No problems or delays this morning for mass transit. Chris, back to you. Teen murdered. Police want to know if road rage was the motive for two men firing bullets at two bicycle riding teenagers. Matt delucia is live outside Police Headquarters with more on this. Reporter chris, 17 shots fired at two teens riding bicycles, police cannot believe it. Neighbors cant believe it either and one of the teens died. Here is some video from the scene. A 15yearold was shot in the back. You can see in the video the two bikes on the ground. Heres what we found out from philadelphia police. This happened yesterday afternoon, a little after 4 30 on the 2200 block of west sedgely street. The teens riding down sedgely came up behind a silver buick with four men inside. At some point the boys realized that something wasnt right so they turned to get away but at least two of the men started chasing them, firing the 17 bullets. We talked with investigators, so far no confirmed motive but they are working on the possibility that this could be road rage of some sort. At this point there have not been arrests. The other boy, hes 15, he was not injured. Was able to talk with investigators about what happened telling them that he had never seen these men before. Today is sptsing day for the man who killed a woman and three of her children while street racing in philadelphia. A judge convicted the man on thirddegree murder charges. He ran over and killed a woman and three of her sons on roosevelt boulevard in 2013. A fourth son survived the accident. The other driver is serving 5 to 10 years in prison after pleading guilty. Who does this kind of thing. Thats the question on the minds of parents and police in Chester County after sharp objects turned up in at least six pieces of halloween candy over the weekend. Police say boy saw a Facebook Post warning about tampered candy. Others found kneeleds in five twix bars. A viewer says her sons snickers bar had a nail inside. This family says they noticed a small hole in the wrapper of a kitkat. They took it to a clinic to have it examined. They said it was a needle hole and they assume its some kind of chemical put on the candy. Unbelievable. Fortunately, no child was hurt in any of those cases. Police are still investigating. They are urging parents to continue checking their kids halloween candy. A high school in Lehigh County will reopen after a box of ammunition caused officials to cancel classes last week. Someone spilled a box of bullets at the high school last thursday. Officials put the school on lock down while police interviewed students. School was closed friday. No word on where that ammo came from. This morning the Philadelphia School district is really hoping to get approved for a sizable loan that would help keep things running while pennsylvanias budget battle drags on. In a few hours leaders of the Philadelphia School district will be here at the School Reform commission meeting. Its scheduled for 10 30. They are going to ask members of the School Reform commission for a sizable loan. Without money currently coming from the state capital because of the budget stalemate a spokesperson for the district tells me the money, this money they are asking for should keep Philadelphia Schools afloat through the end of the calendar year. The loan for 250 million must first be approvedpy the commission. It will be presented at 10 00 this morning, not 10 30. Right now students do not have sufficient resources or books in the classroom. And even bus service im told throughout the district has been affected. Coming up in the next hour, were going to check in with the Philadelphia Teachers Union and find out if those salaries are still being paid with this budget stalemate coming from harrisburg. This morning were learning more how that plane crashed. Investigators say the plane broke apart in high altitude. Safety experts say that is usually because of one of three factors, a strong weather event, a midair collision or a bomb or missile. Investigators say there is no evidence of any of those factors so they are looking at more unusual events like fire or corrosion. Investigators have new encouraging findings as they try to piece together what happened to el faro, the cargo ship that sank during hurricane joaquin. Investigators are still awaiting confirmation that wreckage found saturday east of the bahamas belongs to el faro. Sonar indicates that the wreckage is sitting upright on the ocean floor and the ntsb says thats good for finding the ships black box recorder which will give them more clues what happened to the ship and its 33 crew members. Jury selection happens today in a trial against a former Detroit Police officer caught on camera punching a man more than a dozen times during a traffic stop. You may remember this video from january. Officer William Melendez was fired and charged with several crimes after dash camera video of the arrest went viral. His trial is set to begin this week. The judge says more than two dozen witnesses are expected to testify. He needs to put pressure on individuals to do something. That was the scene in columbia, South Carolina over the weekend. Members of the black lives matter Civil Rights Group held a rally there, all surrounding that recent incident involving a School Resource officer at a high school roughing up a female student. Cell phone video taken by other students went viral. Youve seen that over the past week. The deputy was fired following the incident. Heres the video again. The student was arrested for disrupting school. The video shows deputy flipping the students desk with the student and then dragging her, throwing her across the room after she refused to leave the classroom. School district officials there in richland county, South Carolina say that the officer did not follow proper procedure and used, quote, unapproved techniques when removing the student from the classroom. Police in Chester County are investigating after someone shot a student near campus. It happened sunday morning in an alley off south high street near west chester university. The university has alerted other students about the shooting. This Morning Police in North Carolina are still looking for a gunman after a deadly on campus shooting there. Police say one student is dead, another hurt after a shooting at winstonsalem state university. Investigators say the shooting happened around 1 30 sunday morning. The university was on lockdown for about three hours as police searched the campus. Take a look at this video. A home in michigan completely leveled after an explosion. Firefighters are still trying to figure out exactly what happened. We do know one man was hospitalized with burns. Neighbors say some of the windows were shattered by the force of the explosion and debris that flew into their homes. Investigators in new york are looking at whether a medical condition caused someone to go into a group of trickortreaters. Nbc news talked with the man who says he was driving in front of the car that hit the crowd on saturday, he says that the driver rammed into him seconds before flying off the road. Four other people were hurt in the crash including a 3yearold who is in Critical Condition this morning. The driver is in stable condition. Police in Southern California say an uber driver pepper sprayed a drunk passenger who violently attacked him for kicking him out of the car. Caught on the drivers camera. The driver told the passenger to get out of the car when the man couldnt give him directions. Thats when the passenger just started hitting the driver from behind pulling his hair, when the driver pulled out pepper spray and sprayed the man in the face. Police arrested the passenger.
