The dog had attacked the baby who was with his 7yearold brother in the living room watching tv. Their mother says she had been with her children, but left briefly to put laundry away in the back bedroom. Thats when she told the son to stop growling at the baby who was on the ground. Mom was in another room. When she heard the 7yearold screaming, she runs in and sees whats happening and she immediately grabs her baby and basically saves his life because if she didnt take a quick approach, you know, it would have been a different story. Reporter the mother called 911 and had the older son let the dog outside. Concord police say when they arrived and tried to move the boy from the house into an ambulance, the dog acted aggressively. Officers fired three shots, killing the dog. An 80pound German Shepherd named charlie. The woman says was 16 months old and had been the familys pet since it was a puppy. Really surprising to mom. I mean the dog has never been aggressive at all, not even at the dog parks from what she is telling us. Reporter when we were out in the neighborhood in concord, passerbyes told us they had seen the family dog and it never seemed aggressive, although they have seen other aggressive pit bulls on the same property in the front unit. Now we did talk with the animal control. They say they are going to be testing the dog for rabies at their lab, which is in line with their departments protocols. Again the child is expected to survive. Hes here at the hospital and police say at this point theres no evidence of any form of child neglect. But first we want to show you what south 21st street looks like. How the garbage is still waiting to be taken away earlier today. Dumpsters were brought in to help with the clean up. They tell me the work to rebuild is just getting started. Reporter just before nightfall, this man is starting to rebuild piece by piece. Items once useful now just broken reminders of an unexpected disaster. Reporter back home, but far from back to normal. Across town at the south bay Mobile Home Park on oakland road, electricity is back on for the First Time Since homes here were evacuated wednesday. This family was allowed back in the morning, only to find their homes had been burglarized. Someone broke in . Yeah. Handfuls he depended on for his livelihood as a machinist and money. Sam estimates the total loss to be 5,000. Theres a cabinet here. He stole everything. The theft compounds the difficulty the family faces because of the evacuations. We are the victims of a disaster during this flood. And so for me im very disappointed. Reporter the Community Center will become an assistant center for those impacted by the floods starting saturday morning. Representatives from city and state agencies will be joined by nonprofits and others. Right now it is over. All we can do is hope it doesnt happen again. Reporter the city Officials Say more dumpsters will be brought in to all impacted neighborhoods tomorrow morning. However you should always contact your agent or Insurance Company if you have sustained damage to see if there is some coverage there. He says if you have comprehensive Auto Insurance it is very likely your insurance will pay for the repairer or replacement for your vehicle. Mayor liccardo tweeted today the relief fund for flood victims have raised more than 500,000. The relief fund is being coordinated by Silicon Valley community foundation. Its website says the money will go to organizations helping flood victims including the red cross, Catholic Charities of santa clara county, Sacred Heart Community service, and the salvation army. The students have to be willing to put in their hard work as you usually get accepted. And seeing that mom so proud of her son. Yeah, i heard more inspiring stories. You know so many of these people would need to talk about their life behind embarrass, what it was like and how they never wanted to return. The greatest thing about this program, they would step out of this to help make a difference if in the lives of others and that is is what they are committed to doing, making sure none of the other kids in the neighborhood would end up by where they are at. Cameras were rolling this week as officer jennifer coats calmly arrested 20yearold angel juarez for attempted murder near a freeway overpass. She didnt put handcuffs on him until he was actually in the squad car. Officer coats is one of the first officers in her department to go through crisis intervention training, which focuses on tactics of deescalation.
