And the Democrats are trying to claim that it is just from trying to get Biden but now they're no longer trying to claim that they're doing that on the basis of Mulvaney States to review the actual transcript of what he said and yet it's pretty obvious he is not saying at all that trump conditioned American aid to Ukraine on the Ukrainians going and putting Joe Biden or 100 in jail and say Here is what here's what happened so a reporter asked Can you clarify I've been trying to get an answer to this was the president serious when he said he would like to see China investigate the Bidens if you were directly involved in the decision to withhold funding from Ukraine can you explain to us definitively why why was funding withheld and of any Sure I'll do it the 2nd one 1st which is it should come to as no surprise to anybody right I was on the since I was chief of staff the last time I was up here it was for budget briefings one of the questions you always ask me about the budget is what are you all doing about the foreign aid budget because we absolutely got it right President Trump is not a big fan of foreign aid never has been still doesn't doesn't like spending money overseas especially when it's poorly spent and that is exactly what drove this decision well I've been in this office a couple of times with him talking about this and he said Look make this is a corrupt place everybody knows it's a corrupt place by the way put this in context this is on the heels of what happened in Puerto Rico where we took a lot of heat for not wanting to give a bunch of aid to Puerto Rico because we thought that place was corrupt and by the way it turns out we were right all right to put that in your context he's like look this is a corrupt place I don't want to send them a bunch of money and have them waste it have been found that have been used to hide their own pockets plus I'm not sure that other European countries are helping them out either so we actually looked at that during that time before when we cut the money off before the money actually flowed because the money flowed by the end of the fiscal year we did an analysis of what other countries were doing in terms of supporting Ukraine is what money is saying and what we found out was that and I can't remember if it's 0 or near 0 dollars from any other European countries for lethal aid and you heard the president say this we give them tanks in other countries give them pillows That's absolutely right that as vocal as the Europeans are about supporting Ukraine they're really stand you when it comes to lethal aid and they were helping Ukraine and the president didn't like that. So those are the factors that he also mentioned to me in passing that the corruption related to the d.n.c. Server absolutely no question about that but that's it and that's why we held up the money Ok and so that last mention about the d.n.c. Server again this is my theory it's been my theory all along ever since the transcript of the call came out the one trump things corruption is just this big ball of jumbled mess that includes some information that actually is indicative of Ukrainian corruption and some information being fed to him by Rudy Giuliani who is working with a bunch of corrupt people in Ukraine and is being fed bad information by them and that is the most likely scenario here that's not impeachable it's dumb it's bad policy it's not impeachable So the follow up question to me is so the demand for an investigation into the Democrats was part of the reason he ordered withholding funding in Ukraine and Mulvaney said the look back to what happened in 2016 certainly was part of the thing he was worried about in corruption with that nation and that is absolutely appropriate. That's right I'm sorry if you know if the United States of America has an interest in investigating Trump Russia. And Russia interference in the 26 investigation then the United States of America has an interest in investigating Ukrainian interference in the 26 you know election and even if that includes bad information that Trump is suspicious of his actual purpose is not illegitimate and the follow up question is and withholding the funding and all that he says yeah which ultimately then flowed by the way there was a report that we were worried the money wouldn't that if we didn't pay out the money would be legal Ok it would be unlawful that is $1.00 of those things that has a little shred of truth in it that makes it look a lot worse than it really is we were concerned over it on be about impoundment and put half of you folks to bed but there is the Budget Control Act that says if Congress appropriates money you have to spend it that's how it's interpreted by some folks we knew that the money either had to go out the door by the end of September or we had to have a really really good reason not to do it that was legality of the issue. So he's saying we have to release the money so we release the money and the money was late so what's the problem and then he is asked but to be clear what you just described is a quid pro quo it is funny it will not flow unless the investigation into the Democratic server happens as well and of any should have answered right here no he said his money won't flow unless you fight corruption and that corruption involves investigating all of the issues surrounding the 2016 election and that may include the Democratic server of which President Trump is suspicious for no better reason Ok and Mulvane but money answers instead we do that all the time with foreign policy and then he says this speaks to an important point because I heard this yesterday I can never remember the gentleman who testified was it make any of that was that his name I don't know he testified yesterday the only transcript I've seen was someone's testimony this morning if you read the news reports and you believe them what did McKinney say yesterday McKinney has a State Department official said yesterday he was really upset with the political influence and foreign policy that was one of the reasons he was so upset about this and I have news for everybody get over it there's going to be political influence in foreign policy Ok So people are removing that line and they're saying that what motivate me is actually saying is that of course there's going to be political influence in foreign policy we have to let the Ukrainians do our bidding for us that is not what he is saying how do I know this how he is saying because he actually continues he says that is going to that is going to happen elections have consequences foreign policy is going to change from the Obama administration to the Trump administration what you're seeing now I believe is a group of mostly career bureaucrats who are saying you know what I don't like President Trump politics so I'm going to participate in this witch hunt they're undertaking on the Hill elections you have consequences and they should your foreign policy is going to change Obama did it one way we're doing it a different way there's no problem with that and then he was asked what about the Biden's did that come into consideration and that this would be Jim Acosta asking and money says 1st of all a cost is really that's that's always the go to response and then he says. He says you're talking about looking forward to the next election we're talking about the 2016 election he says there's an ongoing investigation by our Department of Justice into the 2016 election saying you're saying the president of the United States the chief law enforcement person cannot ask somebody to cooperate with an ongoing public investigation into wrongdoing that's just bizarre to me you would think you can't do that and how about Biden so that if somebody says You think it's fine to ask about the d.n.c.
