas Wish come true. This is the 101st year of the program. Santa needs a lot of help this year. In Central Florida a bear attacked and seriously injured a woman while she was walking her dog. It happened last night in the town of longwood. Police say a woman managed to get away and run to a neighbors house. The bear ran off and has not been found. Wildlife officials have set traps in the area to try catch the bear. A man has been killed in another shark attack off the coast of maui in hawaii, and its the 8th shark attack there this year. 57yearold patrick branney was attacked yesterday while he was fishing in a kayak with a friend between maui. His fishing partner was able to tie a turn tourniquet to his badly injured leg but he died a short time later. A lifeguard said steps are being taken to keep people safe. Were closing the beach, monitoring, making sure everybody stays out of the water. Keep it safe for the community. In august a german tourist died after a shark bit her arm in maui and this past friday a woman was injured by a shark in maui as well broken buoys in Northern California waters its a problem for fishermen and surfers, one of them 12 miles off halfmoon bay stopped working last may. Thats one of three Northern California buoys that are not working. The buoys give Important Safety Information for navigating the waters out there. Fishermen say theyll have to rely on their own instincts and skills until the buoys are replaced. Its pretty dangerous as it is, and then not having that information just compounds it. The National Ocean yanic and Atmospheric Administration is responsible for maintaining them. The agency says they will replace the buoys but not sure of when. Authorities in Washington State are checking security procedures after a man was able to steal a ferry boat. Now the man managed to get the victoria clipper about 300 yards offshore sunday. He crawled through a small opening over a fence, hopped on to the boat, and he took off. Police and the coast guard surrounded the ferry boat and arrested him without any incident. That ferry boat can hold more than 300 passengers. It provides service between seattle and the canadian city of victoria. A judge is expected to decide today whether detroit is eligible for bankruptcy protection. That would mean the city could work on a plan to pay off creditors. Its not eligible detroit would probably be forced to negotiate again with the creditors, especially unions and pension funds. Detroit is the largest American City ever to seek bankruptcy protection. Time now 5 16. Later today streets in palo alto will hit the sweets to protest. They plan to march to city hall to demonstrate against a plan to hire outside companies to clean up the streets of palo alto. Now the city may also cut back on street sweeping to every other week. Many city leaders say the changes are needed to save some money. Fast food workers from about 100 u. S. Cities say theyll walk off the job thursday. They want to draw attention to just how hard it is to live on the federal minimum wage of 7. 25 an hour. The protesters are pushing for 15 an hour even though theyre not expecting that big of a raise in the near future. Its just past Treasure Island panel and dave westbound as you come through, and theyre clearing it now, but you can see the lights there. Its blocking one of the lanes. At one point it was blocking two lanes. It does look like the traffic is getting through. And its early enough for it it not to be causing a huge traffic delay. However were looking at it from the toll plaza side as well and seeing if theres a big backup. And there isnt so far. Still early enough and hopefully theyll get this out of the way rather soon, and it wont be a big deal for the morning commute. Doesnt look like anyones seriously injured but again that lane is blocked. Lets talk about the san san mateo bridge in the east bay. You can see traffic here is looking pretty good on interstate 880 according to the road sensors and also on 580 you can see traffic is looking good, so throughout the east bay were looking at Contra Costa County now. 680 from concord to walnut creek and through Pleasant Hill that also looks good.
