Sue institutes new rules aimed at cushing the use of tobacco. Rules could protect children from tobacco, as well. Greg argos live at city hall where the mayor and commissioner discussed those new rules, greg . Reporter good afternoon, there, jim, i can tell you, yesterday our own Health Reporter Stephanie Stahl broke this story this morning, this afternoon, we have new details about the mayors plan to target tobacco retailers, he says, may be targeting children. Hes proposing new rules which could limit the number of tobacco resale ers, here, in the city of philadelphia. Now the mayor says the goal is to lower philadelphias addiction to smoking and to prevent what he says is predatory marketing toward underaged children. Some shops, lower income neighborhoods, smoking place at childrens eye levels, in one case the mayor says the Health Department found children had to walk by 16 Stores Selling Tobacco Products on their way to school. So today the mayor has proposed new restrictions on tobacco retailers, the first, tobacco retail cap, new planning District Stores which sell to back owe or Tobacco Products will be capped at one per 1,000 people. The city also plans on phasing out tobacco retailers within 500 feet of any school here in philly, and there are also changes to what happens if retailer sells Tobacco Products to someone under age. Right now, it is simply a fine. New rules allow the city to revoke the stores tobacco license if theyre caught doing that three times, within a two year span. Low income neighborhoods have many more Stores Selling cigarettes and high income neighborhoods. And in those low income neighborhoods, many tobacco retailers are right next to schools. Some of these stores continue to sell cigarettes to children, even though it is against the law. It is unfair and it is wrong for kids to develop the deadly habit of smoking just because of the neighborhood they happen to grow up in. Now these restrictions right now are simply open for public comment. The Health Commissioner says if theyre enacted new rules could go into effect january 1st, 2017. Eyewitness news viewer shot video of this fire that swept through a vacant row home early this morning, fire spread to another vacant home nextdoor. Several nearby home were evacuated the cause of the fire is under investigation. There were several accidents impacting many peoples morning commute today. This is chopper three over spring side road between Beverly Rancocas road and wood lane road in westhampton, burlington county. This crash happened before 6 00 this morning, one person was taken to virtue a Memorial Hospital in mt. Holly, and there is no word on that persons condition. A tractortrailer driver suffered minor injuries in this crash, also, in westhampton, but this one happened on the southbound new jersey turnpike, just past exit five. It occurred around 6 45 and caused back up during the morning commute t has been cleared. No word on what caused that crash. And a third accident this morning involves two tractortrailers, one of which was caring chickens. They spilled ton route one, southbound in smyrna, new new castle county. And, you know, sometimes, the satelite has a difficult time picking up a lot of cloud cover, and there is some out there, again, patchy clouds, here and there, and you can see little bit of it, especially through the north and western suburbs, but sort of the atmosphere beginning to gather moisture, eventually, this is the system that crosses through, bringing with it the best chance for us to see any rain over the next couple of days. Now, your eyes get immediately drawn to whats going on here, as i step to the side, not only the cbs3 eye in the corner but eye of a hurricane. Pretty potent storm system. Nicole has upgraded itself for many hours, been category two hurricane, it is on pace right now moving to the northnorthwest generally speaking but it is eventually going to be making right hand turn and coming very close to the very tiny island of bermuda a so hurricane warning posted there at least from now, category two storm system with northward movement, very slow space at 7 miles per hour, same wind speed still at 100 miles per hour. The right hand turn comes along, very close brush past, bermuda, in the days ahead, specifically tomorrow morning, likely when it makes the closest path, but will continue on that path, so, thankfully north america, not in it sites for any kind of direct hit whatsoever. Future weather, talk about those little hiccups i keep mentioning here. Headed into early tomorrow morning, because the atmosphere is now starting to moisten itself up, likely see areas of fog develop. That will be with us through the majority of at least the predawn hours, once the sun comes up, that will help scour that out. Now we look ahead to early afternoon, little earlier than some of the previous model, regardless, talking generally mid to late afternoon, especially, for anyone to see the possibility of a shower. I think if you dont want to take the umbrella along tomorrow, go for it, you wont need it, this just moves in as very brief little shower here and there, bulk, shunted to the north, and left with, again, maybe couple of raindrops, before skies clear back out, and were left with real nice weather in the wake of the cold front.
