The day. We start with the search for answers in the Fatal Shooting of three Law Enforcement officers in baton rouge, louisiana. Three other officers were also wounded yesterday in that same incident. This happened less than a mile from police headquarters. Authorities have identified the gunman as gavin eugene long. He is a former marine who police say carried out the attack on his 29th birthday. He was later killed in a gunfight with police. The motive is still unclear, but investigators say they believe he acted alone. We believe that the person that shot and killed our officers, that he is a person that was shot and killed at the scene. So thats what we know right now. We do not believe or do we have any other shooter held up in any other area. Baton rouge police have identified two of the officers killed in the attack as Montrell Jackson and matthew gerald. The third is sheriffs deputy brad garafola. Officer jackson had just posted on facebook how philly physically and emotionally drained he was after the july 5th killing of alton sterile by police. He said these are trying times. Dont let hate infect your heart. I am working these streets, so any protesters, officers, friends, family or whoever, if you see me and need a hug or want to say a prayer, i got you. This deadly shooting hits close to home for Community Leaders and bay area police. Tensions were high following the shootings in dallas that left five officers dead. Alex savidge is live outside in oakland where he spoke with a department representative. Reporter yeah, we did. Good morning to you guys. Certainly the killing of those three Police Officers this weekend in baton rouge is once again taking a toll on local officers here. I did just speak briefly with a couple of officers here heading out on patrol this morning here in oakland. They told me they are just trying to keep their heads up at this point after what has taken place over the last couple of weeks. We should point out safety a big priority, especially for the Oakland Police department and other local departments. Officers here in this city, they are continuing to ride two officers to a squad car. That was a safety measure that was put in place following the ambush killing of those five Police Officers in dallas earlier this month, and now im told it will continue given what happened in baton rouge. Now, doubling up means there will be fewer patrol cars here on the streets of oakland. But the same number of officers on patrol. Im also told the Oakland Police departments Intelligence Unit is constantly gathering information coming in from across the country to keep an eye out for any potential threats to officers here locally. A spokesperson for the Department Tells me this is certainly a challenging time. We always remain vigilant. We are always aware and we have to assess. Now during these last several incidents it obviously heightens. We remain vigilant. We remain aware. At the same time we realize we have a service to provide. So our chief is ensuring that were safe by twoperson cars. Reporter now, local Police Officers certainly are saddened by the loss of life in baton rouge, but there is also calls here for change as well. Let me show you part of a statement from the san jose Police Officers association that was put out in response to the baton rouge case. It reads, it is pastime for our political leaders to step up and support Law Enforcement with the necessary staffing and equipment to keep our neighborhoods safe. We dont need any more statements of condemnation of these heinous acts or pledging of remorse for these latest murders. We need action. Thats a statement from the san jose Police Officers association. And again the doubling up, the two officers per squad car, thats happening here in oakland. That was put in place after dallas. They are also doing the same thing down in san jose, and thats always been the policy for the Francisco Police department. In oakland they will keep double up the officers for the foreseeable future. As he just mentioned, the san jose poa is asking works for more resources to keep thundershower officers safe as tensions between the community and police are at an alltime high. We are joined by the mayor of san jose, sam liccardo. Good morning to you. Good morning. So do you agree with the Police Officers association there in san jose that more resources from washington is the answer, at least part of the answer . Certainly more resources can always help. But we need to continue to do more local level to prepare. We are taking a lot of proactive action here in san jose both to ensure that our officers have the tools they need. Everything from the protective plates, the vests, and certainly the Communications Equipment they need. We have been making Big Investments there. And really strengthening the relationships with the community. Our chief and our department, our union has been doing a great job with that. Certainly, we are deploying our bodyworn cameras this month on every patrol officer. We have got a proactive effort on training for violence de escalation. We have got these coffee with a cop sessions that the chief has been leading. Its encouraging more conversation with the community. So there is both an issue of tools and resources as well as relationships. And we need to work on both. Mr. Mayor, as you talk to people in san jose, what do you think the relationship is between san jose and its Police Officers . I think the relationship has really been strengthening in recent months and years. The leadership of eddie garland as chief has done a lot to strengthen that relationship. We are working with our police union. I think thats been very helpful as well. Our critical need is to get more officers on board. We are going to the ballot in november with a pension reform settlement thats going to be critical to get approved so we can be aggressive in hiring and retaining officers. Mayor liccardo, if you are having a hard time finding enough officers to patrol san jose, is doubling up your officers taking a resource off the street and is it worth that balance . Reporter i didnt hear the end of the question about what is what were taking off the streets . If you are doubling up your Police Officers as other cities are, is that potentially taking another patrol car off the streets and shorting the Community Resources . Well, actually, there are tradeoffs in doubling up. Its not always the case that you make officers less effective. In many cases, its more effective to have two officers on the scene when we first arrive. We are not currently doubling up. We are leaving that to the discretion of the officers. We are changing that Program Based on the intelligence that our department is getting. We are vigilant about following those social media and what were hearing from washington, d. C. But right at this moment we are not doubling up. We may go back to doubling up as we continue to hear more information. And mayor, have you recently spoken to the police chief since the shootings yesterday . Yes. We communicated yesterday. I know that he and his entire team are being very vigilant. Certainly we need to do all we can to protect our protectors. They recognize their first duty is to protect us. We need to look out for one another. Did he have a sense of concern for his officers . Certainly. The chief was concerned, as i think every major city chief is right now. At the same time, im confident that weve got a team in place that is going to be prepared. And thats not to say that horrible violent acts cannot happen regardless of how prepared you are. But i think they are doing what they need to do to be prepared. Thats the theme today. There is a different theme every day. Im interested in the role the california delegates will play not just today, but through the week. A lot of people will be hearing from Melania Trump for the first time today. Donald trump is going to introduce her. Governor rick perry and scott baio speaking today. I am interested to see how mike pence will be received by the crowd. You can tell how enthusiastic people are by the way that people clap for certain individuals. So ill be watching that. Of course, the security as well. Ross polumbo is in cleveland. We are going to join him live in a few minutes. First, for more on what is going into really securing an event like the Gop Convention we are joined on the phone by Brian Michael jenkins. Director of the National Transportation safety and security for mineta Transportation Safety institute. What would be your first on the list in regards to securing the convention this week . Well, you know, we have been working to secure conventions for a long time. So there is a lot of experience here. And usually there are concentric rings of security beginning with the innermost important ring, and that is those who can ultimately get onto the convention floor. And those are, in order to get that far, one passes through a series of security checks. Then beyond that there is a broader ring that restricts people. Beyond that there is a broad erring broader ring that restricts traffic. Public events like this is where federal, state and local resources come together. Some people are calling for a suspension of the open carry law. Would you support that, or would you think there is security set in place to prevent a tragedy . You know, those who are charged with security, especially given recent events, are certainly justified in raising that issue that they dont want to see people carrying weapons. They dont want to be able to have to make those kinds of judgments. Is this person simply carrying a weapon . Is this person a threat to something that they are responsible for securing . And so it is understandable. Obviously, in this society its highly debatable. I can sympathize with those who have responsibilities for protecting Something Like this. Michael, this event was already going to sorry, brian. This event is was already going to be heavily secured. Now, with recent events is there any way that they can ratchet up something that was already super tight to begin with . You know, its certainly the planning, as you correctly pointed out, has gone on months, even years in advance. This is the National Security event. And they would have patterned the security in this one upon the security of previous events. And, look, we have had political conventions in the direct shadow of 9 11. So this is not new territory. Now, again, given recent headlines, i suppose everyone leans a bit more forward in the foxhole. But i dont know that there is a set of new measures that they can add on to those that are already planned. I was reading a little history on conventions, specifically one in the city of denver. City officials after that convention had to pay hundreds of thousands of dollars after losing lawsuits because of wrongful arrests. Do you think making a bad arrest is on the minds of the thousands of officers there in cleveland . And if you were able to talk to them, what would you tell them about the type of arrests they should or should not make . You know, again you depend on the judgment of people who are hopefully well trained to make these kinds of judgments. I would say that my advice to those on the scene is do what you think you have to do at the time. Well sort out the litigation later. And it is not that unusual in the wake of an event like this for there to be, you know, some litigation regarding wrongful arrests. But the greater threat really is the threat possibly to the convention. The threat of something, you know, some tragedy taking place, and so this is not saying that people are going to be foolish or stupid or do absolutely wrong things, but youre making judgment calls. And in this particular circumstance youre going to be fairly aggressive about those judgment calls. Brian michael jenkins, thanks for joining us this morning. Ross polumbo is at the convention. He just arrived there. All right, ross, here we are talking about security. What is your First Impression of, i guess, the fortress around the convention . Reporter well, it is quite a fortress as you say. We just got here moments ago. We are about to go through security for the first time to get into the media center. Take a look at the security we have to pass through. This is just for the worlds media to come in. They search your bags, obviously. The metal detectors that you see in the airports. We understand that there are dogs on scene as well. Take a look to the right. This is the Convention Center. The Huntington Convention center. 15,000 members of the media from around the globe will be packing in here to begin covering the convention. The gavel falls now in less than an hour. They are all set and ready to go. Just to give you an idea of the perspective where we are right now, we are actually right near the river. If we walk down here, youre gonna see something that i think just about everyone in the world knows. Just beyond this fence over here im going to try to run. If you see this structure right back over there, that is the rock and roll hall of fame. So the media Staging Center is right near the river here. There is actually a big event at the rock and roll hall of fame last night. Everything regarding the security is extremely tight here. Its not just this fence you see here. This is actually just a construction fence. There is a 12foot high fence around the entire hard zone. Thats what this is the beginning of. It stretches from the Convention Center to the q where all of the events are going to happen. That is about a mile away from where i am standing right now. 2,500 officers from around the country are here. 500 of those are from Cleveland Police department. But the rest are volunteers from around the country. We even have the chp out here in order to help, of course. The secret service is here. The fbi is here. This is governed by the secret service. Once you are in the hard zone, this is the tightest security of all. There has been a lot of talk about this open gun law here in this state. Protesters or anyone outside the hard zone can carry their weapons. But inside the hard zone you cannot have a weapon. The security there a little tighter. We are about to go in. The gavel falls in less than an hour. We will have all the details all day long for you. Ross, the security thats in place this morning, even before the convention starts, will it increase as the week goes on, or is what we have today going to be the standard for the rest of the week . Reporter no. The security thats been in place now for more than a week preceding today is the security that is in place. You know, the protests have been starting already. Last night at around 6 00 local time here, 3 00 on the west coast, there was an impromptu march. There was only one protester arrested in that march. You may have seen video this morning thats already circulating around the internet in the soft zone, in this part going outward where you can carry a gun. There were a few people that were Walking Around with assault rifles and that sort of thing. So there is still a move on this morning to try to change that law temporarily so people cant carry openly, even in the soft zone. But the governor, john kasich, himself saying that he does not have the authority to make that happen. Even in the light of this most recent unfortunate shooting this baton rouge, it looks like that open carry law will be in effect. But inside, again, the hard zone. No guns. Ross, real quick, who is speaking today . And today is the day when its just kind of like the opening act, right . The heavy hitters are saved for later in the week . Reporter well, perhaps the most interesting speaker today will be Melania Trump. You know, she is always with donald trump. I have met her several times along the campaign trail. She is very nice. But usually very quiet. Today will be really our first chance to hear her speak in her own words and get to learn a little bit more about her. As you all probably know, she is a model. She spent most of her career as an International Model in new york. She is involved with some charity groups. But most people dont know much more about her after that.
