Is. These are images. This is the latest image that the Atlanta Police has released of the suspected shooter. Heres more. This appears to be him holding a gun. They warned the public, he is Armed And Dangerous. Joining me right now is catie beck, who is live for us in atlanta. Its good to have you here. Im sorry, we dont yet have catie beck. Lets go back to our panel. Terrorism analyst, and retired atf agent in charge, jim kavanaugh. National security analyst and special agent clint watts, and Nbc News National Security analyst frank figliuzzi, and frank worked with the fbi in atlanta. Im going to begin with you again, and lets talk about this carjacking that the police are looking at. It happened in the blocks surrounding this Medical Center in midtown manhattan. The carjacking happened on 14th street and william street. It was not long after the shooting. The vehicle has since been recovered. But its unclear to police at this moment, at least from what they are telling us, whether connected to the shooting in any way. Im sorry, the vehicle has not been recovered. It has not been recovered. Theyre working to locate it. That seems like a pretty strong lead, frank. With the important caveat, as you said, that we dont know if this is connected. Lets assume for a moment that it is, and its in close enough proximity to think it might be, thats a huge lead because obviously now weve got something to look for thats bigger than a human being. Its a car. And so if we can find that car, and boy you can use Aviation Resources for that. You can put the helicopters up and the planes up on that, and start looking for the vehicle, and boy, if its a modern vehicle, and they will be interviewing the owner of the car and saying, look, do you have on star, do you have geo location in there. Lets see what we can do to locate the car. Did you leave a phone in the car that the suspect doesnt know about, but we could do find your Phone Function and maybe find him. All of that is awesome lead material for detectives and officers as they work the case. We have a 911 call were working to load it to our system and play it for you. Its quite extensive but i can read you what it says. This came in at a few hours ago, a person shot, officers advised the 11th floor advice, its room 35. The laureate medical group, 23yearold female advised the front door is barricaded, cross street of 13th street, west peach tree, and 13th. Be advised female is shot, she is seriously bleeding. Shot in the side and the back. We have one female down in the stairwell, black elderly female, Gunshot Wound to the left arm. The suspects description is mentioned. They say its Deion Patterson, the suspects name is Deion Patterson and the suspect at this point for the 911 call had not left the building. They were expecting quite a number of patients tharks got four of them or five of them. One was deceased. Three patients in Critical Condition and one is in stable condition. Four currently injured. One deceased. Joining me now from atlanta is nbc news correspondent catie beck. Whats it like down there . Reporter the intensity at the scene has decreased as they lifted that shelter in place order saying they no longer have information that the suspect is in the area. As you can see where the scene was quite active earlier, there are personnel and s. W. A. T personnel down there just beyond where those vehicles are is actually the cross street where that carjacking supposedly happened. And that carjacking, the street that it supposedly happened on that intersection is the road that connects to i85, which is a major highway. So this is all very the proximity of where that carjacking occurred is very close to where the scene is and very close to the highway. As i said, we are not hearing the choppers in the sky. We are not seeing sort of vehicles rushing around. We are not seeing people with weapons drawn, sort of the intensity that we felt here on the ground for about two hours today. It seems that police have focused their energies elsewhere, and it seems that this scene here at least in midtown has calmed down. There is some flow of traffic. Earlier today this whole area was just eerily still, you know, this is midtown atlanta, many condos, many companies, middle of the day, probably the busiest time of the day in midtown atlanta, and everything here was on hold as the search was ongoing. As i said now, it seems that the temperature has come down at least here in this area for now. And police are putting out that information and trying to get as many tips and leads as they can from it. In terms of this scene, though, certainly not as intense as it was two hours ago. They know the suspects name. They do know his age, 23yearold Deion Patterson. This is a much clearer image of his face. They are telling the public again to be careful, that he is armed, he is considered dangerous, do not approach, call 911 instead. We havent heard directly from the Atlanta Police department. Are you getting any indication that theyre preparing to hold a News Conference . Reporter at this point, no, they are very clear that they are overwhelmed with Media Inquiries and basically all Hands On Deck trying to find this individual and for us to sort of be patient and cautious and careful with the information we report because theres a lot of Misinformation Being reported. Theres so many people who were affected by this and who are in the Downtown Midtown area that have been posting to twitter and social media and sort of giving their take on what is happening. I think the police at this point are focused on one thing, and that is finding this suspect. So i do expect at some point theyre going to have to give an indication of what is next because there are certainly a lot of people wondering can i go home, is it safe. They did as i said lift the shelter in place order, but i think as for now, the information coming out has been mainly through paper release and text and twitter. We have not yet had a Press Conference, and i dont have any indication there will be one more soon. I was speaking with the Atlanta Police department earlier, about 30 minutes ago, and they said the mother was not among those deceased. I followed up with a question on whether she is currently cooperating with the police. I havent gotten a word back on that. Have you heard anything about her . No, and actually we have been talking to people on the street that were in or around that medical building and a lot of people, you know, they obviously knew that there was something going on. They heard gunshots, they were, you know, in the area. But no, we have no indication anymore on the mom at this point. And no gunshots after the start of this incident. They heard a cluster of them, but then not again. Jim, i want to bring you in and just jump off of what catie is saying about where she is and the level of intensity of the police presence, how it seems to have or started to dissipate. Shes not hearing the choppers overhead any longer. Does that indicate to you that theyre done searching that building, and they believe hes left . I think they got the video of him, i dont know for sure of course but im going by experience, and what i would have done as an onscene commander, i would have went right for the video. Once s. W. A. T couldnt locate him in there. Got the video security, and Hospital Security and see where he went, and i think they got him i think one of those pictures hes probably going out the door on the sidewalk, and thats why theyre so sure in releasing his identity and telling the public that hes Armed And Dangerous because they know he left the building. And of course they know his identity, so thats what tamped down everything right there. Now, the strongest lead that we know about. And we may have other leads is the nearby carjacking, close in proximity, to blocks in time to the killing. Thats a big lead, goes to cobb county, and any of us who know that area. These counties that somewhat encompass atlanta, theyre large. I mean, cobb county is 3 4 of a million people. These arent small rural counties. So he might have gone into cobb county. Well, cobb county p. D. And all the Police Forces there got to be on alert for this. We dont know if thats him or not. But its a lead that has to be worked like it is him. This happened not in russia rush hour. You can get stuck easily on the streets of atlanta and the highways surrounding it. I want to ask about just the about of cc tv that is in that city, and, frank, ill bring you back. I know you were an fbi agent down there, and im not sure how long ago that was. Do you have any idea about how connected, how monitored this city is and whether police might be able to follow that car to see whe headed . Well, things have certainly changed in terms of Technology Since my early days in atlanta, but absolutely, in any major city in america, and particularly like atlanta, you can rest assured that the corporate facilities there, certainly the Hospital Facility there are going to have relatively sophisticated Video Coverage for their own Security Reasons that the police can tap into, and in many cities, theres an agreement that the Police Officials actually can get a feed of that for Law Enforcement purposes. Thats an evolving thing. Can i speak directly to that neighborhood and that Police Precinct and whether that exists there, i cant, but its become very common now for an actual feed to occur. Atlanta has been home to many Major Special events, going back to the olympics, they held the Democratic NationalConvention Way back. All of that gets to the level of rehearsal. We have rehearsed this before. Im going to say that its there. And i agree with jim, theres likely multiple videos of this guy just headed out. And now if this carjacking is linked to him again, possibly even through video, boy, theyre on their way, and thats why the helicopters have moved out of the midtown area and perhaps somewhere else. And jim, we want to be careful with motive here. We dont know the motive. There were reports that this was a Mental Health check that the family was worried about him and taking him to this Medical Center to get a Mental Health check. I spoke again to the Police Department. They said they had heard that as well. That was the talk within the office in the aftermath of the shooting, in the medical office but they were not yet ready to confirm that. I also asked if it appeared anybody who was shot was targeted by this shooter, and they said, no, it does not appear that way. And when you look at the 911 call and you see we have one female down in the stairwell, it appears that maybe as he was fleeing he potentially fired his gun just again. And looking at Mental Health, how do you assess a suspect . How do you gauge a suspect whos on the loose who might be dealing with Mental Health issues . What we would do in a situation like this, and im sure frank has done it as well, we would go right to the doctor thats treating him, the psychiatrist or psychologist and wed say, okay, you know, theres public lives at stake, tell us about your patient, and you know, they have exceptions where they can clue Law Enforcement in when lives are at stake, and they can say, listen, this is what he is, this is what hes made of, this is his evaluation, this is whats going on, and that can really aid you and aid the negotiators if they have to negotiate with him in the hours ahead or the days ahead, so you get a better picture of him as well. I agree with you, you made a perfect assessment of this motive. We dont know. We dont know we know he brought a gun with him. Obviously we know he had a gun in the medical facility. Does he always carry a gun . These days a lot of people always carry a gun. You dont need a permit. Many states have gone to constitutional carry. So you can just carry a gun if youre not a prohibited person, and so was he just carrying a gun and became angry, and then decided to shoot everyone . Or did he bring the gun to the facility for the purpose of shooting people there. We dont have the answer to that question. Yeah. He does have the backpack, i dont know, does he always go with a backpack. Thats a question we could ask his mother. Is that backpack full of ammunition magazines, which, you know, would be nice to know. We dont know that. If that was the case, then maybe he went there with more intent, and it wasnt just he got mad when the doctor told him Something Like hes going to be committed or something. So youve assessed that right. That at this point is the motive. We also want to know motive. Commanders always want to know motive because it can help you capture someone. Right now, the trick is, if hes loose in atlanta generally, where would he go . Where has he gone in the past, where does he frequent . Does he go to ymcas, does he go to community centers, does he hang out in parks, certain restaurant types. Does he like to eat certain food in general, and then especially in cobb county, does he go, you know, building on the lead of the carjacking, which is a hot lead. If youre the on scene commander, this would be a hot lead. I would have a lot of people on that. I wouldnt exclusively say its the guy. I wouldnt stop doing my work around Central Atlanta and near his home. I would put a lot of investigators and tactical support over into cobb county, and so would frank and so would the chiefs doing that, and theyre looking for the car. And every State Trooper and every officer out there has got bolo on that car. Define bolo, and laymen might not know what a bolo is. Its a be on the lookout. Thats cop talk for be on the lookout. Those are all over. Every officer has got that. Everybody on duty has got that in radio cars, and we got one advantage here going is daylight. Its going to be daylight until about 8 00. So its a little better. When nightfalls, its a little tougher. He can scope around a little more. He might dump the car. He might be headed south. He could be going to florida. We dont know where the heck hes going, and he knows he killed, and hes already gone into flight mode. Hes already killed and hes fleeing. So we would think that that may continue, his flight may continue. We just dont know how far. At least five shot, one deceased, three in Critical Condition. On gun laws in georgia, you know, we see that he clearly brought a gun with him, the suspected shooter. Theres no Waiting Period to buy a gun, no concealed and carry permit, no Background Checks, no extreme risk law. As you said, it appears he could just get a gun and walk around with it, no problem, no questions asked. We dont know the entirety of his background. We dont know why he felt the need to carry a gun. We dont know if he had training in some way, was he a veteran, a former police officer. We dont know any of that quite yet about Deion Patterson, the 24yearold that opened fire and killed at least one person. We are waiting to hear that. It is obviously a moment of tension for not just the city of atlanta but the surrounding counties as well as clint, the cops say that he is considered dangerous. He is armed. Do not approach him. They have an idea of a car he may be driving f he, in fact, did carjack that car and the blocks surrounding that hospital. But theyre not releasing a whole lot more information to the public right now, and thats because they say they are overwhelmed and part of it is the flood of people who are saying they have spotted the guy. Clint, when youre trying to go through this and sort out whats a legitimate spotting, whats a legitimate lead and what is not, how do you do that from a Law Enforcement perspective . How do you do that quickly . Yeah, i think in a lot of these cases its also qualifying the source of the lead. So when you get a massive flood like this. You oftentimes have to ask, how would this person know that information. You know, what would their perspective be and location is a big part of it. Theyll ask him, are you close to the scene, were you at the scene . How would you know this information . I think those are the critical questions beyond what the tip is. Second is they did put the name out, and they have put the image out, so you can do a degree of confirmation. This is the image of the individual, could you double check, make sure this is what you think you saw, and this is where you think you saw it. I think the other part that seems to be the case when you watch this, they have an understanding that the suspect isnt immediately in that area. A lot of the lockdowns have been lifted. We know noticed that at the hospital about 45 minutes ago they mentioned there was no lock down in place. Also in atlanta writ large it seems like they have not issued any sort of lock down suggesting they maybe do have some sort of concept of where the individual fled to. From this point forward, sifting through those leads, they may be looking for a correlation or confirmation between other things they already know. If he was in that car, did take that car and move to a new location. If the car was left behind, that will give them points where they can triangulate on tips and leads. Really try and put the pieces together more
