Not want the meeting in the first place. Our nbc news team here with their latest details and developments as well as todays big story. We start with geoff bennett. Democrats have a laundry list of things they want to tackle. A lot on that list and not a lot of time to get it done. A long list and little time to spare. You got three weeks until the current funding measure runs out. The end of the month. Leaders in both parties are going to come with a short term measure to buy them more negotiation time. The other issue we are tracking is gun control. You got the house and senate reconvening for the first time after this tragedy in texas and ohio. The House Judiciary Committee will consider three more bills this week. Back in february, those two bills of extended background checks are now sitting on Mitch Mcconnells desk. These new bills will ban high capacity magazines. The ground has shifted here. Democrats and some republicans have tried for 20 years to push new gun control measures. Whats different is you got the nra in disera. Today you got abc news and Washington Post finding the same thing. Americans, the vast majority of both parties support tougher background checks. Mitch mcconnell made clear hes not going to fors his vote on any thing that trump does not support. Whatever President Trump support hell put it on the floor for debate. The president has been briefed on a range of issues but the president has not yet signal if anything hell get behind. Today you have Chuck Schumer and nancy pelosi writing an open letter to President Trump. One of the things they write in that letter, they say in the past, republican lawmakers have pledge their royalty to gun control. Now, you have republicans saying theyll get behind whatever trump supports. Well have to see if that letter is in any way influential. Yeah, geoff bennett, live from capitol hill. Today well see you at that post. I will bring in dan kildee with us here onset. It is good to be back. Let me pick up some of the things geoff talked about of 134 democrats are open to impeachment including yourself. Speaker pelosi is not there yet. The House Judiciary Committee escalates the impeachment investigation on wednesday. Is that enough to get the democrats on this screen right here on board . Well have to see. I know it will be some serious conversations this week. There is no doubt. Many of the members who have not declared their positions have not ruled out an impeachment. The Judiciary Committee could help clarify the position of the caucus but also strengthen our ability to get at the information that many of these members think they needed in order to come to that judgment. This administration has been willing to essentially ignore subpoenas and not testify and claiming there is no legislative purpose. I think the courtroom supports our ability to get information much more. You talk about this move strengthening the positioning of the caucus on impeachment. Does it matter that Speaker Pelosi is still resistance to it . Shes allowed and made it clear that members need to make their own line. Shes clear of where she is which is shes not going there yet. This is a decision that the caucus could make. Shes the leader of our caucus. We can come to our own conclusion and well end up pursuing this. This is a potential game changer it sounds like. This could be a game changer. What we have seen the last several weeks as we have been on recess and the president has done one more outrageous thing after the next. One of the problems we face is there is this exhaustion around the president s outrageous behavior. What we cant do and this is what i ask my colleagues who do not come to a conclusion on this. What we cant do is measure the president s behavior against the public exhaustion with his behavior. We have to measure his behavior against the constitution. If impeachment is in the constitution, what is it there for . You are here, Speaker Pelosi nor Chuck Schumer are here as well. Theyll be holding an event today pushing for the president to do something on background checks. This bill has passed the house but gone nowhere in the senate. Are you hopeful that the message from Democratic Leaders to President Trump and specifically and maybe more importantly to Mitch Mcconnell is going to sink in this week after six weeks of us talking about it. Well, this is whats so frustrating about this. I dont know if the president even knows what he thinks about this subject. Hes all over the map. One day hes for background checks and the next day he thinks they are sufficient. I dont think he understands this questions or gives it the kind of thought that a serious leader would give it. Whats more frustrating than that, Mitch Mcconnell has somehow decided that the Senate Majority leader is as cabinet position and not a separately elected Constitutional Office that has its own prerogatives. If he wants to work for donald trump, go to the white house and put in an application. If he wants to work for the nra, drive up to their office and ask them for a job. As long as hes a Senate Majority leader, he has the responsibility to do what the American People are asking. Look at the data about public support for these background checks. It is only grown in the wake of these terrible tragedies. He has the responsibility to do his job and not give his authority over to a president who does not have a clear thought in his mind. I am almost autoof tiout of tim. The president calling off this secret meeting the taliban over at camp david. Whats your reaction . We have to end this war. We need to pursue at every avenue that we can. Supporting negotiations which has been ongoing and several i think productive conversations zi kn and i know they have been meeting for some time. The fact the president saw this as an opportunity to have another show rather than actually trying to get the job done is a reflection of how this president sees this responsibility. What i hope this does not mean is the path towards a resolution has been made more difficult. I am afraid the president s incompetence has made it. Can kildee, good luck to you, it will be a busy one for you. You got it. Officials tell nbc news that john bolton opposed to the idea sitting down with the taliban there. Vice president mike pence actually agreed with him but on the other side, he had the state department. Officials there arguing the meeting could end up to an agreement. Hans nichols is at the white house and we are joined by berry mccaffee. Hans, to you, we are learning the drama that went down inside his circle. The short unhappy life of the idea of a camp david summit will start on september 1st. Shortly after, he wanted to have it at camp david from the beginning though, mr. Bolton, was opposed. He was live with mike pence. This could be one of the first times of the Strong Division between mike pence and the president that he serves. Pompeo was on the other side. A lot of democrats criticized this. Amy klobachar spoke for many when she talks about the concept of having them at camp david was simply a bad idea. Hes hurting our credibility around the world. But, you dont treat this as some kind of game show when you are dealing with terrorists. We just heard something similar from congressman kildee on your show. The issue is not necessarily whether or not there will be a camp david summit. There are deep divisions in this white house on how to whine down the war on afghanistan. President bush got us into this war. The president indicated that hes willing to bring down troops to 8600. He said that most recently. Pompeo was intentionally ambiguous yesterday on whether or not theyll continue with the draw down of 14,000 troops there regardless of the peace talks. It seems that the president wants to bring it down and hes really warned of potential conflict. I am talking about how he can obliterate billions of afghans if he needs to. Are talks any way going to get on track. The president called off talks in the past and whether or not there will be an actual change in military strategy in afghanistan to try to increase pressure on the taliban. Halie. Hans, thank you very much. General mccaffee, are the talks going to get back on track after this . Well, look, halie, i think the bottom line is these anyw negotiations will never result in peace in afghanistan. The president has this signal he wants out by 2020. The taliban thinks they are winning on the ground. They got half the country under control right noi. The negotiations had basically left out the existing afghan government. So i cant imagine any outcome that does not result in intensifying the afghan war. The question is what should we do to serve our own interest. I think mr. Trump is correct trying to negotiate and the ambassador. The way we have gone about this never mind the camp david d nonsense. You think it is nonsense . Absolutely. We have to check them for bombs for gods sake before they show up. These people are a throw back for the century, they think they can take over afghanistan. We control the population, the women, stopping kids getting educated. It is not just the taliban, it is the network, it is isis and alqaida and neighbors who do not want to sea peace in afghanistan or pakistan and india, sees us as a surrogate struggle. The iranians are intensifying their efforts. Russians are up. The bottom line. It is not clear if we sit on it with 30,000 nato troops for 25 years, it wont implode. The way we are going about it, we are about to see a tragic ending to the afghan struggle. General mccaffrey, i appreciate you. Hans nichols, well see you at the white house. We want to go back to capitol hill for some developing news. You know the resolution from the House Judiciary Committee that we have been talking about escalating impeachment proceedings. Geoff bennett is back for us. Put this in perspective here what this is and perhaps it is importantly what this resolution is not. Right, so this is not halie, the house moving forward, the full house is moving forward with a formal i mpeachment against President Trump. We need to be specific about this. This is the House Judiciary Committee broadening and formalizing and putting some structure around its own investigation as they determine and hoping to do this by the end of the year whether or not to recommend article of impeachment to the full house. This language that the Judiciary Committee set to vote on on wednesday basically out lines the rules of the road. It is allows the chairman to designate full committee or subcommittee hearings and allowing the president s counsel to respond in writing to the committee. They are using and running parallel to the same procedures that the same committee used back in 1974 when Richard Nixon was president. The hope was that this will do a couple of things. One, it will clear up the confusion that it existed in the public and capitol hill about what this committee was up to and its timeline. We are hoping to ramp up their leverage. They want to get some grand jury information and they can say there is some urgency here because we have a formalized impeachment inquiry on behalf of this committee. Thats what it is set to work on wednesday and we expected to pass. Again, we are just now obtaining the language. The developing news for us, geoff, we appreciate it. President trump heading to North Carolina today, helping push the congressional candidate over a finish line in a special election there. How much does the white house onetwo punch reflects wider election concern for ts for the . Banjo . man hey. Go home. woman banjo sorry, it wont happen again. Come on, lets go home. It is that case that it is hanging over everything. This should be fertiled grou gr for republicans. It is really anybodys guesses to how it is going to go. Republicans hope the president has enough cloud to get their guy across the finish line. The Vice President are coming into the district on monday and i think hell put us over the top. Leanne caldwell has some new reporting there. You wrote the biggest hurdle may not be the scandal that sparks this whole thing. Whats the strategy inside this campaign . Reporter halie, thats right. He has such high name. Both campaigns are saying they are feeling really good in these final hours before election day. Theyre also saying it is going to come out to turn out. It thats why we are here, outside of a rally, donald trump is going to happen tonight where the republican candidate is tieing himself so closely to this president saying hell be an ally of him in congress. Thats what these supporters want. They want him to stand with the president and we spoke with one of them a few moments ago. He says hes going to support the president. If we dont have the support from elected officials to support our president , why did we elect the president . I mean we need the representatives to support his ambition. Reporter dan bishop is also tieing his democratic opponent dan mcgreedy to the national dem i democratic party. What hes doing is hes running as a moderate democrat saying hes pursuiting country over party. Mccready is hoping trumps influence here is a negative for dan bishop of suburban area of the district and voters are going to determine who wins this race. Leigh anne caldwell. Thank you. Morgan jackson, thank you very much for being on the show. Thank you for having me halie. Whats the advice you are givering to mr. Mccready right now . Hes been running for this race for 27 months. We all know that this is a race that was stolen by Republican Voters from back in november so we had to do a redo election. Dan has been consistent and staying on message. Hes a businessman and family man and a christian. Hes talking about his values and talking about how he puts the country over party. One of the big things he focus his entire came papaign on is as for healthcare. So dan has been doing a good job the last several months. Lets talk about issues that you are concerned about. Republicans are talking about him. On the other side you see dan bishop essentially running as the republican primary and hes been that way this entire election. There are those, jeb bush thinks the president campaigned for him and the president has been tweeting about this race and trying to get bishop some help for a while now. There is hope where the president support will turn out voters. Do you see thats a concern for mccready that the strategy may work here. This is a fascinating case and what it looks towards 2020. In order to try to sneak out a win in a trump plus 12 district. You have to bring the president and the Vice President. The president got to tweet about the district every couple of days the last week. It shows some weakness not only republicans in the chance of taking back control of congress but of trumps reelection here in 2020. If you got to bring in the president to bring the district, trump plus 12. Thats a problem for your party. Morgan jackson. I appreciate your perspective. Thank you very much for being on. Coming up. We are talking about the biggest challenge to a sitting president in decades. Maybe a generation as yet another trumper never gets in the mix. More states are cancelling their republican primaries now of the 2020 block, after the break. These days were all stressed. I hear you, sister. Stress can affect our minds. I call this dish, stress. Stress can also affect our bodies. So, im partnering with cigna to remind you that your emotional and physical health are more connected than you think. Go in for your annual checkup. And be open with your doctor about anything you feel. Physically, and emotionally. Body and mind. Cigna. Together, all the way. Thats better. A formal gop congressman who cant get on the primary to validate his own state. He says he thinks he got a shot for safe nomination for donald trump. Mark sandford is launching his challenge to the president at his home state in South Carolina. A state that cancelled its 2020 republican primaries because apparently it is just too expensive. Never the less, sandford is resisting. I am running because we need to have a conversation about what it means to be a republican. We lost our way of the party. Joe, you were there in the early 90s and you know we actually made improvements with regards to this issue and government spending. We saw the balance budget during that time period. That has gone by the waist side. South carolina arizona making a decision as early as today about whether to follow soon. Let me bring in antoine and our analyst rick tyler. My god, let me start with you. You know the primary race caught the attention of donald trump. Hes calling the three stooges and the other two men challenging him. Hes betting an Old School Republican as he puts. Here is what he says. I believe those people have not disappeared. I think they had not been talked to or appeal to.
