Reporter startled and stunned, eyewitnesses say the explosion sent parts of the truck and propane tank flying across the street burning a passing car and starting a minor fire. It appears preliminarily that the cause of this explosion was a propane tank. The 15 year old was swimming with friends monday evening here in a dangerous spot along the tacony creek on fishers lane just off ramona avenue in juniata park. The boy went underwater and might have gotten trapped by debris or the current and he never resurfaced alive. At least three other teens have drowned here over the past 12 years. His family believes that if there were more clearly visible more strongly worded signs ruben who did know how to swim might have thought twice about going so deep into the creek. In fact we only found one sign here telling people not to swim. And that one sign is located some 20 feet up in the air and obstructed boy a lot of tree branches and leaves. Child endangerment charges will be filed against a woman accused of leaving five kids and side of this car while she went shopping in port richmond. Police were call to the shop rite on aramingo avenue around 11 00 oclock this morning. They say the woman responsible for those kids Karen Thompson is a daycare provider in the northeast. Witnesses tell Eyewitness News those kids range in age from sick months to nine years and that they were in that car alone for a half hour. Aircondition was on. She left the car running but the babies were just, you know, in there by theres. On or off the dont matter if its hotting cold, nothing. It doesnt matter. You can leave them for two seconds. Doctors checked out those children at Saint Christophers Hospital and they are okay. Tonight cbs iteam digs deeper to learn more about thompsons daycare and how these types of daycares are regulated. Reporter itea i discovered since opening six year ago Karen Thompsons daycare has been inspected once during which investigators found no no violations. State department of Public Welfare officials tell cbs3 they will respect the daycare and while thompson does have a valid license, theyre launching an investigation to determine whether to revoke it. The cbs3 iteam showed you in special report last year the lack of inspections is part of a larger problem. Smaller daycares like thompsons are allowed to care for up to six children at a time. There are 800 of them in philadelphia, but our investigation found the state had only inspected 10 of them. Because unlike larger daycares, these smaller ones do not have mandatory annual inspections. Is that good enough for the kids in philadelphia . Absolutely its not. In fact, its a gregious, and concerning for parents. Reporter following our investigation, City Council Woman blondel Reynolds Brown took action. In january, she introduced a bill that mandates annual inspections for all daycares in philadelphia. The fact that we should go the extra mile and mack sure children are protect is the responsible thing for us to do. Reporter councilwoman Reynolds Browns officer says the bill will be scheduled for a hearing in september and at that time she expects it to be called up for a vote. The body of an 83 yeared woman was found in the freezer on forth lee street. A woman reportedly received a call from her estranged husband who is the victims son. During that call, the man allegedly said hed made a mistake by putting her body in the freezer after she died in fall. Neighbors say he behaved strangely. He was very weird. He would never let no one park in front of his house, and always had the door closed and the windows you could not see in there and some neighbors always heard her screaming in the hou house. And but nobody ever called the cops or did anything. An autopsy is now underway to determine how she died.
