This is a special edition of Andrea Mitchell reports here in washington, where military and government officials are scam bling to try to make President Trumps vision of a 4th of july military spectacle a reality. The elaborate event is proving to be a logistical nightmare. According to the Washington Post, the park service is diverting nearly 2. 5 million fees for the parade. That is only a fraction of the cost that the cost will face. By comparison, former Park Service Deputy director tells the post the entire 4th of July Celebration on the mall typically costs the agency only about 2 million. Theyre slamming the president for turning the nonpartisan public celebration sbroo a president ial speech for which the Republican National committee was the only group given vip tickets. President trump tweeting today it will be the show of a lifetime. Joining me now is washington, d. C. Mayor Muriel Bowser and eleanor. Welcome to both of you. Mad am mayor, first of all, what is the logistical chal ek or the district . Well for us and the congresswoman and i both are proud to be the seat of the federal government and the 700,000 wag that support federal events each other all year long. And we also celebrate the nations 4th of July Celebration. So for us, changes to the way the events have traditionally happened mean our police force has to change. We have to communicate to the thousands of people who come down to the National Mall each and every year how to be safe. Those are the basic logistics. We have the added element of the air show and its impacts on air travel to washington that we had the park service confirm earlier in the week. So those are a number of the things that were worried about. Its going to be a hot day. We could have some tough weather. And so the message that were sending everyone is to plan ahead and be safe. And one of the things that the president tweeted today was the cost of our great salute to america tomorrow will be very little compared to what it is worth. We own the planes, we have the pilots, the airport is right next door, all we need is the fuel. We own the tanks. Fireworks are donated by two of the greats. Nice, exclamation point. Your comment . Well, we dont think that the park service we have a lot of needs for the park service right here in washington, d. C. , federal land, and the land adjacent to our neighborhood. So we want the federal government to focus on making sure that those parks are great for people, that their fountains work. They not all do. That their hours support what people want. So there are a lot of costs. I know that that number just came out. We dont know what our total local costs will be. If we have Extraordinary Police costs, for example, we will seek that reimbursement from the federal government. If there are demonstrations and protests that sprout up around these activities, those are Additional Police costs as well. So we dont know what our total costs are yet. And congresswoman, the pentagon officials have also been asked to participate to be there on the mall on the stage in front of the Lincoln Memorial for what is the first president ial address on july 4th i believe since harry true man during war time. What about that . A lot of the vice chairs are coming, the abing defense secretary, mark esper. What about concerns among some of the military that this is politicizing and politicizing the military, which is not supposed to be politicized . Indeed. We started with politicizing the entire event. Now were going to worry going to be vounlded by military officials and all that you might expect maybe at a military event. The president first tried veterans day and got chased away pr that by his own pentagon who indicated how much it would cost to repair the citys streets after these tanks roll down them. Now he is on the mall. There are only two real events in our country which have never been politicized. One is veterans day. He couldnt politicize that so here we comes for july 4th. Theres a neighborhood parade and ill be there just walking down the streets. There will be no signs saying vote for me. He wont have a sign saying anything either. But the president has announced that hes running for office. He has got to be scoop lis as to how he handles himself, particularly at events that are not Campaign Events. He has converted this into a Campaign Event for all purposes. Already i am calling upon the interior proposal yarts to make sure that the district gets paid. He said we own the planes, et cetera. He didnt mention security costs. Imagine what the costs will be for a president to be on the mall. Leave aside the other security costs with people on the mall. Insert into that the president and dozens of other type level Public Officials and you can see the costs to the federal government will be immense. And of course the city will be providing with its own police some additional security. Mad am mayor, the congresswoman has already posted that the city has not been repaid 7. 3 million of the costs from the trump inaugural. Right. And thats unusual. Sometimes in years past if the inauguration costs go over the budget, and the president s budget always has the cost pretty low and weve always been reimbursed for any of the cost. We know that they raised some 40 million or more 100 million for inauguration costs. So we will continue to work with the congress. We will continue to seek the reimbursement and our request to the federal government and expect that it will be worked out. What about traffic . Having been down on the mall for past july 4ths, my favorite holiday, its very difficult to get everybody moved out, whatever metro does. Were asking people not to drive, to use the metro. And metro does a very good job of getting thousands of people out very quickly. The other thing thats different about this event, andrea, is that theres a second location and theres also a second location for fireworks. So were asking people to expect more street closures. But i also agree with the congresswomans sentiment that this has been a nonpartisan fun family event where people come from all walks of life and all points of this region in the world to celebrate the fireworks. So we hope that the president will stick to that and not turn it into that, and we hope, too, that we never see the spec accountle of our military force being on display as a show of force to our own women. At this hour a jury in california the deliberating on the sentencing for decorated Eddie Gallagher who was found guilty of one count of wrongfully posing for photos. He had been accused of killing an iraqi prisoners during his deployment in 2017. In a dramatic turn, though, a fellow seal medic confessed under immunity that it was he, not gallagher, that killed the iraqi fighter. Gallaghers legal team is claiming victory. The navy chief and his wife spoke right after the verdict was handed down. Im happy and thankful. Thank god for my legal team and my wife. I feel like were finally vindicated after being terrorized. Steve part sob has been following the story. Thanks so much for joining us from san diego. Sentencing today. What do we expect . Well, andrea, you probably know better than most that a military trial moves different than a civil trial. The jury moved right into deliberations for sentencing almost immediately after the verdict was read last night. So theyve already been dealing and listening to witnesses, four defense witnesses were called last night. Theyre going to roll right into deliberations this morning. Theyre in there right now with the defense team as we speak deliberating over sentencing for that one charge. I want to say this and weve said it many times before, gallagher acquitted of six of the seven charges that he was facing, obviously murder, attempted murder, sbim intimidation of witnesses. Hes bns cleared of all of that. But the one charge is serious to the gallagher family. Were talking about posing for the unaugt rised photo. That is a serious misconduct charge. It could carry not a sentence of being discharged but some serious penalties and a reduction of rank. So youre looking at not only the rank reduction, but pension often bits, retirement benefits, health benefits. Salary. All of that is at risk with the jury as we speak. That would be a huge blow obviously to the gallagher family. The maximum penalty could be four months. But obviously looking at the time that hes already served in pretrial holding, thats likely not to happen. It is likely he will walk out of here with his family. But again, those benefits and that rank is up for discussion as we speak, as this trial moves along. Obviously, speaking to the defense as they were making their way in, theyre extremely confident after last night. Everybody on his defense team seems to take a posturing that were confident about whats going to happen today as they move forward. The gallaghers as well, thanking President Trump for the tweet this morning as they made their way into the courtroom. Back to you. No surprise, candidates are flocking to iowa for Independence Day campaigning, including former Vice President joe biden, senator Kamala Harris, snar bernie sanders, who will attending five parades. Meanwhile a new poll shows joe biden still leading the pack of democrats, followed by senator sanders, warren and harris. Other postdebate polls show biden dropping further. Joining me is charlie msnbc contributor ruth marcus, washington editorial page editor. Columnist and msnbc contributor, nbc news correspondent, and eugene robbins, and charlie, im going to go to you first while i clear my throat. Charlie . This is jean robinson. Quick question. These new numbers out of iowa, particularly theres an iowa poll today that seems to show seem to show senator harris moving up, senator biden off a bit. What do you make of whats happening . Well, it is interesting that theres a little bit of con dra diktry information coming. Its a very fluid situation. Theres no question about it. But i do think were starting to see that this race is basically coming down to the big four. Its coming down to biden, bernie, harris and warren, with mayor pete out there as a possible wild card here. What we dont know is, is really how serious the damage to joe biden has been, whether he can recover from it. This is the problem with being a frontrunner. The target is on your back. Those numbers always seemed a little bit inflated, a little bit soft. But i have to say that if youre joe biden, you have to be a little bit reassured by the Washington Post poll showing that he has 50 of the vote if you add together first and second choices. Thats got to be a little bit reassuring to him. And heidi, when you look at these other polls, the polls are all over the lot. But the fact is that he is still being viewed with some nervousness by a lot of democrats because of the way he performed on that debate stage. It was a shaky performance. And lets say that it probably cannot be repeated without there being a more lasting damage. That said, weve all been through several campaigns, several debate seasons where weve seen poll numbers swing very wildly. And if you dig into underneath these topline numbers, you do see some promising signs for biden in that dem graphically he still has very solid support among Older Americans because those are the people who vote, and he also has still the majority africanamerican support. These are the critical determinants in any primary. However, if he repeats that performance and he has this time elizabeth warren, you know, with other issues if shes on the same stage. Yeah, the bankruptcy reform, i think the damage will be more lasting. Hes just posted 21. 5 million, which is a respectable number. Ruth, at the same time, Kamala Harris moving up in these polls. I mean, this was a break through moment for her. She was unclear on the medicare question, even though it was a repeated question that had been given the first night as lefter holt in moderating the debate precisely said. So she has to prove herself being a Long Distance runner. She has to prove herself, but i think heidi is right, the former Vice President needs to prove himself even in this short distance. Senator harris did have this bobble with the answer on the health care. It was a particularly surprising bobble given that she had bobbled that same question before. That said, she did herself more good than pretty much any debate participant that i can recall, and inflicted some damage on senator biden. You know, hes holding in the polls, but theres a lot of pressure on him for later this month. And i think how that how the computer shuffles the contestants this time around is going to be more important than ever, because you identified some really interesting areas of difference between him and senator warren. And so she could potentially prosecute, to use that word, the case can against him in the same way senator harris did. I want to ask you, you wrote a column yesterday pointing out that this is a democratic primary, and for all those who think that there needs to be a more centrist candidate and bemoaning the fact that the party is moving to the left and more progressive issues on medicare and immigrant rights in terms of health care came out of that debate, that democrats need to be energized and as much as republicans and well, democrats want never trumpers to come to them, but they also have to worry about never democrats. Exactly. Im paraphrasing your column. This is a democratic primary process. So yes, they sound like democrats and they sound like shocking. Its shocking, i know. But theyre going to enunciate the principles the party has stood for for a long time Like Universal Health care. Thats not new that democrats want that. Theres a shift and a discussion about how you get there, what do you call it. Do you call it medicare for all . But the basic goal has been there for a long time and its still there and its like that on other issues like gun control and other things. And a lot of the never trumper republicans, many of whom are my friends, i was just reminding that the democratic candidate is not going to sound like a never trump republican. Its going to sound like a democrat. Thats a fair and important point, but doesnt it make you a little bit nervous when you have all of the candidates on the stage in the second debate raising their hand when theyre asked a question about paying for health care for undocumented migrants as part of medicare for all . That just seems like to me like a general election gift. Completely ending private health insurance. Even in the democrat primary they dont pole high. That was for illegal immigrants. That was a deer in the headlights question. It was. One of those deer might be the nominee. Well, those deer are going to have some explaining to d
