I was waiting at gulph mills, train came by and blew pennsylvania us three or four train lengths, and stopped, backed up, picked us up, and same thing happened at bryn mawr. Drove pennsylvania, backed up, and i was talking to the guy at gulph mills and said that is not right it never passes like that. I said something wrong. I almost waited for next train and we got to the terminal. I stood up to get off and get ready to get to my bus on time and smacked. Reporter National Transportation safety board is now investigating why the train was traveling so fast, to the 69th street terminal. Why it crashed here and why it blew blue pennsylvania several earlier stops. This is second time this year that the ntsb has been searching for answers for a serious train crash at this same sight and while we are out here live with ntsb investigators still at thee train crash, site, investigating what happened here we do have a crew that is in Center City Just moments away where we expect ntsb spokesperson to give a press conference and update us on what may have caused this crash here. For new reporting live, from upper darby alycia nieves for cbs3 Eyewitness News. We will go to that press conference as soon as it starts. As we mentioned thinks second train crash at septembers 69th street station this year. February 21st, 4 people were injured in a crash and derailment on the market frankford line. Authorities say that the train operator activated emergency motor at last moment in hopes of preventing the crash. Broad street and market frankford line has automatic train control, that is supposed to prevent accidents, but so far no word on what caused this crash. Now, as alycia mentioned National Transportation Safety Administration business to hold a News Conference on this septa train crash. Lets take you live to the Center City Marriott and list known here. Upper darby around 7 00 a. M. To begin investigation into this accident. Were still awaiting some more members of our team they are in route and they should be arriving tonight for the full team to be here. On behalf of the ntsb would i like to extend our concerns to the family and friends who were affected by this accident and i would also like to thank Emergency Responders hoff been working so hard in response to this accident. Ntsb is an independent federal agency where were charged by congress continue on investigate transportation accidents, determine the probable cause, and make recommendation toss prevent rio currents. Like i said before we are just arriving on the scene we are just starting to get our investigation started, so heres just some preliminary information that we have to date right now. At 12 15 a. M. Septa train 155 struck an unoccupied train railcar at 1 48, while entering the 69th street transportation center. Preliminary reports from local authorities indicate that there were 32 passenger injuries and one train operator, injury also. On board, the recorders from the two railcars involved have been down loaded and they will be sent to our Vehicle Recorder Lab in d. C. For further analysis. The ntsb has brought in an eight member go team, each team member is an expert in different fields and they will be collecting information in their specific disciplines which includes mechanical, operation, significant and train control, crash worth iness, Emergency Response , and vehicle performance. Throughout the next few days ntsb investigators will work on the scene to gather details of this accident. Our mission will be during this accident investigation is to not, is to understand not just what happened but why. Why it happened and recommend changes to prevent from it occurring again. We will not be determining the cause of this accident while we are here on the scene. Right now we are just beginning the investigation so we do not have a great deal of information. We will keep you updated as we learn more. Working with is is our Media Relations officer eric wise. Members can reach eric at 202 3146100. I can take a few questions right now. Yes, sir. So, when gather here on the scene, when can we get an idea as to the results from your investigation. Were going to be on the scene for four or five days collecting our evidence. Once we are finish here we will continue investigation back in our home headquarters in washington d. C. All of the documents that we collect, all of the evidence that we collect we will open up the dock it eventually and then that will be available to the public. In the dock it will be our factual reports from each discipline, and then eventually when we are finished the investigation nine to 12 months from now final report will be available to the public. Can you walk through some of the things specifically how would you look into Something Like this, whether you are checking this and kind of what the list of things would be to be checking an accident like this. It is very extensive and they are not all of the same. Our mechanical person is going to do a complete mechanical inspection of the train. They are going to check equipment, operation of it, the maintenance history on it, and they will complete, complete a run through of the whole system, propulsion, breaking and everything else. Our Significant National train control system an expert will be looking into the signals where they were work practicingly have they been maintained properly and what were they indicating to the train at the time of the accident and then he will be also looking at communications between the control center and the field. Our survivor factors crash worthiness, he will be looking at cars themselves what caused some of the injuries to the occupants and he will be looking at design of the car, the crash worthiness of how they survived, how they performed during the crash and if there is any improvements to be identified and then we will also have our operations, they will be doing interviews of the train crew, the train dispatch and any other pertinent person that we identified as having information that helps us with our investigation. Can you describe the damage to the two cars . There does than the appear to be a lot of damage to the back of the car that was there. The front of the car was coming in. And then i have a followup. We did have preliminary inspection or examination of the two vehicles, there is some damage, inside, there is some buckling of the floor but where the cars are situated right now, it does ant how for complete inspection to get underneath the cars. So we did a preliminary examination and there is some damage, once we get cars moved to the shop where we can look underneath them we will do a thorough examination and document any other damage that we can identify. I know you cant speculate but it appears not only here but in new york several train accidents in the last couple of years all appear to be caused by speed. What would you say to train engineers out there who may be listening, about your concern about speed on the rails which appear to be the cause of many of these crashes. Well, we are focusing right now on this investigation. Right now were collecting all of the evidence, we can make sure we dont lose any perishable evidence right now. Speed would be speculating. I cannot say whether that was a factor right now or not once we get back to our d. C. , headquarters, we do do a full system comparison to see if we can identified trends and like i said right now i want to say speed was aid factor, i just cant say that right now. Reporter the car that was struck was that out of place, should it have been there. Right now were still collecting record. It was stationed there, parked there, no occupants and no train operator but it is not unusual for a septa to have trains ready to go, for recovery. Different locations along the rail. Right now we have not identified an issue witt but we are looking into what the practices are and as far as leaving an unoccupied train. It is too early to tell, if that played a part in it right now. We have a question right back here and ill get back to you. On that train control, would it prevent any extra damage . Was there i any indication of how that functioned. Norristown line does have signals and right now our signal investigators just arrived and he will be looking into that. He will be looking into the complete functioning of the signal system, all atp, protection it provides and whether it was functioning properly and whether it was being maintained properly and any other issue that he can find. Yes. How oldies the operator. The operator was released from the hospital this morning and or operations and Human Performance investigators arrived around noon time. They have scheduled, have requested the train operator to come to us tomorrow, along with the operator of the train on the adjacent track and along some of the supervisors involved as well you are listening to the ntsb giving their first comments on the septa train crash from this morning as you heard, 33 people injured, that includes 32 passengers and train operator. It will take them nine to 12 months to sort through all this so certainly right at the beginning. We will stay on top of it for you.
