MSNBCW MSNBC Live With Hallie Jackson October 10, 2018

And we also got an update from Florida Governor rick scott who says that it is now too late to evacuate. Now the storm is here, it is not safe to travel across the panhandle. If you are in a coastal area, do not leave your house. The time to evacuate in coastal areas has come and gone. Listen to local officials. If you are an inland county, you may have one last chance to seek shelter. But only do so if local Officials Say it is safe. We want to go now to marianna who is in port sachbtd jis port. What are you see something. Reporter this is an hour south of Panama City Beach where this historic storm is likely to make landfall. Landfall is going to be at 3 00 p. M. Five hours from now. But when you talk about a storm that will pack a storm surge much 9 to 14 feet, you will already start to see what im looking at right now, which is a dock here in the port st. Joe marina that is a couple feet high already uninundated. This is just a prelude of what well be seeing. An unprecedented storm for this area and a city like this with about 3,000 people. Here in port st. Joe, the mayor tells me that the hospital was closed at 5 00 p. M. Yesterday. There is no shelter for the area. So it is just a storm that came in so quickly and grew so fast that it caught a lot of people off guard and a lot of people needing to evacuate. Be careful please. We are thinking of all you there in the path of the storm. I want to get the latest now from bill karins, our meteorologist. We think that the eyewall will hit land in a couple hours . Yeah, i think noon to 1 00, the eyewall comes on shore, that is when the real extreme damage will take place. Here is port st. Joe. And this is obviously the eye of the storm. And so draw a line to there, she is roughly about 42 miles away from that northern eyewall. So give it about 13 Miles Per Hour roughly about three hours from now, she will be in thats wall. And her winds are dramatically going to increase. The eye itself by the way is only about 12 miles wide. It is a pretty small eye. So whoever actually goes through it, somewhere here between panama city, mexico beach, you wont be in it for long. Hopefully there is no one in this region anyway. But it is an extremely dangerous situation. We havent seen a storm like this in the pan handlihandlpanh. And you can see the eye taking its track up here towards panama city. Well be on the weak side of the storm in december continue, pensacola. Not expecting a ton of damage there, but you will see downed trees and power outages. The real wind damage is east of that city. And the eye itself, there is that 12 mile wide eye. The pressure continues to drop. It hasnt stopped intensifying. It only on has 15 miles an hour, it could get up to a category 5 in the next six hours. And there is the landfall timing right around 1 00 to about 2 00 here central daytilight time an completely inland by late afternoon. So here we are mid morning and this is quickly going to get worse as we go. Winds are in the 40mileanhour range. Once you get up to about 50 to 60, that is when you start getting some of the sporadic power outages. Once you get up to 70 and 80, that is when everyone goes in the dark this afternoon. And how about this, 9 to 14 feet. So picture standing at the beach and picture a basketball hoop from where your feet are and then add another half a basketball hoop on top of that. So incredible water heights, record breaking throughout this area. And we will take this storm eventually all the way into georgia and carolinas. But the real destruction, it is all through the panhandle of florida. It will never look the same. Very sad and too late for people to evacuate. I hone everyone left. That is for sure. Seems like the urgency level has really gotten boosted in just the last 12 hours or so. It continues to intensify. I mean, we thought it was going to intensify a little bit, but you this is now going to end up one of the fire strongest top ten lowest for pressures at landfall. And it enter into the top five for strongest wind speeds for u. S. Landfall in history. Panama city beach, roughly that area, about 100,000 people. It is one of the least populateded arpopulated areas of florida. So any tiny silver lining, at least it is not going to tampa or Something Like that. But the people who live there, that didnt help them at all. Bill karins, i know you are staying on top of this one. Thanks for joining us. Joining me now, jeff byron, associate administrator for response and recovery at fema. Thank you for coming on the show. I know it is a busy morning for you folks. So bill just mentioned this and governor rick scott was talking about this, that the people for people to go has come and gone. Are yougotten out of the path of this storm . What im confident this is that fema and our federal partners are well positioned to support the Governors Team is the Florida Department of Emergency Management and all the way down to the locals. We always hope that everybody evacuates. We dont know what the case is on this one. The time has closed. And our prayers are with those that stayed. It will be a devastating storm and everybody this morning has reported. It is definitely going to knock out services such as power. Our transportation will be heavily impacted. Which will complex issues when it is safe do search and rescue. But we have been embedded with the state for some days now, so we feel like we are prepared. We hope those that were told to evacuate evacuated. So what is the biggest threat at this point from Hurricane Michael . The biggest threat initially is the surge. The surge is traditionally one of the top killers in a storm of this magnitude. Upwards of 14 feet of surge. But as it moves in, the wind is definitely going to pose a threat not just to florida, but all the way into georgia and the carolinas. Less than a month ago, we were responding or still in active recovery for Hurricane Florence. This is a total different storm than Hurricane Florence. This will be a fast moving storm, but wind speeds will be pretty matt tidramatic. And Hurricane Florences recovery is still happening. Does the federal government have enough resources to both recover from that storm and deal with this monstrosity . Yes, we are well positioned. Again, femas main role is to coordinate the that federal response. So we have the firepower of the federal government that is there to support florida, georgia, alabama, into the carolinas as we recover from Hurricane Florence and also hurricanes from 2017. We still have a lot of staff and will continue to have staff in recovery phase of a lot of storms. Brock long the fema administrator will be at the white house to brief the president on this. What can we expect out of that meeting which my understanding is Kirstjen Nielsen will be there as well . You can expect the administrator to clearly and confidently let the president and Senior Administration officials know that fema is prepared. We are ready to go. We have no limited factors. Again, we have to set the expect tapes. And the administrator has done a very good job at doing that. Power will be off for weeks. Roads will be down and impacted for weeks. We do not want the expectation to be that come this weekend, everything will be back to normal. And we have to level set that for the citizens, for our local and state governments. It is not a friendly or happy message, but it is an Important Message to get out there. Services will be interrupted for quite some time from a storm like Hurricane Michael. Before i let you go, there have been a lot of questions about administrator longs leadership. Are you confident in his leadership of your agency . Im 1,000 kfts. He confident. He is the best leader ive worked for. All right. Thank you very much and good luck to your team. Well have more coverage of Hurricane Michael throughout this hour. And were also talking midterms. President trump getting ready to leave for western p. A. On another campaign swing. Not far from his stop is a newly blue district, looking a lot bluer thanks to new congressional maps. Steve kornacki will have that. So President Trump will meet with Emergency Management officials ahead of the hurricane landfall. And he is still planning to head to pennsylvania tonight for his second make America Great again rally this week. Part of his big midterm push. As we keep an eye on a race in pennsylvanias 17th congressional districts. One of the 18 key house races were taking a look at in 2018. Steve kornacki is joining us now. So steve, Democrat Conor Lamb won that squeaker. So what is the deal . I think people want to get a checkin and things have changed in a very interesting way as well. That is why it makes the list the 17th district, you sort of go a little bit northwest of pittsburgh, along the border there with ohio. 17th district. Famous fun fact here, home of mike ditka. Aliquippa, pennsylvania. But you mentioned conor lamb. Conor lamb is not the only incumbent congressman in this district. There is also an incumbent republican as well. How is that possible . Remember in that special election, it was a different map in pennsylvania. Lamb was running to represent the final months of the 18th district, the old 18th district in the Southwest Corner of the state. The man has been redrawn. New elections in every one of these districts for november. So in this new 17th district, they merged, conor lamb and the republicans. So two incumbents, one democrat, one republican, going head to head in a newly created district. And trump carried this thing by two points in 2016 if you looked at the towns that are part of it. In 2012, romney won it by five points. And you remember conor lamb was winning a trump plus 20 district earlier. So one incumbent will lose. Will lamb survive after that special election or will the republican incumbent hang on and make lambs tenure in congress a short one. We have some polling in that race. We have a new one maybe coming out in a few hours. But what we have seen has shown conor lamb up pretty sizebly in th this race. So maybe that helped him, maybe it helped his image and miss positi his positioning heading in to this new district. So again if lamb wins off a re. Again question will s we will see more polling later today. So interesting just as trump is arriving a few miles north of there. Steve kornacki, thank you. With me on seat, friends of the show. The president is heading to pennsylvania we think tonight. There is no change in plans for that given the storm and everything else. He is on a real hard push made of the midterm here. So he did four stops last week, he has four sops th tha s week. One interesting thing is that earlier he was going to bright red states in bright red areas. And now he is going to areas of states that are are considered tossups. He is going to congressional districts where the republicans are potentially in trouble. There was a thought that maybe President Trump would be more helpful in places where he is super popular, but now he is going to places where he isnt necessarily super popular, but tak it is a base play a. And the message is kind of dark about what could happen if democrats end up winning some of these races. Watch. You dont hand to an arsonist and you dont give power to an angry left wing mob. And thats what the democrats have become. They would turn our country so fast into venezuela. And venezuela is not doing too well. That is a really intense attack on democrats. And that is something that we see from republican candidates and the president himself creating this fear of a Democratic Controlled Congress by painting the party as a democratic socialists extreme leftists. Are dems worried about that . The National Democratic party will say they are not worried about it. I think it would be foolish not to be worried about it because of the consistent attacks. But the reality of why they are not worried is because a lot of their candidates are not these left wing socialist di iist can like alexandria ocasiocortez. They are are mo they are more middle of the road. And the president also talking health care in usa today, some things incorrect in that oped. But his wife is also making a big push on the media if you will. She did an interview while she was in africa with abc news. Heres what she had to say about the me too movement. Again, this is a first lady who does not often weigh into some of these political fights. I do stand with women. But we need to show the evidence. You cannot just say to somebody i was, you know, sexually assaulted or you did that to me because sometimes the media goes too far. And the way they portray some stories, it is not correct. It is not right. And you have to remember that this is an interview that she did in the midst of the kavanaugh fight and she is very much on message with the president of the united states. She isnt always in lock step with her husband, but on this, she seems to be speaking from the same book as the president. All right. Stick around, well have more coming up. But we want to get back to the major story weve been watching, Hurricane Michael closing in on the ghuulf coast, the strongest ever to hit the florida panhand panhandle. We are closely monitoring Hurricane Michael, the catastrophic category 4 storm just hours away from making landfall along the florida panhandle. Look at the left, that is a live shot of the coastline right in the direct path of this storm. Heres what we know. Winds are reaching up to 145 miles an hour. And this thing is moving north toward the coast quickly. People along the shoreline there can expect hurricane conditions in a matter of hours. And that includes a major storm surge, torrential rain, heavy winds. And in the thick of it all is Kerry Sanders in Panama City Beach. Have you seen people out, are people getting ready or are they gone . Have they listened to officials and gotten the heck out . Reporter well, youd wish everybody had gotten out, but the city manager says it continues out about in,024,000 people remain. When they went to bed, it was a category 2 and they got this false sense of security. Waking up to a category 4 and finding out here on this Barrier Island that the three sets of bridges are now shut. So athey are kind of stuck. When somebody says mandatory when you are in grade school, its required. But adults can ignore it which is what they have done. So you talk when the storm surge and the wind. Winds of 145 miles an hour, that is a lot of debris and a lot of potential damage. But the wind also pushes the water. So if you understand storm surge, it is the water being pushed by the wind and it gets bigger and bigger. And maybe a storm surge here of 9 feet or 12 feet and that water goes in. One of the things that happens when you have that storm surge is that essentially it floods the inland areas. And so very often people will pick up 911 and say oh, my god, it is flooding i need help. I talked with the fire chief and how the Fire Department here would react. And this is what he had to say. If you get a call in the middle of t
