John kerry returns to washington after talks aimed at freezing progress in exchange for easing. Some economic sanctions stalled at a News Conference in abu dabby. They carried disputes that it was the french that delayed the deal and saying no, it was the iranians who stood in the way of an agreement. There was unity. Talks in geneva talled over disputes over language that could have given iran a right to enrich over the process in andres to parliament. The president called uranium enrichment a red line that cannot be crossed. This morning iran did sign an agreement that allows International Atomic Energy Agency officials to visit two Nuclear Sites at the center of the negotiations. The iraq heavy water plant, a reactor which has been at least for a year away from being completed in a uranium mine in the south of the country. The other element of the story is just how poor relations have been between the Obama Administration and netanyahu. Before heading to talks, kerry and netanyahu had a tense meeting and in an interview with the israeli and palestinian tv stations, kerry issued a stunning review of the when it comes to his stances on the mideast peace talks. The alternative to getting back to the talks is the potential of chaos. Does israel want a third . We do not resolve the issues between palestinians and israelis. If we do not find a way to find peace. There will be an increasing isolation in israel. There will be an increasing campaign of delegitimization of israel taking place on an international basis. Its not just one in your comprehensive run down. One thing you missed that is important is that the u. S. By reaching out to iran is not just alienating israel, but alienating arab states. Particularly saudi arabia. If you look at u. S. Foreign policy, you have the u. S. Reaching out and making pretty close to at least proceeding on a deal with iran. On the downside of that, you have strained relations with israel and saudi arabia and poor relations with egypt. More of the traditional allies. There was a lot riding on this deal. You didnt bring up jordan. There has been highly skeptical of some of these things too. The perception seems to be among some of the u. S. And mideast allies. The Obama Administration seems to be in a hurry. Is that the fairway of looking at it. That is the impression. Not just that its in a hurry, it is fundamentally wrong. It never got involved in syria. It watched and decided not to act when al assads regime used weapons. If anything rewarding by agreeing to this Monitoring System for the elimination of some chemical weapons which are very difficult to verify. Lets talk about the backlog. This was a crisis point months ago. Would you characterize it as that . Progress has been made, chuck, as you described, but there is a lot of progress still to be made. That 400,000 is nearly 60 of the total number of claims. We are talking about a majority of claims still backlogged and delayed. Its not just a matter of resources. Its also the system itself that continues to be broken. For example, the department of defense and the Veterans Administration continue to have medical records that are essentially noninteroperable. Let me stop you there. This is one of the mindboggling you cant believe we all make jokes about government bureaucracy and one agency doesnt seem to be able to talk to another. How is it the pentagon cant talk to the va on computer. These records have to be seamlessly interoperable. They have different systems. The department of defense in my view bears a large share of the blame, not the Veterans Administration for resisting the move to a single system. If you look at it more broadly, this it issue is that is governmentwide in terms of the cost of procurement and the delays in instituting it. Then using technology and it is a problem governmentwide. We are seeing it in the Affordable Care act. In the defendant of investigation and the va, these two separate systems are preventing the claims from being processed seamlessly. To put it in terms of an individual, somebody who leaves active duty and then goes to a va hospital has to develop an entirely new record or bring that record and the records have to be made completely seamless. So for example post Traumatic Stress that affects a large number is treated effectively. This is incumbent upon the member of the military or as they leave the veterans themselves to do this. This is not incumbent upon the pentagon . They are moving in the right direction, but still instances with my office that deals with them all the time, backlogged claims and other glitches in the system that result from the failure of this system to be interoperable. Four years beyond the deadline set will make a big difference by providing more opportunities for Mental Health treatment. The country is not ready for the tens of thousands of military. Quickly, should the va ever have been split off from the pentagon . That was in hindsight a mistake . I think the va can serve a very, very profound important purpose as advocating for the veterans. They need that advocate. I think its an agency that can perform better and is making a lot of progress and has a roll to play as a separate institution. All right, senator. Right now this seems to be the epicenter of destruction placed under a state of emergency. The death toll may hit 10,000 in that city alone. The World Health Organization estimates 4. 5 Million People have been impacted and the un said it may be twice that. This was the local market place. Wooden shops and houses now just a piled of tangled timber. Nothing stood a chance. Just 100 meters from the sea. It looks more like a boat yard. This fishing boat was out to sea and flung inshore by the strength of the storm surge. Across the philippines, there dead bodies scattered and buried under structures and no power. Food and water are in short supply. Grocery stores and shops have been loot and eight trucks being attacked. Police have been deployed to maintain order. Locals say they cant do it on their own. Even the day after the storm, we were retrieving bodies and clearing roads. The problem is 90 to 95 are casualties. The storm was downgraded and made landfall in vietnam early this morning. About 600,000 have been evacuated from the coast and there was no significant damage there when it hit. In the philippines, its a much more dire situation.
