The governor of california, gavin newsom does, at least there. Whats going on . The governor has sort of always made this clear. This is not an on off switch. Hes referred to it as a dimmer switch. A dimmer moving in one direction. Now the governor turning the dimmer in the other direction. The bottom line, the case numbers are still up. Hospitalizations are still up and that remains a major concern. What we saw statewide, the governor shutting down indoor dining, which is huge. Bars are closed. Zoos and museums. Thats the entire state. Then in about 80 of the state, so a good chunk of it were seeing businesses like hair salons, gyms, places of worship, they are having to close down. In one part of the bay area, i read that gyms were just given permission to open yesterday. Now they have to close again tomorrow. Here in the l. A. Area we know that some of those businesses like hair salons and gyms have only been open for a few weeks. Now theyre having to shut down again. We spoke with one gym owner here in the los angeles area. Small business. Youre already living on the margins. This could be very difficult. Take a listen to what he had sosay. With this shutdown, no end in sight and with the numbers we have, i dont see how this business survives. I dont see how most businesses survive. Thats an issue many Small Businesses are dealing with. Also near california, schools are a major topic. Two huge School Districts, l. A. And san diego making huge announcements saying when classes resume the fall next month, they will not go back into actual physical classrooms. They will start with online, Remote Learning. How long is that going to last . Its unclear, but the School Districts just looked at the rising number of cases. That concerned them too much. Those two major School Districts not going back to physical classrooms at least for now. Stephanie . Joe, thank you. I want to turn to our colleague Garrett Haake in san antonio, texas, his home state, where cases in the county just hit the 20,000 mark. Garrett, what is going on there . Stephanie, san antonios really been taking it on the chin since the start of this pandemic when early on there were a couple of outbreaks in Nursing Homes here. The numbers remained consistently bad. Bexar county was the first county to receive help in the form of the dod coming in. Army doctors and nurses coming to supplement the medical professionals from the Hospital System in the county thats been stretched to capacity. If you look at the numbers you see this very worrying trend here. The san Antonio Express news here, the local paper, broke down the testing versus positive case numbers. Testing has gone up over the last month. More than 100 . The new cases in bexar county have gone up nearly 700 . So this is a major hot spot in a state really struggling to get control of this virus right now. I want to ask you about another spot in texas. I saw this last night. Dallas county. A local reporter put out a message saying that more than 80 of covid hospital patients are essential workers. What should we make of that . What should we be doing . Well, steph, theres two things you can take from that. Number one, it tells you the stayathome orders are more efol effective than we realize. But on the other side of the coin is a huge problem. Were failing by and large to protect those essential workers. And that may be part of the reason you saw the governor switch course two weeks ago now and put this statewide mask mandate in place. We as texans, as a country, have got to do a better job of figuring out how to protect those who are going to work every day to protect us. Garrett, thank you so much. I appreciate you joining us. Just think about it. About half the cases in this country are coming from four states. In the last few minutes we hit three of them. The fourth is arizona where about 1 in 4 tests are coming back positive. I want to bring in the mayor of tucson, rahina romero. Weve talked a lot about phoenix and maricopa county. But your county has the second most cases statewide. Are things there Getting Better or worse . We have seen things getting worse since the governor lifted his stayathome executive order. We, unfortunately, as cities, counties and homes in arizona, our hands were tied with a preemption order. Most recently, the governor untied our hands as mayors to make masks mandatory in our jurisdictions. But one of the things that were asking is that the governor do a statewide mandatory mask skift ord executive order. Thats the only way to control it statewide. Were seeing puma county where tucson is located, but yuma county and Santa Cruz County and navajo nation, its time for the governor to take swift statewide action at least in that one step which is the mandatory masks. You are one of several mayors calling for more closures to stop the spread. You have seen what reopening does. But what do you say to your local Business Owners who argue, if you close me down again, you close me down for good. I feel very much for the businesses, the local businesses in the city of tucson, thought the state. We absolutely understand this is devastating for businesses, but it also is for families. Fortunately, because governor ducey decided to reopen so quickly, he did not phase his approach. We were at a point in pima county where we were seeing 20, 22 cases per day. Just yesterday, we saw 135 cases. The previous day we had 300 cases. This is a vicious cycle. If we do not take control of covid19, and push the numbers down, our economy is going to continue suffering. So we have to, unfortunately, because of the decisions of the governor, we saw this huge spike after memorial day when he decided to reopen the state. And so the longer we take, the longer the governor takes to make swift decisions to push down the number of cases again, the longer our economy is going to suffer. So its a vicious cycle. Weve got to take measures that will help protect lives immediately and quickly and once that is controlled, we can work on reopening our businesses and our schools. Because the longer we take to make these decisions, the longer it will take to have kids go back to school. You already said that you will start Remote Learning in august, and youll transition to inschool classes when its deemed safe. The head of your citys School Districts governing board said that october is the earliest. Would you agree with that . I do. With the numbers spiking, the way that they are, i am the mom of two children. I have a 14yearold and a 10yearold. And it is devastating for us to not be able to send our kids to classes in person because we know the value of what that means in terms of socialization and in sharing time with the teacher. But as parents, we are highly concerned if we send our kids to school, they will be will get infected. So again, it goes back to the decisions the governor is making right now at this time. Or the lack of action that hes taking, i would say. And so if we do not if the governor does not take statewide, effective, immediate action, then we will delay any opening of businesses and the openings of schools. Saving lives and stopping the spread is the number should be the number one priority for the governor. Unfortunately, hes not making the calls. Even easy calls in terms of calling a statewide mandate in arizona. Every day we wait, every single day we wait, we see new cases. More than 3,000 new cases in arizona. Well, if were asking people to stay home, the assumption is theyve got a home to go to. Theres an article in the Arizona Daily Star that says 74,000 of your residents could lose their homes once the moratorium on evictions ends next week. Whats that going to look like . It is very concerning that we have so many families on the verge of losing a home. So what i have been doing, along with other mayors in arizona, have been asking governor ducey to extend the moratorium. We have been communicating with the Governors Office by letters because there are no meetings that mayors can join, informational meetings from the Governors Office. And so we have been communicating with the governor by letters. And so one of our letters has talked about the moratorium and the extension of the moratorium because of this, right . When people dont have a place to stay home safely, then we have continued spread and devastation of families and children. Children that dont have stability to be able to come home to and stay home safe. So that extension of the moratorium of evictions is really important for the governor to be able to continue. Governor ducey has been reluctant to say whether hes going to restore that moratorium. Its a moral obligation to keep families and individuals safe in their home. Many of them losing their jobs because of covid19 and not having anywhere else to go. So its the morally right thing to do, and thats what we ask governor ducey to do. This morning, new york city and chicago are reeling from another weekend of gun violence. The grandmother of a 1yearold shot and killed in brooklyn, new york, is asking, when is it going to end . The numbers over the past month have been staggering causing many to question if crime is on the rise across this country. Historically, crime does go up in the summer, but when looking at the data in four major cities, crime is actually down compared to this time last year. Shootings, however, are a completely different story. In new york city, shootings in the last 28 days are up, are you ready for this . 166 . And 53 year to date. In atlanta, georgia, they are up 124 compared to last june. In chicago, they are up 76 . And in l. A. , shootings are at about the same levels as they were at this point in 2019. Joining me to discuss is bill bratton, the former nypd Police Commissioner. He created the system that tracks crime in cities across this country. I cant think of someone better to turn to on this topic. What do you make of this data . In multiple cities, crime is down, but shootings, they are way up. Im struck by the parallels between what you have just been reporting on the coronavirus and now talking about crime. Coronavirus is out of control at the moment based on the reporting that youve just done. The crime virus is potentially going out of control. Much the same reason that many of the controls that we had in place that were working to deal with the coronavirus, similarly, many of the controls we had dealing with crime have been taken away. So my expectation is that this summer is only beginning. The crime situation, particularly violent crime, is going to get worse, not only in those four cities but many other major american cities. Why . Because so much of what we depended on to deal with the crime virus has been taken away. We have phenomenal criminal Justice Reform under way. Much of it needed but maybe go too fast, too soon. We have also issues of decriminalization, and we have the issue of the police. The police demoralized, they are being defunded. So, if you think its bad now, what are you going to do after they take away onesixth of the nypd budget. Whats los angeles going to do when it reduces its already too small police force over 1,000 officers in the months ahead. So lets take a look at the parallels between the coronavirus, whats not working there, and the crime virus and whats not working here. The similarities are striking. But the idea isnt to cut the budget naked. The idea is to redeploy that money and put it somewhere where it could be more impactful. Do you think that just doesnt work . Good luck on being more impactful. Well try it in terms of how its going to work. Who knows. But lets face it. The key to crime control is the idea of dealing with the prevention focused on crime and disorder. We have basically given up on disorder in terms of enforcing social norms of behavior on our streets, graffiti, prostitution, smoking of marijuana in public, drug dealing. Weve given up on that and that then provides a better breeding ground for more serious, violent crime. So the idea that overall crime is down in these cities, look at the crimes that are down. Grand larceny. Most of that grand larceny reduction is people who are no longer reporting crime to the police because they dont believe anything is going to be done about it because they see the police are not doing anything about conditions in their neighborhoods. So ive been doing this almost 50 years, and i think we have a lot of things right in the 90s. A lot of things we got wrong also. Much the same as deal with the coronavirus. Were learning as we go. A lot of reforms necessary, but were in an etchasketch moment. The last 30 years of crime reduction, things that worked, were getting rid of them and now were going to try to reinvent many of the things we already know worked while we try to correct those that didnt work, overincarceration, for example, too much quality of life enforcement. Im concerned about the crime situation in this country. Crime and disorder. And i watch again the parallels between i speak for often about medicine and crime. The similarities are so striking to me. And again, im just worried about the rest of this summer. I see no signs its going to abate in american cities. But, sir, we did see an up tick in shootings in new york city, for example, from 2018 to 2019. That trend was happening regardless of this corona parallel perfect storm you described. The coronavirus is only an influence. We also have the influence of unemployment. The influence of so many other things going on. We have a a year ago im sorry . Shootings were on
