Reporter as we said, three Police Officers were killed in the ambush. Three remain hospitalized, including a sheriffs deputy, who is in very Critical Condition at this hour. Among his injuries, is a gunshot wound to the head. I spoke with louisiana governor, john bell edwards, just a short time ago. Were asking people around the country to join their prayers to ours for these officers who were injured. One of whom is fighting for his life in the baton rouge hospital now. But also for the family members of those who were injured and killed. And for our community and our nation as a whole. We simply have to do better, chris. Were going to find a way to do that. Reporter our nbc reporters are following all the developments in this very active investigation. We begin with gabe gutierrez, who is here with me at the crime scene. Whats the very latest were learning as police who have got federal, state and local police all working on this investigation. Thats right, chris. Theyre all going through Surveillance Video from this area, as well as the gunmans history. This is where police say it happened. Where that gunman was there with the rifle, as someone called 911 and reported him in black fatigues. When officers responded, the gunman opened fire. Now as the city mourns its fallen officers, investigators are poring through the gunmans twisted digital history. Shots fired. Officer down shots fired officer down got a city officer down. Shots fired. Reporter this morning, baton rouge is grieving as we learn the identities of the officers killed in that deadly encounter. Brad ga remove low with the Sheriffs Office for 24 years. Matthew gerald, a rookie, with Baton Rouge Police. And monday montrel jackson. Jackson posted on facebook about his feelings of being a Police Officer in baton rouge, writing, i swear to god, i love this city. But i wonder if this city loves me n. Uniform, i get nasty, hateful looks. And out of uniform, some consider me a threat. Ive experienced so much in my short life, and these last three days have tested me to the core. He said, if anyone out there sees me and you need a hug and a prayer, come talk to me. Reporter the chaos erupted just before 9 00 a. M. Sunday after Police Received reports of a man dressed in all black, wearing a mask and holding an ar15 type assault rifle. At a gas station, less than a mile from Baton Rouge Police headquarters. When officers arrived, the gunman opened fire. Shots fired, shots fired. Reporter this morning, police say the gunman did not lure police with the phone call, but instead carried out the ambush after a member of the public called 911. We think the suspect is down. Reporter Authorities Say the lone gunman is gavin long, shot dead at the scene of his 29th birthday. On july 8th, long posted a message about warriors on his youtube page, though its unclear if its related to the shootings this weekend. The man knew, he couldnt go home. Either he killed his enemy or he died. Reporter was this an ambush . We clearly believe the individual that targeted these peace officers was specifically targeted peace officers. Followed by the Fatal Shooting of Philando Castile in minnesota and the murder of five Police Officers in dallas. President obama condemning this latest violence. Nothing justifies violence against Law Enforcement. Attacks on police are an attack on all of us. Reporter Alton Sterlings aunt, making an impassioned plea for peace. We dont want any more bloodshed. Stop this killing stop this killing stop this killing reporter so much emotion here. In fact, i was speaking to the governor this morning. He said he hopes the president will come, because this is clearly a community on edge. Certainly. This really is a community on edge. Even last week, chris, authorities here said there was a plot, that they made several arrests regarding stolen guns, regarding a plot. They said an alert to kill Police Officers. They now say that this latest shooting is not related to that at all. This is clearly a community that is on edge. That is now mourning the loss of its Police Officers. And chris, you know, authorities are now saying that the 911 caller did not lure that this gunman acted alone. That the report from the 911 caller is not meant to lure the Police Officers here. Again, authorities now say this gunman acted alone. Investigators trying to piece together the motive. Reporter thank you so much for that. As we mentioned, just a few minutes ago, police have discovered another piece of this puzzle. I spoke with the Police Superintendent just a few hours ago. We know that he was here for two days. Were trying to put together the pieces. Were looking for all individuals he talked to. Were going to interview those individuals. We have talked to some. Its important to put the puzzle together of what brought him to that location. Why did he specifically target Police Officers, ambush the town. Reporter with more on the gunman, lets bring in justice correspondent, pete williams. Pete, from your sources, what are the key things we know and what do we still dont know that would help them really figure out how this all happened . Well, a definitive evidence of why he did this, and why he went to baton rouge. But there seems to be a pretty long trail that he left on social media of his sort of evolving views about. This he had training with weapons, he served five years in the marine corps as a computer specialist, deployed to iraq for six months in 2008. He got out in 2010, and then became interested in a kind of selfhelp interest. He called himself cosmos. He described himself as a freedom strategist, mental game coach and nutritionist. And then in a series of online videos and twitter postings, he called himself he called his website convos with cosmos. Conversations with cosmos. And if you trace them out, he says that he was in dallas shortly after the violence there, that he began to say that the attack on police in dallas after the shooting there was justified. He said in a twitter message just last week, vifls is not the answer, its a answer, but at what point do you stabbed up so your people dont become the native americans extinction. And then in an online video, protest isnt enough. That people have to fight back. So he was in dallas, and then as you learned from the police, makes his way to baton rouge. Now, he said in his online videos that he was selling a couple of books he had written, this sort of selfhelp philosophy that he had. But its also known that he was associated with a movement called sovereign citizens, people who dont believe in the authority of the government. They believe that police are ill legitimate. How this all fits into this mixed up philosophy, i think is something theyre going to have to straighten out. In terms of the weapon that gabe talked about, federal officials tell us that he bought it a year ago in missouri. He was living on and off with his mother there, when he wasnt on the road selling his book. And theres no reason to believe that the gun wasnt sold legally. There was nothing in his background that would have disqualified him from buying a gun. He had no criminal record and he was honorably discharged from the military, chris. Yeah, actually got some medals there. Pete williams, thank you for that update. Now the latest on those three Police Officers who are still hospitalized at this hour. Nbcs Kerry Sanders joins us from Lake Regional Medical Center here in baton rouge. And kerry, the way a Sheriff Department official put it to me this morning, there is one of the officers hovering between life and death. Literally fighting for his life this morning. What can you tell us . Absolutely. Our lady of the lake hospital is also a house of worship right now, as people are gathered around praying for the recovery of that officer. He was wounded multiple times, including a gunshot to the head. Hes identified as 41yearold nicholas actuallyier, currently in Critical Condition. He has 18 Years Service in the uniform division. So thats important, because that means hes wearing a uniform. Thats why he was targeted when he responded. Also here at the hospital is bruce simmons, 51 years old. Hes also with the uniform division, and he has nonlife threatening injuries. He is being cared for here. Family and friends have gathered around here, but also this hospital is associated and established by the franciscan order of the national church. The nuns established this hospital here and the Bishop Robert munch arrived here yesterday, praying for the recovery of these officers. And as you noted, there is one other officer who was injured. He was taken to baton rouge medical, and he is from what we understand, been treated and released now. Chris . Kerry sanders at the hospital for us, i know youll keep us updated. Security is already high here in cleveland. But with the recent Police Attacks in dallas and baton rouge, authorities are on extra high alert. Take a look at some of the numbers behind rnc security here in cleveland. A 50 million federal security grant was given to the city of cleveland for hosting the rnc. Its estimated about 50,000 people expected to attend. 5,500 officers assigned to security. That includes a mix of federal, nonfederal and cleveland Police Officers. 58 groups granted permits that allow them to protest, parade or march during the convention. Nbcs jacob rascon also here in cleveland and has much more on security measures being taken. Jacob, good morning. Reporter good morning. Cleveland won the bid to have this convention a couple years ago. They have been preparing for a long time now. This is the speakers platform. You mentioned the 58 groups. A lot of them will have time throughout the day today and tomorrow and next day to speak. And then, of course, we expect many more people to be gathering here. There are hundreds of officers just in this area seen and unseen. I want to bring in, because we have one of those groups, and they range from one person all the way to 5,000 people. And here we have a few people. This is colleen. Colleen, the message that youre bringing is on the sign, of course. Why did you think it important to come during the convention for your protest or your demonstration. The Republican Party has historically been terrible on row reproductive rights. And its really important to bring attention to that. Reporter and how do you think it went . You already went up there. Anita, actually, went up to speak on behalf of n. O. W. And it went really well. Reporter thank you very much for your time. Youre going to see a lot of voices, a lot of viewpoints, a lot of specifically protests, a lot of anti trump. And here is somebody who has, as he says, up to a half hour to speak. And hes alone. Youre going to see a lot of that. Most of the 58 groups are just that. But jose, they are prepared with 5,500 officers, an overwhelming police presence, in case when the big crowds come, anything happens. Jose . Jacob rascon, thank you very much. Clevelands chief of police, Calvin Williams, starting to speak right now. Lets go to that. Yesterday afternoon, it started at east 36th and euclid and ended right out here at east 9th and lakeside. Peaceful. Not too many issues. You probably saw our bike patrol officers out, escorting that march down along with some other uniformed officers. But that was about it for yesterday. Again, that ended peacefully. No real issues. Of course, the back and forth with the demonstrators expressing their First Amendment rights. That was about it. We also did have one minor arrest yesterday. A male was arrested for petty theft. A local male. I guess he had an issue with the equipment that one of our state troopers was carrying, specifically his gas mask pouch on his leg. And attempted to remove that pouch from the troopers leg, and he was arrested for petty theft. We think that arrested male may have some mental issues. Thats it. I think we have two marches scheduled for today. Im not quite sure. Ill look at that schedule. And then the speakers platform started today also. On public square. Thats it. I have a question for the mayor. You mentioned [ inaudible ] [ inaudible question ] well, the chief can tell you, the latter part. But yesterday there was a small demonstration with open carry. I think two or three people only. And the police dealt with them. And in terms of whether theyre loaded or not, i dont know. Are they and the answer is yes. Ahead of the convention, local media was told there would be plenty of Police Officers patrolling the neighborhoods. But this past weekend turned out to be one of the deadliest of the year. Upwards of 20 people shot. Im curious to know, were there more officers working in the neighborhoods over this past weekend . Yes, there were. But as i stated to another outlet a few days ago, you know, urban issues and urban crime has cycles. Sometimes well get a weekend with nothing at all happening. And sometimes well get a weekend as violent as this past weekend. But we did have plenty of officers out. As a matter of fact, one of the shootings we had near east 55th and euclid, we actually had a car on 55th. The shooting happened a block over on prospect. And the officers were actually right there in that area. Actually heard the shots and called it out themselves. And responded with other cars to that shooting. Chief, could you clarify i know you were asked a couple days ago. But the open carry one is legal for open carry, and then at what point is the person violating the law and officers could respond . Well, the person violates the open carry ordinance when they actually brandish that weapon or threaten someone with that weapon. The ordinance requires a person to safely handle a weapon, so you cant point it at people, you cant threaten people with it in any type of gesturing or manner im mannerisms. We make sure that people under open carry understand those rules, understand that part of the state law. And if they violent violate that, theyre subject to sanctions. And one more question on the heels of the tragedy. There are a number of departments around the country that have beefed up, doing twoman cars, et cetera. Do you change the way youre staffing based on that . Our officers have been in twoman cars since right after dallas. The tragedy in dallas. Can you define for us open carry and conceal and carry . [ phone ringing ] ill wait until thank you. Open carry is like the way im dressed today. Your weapon out, so it is visible. Conceal carry is the weapon is not visible. For conceal carry, you need a permit in this state. There is a class you have to go through. There is a shooting class, a written class. And you have to be certified by the county sheriff to get a concealed carry permit in the state of ohio. Yes, sir. Other than twoman cars. [ inaudible ] not for the convention. For the officers out in the neighborhoods, again, just like the tragedy in dallas, officers are more keen to things that are happening, and our officers are told to be especially cautious during their tours. Yeah, we also about a week before the convention kicked off, we initiated a tip line that the fbi is manning for us. And thats 18002255324. If you see something, Say Something tip line. So we encourage people, 18002255324. We encourage people to make sure that they use that tip line, if they see something suspicious out there, in the neighborhoods or downtown here with the convention. Has the level of threats or possible threats more than you expected or less than you expected . There have been no real threats, either to the convention or to the city or to the division of police itself. Yes, sir. Chief, tell us how you handled the protests yesterday and how youre going to handle the events today. There did seem to be a very large police presence. You had people on foot. How many Law Enforcement people were there at that protest yesterday, and whats the protocol for handling this . The protocol is enough officers as we need to keep it safe. We want to make sure that the demonstrators are safe walking through the streets of the city of cleveland. And we want to make sure we have enough officers to respond if things turn otherwise. So its based on those commanders on the ground and what they think is necessary to ensure both of those things. Chief, in the wake of baltimore, some of the Police Officers pulled back to the parameters and did not go in to prevent some crimes alleged. Have you seen that happening, and if that were to happen in cleveland no, we dont do that in cleveland. No. Our officers take care of business. I mean, theyre paid to protect and serve. Theyre paid to go in harms way. They just make sure theyre cautious and that they make sure that they do things properly. Chief yes. Yesterdays protest about 6 15 when the mounted unit came in behind the officers who were Standing Shoulder to shoulder, it looked as if those protesters were going to breach that security checkpoint. Was that what appeared to be happening . To be honest, i didnt see the end of the protest, because i was on my way someplace else. We had monitored up until the point it got down here to 9th and lakeside. But our officers on the ground are supervising the commanders, they know when to bring in more officers, to pull back, when to give protesters room. We constantly, constantly communicate what we perceive to be the leaders of these marches and protests, and give them the dos and donts that had keep everybody safe. And we try to get them to comply when things start to, you know, get a little bit either out of hand or unsafe for the general public. And if that happens, then we bring in Additional Resources and we try to make sure people stay within bounds. Chief. Yes, sir. Just to clarify on the open carry question about how it was vetted upward. Was that did either you or the mayor ask for guidance on whether or not open carry should be suspended or did that come from other source . No, the conversation started in the executive Steering Committee for the rnc, which is headed by the secret service. As part of that committees duties, we had to assemble and vet all of the Operations Plans from the Aerospace Security plan, dignitary Protection Plan down to the mass demonstration plan. It has to be vetted through that Steering Committee. And part of the conversation was about the open carry law in ohio. We basically had conversations amongst ourselves, the legal Team Assigned to that committee, and then there is a legal subcommittee that took up that question and took it to columbus and met with either met or talked to the legal staff in columbus, and the determination was made that the governor did not have the power to suspend that particular law. Yes. There was a report of protesters breaking windows, maybe entering, exiting the building until arrests were made. Could you speak to that, if that actually was the case . What do you mean . Were there arrests . Right now, or yesterday . Yesterday. No, we didnt have any property destruction. Again, we only had the one arrest yesterday. Okay. I thought you were telling me something that i didnt quite know about. Because this thing is ringing while im up here. Yes, sir. Is there what are the restrictions on what types of guns people can carry . The law has no restrictions. It states handguns and rifles. All right . Anything else . One last question. Yesterday the [ inaudible ] were wearing padded gear, and a lot of people were commenting on social media saying it was riot gear. Are those two different . Please explain that. Well, just so everybody is clear. The city of cleveland does not have riot gear. There is from our standpoint, there is no such thing as riot gear. There is personal protective equipment for officers. Its not an offensive material or protection at all. Its defensive for the officers are protected in the event something is thrown at that officer. So we dont use the term riot gear at all. Its personal protective equipment. And some of the bike officers have if youve ever seen motocross or bmx bike racing or those participants wear sleeves that kind of have padding and things like that to protect them in the event they fall, our officers do have that gear. Some of the officers yesterday were in reserve, kind of doing some stuff at another location, they were called out to assist in this protest. They actually had some of that gear on when they were called out, yes. All right . Is any of that gear new to the city . Yes, it is. I mean, weve just reinstituted a real bicycle unit for the city. And thats part of the gear we purchased for the rnc. Thank you. All right. Thank you. Chief Calvin Williams with that news conference, about the state of affairs this morning here in cleveland. Im now joined by eugene odonnell, professor of law and Police Studies at john j. College of criminal justice and former new york city Police Officer. Its good to see you. Hey, jose. In light of the baton rouge and dallas, im just wondering how do you think Cleveland Police are preparing for these times . Theyre dangerous times for police. Now hopefully theyre accounting for the fact that this shooter was in dallas. Inserting himself in the presence of legitimate protests. I think this whole issue of open carry, they have to get very serious consideration to creating a protocol in which they tell anyone who appears there with a gun that theyre that theyre menacing people, there is no innocent explanation why somebody would bring a firearm here, and they should be arrested for menacing or any other law and litigate later. But, i mean, isnt open carry specifically very specific on how you can act and not act . So you say its threatening. Some people would say walking up anywhere with a gun showing may be threatening. But here its the law of the state. We just had a terrorist appear in dallas and kill Police Officers in baton rouge. What innocent explanation under these circumstances are there for somebody to bring a firearm to this kind of an event . And if you recall back in 2004, the new York City Police department did what it had to do. If endowed, they made arrests and litigated later. You protect life and limb, and if the Civil Liberties union wants to get in court later on, thats fine. The statute, as i read it in ohio, says if you cause someone to be concerned, that theyre going to be that of danger, under these circumstances, i think a broad reading of this statute is in order. If somebody brings a firearm here, they should either be told to leave or they should be arrested. And detained. But youre talking about the open carry. Then there is the issue of the concealed weapons, but for that you need a permit, you need to have gone so training. So thats different. Youre saying youre suggesting that everybody here in the outskirts of the rnc, who brings a gun and is showing it, open carry, which is a state law, should be arrested. No questions asked. Unequivocally. They should be told to stay away in this climate, post baton rouge, stay away with firearms. There is no innocent explanation why somebody would bring a firearm here. By the way, the protesters even in dallas were saying how scary it was that people were Walking Around with firearms. So this wouldnt be the first time that the police acted and you litigate later. Shouldnt be dancing on the head of the Civil Liberties pin here. Talk to me about the nature of what were experiencing. It just seems as though things have changed. And you do sense a real sense that things have changed in recent times. The gist seems to be so much uncertainty, so much fear, so much fear of the unknown. No question. And the police the critical thing here for the police is not to stick to any plan. Its to be nimble and to be practical and to protect people. And where endowed, if there is a danger of life and limb being harmed, to make arrests early, obvious, unequivocally, and you can go to court later on, and you can have a dispute resolved in court. So the police are going to have to deal with contingencies on the fly here, but there shouldnt be orthodoxy. After the events yesterday. Before the events of yesterday, there was speculation that bad people might insert themselves in these protests. Now we know unequivocally, a terrorist, at least one, on at least one occasion, was physically present and for all we know, is also armed that day at a protest. And the name of protecting the protesters, the police and everybody else, the police should be emphatic, and stretch the limits of the law as they did in 2004 in new york. There was litigation that went on for years. And people can go to court, resolve these things later on. Eugene odonnell, good to see you. Thank you very much for being with us. Appreciate your time. In december, the indiana governor was one of the first republican critics. In december, you tweeted, and i quote you, calls to ban muslims from entering the u. S. Are offensive and unconstitutional. Territories, okay . Territories. So you changed your position. Call it whatever you want. Well call it territories, okay . Were going to have extreme vetting. Theyre going to come in and were going to know where they came from, and who they are. You just asked me if im comfortable with that. And i am. The theme of the first day of the convention is make america safe again. Tonights headline speakers include trumps wife, melania, along with iowa senator, joannie ertz and michael flynn. And antonio junior. Holly jackson, along with msnbc political analyst and former senior adviser, rand paul, elise jordan. Good morning to you. Holly, is it more important for trump to stabilize an Unstable Party or show he has got a steady hand . Both. Over the next four days, jose. Listen, tonight we talk about melania trumps speech. We know that she will, for example, talk about her path in coming to this country, being an immigrant entering the united states. But she will also try to personalize her husband, and that is the theme you will see this week. The speakers, about half of them washington insiders, the other half nonpoliticians, trying to show there is more to donald trump than often meets the eye. He can be not just a dad and a husband and showing the softer side, but also that he can be president ial. But part two, and arguably more importantly, is to show he can unite the party. The thing is, that is problematic when you have top aide Paul Manafort going on four different shows this morning, saying its embarrassing that Ohio Governor john kasich is not speaking here at the convention, smacking republicans. Yeah, as a matter of fact, thats exactly what manafort, his campaign manager, said this morning on morning joe. Take a listen. Where is kasich . Is he coming and speaking . Except for one or two. Hes the governor of the state. Kasich is the yeah, and you know what, hes making a big mistake. Hes making a big mistake. Hes looking at something thats not going to happen. Hes hurting his state. Hes embarrassing his state, frankly. So im wondering why the campaign is hitting at kasich, popular republican governor of this state, an important swing state. It looks like they decided to double down and attack their critics who arent coming out in full support of donald trump this week. I think that its a way to overcompensate for the embarrassing lineup. Its a little bit slim. They do have some how so . Well, tonight youve got, you know, a pretty Major National security figure, like lieutenant general, michael flynn. But then youve got, you know, actors and its a National Security night. This is a night when republicans really could hammer Hillary Clinton over benghazi, over the failure of her pushing for the war in libya. And instead, we have a lot of people who have no relationship to National Security at all. So holly, quickly, lets talk about the ticket in terms of process and rollout. How have the past three or four days been going for the trump pence ticket . Started awkward, right . I think you cant argue that, this idea that maybe trump was waffling, went publicly and said he didnt know his final decision and then the rollout, where he left pence align on stage, the whole nine yards. The point is, this is about turning the painful. We expect to see mike pence here at the convention today, arriving probably talking with some of the delegates, being here to shake hands and to mingle. The sense youre getting, he was the safe and steady pick intended to calm the waters. But hes got a huge night coming up on wednesday. You saw his warmup speech on saturday. Wednesday is the real deal. Hes got that national spotlight, and his mission here at the convention, i believe, is to show republicans here that are skeptical or skittish of trump, that, in fact, trump can have some of these conservative credentials people question, and then part two, is to show that he can be sort of a steadying influence and someone who go off the democrats. The latest nbc Washington Post telemundo poll showed the Latino Community overwhelmingly rejects trump, and overwhelmingly supports clinton as of right now. Yesterday on sundays show, the spokesman for the rnc said that trump was going to have a new approach to the Latino Community. Is it possible to change your semanti semantics . People have to feel welcome. If your community doesnt feel welcome, thats a community thats not going to come out and vote for you. Its really tragic that the republicans in 2012, they did an amazing autopsy and concluded they had to be more were basically going against everything that was decided about how to approach women voters, about how to approach millennials and how to approach hispanic voters. What can you tell us . We have been closely watching. This is another judge trial, a bench trial, where a judge, not a jury, was in charge. Decision, and the decision is clear. Not guilty on all three counts. Not guilty on manslaughter, the most serious charge, not guilty on misconduct in office, a much lower charge, and not guilty on Reckless Endangerment regarding the allegation this officer, brian rice, had joined the other two officers that initially arrested gray, was somehow recklessly en containidangering failing to belt him in back of the van. The burden of proof. I can tell you we have looked at a series of these cases now, and this is the fourth and the total count with todays breaking news of a not guilty on all three charges against brian rice, the most senior officer. The total count comes to three acquittals and one mistrial. You dont need to be an expert in keeping legal score to see that Marilyn Mosbys Prosecutors Office here failing to connect on any of the counts. Thats important, because many said, well, gosh, based on the nature of what happened to mr. Gray and questions surrounding it, the notion of murder or manslaughter would be difficult to carry. I can tell you from following all the trials, it was never automatic or assumed that he would fail to get any counts, because there was an incident result in a death and some lower charges were certainly legally possible. So this today is another striking blow to the prosecution here, as i say, not guilty on all charges, and in total now, four trials that have failed to produce any guilty verdicts. We are at the scene of the shooting and following the latest developments on that deadly attack yesterday. It was an ambush on Police Officers. Three of them, of course, as we have been saying, have died. Louisiana state Police Superintendent, tells me that gunman gavin long, was in baton rouge days before the shooting, and police are looking for anyone who may have had any contact with him. At this hour, one sheriffs deputy is fighting for his life after getting shot in the head and torso. Three other officers were killed. We also heard from attorney general, Loretta Lynch this morning. She says she condemns the attacks, there is no justification for violence against Law Enforcement. Kansas city, missouri, tammy leitner, outside gavin longs home. And tammy, we understand you spoke with his family. What did they tell you . Reporter chris, our crews spoke with gavin longs aunt. She tells us he stays at this house periodically, where his mother and brother lives. He stays there whenever he comes through town. It isnt that often. We believe a man who has been identified as his brother was arrested last night. Police have said they arrested Cameron Fryer on several city warrants. He has since been released. We spoke with a lot of neighbors and they describe this as a tight knit community. They knew the family, described them as Good Neighbors and said right now they are grieving over the loss. Chris . Another key part of this investigation, we have been talking about gavin longs social media history. It was extensive. What can you tell us . Reporter thats right, chris. Had an enormous social media. He had a blog called convos with cosmo. He talked about the alpha male and race. We know that he was talking about the Police Shootings down in baton rouge, and in dallas. And we know he actually went to dallas after those Police Officers were gunned down. He posted a video of himself three days after those shootings in dallas and he called that video educating our people. Chris . Tammy leitner, thank you so much for that update from missouri. And this morning, i spoke with two top Law Enforcement officers here involved in the investigation. Heres part of my investigation. We know he was here for at least a few days, were trying to put together the pieces. Were looking for all individuals he talked to. Were going to interview those individuals. We have talked to some. Its important to put that puzzle together of what brought him to that location, why did he specifically target Police Officers ambushed, and what was the motive behind that. Reporter do you believe the shooting of alton sterling may have been behind this . Unknown at this time. Certainly its indicative of the movement taking place around the country, which is sad. You saw that i believe what we see in dallas, that was a gamechanger, changed the landscape. Certainly you have a situation where it was a peaceful protest, police were with them, making sure everything was peaceful. And all of a sudden you heard the gunshots. And as you hear those gunshots, certainly as Police Officers, five were killing a human being. With three shots yesterday, and one fighting for his life. It is so vitally important we get it right. Reporter and sheriff, as we saw in dallas so recently, gunshots rang out, and officers run toward the danger. Thats exactly right. And, you know, that is the true epitome of a public servant. And thats what we are. There is no other way to describe what Law Enforcement does. Were public servants. We are here to serve and protect the public. And thats what motivates us. And those that excel in this profession, they have that true servant mentality. And i can tell you all these men yesterday, the ones that died, the ones still alive in the hospital, they were true public servants. Reporter and one of the deputies in Critical Condition. Can you tell us, how is it looking for him . He took two shots to the torso and one to the head. Hes still in the same condition today as he was yesterday. Hes really fighting for his life. And, you know, its in gods hands. We dont know whats going to happen. The doctors are doing everything they possibly can. We have been with him and the other all of the deputies that were involved in this. We have had chaplains with him. We have had other deputies a support system. Its like i said many times. It matters not what the color of our uniforms are, the shape of our badge. Its truly a Law Enforcement family. And we all hurt and we all grieve for each other. Right now, theres a lot of pain. Because a lot of support. And not only support from within ourselves, but from the community. Were having a tremendous outpouring from this community. From people that live here. That are supporting us. And thats a comfort in itself, to know the people you serve and support you, you know, well get through this. But as the colonel said, dallas changed the landscape. Unfortunately, i hate to say the new norm, but this may be what youre seeing as a new norm, and in american Law Enforcement. So you have two mass shootings, specifically targeting Police Officers in just ten days. Baton rouge now joining dallas and trying to put the pieces back together, as officers around the nation are on edge. Joining me now is Louisiana Republican congressman, garrett graves. This is your district. Im so sorry, first of all, the loss folks here have suffered. Thank you. You put a poignant message up on social media yesterday. What is your message . As i talked to the governor today, as i talked to both of those leaders in the Law Enforcement community, they all said, this is a city understandably on edge. Absolutely on edge. This is a very personal attack on our community, our families. Look, these arent just numbers, these are real members of our community, fathers, husbands, neighbors. One with a newborn. Yeah. Heart breaking. It really is awful. And i think the most important thing is, number one, weve got to make sure we draw Lessons Learned here and extract every lesson we can learn from this to make sure this doesnt happen, not just in baton rouge, but anywhere else in the country. This could have happened in any state, in any state in the united states. Number two, make sure were back in our Law Enforcement community. And number three and most importantly, do not let this shooter define or dictate what our next moves are. We should not let his message of hatred really become pervasive in our community. Weve got to keep moving forward on healing and bridging the divide, and making sure we bring our community together. The question becomes, what are the Lessons Learned. And, again, as i was talking to officials this morning, the real problem is, here you have somebody, and this is the same in dallas. Someone who had military training, knew how to use a weapon. There are thousands and thousands of people out there, lawabiding citizens like that. He had this Online Presence that was bothersome. But a lot of people, right, bothersome, scary things, online. So you do wonder, what lesson do you draw from this, or how do you deal with these kinds of lone wolves or attackers who just decide theyre going to kill police . First of all, i think its important to do a full investigation, to determine if he truly is lone wolf or associated with others who may have helped out in this incident. Number two, the community plays an important role. Hes got family, friends, neighbors, all those people play a role in recognizing different types of behavior that should either, one, let us call out our friends, neighbors, family members, and talk to them and try and talk them back off the ledge a little bit. Or report them to authorities in some cases. But i think we all play a role in the safety and security of our communities. One of those key things is funding. And the sheriff said to me today, they do not have the resources to do what some big twin cities are planning to do right now, which is not to let any Police Officers go out alone. Not just when theyre on patrol, but if theyre on a coffee break or go to get lunch. Anybody who is in a uniform, who can be identified as a Police Officer, will at least have backup with them. Are you concerned that a sheriff in your Community Says we dont have those kinds of resources and what can congress do about it . Absolutely. Im concerned about it. In fact, one of the first things we did, got together with democrat congressman who represents new orleans and part of this area. We introduce Bipartisan Legislation to provide additional grant opportunities to our Law Enforcement community, particularly focused on nonlethal technologies, to help provide our Law Enforcement community more tools. But were going to continue to work with them, extract all the Lessons Learned. And we will be introducing subsequent legislation, responding to the feedback with we get from our Law Enforcement community. This is a wonderful city. Ive been here many times before, in the football stadium at lsu. Are you concerned about the image here across louisiana, which depends whovely, frankly, on tourism. Absolutely. As soon as we heard about this yesterday morning, the first words out of my mouth, this is not our community. This is not us. And i said it well before it was known, that i expected this was someone from out of state. Ultimately, it was. You saw peaceful protests for four days after the alton sterling shooting. No arrests. After last weekend. And there were no interactions between police and the protesters, either. Everything was peaceful. It wasnt until the out of town folks came in and really ratcheted up the aggression, brought the protests just down the street, less than a mile away to the police headquarters, bringing guns out there. Really just trying to really incite violence, that you see a change in the tone here. Congressman graves, thank you very much for taking the time. And again, our sympathies to the entire community. Good to see you. Whats your theory after donald trump said hes the law and order candidate . I think its a smart idea to lead off with this. I think its the strongest point, if they can make this a National Security election. Lets face it. Americans are anxious. Anxious about their security overseas, because of the terrorist threat. And then what youre seeing in all these Police Shootings and shootings of police. Its just is there is a general unease across america. So now trump may have contributed a great deal to creating this unease in this division. What do you mean . Just in terms of being at a defensive figure who has stirred up a lot of the bitterness, the resentment, the racism thats been on the fringes. Now out in the open. Well see them, you know, protesting out in the open. The resentment coming out of all sides. Exactly. Not to say this is because of donald trump, but he has contributed to this. There is i believe been a backlash to that, as well. You see both sides digging in now. And in this time of anxiety, its like, im the strong man who can come in here and make it all well. Goodness knows he cant do that. But he can say that. So how do you portray that when you have no political experience, when you have really no curriculum that shows that youve been involved in that. How do you kind of do that when you dont have the background . You just say, strength over and over again. And i think that carries some weight. And, you know, look, his opponent would be the first woman president. I think there is still a lot of deepseated prejudice at the idea that a woman could be a tough commander in chief. So i think that will be a sub theme that below the surface tonight. And youre going to youre just going to see a lot of repetition of strong america. And its not a policy. Its not a program. But it just those words as to how a strong man works. Just the words, trust me, is reassure, i handle it, i have a plan. What are you looking at that youre going to be here in cleveland . What are you looking for . Well, im always interested in the more fringy aspects. So im going to head out from our interview and see alex jones and some of the Conspiracy Theory types who are just delighted about the outcome. Be noting who is not here in cleveland, a lot of the usual suspects. And, you know, somebody who appreciates political theater. These are the oscars, so this is good stuff. Is it a good thing in the final analysis, or a bad thing, you think, for trump to not have the establishment figures here, the bushes and the romneys . You know, is it a good thing in the final analysis or a bad thing . I think hes making the best of a bad thing. And hes saying you know, saying, theyre not here with me. Ooh, thats good. I didnt want them to be here anyway. Its a fact of life. Hes not going to solidify the party in terms of that. So make it a badge of honor. Hes got enough of the establishment.
