Most in four months. Maps from the White House Coronavirus task force show how the number of cases has exploded across the nation in recent weeks. In fact, weve seen half a million cases in the last three days alone. Meanwhile, the man in the white house, the president , donald trump, has not said a single thing. And get this. A new estimate from Infectious Disease experts say the official case count doesnt even come close to telling the whole story. Because it only includes people who have actually gotten tested. The experts say the real number of people who were infected and potentially contagious is probably over 3 million. In other words, 1 in every 100 americans. So while we wait for the vaccine, experts say our best bet is still wearing masks. And as of this morning, 36 states have imposed mask mandates. Some of the most notable holdouts are the republican governors of states like arizona, where the Positivity Rate is over 15 . And south dakota, where the rate is over 50 50, percent. The other big news is out of new york city. The Largest School system in the country now shutting down and going all virtual. Denver schools will also close starting at the end of the month. But that said if you live in new york city, denver, detroit, l. A. Or boston, you can still go to restaurants. You can still go to gyms. Theyre open even though your Public Schools are closed. Nbcs kathy park is all over this story. Shes right down the street from me in new york city. Gabe gutierrez is in a hospital in iowa, and Steve Patterson is tracking the Economic Impact of covid from new mexico. Lets go to you first, kathy. A lot of kids here were already going to School Virtually, but roughly 300,000 were going inperson. How are families going to handle this . They have to go to work today. Hey, steph. Yeah, so they are definitely in another dilemma again. A lot of families are certainly upset. In fact, thousands of them have signed a petition to keep school doors open. In fact, several families will be protesting later on today to keep schools open. Now they are arguing a couple of things. They are saying, obviously, this is a major disruption to the school year and already chaotic school year. And they are also looking at the transmission rate within schools. When you look at the numbers, right now its just under 0. 2 . Compare that to the citywide Positivity Rate of 3 . So a lot of families just dont understand how bars and restaurants in the city currently can remain open under reduced capacity when data seems to suggest that there is more virus spread in these environments versus schools. And, steph, also important to know that 60,000 students still dont have access to technology, to continue this remote learning. So schools are scrambling to get these packets of materials for them so they can continue on their learning for the rest of the school year. Right now its unclear when theyll be back into an inperson learning environment, but for those who dont have access to the tablets, to the laptops, this is a huge void. Theyre not able to interact with peers, as well as students, steph. This isnt just about playing in playgrounds. 60,000 kids dont have what they need to learn. And this wasnt a surprise. We could have been preparing for this for months. Gabe, take us to des moines, iowa. You have a 41 Positivity Rate. Finally, the governor has issued a mask mandate, but is it too late at this point . Hey there stephanie. Some think its too little, too late. But i want to let something sink in first. You just heard from kathy. A 3 or so Positivity Rate in new york city. Here in iowa, as you just mentioned, the Positivity Rate is 41 that means that just under half of all the coronavirus tests right now in iowa, just under half of them are coming back positive. It really is astounding when you put it in that context. Yes, you mentioned the governor here in the last few days, a republican governor who had long resisted mask mandates. At one point called them feelgood measures. She did impose a partial mask mandate but some critics say it doesnt go far enough. There are exceptions. You only have wear a mask if youre within six feet of someone for more than 15 minutes. And some people say thats just not enough. Now here at this hospital in des moines, and at several of the hospitals in des moines, the icus are stressed. We spoke with one doctor last night. Take a listen to what she has to say about her frustration. I think its incredibly frustrating. I think theres a sense that no one is listening to us. We feel like weve been doing this for many months and had hoped that there was an end in sight, but now it feels like its even worse than its ever been as opposed to getting better. So again, this hospital, the icu is full. At other smaller, more rural hospitals in other parts of the stairc state, wheeve been speaking wi some health care workers. They are already working past capacity, stephanie, and the worry is, again, what happens as all of this continues in the next couple of weeks. Hospitalizations are rising here, too. And yesterday, iowa reported its highest daily death toll yet. Stephanie . Highest daily death toll yet. Steve patterson, i want to talk about business. Last night i was in times square. I went to a souvenir shop that normally sees 500, 600 people. Yesterday they had three customers. Santa fe normally gets 2 million tourists a year. Than they survive without them . Yes, but thats going to mean a lot of pain and a lot of tightening. What it means is there are thousands of Seasonal Workers who live in this area waiting on a phone call that arent going to get one and thats even if there is a magical reopening. This state is heavily reliant on winter tourism. Last year the state was estimated to take in 563 million in ski tourism alone. Thats just skiing. When the season was cut short due to covid, the spring season, an estimated 17 million in direct revenue was lost. That was a 70 million hit to the state of new mexico. All of this made exponentially worse by the timing because there is this small window, about a 14day window, where the majority of the business comes in. We spoke to the director of ski new mexico about just that and the impact its having on the state. Heres what he said. How much its going to impact us will be dependent on how soon we get open. If we miss christmas at all of our ski areas, which, god, we hope we dont, that could be up to 40 of the business of the ski areas. 40 just in that small period of time. Just in the 14 days or so right around christmas, right. The director says hes working with the tourism board and the Governors Advisory Council to try to come to some solution on how to safely reopen or even a timeline for that. Were just simply too early with the state setting daily records. Stephanie, back to you. Steve, thank you. I want to dig deeper. Were joined by the governor of my home state of new jersey, governor phil murphy. Thank you for joining us. Can you help me understand why the numbers are exploding . In the spring, i get it. We didnt know it was happening. We were in trains, subways, all over the place. Now we have changed all of our behavior. Why are the numbers going up so much. Where are people getting it . Good to be with you, stephanie. I think its from a number of places, but i dont think we can underestimate pandemic fatigue and transmission in private settings. So we constantly take steps to address where we see transmission is occurring. We cut out seating at bars. We closed Indoor Dining at 10 00. Weve lowered indoor gathering limits to 10 people. But, frankly, and that will help. All that will help, but the fact of the matter is, i think people are sick and tired. Theyre legislatting their hair in their private homes and private settings. Its cold. I dont think you can underestimate that a lot of our lives have moved indoors after a pretty successful summer outdoors. I think its a combination of all of that. And weve just got to plead with people, particularly during the holidays, to dont do that. Dont let your guard down. Thats exactly what this virus wants us to do. We cant do it. But is there anything you can do besides plead with people . If were doing it in our private homes, what are you going to do . Have local cops count how many cars are in the driverway . Our compliance, by the way, has been high. Its even higher now. But at a certain point, this is a plea to individuals just to do the right thing. Celebrate thanksgiving just with your immediate family. Low single digits. Likewise for the holidays that follow. And thats a down payment, god willing, with a vaccine to a back to normal Holiday Season next year. But it is largely a plea for personal responsibility. We can address the public square, as they say, and we continue to. But we have to plead with people to do the right thing when theyre on their own. What did you learn over the spring thats going to help how you tweak restrictions so that they are more effective this time around . Schools are closing but i walked into a target yesterday. It was jam packed with people, and they were not buying essential goods. Yeah, i hope they werent on top of each other. Were they wearing face coverings, i open . Ish, but were allowing people to go in big stores and not checking those numbers, but were not sending our kids to schools. Well, we are still doing kids in new jersey, for the most part, at least have a hybrid experience. So weve got plus or minus the same number of schoolkids as new york city. But weve got them spread over hundreds of districts. I think 500 and something of those districts are hybrid. 160 something are remote. About 100 are fullon in person and theres a couple dozen that are a combination. And our hope if we can do it responsibly and safely, is to get as much of an inperson educational experience as we can. The Actual School experience, the School Buildings have been quite a successful story so far. And were 2 1 2 months into the school year. Weve had 56 inschool transmissions. Thats out of over 3,000 buildings. We take every one of those seriously, but thats well within any expectation. So our hope is we can continue to do that as it relates to school. Schools have done an extraordinary job. How do you decide when the state has to step in and shut things down . Whats the line . Wheres the number . Theres no one number. We look at a whole range of numbers, but we look in particular, stephanie, at the numbers that we know are hard numbers. Hospitalizations is a hard number. We can compare that apples to apples to the spring. Positive tests, of which were now setting or virtually setting daily records, is less reliable because we had almost no Testing Capacity in the spring as a nation, and we were no different. Now we test as much as 75,000 people a day, but its the hard numbers of hospitalizations, intensive care patients. Its the Positivity Rate, the rate of transmission. Our folks look at a whole range of data. If you do have to shut down your schools, are students across the state of new jersey equipped with the chromebooks and supplies they need . In new york city we have 60,000 kid going to School Virtually now and theyre without their basic necessities. Weve come a long way, but were not at zero. I think we had over the summer 230 or 240,000 kids that either lacked the device or the connectivity. Weve got that down to, i think, about 35,000. But thats 35,000 too many. But well continue to look at the School Reality as we have for the beginning on a districtbydistrict basis. No two districts in our state you know the state well. Its urban, suburban, rural, north, central, south. We deal with each one of these districts on a oneoff basis with the state department of education, department of health, but also with the local health authorities, the local superintendent, boards of education. Well continue to do that. Its also a state of Small Businesses. Youre in a really difficult position because many Small Businesses are angry. Theyre fighting back against restrictions because theyre trying to stay alive. Theyre not get anything Additional Support from the federal government. We have not seen ppp extended or any other program. Is there anything from a state perspective you can do to help tide these businesses over . Yeah, well, through our Economic Development authority, were still putting money on the street. Happy to say. Whether its grants, loans or discounts for ppe for Small Businesses. And well continue to do that. But your point is the right one. No state has enough money to deal with this meltdown. No one state. No matter who we are. And we need the federal government to step up and not just step up in a modest way, but in a big way. I was on with Speaker Pelosi last night. I remain optimistic that something can get done here, but the clock has been ticking. Its not just ticking now. Its been ticking since early summer. The federal government did a really good job, i think, in the spring and early summer with congress leading the way. And then it was a bridge over troubled water. The problem is that bridge just broke in the middle of the summer, and folks have been left without a lifeline. Small businesses, unemployed folks. The need for a federal stimulus is overwhelming, and i think clear as a bell and well beyond any political perspectives. Youre optimistic about a possible stimulus deal. Are you optimistic about getting a handle on this virus in the next month . Do you honestly think you can avoid a shutdown given where the numbers are going . Again, well shut down if we think by doing so we will directly impact transmission. And we look at all of our options all the time. And well continue to. But i would be lying if i did not say two things. Number one, the next two or three months are going to be brutal. In new jersey, and i believe in america. But new jersey is what i know the most. And secondly, i also know this. We have wideopen communications with the current administration. We have wideopen communications with the next administration. They, however, dont have any communication on vaccines, on testing, on the virus between those two camps. That is completely, utterly unacceptable. It is the current administrations responsibility to fix that and fix that quickly. In the absence of that, were putting peoples lives at risk unequivocally. Thank you for saying that, sir. This isnt just a snub on biden. This is a danger for the American People who, in a time of crisis, desperately need coordinated leadership. Meanwhile, President Trump and his allies continue to push absolutely baseless claims and very expensive lawsuits. A Senior Administration official tells nbc news that even, quote, those close to the president and, frankly, the president , know the lawsuits are futile. Isnt that ridiculous .
