Well bring you a live report as soon as we get it. Turning to the crisis in iraq, the state department is warning u. S. Citizens against traveling to iraq tonight as violence there escalates. This comes as security is being beefed up at the u. S. Embassy in baghdad and some workers are being transferred to other locations throughout the middle east. Today a new wave of terrorist violence reached baghdad as the capital was rocked by a series of deadly bombings. The al qaedainspired group known as isis which has captured key territory in northern and western iraq posted new photos online. They reportedly show its fighters massacring dozens of captured iraqi soldiers. Nbc news cannot independently verify the authenticity of those photos. President obam has ordered u. S. Ships to the region and now hes weighing how to commit the u. S. Military without putting troops on the ground as the rest of the world watches. We left a void when we just demilitarized and disbanded that iraqi force in 2011. Colonel rick kiernan has nearly 30 years of military experience. Hes been watching as insurgents in iraq calling themselves isis move with deadly and lightning speed over the last three weeks, taking control over several cities as they make their way to baghdad. He says this violence is three years in the making and we may not have seen the worst of it. If you look at the region, its not just iraq but you have to look at syria on one side and now even, i guess, within the last week or so, even iran has said theyll join in. Thats not helpful. Iraq appears to be on the brink of a civil war. Some could argue it is already. Our nation appears to have war fatigue after troops spent nearly ten years in iraq to prevent such an outcome. The colonel says staff at the pentagon and white house arent getting much sleep thinking about what the president will do next. He is correct and wanting to pursue diplomatic means first before we automatically go to the throttle and the military solutions. So i think right now probably a lot of midnight oil being burned between the National Security advisers under ms. Rice and the folks that advised the president. The colonel says as unpopular as it sounds, the option to have troops deployed to iraq has likely been discussed. The uprising has moved so quickly that the next week or so may force the president s hand to use military force. Which could be air strike, troops or drone attacks. Pope francis today prayed for the victims of the violence in iraq. During his weekly address in st. Peters square, the pontiff called for peace and reconciliation in the region. It happened on North Randolph street. Authorities telling us an officer chased down three men, two of whom were armed. During the may lay, investigators say the officers shot both of the gonemen and they ran off but were caught a block away and taken to the hospital. One of the men is in Critical Condition. Tonight police say the deaths two of people in conch ho hocken are a murdersuicide. They confirm they are a married couple. Their identities are still being withheld so that family members can be notified. In philadelphias West Oak Lane neighborhood, three people are rushed to the hospital after two vehicles and a bicycle are involved in an accident. Police say a jeep flipped over and caught fire after colliding with a mini van on west cheltanham avenue. A person riding a bike on a sidewalk nearby was also struck. Eventually would have had to walk. I have to get where i have to go. She along with 60,000 rail commuters are happy the trains are back on track but they know its a temporary fix. The president ial emergency board timeline looks like this. Within 7 to 10 days the executive order being signed, an Advisory Panel is created. A public hearing announced. And the panel will report its expert recommendation to the president by july 14th. Then a 30day cooling off period. The first part of the emergency board now will make a recommendation that will prompt the parties to make a negotiating decision. Reporter we asked the union if this process assures them a contract and the answer is no. Its not intended to force a decision, and its not binding. If the first president ial emergency board fails to negotiate a contract, between septa and its 400 employees, governor corbett or either party involved in the labor dispute can request a second president ial emergency board. So a second set of eyes to make an expert recommendation. Septa Regional Rail division. Reporter the whole process waent take longer than 240 days which offsets the potential for a strike until february in the winter months, the cold and snow when the Transit System is more critical.
