Were expecting a republican plan tomorrow. Senate leader Mitch Mcconnell says he wants a vote on the republican version before the fourth of july. Lets go straight to d. C. Where Shannon Pettypiece is at the white house. How did President Trump land on these ideas hes going for this executive order . A big factor has to do with whats supported by Law Enforcement. The president over the past few weeks and the white house has been trying to find a balance between what protesters are demanding for and what Law Enforcement wants to see. And a big factor inside the administration for this entire time among Top Administration officials has been finding something they know Law Enforcement can get behind. Theres three key things in this executive order. Theres a database created to track Police Officers who have been accused of using Excessive Force so they cant go from one Police Department to another without those violations following them. Another is to encourage social workers to work with Police Officers in dealing with issues of homelessness or Mental Health and a third is to create some sort of standards best practices that Police Departments could follow and to tie those to federal grants. If you want federal money you need to meet these certain standards when it comes to use of force. So those are the key things. You mentioned, stephanie, were not going to expect to see any discussion here about racial bias in policing or racism. I asked a Senior Administration official specifically about that yesterday, and they said the focus tomorrow is on Law Enforcement and the families who have been affected by Excessive Force from Police Officers and that they dont plan on the president addressing the underlying issues of race here, steph. And where do things stand in congress . You mentioned that july 4th deadline. Time is running out. Senator tim scott said he hopes to introduce a bill tomorrow. His proposal. The white house would like to sign something. The president is encouraging that. But as we have seen so many times in congress, there appears to be common ground, and then theyre unable to get a deal done and the clock is really ticking here in july. Were supposed to move on to stimulus and you get into the august recess and then the election. All right. Shannon, thank you so much. I want to dig into this deeper and bring in Washington PostNational Political reporter and, of course, moderator of Washington Week on pbs, robert costa. Up until this point, we have heard almost nothing from President Trump on this topic. Nothing besides law and order, exclamation point. What are we getting here, and should we take it seriously . That question about whether to take it seriously is the most important one, steph, because youre looking at a president right now who sees this debate on policing somewhat in the way that hes often seen gun control debates. Based on conversations with white house officials they dont believe this raging debate will rage throughout the summer. By doing an executive order, theres a belief in the white house that maybe a divided Congress Wont take action. But an executive order only goes so far. And the real onus is on congress to enact things into law rather than just issue guidelines from the white house. But where do you think his head is on this . Does the president really believe reform is necessary, or is he just meeting the moment and trying to silence the demands . Well, the question about whether the president s head is at is a different question than where the white houses head is at. Within the white house you have people like mark meadows, the chief of staff and Jared Kushner who are working on criminal Justice Reform who have gone to capitol hill to talk to senator scott and others. But the president himself is someone who has a gut instinct on law and order and doesnt want to be seen soft by his core voters, many of them white voters across the country. Well, then lets talk about congress. Do democrats and Senate Republicans have enough in common to get anything done to pass a bill . At this point, based on my conversations with lawmakers, the most realistic option is a national ban on chokeholds. Anything beyond that, some kind of Police Oversight commission may be in the works. But its a ban on chokeholds. However, thats already getting pushback from Police Leaders who want to keep chokeholds as an option. You hear President Trump talking about chokeholds, in his view, are sometimes necessary. So even that item, which theres a lot of bipartisan consensus on, even that hangs in the balance. Well, we are seeing chokehold bans already put in place in cities across the country, even if it doesnt happen on a federal level. Robert, thank you for joining us. I want to turn to atlanta, georgia, where the mayor is not waiting for congress or the president. Keshia lance bottoms. We cant wait. We cant wait. We were waiting for two weeks for a recommendation and then mr. Brooks was killed on friday. So we dont have another hour to wait in atlanta. Nbcs blayne alexander is in atlanta. Whats the latest . Well, stephanie, as for those Police Reforms taking place now in tlntatlanta, the mayor point to two aspects. Saying its necessary if officers see something going wrong that they need to step in and try and stop that situation. And then, two, deescalation. She says right now those things are either not present in their policies or are not spelled out very clearly. Theyre going to go through and make sure in all aspects both of those are strongly represented. The other thing is we watched protests continue across the city. At least three different protests planned for today all in the name of Rayshard Brooks. And many people are calling for those two officers involved to face criminal charges. I spoke with the District Attorney for this area. He tells me that he plans to announce his decision on whether or not to bring charges as early as tomorrow, stephanie. We could find out. He tells me hes reviewing a number of things, including trying to determine whether the shots that night came from one or both of the officers guns. Thats something they are looking at as they decide whether or not to bring charges. Of course, all of this comes as the family of Rayshard Brooks is preparing for his funeral. Ive spoken with his widow. She does want to see charges but she says at the end of the day, nothing is going to be enough. Take a look. Its just going to be a long time before i heal. Its going to be a long time before this family heals. Like i said, im just thankful for everything that everyone is out there doing. And i just ask that if you could just keep it as a peaceful protest, that would be wonderful because we want to keep his name positive. Stephanie, ive also spoken with the union leader representing those two officers. And he says he believes the entire process is rushed, its happening too fast, and hes calling for a full investigation in all of this. Stephanie . Blayne, thank you. I want to bring in Michael Julian bond, a member of the atlanta city council. Thank you for joining us. Your reaction to the mayors executive orders, and is the council on board . Yes, first, i want to give my condolences to the family of Rayshard Brooks. This is something that never should have happened. Like so many other killings of africanamericans in this country by Law Enforcement. But, of course, yes, we do support the mayors executive orders and the council is in action to put in legislative reform and policies to address the conserves raised by protesters and things that have been brought to our attention in the way of laws, policies and changes that need to be made within our own municipal code to satisfy the claims of the activists that have been all around atlanta, expressing themselves, and so we want people to know that we are listening and that we are responding. What does your council have to do specifically to get the city back on its feet . Well, there are a lot of things. I was out with some students a couple of weeks ago and actually passed a resolution last night at our Council Meeting with their demands and concerns involved that got unanimous vote from the tlnatlanta city counci. X i come from a history of activism. When i was out participating with them, one of the key things they said to me was to listen. People want to be heard. They want to know that their voice is being listened to because so often in individual lives or in the collective experience of africanamericans, when we have these type of incidents or dealing with other injustice, people dont feel that theyre being listened to and that these problems are theres any earnest attempt that these problems are being ameliorated in society because they continue to happen over and over again. So its out of a sense of powerlessness that people are expressing themselves to say, hey, we want to make sure that youre hearing us so that something will be done about this and america can be cured of it. To the point you just made, you and your family have been involved in activism your whole life. Your father julian bond was an early civil rights leader. If he was alive today, how would he see this moment . Well, i think he would be excited. I think that he would be inspired. I think that he would be energized. 60 years ago here in atlanta that he, lonnie king and joseph freen, they were the catalyst for the Atlanta Student Movement that desegregated atlanta and affected the 1960 president ial election. So this is his bailiwick. I have really missed him during these times. Ive missed his voice. Ive missed his presence. And he would be out with the activists. I mean, before he passed, i believe that very year, you know, he was protesting out in front of the white house with members of black lives matter. So this is full circle again, really tragically, in america. The 1960s and 70s, that movement created tremendous progress and righted a lot of wrongs that had stemmed since the end of slavery but yet we still have to continue to go on and continue to say its wrong to shoot and kill africanamericans in this country by Law Enforcement. Theres still institutionalized Racial Discrimination in this country. And why that is, is because those victories in the 60s and 70s, the opposition didnt rest. There was a reaction to that. A wrong reaction to that. And so as africanamericans would like to take a rest and say we want to enjoy our freedoms, people who are dedicated to keeping those freedoms and keeping us oppressed, theyre not taking a holiday. So the Movement Continues on. The marching will continue on. And so the activities, and the reforms have to continue on. The movement, the marching, the reforms. North korea confirms it blew up a Diplomatic Office with south korea. The building on the north korean side of the Demilitarized Zone was a place where officials from the north and south could talk on a regular basis. New reaction from the plaintiff following the supreme courts landmark decision that federal law protects gay and transgender workers from employment discrimination. I am still processing. It will take some time, obviously. But i am just proud to have taken a part in a role in getting us to this historic moment. By a vote of 63, the court said title 7 of the Civil Rights Act of 1964, which makes it illegal for employers to discriminate because of a persons sex also covers Sexual Orientation and transgender status. Joining us is melissa murray, a law professor at nyu and a former law clerk to judge Sonia Sotomayor and a longtime gay rights activist and was an adviser during the clinton administration. Richard, first your reaction to the ruling . Well, i think as the plaintiff said, im still processing it. It is, you know, for over 50 years, the right not to be fired simply for being gair has been at the center of the lgbtq Rights Movement. Although 25 states over time have enacted state laws that prevented people from being fired just because they were gay, over half the states where you could be fired. And, you know, that changed yesterday. I think i was surprised that we got six votes. I thought maybe we could eke out a fivevote ruling, but it was welcome news, a surprise, and probably the biggest victory for the lgbt Rights Movement in 50 years. Melissa, i dont want to short the significance emotionally of what the ruling meant, but i want to get practical. Practically speaking, what does this mean today for lgbtq workers . Well, i think practically its an enormously important decision. Perhaps even bigger than 2015s which legalized gay marriage. Not everyone gets married but most adults have a job and its terribly important they have employment protections if they are gay or trans. And so this law, title 7 which protects against sex discrimination has been interpreted to also include discrimination on the basis of Sexual Orientation and transgender identity. Thats important. On a practical side, though, this was a very conservative opinion in terms of its logic. Neil gorsuch, a trump appointee, talked about the plain meaning of the text. Because title 7 prohibits discrimination on the basis of sex, discrimination because someone has a partner of the same sex or someone is performing their gender identity in a way thats different, that is, per se, discrimination on the basis of sex. But to be clear, he did not speak in lofty tones about gay identity. This was not the kind of opinion that Justice Kennedy might have written but its an important opinion nonetheless. But the logic may be seen as quite conservative in nature. Yeah, i would agree what do you make of the opinion . I would agree with all of that, but i would say that i think it while its conservative in tone and while it is correct that it is statutory interpretation and not a sweeping decision with constitutional sweeping equal protection language, it is significant because it is the most basic right.
