MSNBCW All In With Chris Hayes June 5, 2020

Our coverage covers the country. Today 10,000 people gathered in brooklyn for a memorial for george floyd, led by his brother terrence, before then marching across the Brooklyn Bridge into manhattan. In washington, d. C. , protesters nield at the Martin Luther king jr. Memorial while a loudspeaker called the names of those who have died in police custody. Massive crowds march through the streets of houston, texas today. George floyds hometown. Protesters in pittsburgh gathered outside of the county jail there. And in los angeles, thousands of protesters were in the streets as the curfew was finally lifted today. Today in minneapolis, during the Family Memorial Service for george floyd, people outside of that service, out on the streets joined family inside. Reverend al sharpton asked them to stand for 88 the amount of time police were kneeling on his neck. Starting off in los angeles is g gadi schwartz. Were going to gadi right now. Gadi, where are you . And whats the situation . Take look behind me. This is a pretty large crowd here. This is in front of the iconic lapd or the Los Angeles City hall. You can see lapd is down there below. They are guarding city hall. But they are much more at ease than they were yesterday. They dont have their riot helmets on, as we saw yesterday. They do have officers posted up on basically every Street Corner around here. There are probably more officers in this vicinity than there are protesters, even though this crowd is extremely large, its still not as big as yesterday. The curfew here in los angeles has been lifted. But the protesters here are demanding more and more from lapd, even though what happened happened in minneapolis. They say they need localized reform here. You were just talking what happened in buffalo. The speakers here have been speaking for many time, sharing their stories of Police Brutality. Locally they say they have also experienced overaggressiveness from police. Many of them are starting to share videos. Weve seen them on social media. The mayor here in los angeles promising oversight. They are looking to appointing a special prosecutor. Theyre also looking at defunding or slashing the budget for lapd by 150 to 200 million. But the protesters here say there is still a lot of work to be done. This is a pandemic. There were going to be cuts anyway. They want to see the money invested back into cities of color, which the city says they are planning to do. And they also say they want accountability at the lapd headquarters, still a lot of work to be done in terms of trying to repair some of the community allegations between protesters, between communities of color and between police. Lawrence . Gadi schwartz reporting from los angeles. Thank you, gadly, for that report. We really appreciate it. Were now going across the country to new york citys chris jansing. Chris, where are you . And what is the situation in new york city tonight . In new york city, widespread arrests across at least three bureaus, including here in manhattan. Let me show you where i am, lawrence. This is the iconic hotel, across the street is central park. Maybe about 90 minutes ago, it was chaotic here. There were hundreds of protesters who had still been marching. We saw in at least two minutes 60 police cars flying across park avenue, sirens blaring, going past some of the most expensive real estate in new york city, some of the toniest apartments. And coming here essentially and circling those protesters. Many of them were about to scatter. Some of them look like into central park. But there also were a number of arrests here, something we saw over and over and over again, making good on a promise by the mayor who said enough is enough. Police were going to enforce the 8 00 curfew. It was such a dramatic contrast to what we had seen all during the day with protests that were very quiet, very somber. We were at one at gracie mansion, where there was a half hour of silence honoring george floyd. Before they took to the streets, i talked to one person, Skylar Foster was she willing to be arrested, and she said yes. Heres what else she told me. Will you march past curfew . Absolutely. Tell me about that decision, because obviously there is a lot of toward de blasio, toward como. Tell me whats behind that. I think that there are certain rules that have been bent and broken on the law side to keep people of color oppressed. And staying out past curfew is something im willing to risk. For what they say are two intense actions by police. He says it has to be done to keep the streets safe. One good piece of news here is that the looting that we saw earlier in the week that was so widespread, that has virtually gone away. That doesnt mean it hasnt been expensive. Not just for the stores that were broken into, but so many that have built protective barriers around them. Look at the apple store. One of the places that a lot of people come to. Its not just place to buy phones. Its become a tourist attraction for its design. But that big wellknown glass cube has now been surround bade huge wooden wall that has been painted white. So thats the story on the streets of manhattan, lawrence. Very quiet. But across the bronx, brooklyn, and here in manhattan, tremendous Police Activity tonight. Chris jansing in new york city, thank you for that report, chris. We appreciate it. Were now going to that breaking story in buffalo, new york tonight. Were going to show you some very disturbing video from buffalo that has gone viral tonight. This video is from public radio in buffalo. And you will see Buffalo Police, two Police Officers knock a 75yearold man to the ground and the back of his head immediately begins to bleed. We have confirmed the man is now in stable condition. But i must warn you before you watch this video that it is very disturbing. Were going to show you about 18 seconds of that video. And here is that video. Move hes bleeding. Hes bleeding out of his ear. Get a medic. The mayor of buffalo tweeted tonight two buffalo Police Officers knocked down a 75 this not a tweet. This is actually an official statement by the mayor. A 75yearold man. The victim is in stable but serious condition at emc. I was deeply disturbed by the video, as was Buffalo Police commissioner brian lock ward. He directed an immediate investigation into the matter, and the two officers have been suspended without. After days of peaceful protest and several meetings between myself and Police Leadership and members of the community, tonights event is disheartening. I hope to continue to build on the progress we have achieved as we Work Together to address Racial Injustice and inequity in the city of buffalo. My thoughts are with the victim tonight. Joining us now by phone is erie county executive mark pollan cars who has seen this video and tweeted his objection to it immediately tonight. What else can you tell us about the situation . Youve confirmed that the officers have been suspended an the victim is in stable condition, is that correct . Lawrence, good evening. And i wish it was a good evening. Weve all seen the videos, and there is a second video in which you can see the gentlemans head snap back and hit the street. He is in serious but stable condition. It is our level 1 trauma center. He is receiving the best care possible. While its early, ive been advised by the representatived from erie county medical corporation that he is expected to recover. The videos are disturbing. This is a 75yearold gentleman. He is not a risk to the police. While this occurred after their curfew had been implemented in the city of buffalo, which started at 8 00, and this was approximately 8 30 when it occurred, this is not appropriate. I think we all agree that the actions that need to be taken are those officers need to be held responsible. And this was also seen in the video. One officer tried to come back and actually provide assistance, and he was pushed away by another officer. Eventually, a medic from the new York State Police came and offered assistance. Were all disgusted. Were disappointed. I was in that square earlier today talking about how we need to allow peaceful protest. Its guaranteed by the first amendment. But this is not anything that any of us wanted to see, and those officers need to be held responsible. Clearly, the man did not feel fear in approaching Buffalo Police. He had no expectation of Something Like that happening to him. It definitely appear likes that from the video. Most of the protests weve had have been peaceful. There were two in the city tonight. Most of the protesters left before 8 00. While there have been some arrests the last few day, they have generally been in situations where its much more aggressive between a protester and a Police Officer. There is no question from watching the video that this gentleman was not posing a risk to the Police Officers. And just a perfect example no matter who we are, we have to be careful of the actions that we take, and these Police Officers are not following what appears to be Standard Police protocol. And as a result, there is a 75yearold gentleman who is in our hospital tonight in serious but stable condition. He is expected to recover, and that is good news. We have been seeing videos like this from all over the country, Different Police departments, new york city and others. And some of these have thousands of officers in the street. Some have several hundred. And then we find one, two, how many who engage in this. Do you know of any specific instructions given to the Buffalo Police to be aware of this problem . That any kind of move like this week is especially sensitive. Were they given any extra instruction about that . My understanding is yes because there have been numerous events since, the murder of george floyd in minneapolis, the protests that have occurred in our community. An incident which happened two nights ago in which an individual appears to have definitely driven into a police line and seriously injured three officers, one of which who was run over by a vehicle. And has a shattered pelvis. So the officers are on guard, theyre aware that the protests are going to continue. The message sent out is we want everyone to peacefully protest. A curfew was in place, effective as of 8 00 p. M. , as instituted by the city of buffalo. We previously had a countywide curfew. I lifted that a couple of days ago because we did not fear or have any reason to believe that there would be violent incidents. So i lifted the countywide curfew. But there still is one in the city of buffalo. But even though it was postcurfew, police still have to act appropriately to ensure that an incident like this doesnt occur. Im offering my best wishes and hopes for the full recovery of this gentleman. I think everyone in western new york is. Were all disgusted by what we saw. And those officers need to be held responsible regardless of the commands given to them, which my understanding was to clear the square, but to do it in a manner in which no one is injured. Mark pollancars, thank you for joining us on the phone. Youre welcome. Now to our discussion that paul butler is joining us, a former federal prosecutor. Mark class acti marq claxton is with us, the director of to black Law Enforcement alliance. And marq, because were coming off a video of a Police Tactic there that we just saw where these two officers knock a man to the ground, his head immediately begins to bleed, i want to get your reaction as someone who has been there, someone who has been on the street in situations like this. Someone approaches you, starts to talk, how does it become this . How does it turn into were knocking him to the ground . What you just witnessed to what the video shows is what many refer to as a toxic Police Culture. You start with the unified Police Presence marching in unison. Thats the us, marching towards some protesters. Obviously Peaceful Protesters. Thats the them. An interaction occurs where a Police Officer uses an excessive amount of force, violating the use of force continuum, which basically says you want to meet equal force with equal force. The use of force continuing, shoving an individual down, and then a sense of humanity kicked in automatically from that Police Officer. He begins to reach down and offer assistance, consistent with the public doctorate, obligation to provide support. And who stops him . A supervisor. That gold shield from that individual who pulled that Police Officer away indicates that thats a supervisor. Thats the toxic Police Culture that has been demonstrated here. And the same type of toxic Police Culture that creates and establishes all sorts of problems for us across the nation, whether it be from simple assaults and abuses of authority to killings on the street. And its something that needs to be addressed. Paul butler, Governor Cuomo saw that video. He is a former state attorney general in new york state. He immediately calls the mayor of buffalo to say these guys should be suspended immediately. When you look at this video as a former prosecutor, what do you see . Suspension is the first step. The next step is criminal prosecution for assault. Lawrence, this week weve seen some incredible acts of grace and patience and forbearance from Police Officer, and weve also seen acts like this. Its like the police just sometimes cant help themselves, even when theyre policing protests about Police Brutality, they go all brutal. Is that warrior mentality that marq was talking about with cops on one side and citizens on the other side. What i can say is thank god for the video, because the Police Report was a lie. The Police Report said that this man tripped and fell, just like the Police Report in the george floyd said initially that he resisted arrest. So thank god for the video. You just have to wonder how often things like this happen that arent recorded. Marq claxton, in the age of video, no one proves the case against police better than police. We have been harvesting videos like this from all over the country. Sometimes they come in during our programs. And because we cant verify everything about them, we cant put them right on the air. So it takes a while before we see them. But people are seeing them on the internet. Theyre seeing them on twitter immediately. They saw someone being beaten last night in new york city. And this is the police on video convicting the police of Police Brutality in the moment when the country is wondering how much of this is going on. And thats why its important for those people who oppose any type of reform or modification of the Current Police climate, the enforcement models that are out there, et cetera, how could they remain in denial . And the reason they remain in denial because its not a matter of them not being aware of the dangers that are clear and present, and are impacting in large part black and brown communities. Its because the refusal. They refuse to address the inequities. They refuse to address the toxic Police Culture. They act as if its necessary for this type of behavior to occur for us to have civilized society. And we should never accept it. These are the types of incidents that move us closer and closer to a comprehensive reform. Marq claxton and paul butler, thank you for joining us tonight. We really appreciate it. And when we come back, the military is coming. For donald trump. Yach miami beach che alcindor joins us next. 9. 95 . Thats impossible.
